Search

Studies related to transportation planning and development have been in the center of activities of many researchers in the past decades. Road congestions issues, economic problems, health problems and environmental problems are some examples of complex problems that can be caused by urban and public transportation in big cities. Evaluating urban and public transportation systems could help to reach effective solutions to overcome these issues. This article presents a short bibliographic review of some recent studies on Multi-Criteria Decision-Making (MCDM) approaches for evaluating urban and public transportation systems. To this aim, Scopus was chosen as the database for making a search on journal articles. Scopus is trusted by major institutions in the world, and all journals covered in this database are inspected for sufficiently high quality each year. The search was made on the journal articles from 2017 to 2022 (July). The analyses presented in this study show that the Analytic Hierarchy Process (AHP) method is the most used method, which has been applied to different studies in the field of urban and public transportation systems based on MCDM approaches. According to the analysis of the number of articles, Turkey is ranked 1st among different countries, and “Budapest University of Technology and Economics” (Hungary) is 1st in the ranking of institutions. Moreover, most of the articles have been published within the “social sciences” subject area. The recent trend in different studies on urban and public transportation systems shows the importance of using MCDM approaches in this field. Moreover, noticeable employment of fuzzy sets in several studies is a point that can shows the significant role of uncertainty in dealing with this type of problems.

The article deals with abandoned industrial buildings and lands conversion concept, objectives, problems, beneficial results of a successful conversion for urban expansion, as a complex process of sustainable development. The tools for making effective management and usage of abandoned buildings decisions are considered. The article analyzes the 5D BIM model throughout the life cycle of the building. The foreign good practice is analyzed, where the modern digital technology is used for reconstruction of old buildings. The building information model application possibilities are examined throughout the lifespan of a building. The measures for CO2 emission reduction in the construction sector are proposed. Finaly, the model for conversion of abanoded buildings is proposed, based on MCDM and BIM technologies. Article in Lithuanian. Aptariamos priemonės, kurios padėtų priimti efektyvius apleistų pastatų tvarkymo ir naudojimo sprendimus. Straipsnyje yra analizuojamas BIM 5D modelis per visą pastato gyvavimo ciklą. Analizuojama užsienio geroji praktika, kur taikomos šiuolaikinės skaitmeninės technologijos rekonstruojant senus pastatus. Tiriamos statinio informacinio modelio taikymo galimybės per visą pastato gyvavimo laikotarpį. Siūlomos priemonės mažinti išmetamo CO2 kiekį statybos sektoriuje. Norėdama išlikti konkurencinga globalioje aplinkoje, gamybos įmonė turi diegti naujas technologijas. Tinkamiausių technologijų atranka yra sudėtinga įvairialypė problema, apimanti kiekybinius ir kokybinius veiksnius, tokius kaip žmogiškųjų išteklių, veiklos efektyvumo ir finansiniai aspektai, kurie gali būti prieštaringi bei neretai sudėtingai įvertinami. Be to, tarp technologijų tinkamumą apibūdinančių veiksnių bei kriterijų egzistuoja tarpusavio priklausomybės, į kurias reikia atsižvelgti, renkantis veiklos strategiją. Išvardintas problemas galima išspręsti derinant kelis įvairaus pobūdžio daugiakriterius sprendimų priėmimo (MCDM) metodus ir neraiškiųjų aibių (Fuzzy Set) teoriją. Pristatomo tyrimo tikslas – parengti kompleksinę technologijų tinkamumo vertinimo ir atrankos metodiką. Selection of a right technology is a critical stage in a successful technology transfer process. However, technology selection is a complex multi-dimensional problem including both qualitative and quantitative factors, such as human resources, operational and financial dimensions, which may be in conflict and may also be uncertain. In addition, interdependent relationships exist among various dimensions as well as criteria of technology selection. The identified problems could be solved by combining multiple criteria decision making (MCDM) methods of different nature and fuzzy set theory. The objective of the current paper is to develop a complex approach to evaluate technologies and to rank their appropriateness for a company. A hybrid model is proposed, based on Fuzzy Analytic Network Process (FANP) and Fuzzy Technique for Order Preference by Similarity to Ideal Solution (FTOPSIS). A real-life case study is presented to validate the proposed model.

