市場に氾濫する低品質な不正農業投入財がアフリカで大きな問題となっている。氾濫する不正品のため，農民は収量増大が期待される化学肥料や高収量品種を導入する意欲を削がれ，それが農業技術普及のひとつの大きな足かせとなっている。生産性の改善を通じ農業生産を増大させたい途上国政府にとって，不正投入財問題は解決すべき重要な課題である。本稿では，アフリカの不正肥料の現状と対策をレビューするとともに，これまで分析が進んでいなかった近代日本の不正肥料排除の過程を検証することで，途上国における対策の糸口を探る。近代日本の不正肥料は，政府による取締法，検査官制度，農事試験場の依頼分析制度の導入，供給サイドによる製品のブランド化と特約取引網の確立，そして需要サイドによる共同購入事業という多面的な対策を通じて，昭和期に入り確実に抑制されていった。このような近代日本の経験を検討する中で，途上国への教訓を引き出したい。

農産物の円滑な流通には，容量・俵装・品質等の検査制度と標準化が求められる。これらは一般に政府が制度化するが，途上国にはそのキャパシティが不十分なことが多い。本稿は，中央政府の関与なく，米穀検査と標準化が定着した一事例である，近代日本の米市場を検討する。本稿は，その過程を概観したうえで，要因と機序を仮説的に提示する。近代日本では，明治維新以後，米の流通が混乱したが，各産地で移出商等による自発的な移出検査が始まり，後に府県による県営検査へと置き換わり，これが全国に展開した。本稿は，この要因と機序として，産地間競争によって検査と標準化が広がったこと，標準化は価格やシェアの向上に効果があり，産地が標準化の強い誘因をもっていたこと，産地に標準化を実行する組織力，行政・執行能力があったことを提示する。さらに，本事例から，政府主導の標準化の制度化にあたって，教訓と政策的含意を議論する。, (特集 「途上国」日本農業の開発経済史 : 経験と教訓)

From the 15th century on, the population and agricultural production of Hebei gradually increased, and the patterns clearly showed regional variations: in the western part of Hebei relatively high population density and labor-intensive production were dominant features, while the eastern part was characterized by sparse population and extensive agriculture. Such patterns were strongly governed by the topology and water system including the Grand Canal. Logistic and commercial structures were also significant. Commercial goods transported from the south via the Grand Canal blunted the motivation for developing labor-intensive grain production such as multi-cropping. Thus the agriculturalarket structure and the logistic disadvantage formed a vicious circle, and Hebei became disabled from functioning as a breadbasket for Beijing. Under these circumstances, arguments in government circles repeatedly proposed the introduction of rice production in Hebei, and these proposals provoked keen political and social disputes. At the same time, amidst the arguments, many expressed the problem as one of logistics in which 'northwest sponged off the southeast'. The dichotomy of views engendered a clear imaginary split in the Ming regime. In the end, the tension ultimately reinforced the unity of the Ming 'Empire' and for this very reason the grain tribute system further became an 'ancestral institution'.

This paper reviews the development of the agricultural sector in Myanmar after the transition to an open economy in 1988 and analyzes the nature as well as the performance of the agricultural sector. The avoidance of social unrest and the maintenance of control by the regime are identified as the two key factors that have determined the nature of agricultural policy after 1988. A major consequence of agricultural policy has been a clear difference in development paths among the major crops. Production of crops that had a potential for development showed sluggish growth due to policy constraints, whereas there has been a self-sustaining increase in the output of those crops that have fallen outside the remit of agricultural policy.

黄土丘陵ガリ区は中国における侵食の激しい地域の一つである。激しい土壌侵食に半乾燥・乾燥気候,峻険な地形と悪化した生態環境に加えて,土地生産力は極めて低く,住民の生活も貧困である。このような自然・経済状況に鑑み適当な侵食防止策と農業開発技術を探討する為に,「黄土丘陵ガリ区における小流域の土壌侵食防止と農業開発技術に関する研究」を国家の指定研究課題とし,北京林業大学が寧夏回族自治区の西吉県の黄家二岔小流域において,1981年から一連の研究を行ってきた。採用された技術は該当地域の資源レベルと一致し,研究成果は類似な小流域にも適用・普及できる。黄家二岔小流域の侵食防止・農業開発の実際により,流域管理事業には連続的な資金・技術投入があれば,土砂流失は98%まで低減でき,食糧生産高と住民の年平均収入がそれぞれ526%と566%まで増加できるとされている。本研究は当該小流域の侵食防止措置と侵食防止事業の効果について検討するものである。, The loess gullied-hilly area of China is one of the most eroded areas. Soil erosion, along with semiarid to arid climate, dissected topography and fragile ecological environment, makes land productivity very low and the livelihood of rural people even hard. In order to promote appropriate strategies for soil erosion control and small watershed agricultural development techniques, long-term research has been carried out by Beijing Forestry University sponsored by the China government since 1981,in a small watershed, Huangjiaercha, of Xiji County in Ningxia Hui Nationality Autonomous Prefecture. These efforts have resulted in identifying appropriate technologies in relation to resource level, these strategies could be extended to similar agro-ecological situations. Soil and water conservation practices adopted in the watershed revealed that with investment level and continuous adjustment, soil losses of small watershed could be reduced by 98%, apart from increasing crop yield and per capita net income by 526% and 566% respectively.
