In this article the authors aim to understand the specificity of violence against Black women in Brazilian politics through the analysis of testimonies of Black politicians in different administrative positions and various regions of Brazil. Adopting the "Violence Against Women in Politics" (VAWIP) analytical model developed by Mona Lena Krook, the goal of this approach is to highlight the forms that this violence takes in the Brazilian context when gender and race intersect. In doing so, the article pursues two objectives. First, it offers an overview of violence against Black women in Brazilian politics, demonstrating how this phenomenon manifests itself in the analysis of these cases. Second, it observes how the testimonies of Black women politicians go beyond the analytical model proposed by Mona Lena Krook (2020), thus accounting for the intersectional specificities of political violence. In diesem Artikel wird die Besonderheit der Gewalt gegen Schwarze Frauen in der brasilianischen Politik durch die Analyse von Zeug*innenaussagen Schwarzer Politiker*innen in verschiedenen Verwaltungen und Regionen Brasiliens analysiert und nachgewiesen. Anhand des von Mona Lena Krook entwickelten Analysemodells "Gewalt gegen Frauen in der Politik" (VAWIP) wollen die Autor*innen die Formen dieser Gewalt im brasilianischen Kontext aufzeigen, insbesondere wenn sich gender und race überschneiden. Damit verfolgt der Beitrag zwei Hauptziele. Das erste besteht darin, einen Überblick über die Gewalt gegen Schwarze Frauen in der brasilianischen Politik zu geben und so zu ermitteln, wie sich diese manifestiert. Das zweite Ziel besteht darin, zu beobachten, wie die Zeug*innenenaussagen Schwarzer Politikerinnen über das von Krook vorgeschlagene analytische Modell hinausgehen und so die intersektionalen Besonderheiten politischer Gewalt berücksichtigen.

The ascendency of Jair Bolsonaro to the presidency of Brazil in 2018 put the role of traditional media companies and journalists under the spotlight. Bad news or opinions against his government have been officially treated as fake, inaccurate, or false information. In this context, data show a decrease in news trust and growing news consumption through platforms. According to the 2021 Reuters Institute report on news trust, only 21% of Brazilians trust the press as an institution, with 71% using social media platforms to be informed. As part of a broad and complex crisis of the traditional intermediary model, several journalists appeared in the Brazilian public sphere as influencers on social media platforms such as Twitter. Based on a qualitative perspective, this article aims to research the role of journalists as political influencers and their use of Twitter to express their voices. A sample of 10 journalists with more than 10,000 followers on Twitter, five working for traditional media and five from native digital media, were interviewed in depth. We realized that they use their digital capital in two political directions. On the one hand, as part of a digital strategy promoted by media outlets to gain attention and call the audience, journalists share their spots and comments on daily issues. On the other hand, in a polarized political context, journalists have found Twitter a means to express their voices in a context of increasing violence and restrictions on free expression among this collective.

Since February 2020, the world has been facing a global pandemic of the SARS-CoV2 virus. All over the world, people have been urged to take protective measures. It is hoped that the implementation of widespread vaccination campaigns will defeat the pandemic in the long term. While many people are eager to be vaccinated against Covid-19, other voices in the population are highly critical of vaccination and protective measures, circulating much misinformation on social media. The movements opposing pandemic response measures are heterogeneous, including right-wing groups, spiritualists who deny science, citizens with existential fears, and those who equate vaccination with a loss of individual freedom. This study aims to map and compare the social media communication of anti-vaccination movements that defy social cohesion and circulate online misinformation in Germany and Brazil. By following a grounded theory approach suggested by Webb and Mallon (2007), we coded content from social media communication of opinion leaders on Twitter with extended narrative analysis methodology finding different narratives that were mapped within the inhomogeneous anti-vaccination movements. The results show that both countries’ main narratives against vaccination are very similar, but the main difference stems from Brazil’s stronger politicization of vaccines.