In the current study a hybrid approach is proposed for financial performance evaluation of manufacturing companies. With respect to inner dependence between financial measures, an analytic structure based on the accounting measures and economic value measures is proposed. Also, based on a type of initial information, it is proposed to evaluate financial performance of companies by applying MCDM (Multiple Criteria Decision Making) methods under fuzzy environment. In this approach Fuzzy Analytic Network Process (FANP) is applied to determine relative significances of multiple criteria used in accounting measures and economic value measures. Then companies are ranked by using Fuzzy VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje; in Serbian) method. In the presented case study, 143 Iranian companies in 14 manufacturing industries that trade on Tehran stock exchange (TSE) are ranked applying the proposed approach. The results represent the importance of hybrid measures in financial performance evaluation of companies.

Decision making in construction management has been always complicated especially if there were more than one criterion under consideration. Multiple criteria decision making (MCDM) has been often applied for complex decisions in construction when a lot of criteria were involved. Traditional MCDM methods, however, operate with independent and conflicting criteria. While in every day problems a decision maker often faces interactive and interrelated criteria. Accordingly, the need of improving and supplementing the methodology of compromise decisions arose. It was proposed to supplement TOPSIS (Technique for the Order Preference by Similarity to Ideal Solution) method and integrate the Mahalanobis distance in the usual algorythm of TOPSIS. Mahalanobis distance measure offered an option to take the correlations between the criteria into considerations while making the decision. A case study of building redevelopment in Lithuanian rural areas was presented that demonstrated the application of the proposed methodology. The case study proved that the proposed TOPSIS‐M (TOPSIS applying Mahalanobis distance measure) method could have substantial influence in carrying the proper decision. Article in English. Kompleksiniams statybos sprendimams, kurie apibūdinami daugeliu rodiklių, taikomi daugiatiksliai sprendimų priėmimo metodai (MCDM ‐Multiple Criteria Decision Making). Šie metodai skirti sprendimams priimti tuomet, kai vertinami konfliktuojantys bei nepriklausomi rodikliai. Tačiau realiose situacijose, priešingai, nuolat susiduriame su saveikaujančiais ir tarpusavio priklausomybę turinčiais rodikliais. Dėl šios priežasties kyla poreikis patobulinti sprendimų metodologiją. Straipsnyje siūloma papildyti variantų racionalumo nustatymo metoda TOPSIS (Technique for the Order Preference by Similarity to Ideal Solution), taikant Mahalanobio metoda atstumams nustatyti. Mahalanobio atstumų nustatymo metodas suteikia galimybę įvertinti koreliacinės rodiklių priklausomybės priimant daugiatikslį sprendimą. Pereinamosios ekonomikos šalių įstojimo į Europos ekonominę sąjungą bei į Europos pinigų sąjungą galimybės ir mechanizmas skiriasi nuo aukšto išsivystymo lygio Vakarų Europos šalių. Trumpoje studijoje sudėtinga išsamiai išnagrinėti šį antagonizmą. Šio straipsnio tikslas yra parengti modelį daugiatikslei problemai, apimančiai minėtus prieštaravimus, spręsti. Norėdami iliustruoti modelio taikymą, autoriai parinko keletą rodiklių, kurie būtų aktualūs problemą sprendžiančioms suinteresuotoms šalims. Be to, nagrinėjami du alternatyvūs scenarijai: gerovės ekonomikos scenarijus su pilnu rinkos mechanizmu ir darnaus vystymosi scenarijus. Abiejuose minėtuose scenarijuose analizuojamas įstojimas į Europos ekonominę sąjungą ir į Europos pinigų sąjungą bei pasitraukimo galimybę kaip priešprieša Europos integracijai. Scenarijai parengti ir modeliavimas atliktas 2007–2012 metų laikotarpiui. Scenarijams įvertinti taikomas autorių pasiūlytas daugiatikslių sprendimų priėmimo metodas. Siūlomo modelio taikymas pereinamosios ekonomikos šalims iliustruotas Lietuvos ir Lenkijos pavyzdžiais. Šis modelis yra universalus ir yra galimybė, jog jis būtų naudojamas praktikoje sprendžiant kitų Centrinės ir Rytų Europos pereinamosios ekonomikos šalių ekonominio integravimo klausimą. A transition economy differs from the economies of well-developed countries of Western. It would be difficult to answer this antagonism in a short text. The aim of this article is rather to bring a model for solving the multi-objective problem underlying this antagonism. As an example, some objectives are chosen by the authors instead of being selected by all the stakeholders interested in the issue. In addition, alternative scenarios are possible: a scenario of welfare economy with a full market mechanism and a scenario of sustainable development. In each of these scenarios admission to EMU and EU are considered, but also secession meant rather prior to than ex-post the European integration. The examples of Lithuania and Poland illustrate the application on transition economies. The hope remains that one day the model will be used for a full-fledged study on the European economic integration of the transition economies of Central and Eastern Europe.

Nagrinėjamas statybos objektų atnaujinimo uždavinių modeliavimas, taikant lošimų teorijos metodus. Racionalūs statybos valdymo variantai parenkami įvairiomis sąlygomis, kurios aprašomos efektyvumo rodikliais. Dažnai sprendimus tenka priimti visiško neapibrėžtumo sąlygomis, kai nežinomos išorinių sąlygų tikimybės. Šiame straipsnyje autoriai analizuoja racionalių apleistų pastatų atnaujinimo variantų parinkimą darnaus vystymosi požiūriu. Darnaus vystymosi sąvoka susijusi su informacijos trūkumu ir neapibrėžtumu. Potencialius sprendimo variantus apibūdinantys rodikliai yra diskretūs, tačiau nežinomi jų pasiskirstymo dėsniai bei kitimo ribos. Todėl nagrinėjamam uždaviniui spręsti pritaikyti lošimų teorijos metodai. Suformuluotos galimos apleistų bei nenaudojamų statinių Lietuvos kaimo vietovėse sutvarkymo alternatyvos. Pagrindinių darnaus vystymosi posistemių konfliktui spręsti ir racionaliam pastatų tvarkymo sprendiniui rasti taikytos Bayeso ir Laplaceo taisyklės. Taikant Bayeso taisyklę, įvertinamas santykinis rodiklių reikšmingumas, o, skaičiuojant pagal Laplaceo taisyklę, imama, jog visi rodikliai sprendimą priimantiems asmenims yra vienodai svarbūs. Atlikti skaičiavimai parenkant racionalius variantus atskiruose šalies regionuose bei taikant skirtingas plėtros strategijas, suformuluotas šalies teritorijos bendrajame plane. [toliau žr. visą tekstą] The paper analyses modelling renewal of construction objects applying methods of the game theory. Rational construction management variants are usually selected under various conditions, using the efficiency criteria. A choice of rational alternatives can be absolutely uncertain when influences of external factors are unknown. In the current paper, selecting of rational renewal variants of derelict buildings from the viewpoint of sustainable development is presented. Sustainable development always involves great uncertainty; accordingly, the methods of the Game Theory are used for a particular problem. Bayes’s and Laplace’s rules are applied for searching rational renewal variants of derelict buildings in Lithuanian rural areas. The case study proved that the methods of the Game Theory are effective in a real life situation and can be successfully applied to solving similar problems.