Background Based on a feminist approach, we analyzed the experiences of workplace bullying suffered by women front-line healthcare professionals dealing with the Covid-19 pandemic. We start from studies that show that women make up 70% of the global health workforce, 85% in the area of nursing, and 90% in the case of social care workers. An unequivocal need thus exists to address gender issues regarding the composition of the labor force in the health area. The pandemic has aggravated recurring problems involving healthcare professionals at the various caregiving levels, such as mental harassment (bullying) and its effects on mental health. Methods Data were gathered from an online survey of a convenience (non-probability) sample composed of 1,430 volunteer respondents, all women that work in the public health system in Brazil. The analyses and discussions involved the responses to a questionnaire containing 12 closed-ended questions and one open-ended question. Results The results revealed a context of workplace bullying aggravated by precarious material, institutional and organizational conditions in the area of health services against the backdrop of the Covid-19 pandemic in Brazil. This context has variously led to aggression, isolation, heavy workloads, and invasion of privacy, humiliation, persecution and fear as it was possible to see, mainly, in the answers to the study’s open-ended question. This situation degrades both work relations and the integrity of the healthcare professionals who work on the front line to treat Covid-19 cases. Conclusion We conclude that bullying is a psychosocial phenomenon that heightens the oppression and subordination still experienced by women in the contemporary context, but with new hues in a scenario of frontline response to Covid-19.

Das Amazonasgebiet hat in den letzten Jahrzehnten eine Intensivierung der menschlichen Aktivitäten erfahren, die in Verbindung mit häufigen schweren Dürren die Umwelt anfälliger für Brände gemacht hat. In dieser Dissertation wurden Fernerkundungsdaten analysiert, um die räumlich-zeitliche Verteilung der Feuer in den letzten 20 Jahren im brasilianischen Amazonasgebiet umfassend zu untersuchen und die verschiedenen Brandursachen zu entschlüsseln. (I) Die erste Forschungsarbeit wertete die Verteilung der verbrannten Fläche aus und zeigte, dass die meisten Brände auf bewirtschafteten Weiden und in den immergrünen Tropenwäldern auftraten, was die Behauptung stützt, dass ihr Auftreten stark auf anthropogene Landnutzungsänderungen reagiert. Die Ergebnisse zeigten auch, dass weder Entwaldung noch Walddegradierung mit Waldbränden korrelierte, wohl aber Feuer, die auf Weiden oder Ackerflächen gelegt wurden und in den angrenzenden Wald übergesprungen sind. (II) Die zweite Forschungsarbeit analysierte einzelne Brände, die durch den auf komplexen Netzwerken basierenden FireTracks-Algorithmus identifiziert wurden. Der Algorithmus wurde verwendet, um Feuerregime für sechs verschiedene Landnutzungsklassen zu ermitteln. Die integrierte Größe, Dauer, Intensität und Ausbreitungsrate dieser räumlich-zeitlichen Brandcluster in den verschiedenen Landnutzungstypen zeigte auf, wie seltene Waldbrände, die natürlicherweise nicht in immergrünen tropischen Wäldern vorkommen, sich zu einem Feuerregime entwickelten, das für Savannenbrände typisch ist. (III) Die dritte Forschungsarbeit analysierte extreme, d. h. die intensivsten Einzelfeuer in immergrünen tropischen Wäldern, und zeigte deren großen Anteil an der insgesamt verbrannten Waldfläche. Während der globale Klimawandel das Potenzial hat, die Trockenheit zu verstärken, sind die anthropogenen Ursachen der Waldzerstörung die Zündquellen, die die Verteilung extremer Brände in den empfindlichen tropischen Wäldern bestimmen., The Amazon region has experienced an intensification of human activities in the last decades, which combined with frequent severe droughts has led to an environment more susceptible to fire. Remotely sensed data is employed to comprehensively analyse the spatio-temporal fire distribution in the Brazilian Legal Amazon over the past 20 years to disentangle the diverse fire drivers in the region. Special focus is given to burned tropical evergreen forests. (I) The evaluation of the burned area distribution revealed that most of it occurred in pastures and tropical evergreen forests, supporting the claim that fire incidence responds strongly to anthropogenic land-use changes. The results also showed that neither deforestation nor degradation correlated with forest fires, but escaping fires from pastures and agriculture do. (II) The analysis of individual fires identified by the complex networks based FireTracks algorithm led to the characterization of six different land cover-dependent fire regimes (fire size, duration, intensity, and rate of spread), which uncovered how evergreen forest fires have escalated from being naturally rare to showing characteristics more typical of savanna fires. (III) The analysis of extreme (most intense) fires in evergreen forests showed their large contribution to the total forest burned. While global climate change has the potential to increase drought conditions, anthropogenic drivers of forest degradation provide the ignition sources that determine extreme fire distribution in the tropical forests. The findings call for the development of control and monitoring plans to prevent fires from escaping from managed lands into forests, better management techniques to support effective land use and ecosystem management, targeting forest degradation in addition to deforestation, and considering the human factor in fire ignition and spread in Dynamic Global Vegetation Models in order to reduce uncertainty in fire regime projections.