Straipsnyje nagrinėjama daugiatikslių sprendimų priėmimo (MADM) problema esant neapibrėžtumui. Kai kuriais atvejais tradiciniai metodai nėra tinkami realioms situacijoms modeliuoti. Dėl šios priežasties mokslinėje praktikoje taikomi neapibrėžtieji MADM metodai. Šiame straipsnyje analizuojamas išplėstas artumo idealiajam taškui (TOPSIS) metodas, pritaikytas naudoti neapibrėžtoje aplinkoje. Metode rodiklių reikšmės ir santykiniai reikšmingumai išreiškiami neapibrėžtaisiais skaičiais, aprašytais trikampe priklausomumo funkcija. Santykinis kiekvienos alternatyvos artumas idealiajam sprendiniui gali būti skaičiuojamas skirtingais mokslinėje literatūroje aprašomais būdais. Publikacijoje pateikiamas skaičiavimų eksperimentas ir lyginami alternatyvų vertinimo rezultatai, gauti pritaikius tris skirtingus neapibrėžtojo TOPSIS metodo algoritmus. The paper analyses the problem of multiple attribute decision-making (MADM) under fuzzy environment. In some cases the crisp value is inadequate to model real-life situations. For this reason some fuzzy MADM methods have been developed. The extended TOPSIS (Technique for the Order Preference by Similarity to Ideal Solution) to fuzzy environment is presented in the current paper. Weights and ratings of each criterion are described in triangular fuzzy numbers. The relative closeness to the ideal solution of each alternative is calculated applying different approaches that were presented in different scientific papers. A computational experiment is presented to compare the results of a multiple attribute analysis that uses three modifications of fuzzy TOPSIS method in a particular situation.

Straipsnyje nagrinėjami sovietmečiu statytų, o šiuo metu bešeimininkių ar neūkiškai naudojamų kaimo statinių teritorinės sklaidos ypatumai ir juos lemiantys veiksniai Lietuvoje. Matematiniais statistiniais metodais tiriamos ūkinių, ekonominių ir socialinių rodiklių sąsajos su nenaudojamų statinių pasiskirstymu šalies kaimo vietovėse. Nustatyti regioniniai tiriamų kaimo statinių naudojimo skirtumai, nulemti socialinės-ekonominės būklės teritorinių ypatumų. Apskaičiuota, kad žemės ūkio statinių ir nagrinėtų rodiklių koreliacinės priklausomybės yra skirtingos aktyvios raidos, regresuojančios raidos ir „buferinėse“ teritorijose, didžiųjų šalies miestų įtakos zonose bei nuo jų nutolusiose vietovėse, pietrytinėje bei centrinėje Lietuvos dalyse, kurioms būdingos nevienodai palankios ūkininkavimo sąlygos. Nustatytas priklausomybes reikėtų vertinti sprendžiant kaimo statinių atgaivinimo ir jų efektyvaus naudojimo klausimus, įgyvendinant šalies erdvinę socialinės, ekoncminės ir ekologinės subalansuotos raidos strategiją. The peculiarities of territorial distribution of derelict and mismanaged rural buildings in Lithuania and factors, influencing them, are analysed in the article. Territorial distribution observations are made and peculiarities according to economic as well as social conditions are established using methods of mathematical statistics. It is estimated that correlation relationship of derelict and mismanaged rural buildings and regional concentration of economy, social and agriculture indices are different in various regions of Lithuania. Connections are diverse in zones of active, regressing development and „buffer“ areas, near the largest cities and in territories far from them, in the south-eastern and in the central part of Lithuania, where agriculture conditions are different. These established peculiarities could be used solving problems of rural buildings renovation, accomplishing the concept of economic, social and ecological sustainable development in Lithuania.

Straipsnyje nagrinėjama bešeimininkių ir neūkiškai naudojamų pastatų kaimo vietovėje sklaidos priklausomybė nuo ūkinių, ekonominių, socialinių rodiklių teritorinių ypatumų. Nustatyta, kad žemės ūkio pastatų ir ne su žemės ūkio gamyba susijusių kaimo infrastruktūros pastatų koreliacinės priklausomybės su nagrinėjamais rodikliais yra skirtingos. Todėl pastatų atgaivinimo bei panaudojimo klausimai turi būti sprendžiami, įvertinant nustatytas priklausomybes ir Lietuvos Respublikos teritorijos bendrojo plano erdvinę subalansuotos raidos koncepciją. Rural property constitutes an important part of economic potential in Lithuania. Buildings of farming destination and of rural infrastructure make a great part of this property. Most of these objects were built in the years of Socialism under the conditions of social economy. Political and economic changes were followed by unsuccessful reorganization of the agricultural sector in Lithuania. As a result of this there are many derelict and mismanaged buildings in rural areas now. These buildings are not used for any kind of activity and many of them are semi-destroyed. The same problem is actual in all former socialist countries. Such a phenomenon is negatively influencing the economy of our country. It is hard to revitalize these buildings because of technological and economic changes in our country during the last decade. The aim of the work is to analyse spatial distribution tendencies of derelict and mismanaged agricultural buildings and rural buildings of other destination according to economic as well as social conditions and the development of the mentioned areas. The results of the analysis can facilitate scientific preparation of revitalizing and effective use of rural property. The data on twelve districts of the Lithuanian Republic have been analysed. Observations have been made and distribution peculiarities have been established using the methods of mathematical statistics. Ten groups of indices have been used in the analysis. As a dependant variable in correlation there is a number of derelict and mismanaged buildings of farming destination in 1000 ha of territory in an administrative region. As independent (factorial) variables arc: farming land productivity grade; percent of farming land, rented by district farming communities; parameters of life quality, population activity indices, indices of farming and corn agriculture territorial concentration in the years of 1990 and 1997. Two correlation matrixes according to the destination of buildings have been calculated and statistical connections have been estimated as shown in Fig 1 and Fig 2. The connections are not very significant, but some conclusions can be drawn according to the results of the analysis. Analysing derelict and mismanaged buildings of farming destination it has been estimated that distribution peculiarities of the dependant variable are mostly influenced by indices of fanning territorial concentration, farming land productivity grade and the percent of farming land in a district, rented by district farming communities. These connections are inverse. This can be explained by the fact that stronger collective-farms existed in districts of better agriculture conditions. Stronger collective-farms were less destroyed, more farming communities were founded here. Fanning communities use buildings of farming destination for their agricultural activity. So there are less derelict and mismanaged buildings in these regions. Many of the analysed buildings are private property, but they are not used and almost destroyed, because small farmers are not capable of using large complexes and holding them in proper condition. XXI a. miestai labiau nei bet kada anksčiau yra siejami su verslo vystymo galimybėmis, paslaugų teikimu, patraukliomis darbo ir gyvenamosiomis vietomis, tačiau tuo pat metu didėja susirūpinimas dėl miestų zonų aplinkos būklės. Teritorijų planavimo dokumentų sprendinių poveikio vertinimas yra įtvirtintas įstatymais, tačiau Lietuvoje nėra aiškios sistemos, leidžiančios kiekybiškai įvertinti svarbiausius ekologinius rodiklius. Disertacijos tyrimo objektas – miesto ekologija, ją suvokiant kaip bendrosios ekologijos dalį, veikiančią ir veikiamą miestų aplinkoje. Darbe pasiūlytas miesto ekologijos modelis, kuris būtų tinkamas planavimo specialistams ir sudarytų prielaidas efektyviau valdyti pagrindines miestų ekologijos problemas. Modelis orientuotas į kiekybinį vertinimą ir, atsižvelgiant į poveikio kryptį, yra sudarytas iš dviejų pagrindinių dalių: išorinės ir vidinės miesto ekologijos. Įvertinus, kad miestų įtaka pasauliniams ekologiniams procesams yra mažai tyrinėta, detalesnei analizei buvo pasirinkta būtent išorinė miesto ekologija ir labiausiai ją veikiantys atliekų ir energetikos sektoriai. Remiantis tarptautiniais teisiškai įpareigojančiais susitarimais, nustatytos ribinės vertės – emisijų mažinimas nuo 8 % iki 30 %. [to full text] XXI a. miestai labiau nei bet kada anksčiau yra siejami su verslo vystymo galimybėmis, paslaugų teikimu, patraukliomis darbo ir gyvenamosiomis vietomis, tačiau tuo pat metu didėja susirūpinimas dėl miestų zonų aplinkos būklės. Teritorijų planavimo dokumentų sprendinių poveikio vertinimas yra įtvirtintas įstatymais, tačiau Lietuvoje nėra aiškios sistemos, leidžiančios kiekybiškai įvertinti svarbiausius ekologinius rodiklius, be to, ir patys rodikliai nėra apibrėžti. Disertacijos tyrimo objektas – miesto ekologija, ją suvokiant kaip bendrosios ekologijos dalį, veikiančią ir veikiamą miestų aplinkoje. Darbe pasiūlytas miesto ekologijos modelis, kuris būtų tinkamas planavimo specialistams ir sudarytų prielaidas efektyviau valdyti pagrindines miestų ekologijos problemas. Modelis orientuotas į kiekybinį vertinimą ir, atsižvelgiant į poveikio kryptį, yra sudarytas iš dviejų pagrindinių dalių: išorinės ir vidinės miesto ekologijos. Įvertinus, kad miestų įtaka pasauliniams ekologiniams procesams yra mažai tyrinėta, detalesnei analizei buvo pasirinkta būtent išorinė miesto ekologija ir labiausiai ją veikiantys atliekų ir energetikos sektoriai. Remiantis tarptautiniais teisiškai įpareigojančiais susitarimais, nustatytos ribinės vertės – emisijų mažinimas nuo 8 % iki 30 %. Atliekų ir energetikos sektorių emisijos susietos su planuojant naudojamais kiekybiniais parametrais ir nustatytais emisijų mažinimo tikslais. Applying building energy simulations, the dissertation investigates the issu-es of energy efficiency of public buildings. The main object of research – influence of the glazing of the public building on its energy demand. Next to its main function to ensure daylighting, glazing must to be energy efficient. So these requirements conflict. The aim of this dissertation is to perform the complex analysis of the influence of glazing characteristics on the building‘s microclimate and lighting systems energy demand, taking into account DL demand. Also define, what glazing characteristics in Lithuanian and similar climate countries, are able to decrease buildings energy demand to the level of the low energy building. The paper approaches two major tasks. Task 1 is performance of the detailed analysis of influence of glazing on energy demand of the public building. Task 2 is determination of the efficient glazing characteristics of the energy efficient building. The dissertation consists of Introduction, 4 chapters, Conclusions, references and list of published works of the author on the topic of dissertation. [to full text] Disertacijoje, taikant dinaminį pastatų energijos poreikių modeliavimą, nag-rinėjamos viešosios paskirties pastatų energinio efektyvumo problemos. Pagrin-dinis tyrimo objektas yra viešosios paskirties pastato fasado įstiklinimo įtaka energijos poreikiams. Greta savo pagrindinės funkcijos – pakankamo natūralaus apšvietimo užtikrinimo, fasado įstiklinimas privalo būti energiškai efektyvus. Tai prieštaringi reikalavimai. Pagrindinis disertacijos tikslas – įvertinant natūralaus apšvietimo poreikį, kompleksiškai išanalizuoti viešosios paskirties pastato įstiklinimo charakteristi-kų įtaką pastato mikroklimato ir apšvietimo sistemų energijos poreikiams bei nustatyti, kokioms pastato įstiklinimo charakteristikoms esant, Lietuvoje bei pa-našaus klimato šalyse pastato energijos poreikius galima būtų sumažinti iki ma-žai energijos vartojančio pastato lygio. Darbe sprendžiami du pagrindiniai užda-viniai: pirmasis – atliekama įstiklinimo įtakos kondicionuojamo pastato energijos poreikiams analizė; antrasis – nustatomos efektyvios energiškai efek-tyvaus pastato įstiklinimo charakteristikos. Disertaciją sudaro įvadas, keturi skyriai, rezultatų apibendrinimas, naudotos literatūros ir autoriaus publikacijų disertacijos tema sąrašai.