As global inequality reaches unprecedented levels, social entrepreneurship has emerged as a promising tool for addressing this and fighting some of the most challenging social issues of our time. This thesis seeks to dive into the specific challenges that social entrepreneurs encounter in low-income settings by conducting a case study in the favelas in Brazil, one of the world’s most widely recognized low-income areas. By conducting a comprehensive literature review, the thesis establishes a conceptual framework for the challenges facing social entrepreneurs in low-income settings. This is used to guide the analysis for the data collection in a deductive manner. Data is collected using semi-structured interviews with seven social entrepreneurs operating within the favelas. The findings reveal that the interviewed social entrepreneurs in the favelas face significant obstacles across five main areas: financial capital, legal and regulatory environment, infrastructure, human capital, and social capital. These challenges are consistent with the conceptual framework of challenges facing social entrepreneurs in low-income settings. I takt med att den globala ojämlikheten når rekordnivåer har socialt entreprenörskap vuxit fram som ett lovande verktyg för att tackla några av vår tids mest utmanande samhällsfrågor. Denna avhandling syftar till att undersöka de specifika utmaningar som sociala entreprenörer möter i låginkomstmiljöer genom att genomföra en fältstudie i favelorna i Brasilien, ett av världens mest kända låginkomstområden. Genom att göra en omfattande litteraturgenomgång etablerar avhandlingen först ett konceptuellt ramverk för de utmaningar som sociala entreprenörer i låginkomstmiljöer står inför. Denna används senare för att vägleda analysen av datainsamlingen på ett deduktivt sätt. Data samlas in med hjälp av semistrukturerade intervjuer med sju sociala entreprenörer verksamma inom dessa områden. Resultaten visar att de intervjuade sociala entreprenörerna möter betydande hinder inom fem huvudområden: finansiellt kapital, lagar och regler, infrastruktur, humankapital och socialt kapital. Dessa utmaningar är i linje med det konceptuella ramverket för utmaningar som sociala entreprenörer står inför i låginkomstområden.

Die Außen- und Handelsbeziehungen Brasiliens zu Subsahara-Afrika (SSA) gehen bis auf den portugiesischen Sklavenhandel zurück. Von den 9,5 Millionen Menschen, die zwischen dem 16. und 19. Jahrhundert in Afrika gefangen genommen und in die Neue Welt gebracht wurden, landeten fast 4 Millionen in Rio de Janeiro, d.h. zehnmal mehr als alle Sklaven, die in die Vereinigten Staaten geschickt wurden. Noch heute sehen sich etwa 51 % der Bevölkerung Brasiliens als schwarz oder gemischt. Rassenungleichheit ist in vielerlei Hinsicht nach wie vor tief verwurzelt, insbesondere in Bezug auf die anhaltende Ungleichheit. Dennoch wurden Unterdrückung und Marginalisierung schwarzer Brasilianer in den modernen brasilianisch-afrikanischen Beziehungen weitgehend ausgeblendet. Stattdessen durchdrang ein ausgeprägter Nationalismus das politische Leben Brasiliens. Es bestimmte auch seine Außen- und Handelsbeziehungen und definierte, wie die Brasilianer die Chancen afrikanischer Unabhängigkeitsbewegungen nutzten. Bioethanolanlagen in Ghana. Daher sehen afrikanische Regierungen ihre Beziehungen zu Brasilien eher auf gegenseitiger Partnerschaft gegründet. Korrupte politische afrikanische Eliten selbst drängten jedoch die brasilianische Regierung und Unternehmen oft zu informellen politischen und geschäftlichen Praktiken, mit umstrittenen und korrupten Investitionen in Rohstoffgewinnung, Infrastruktur und Landraub. Abgesehen davon versuchte Brasilien, eine Nische für brasilianische Managementdienstleistungen, Wissens- und Technologietransfer zu schaffen, der angeblich hervorragend für tropische Märkte geeignet war. Brazil's foreign and trade relations with Sub-Sahara Africa (SSA) date back to the Portuguese slave trade. Of the 9.5 million people captured in Africa and brought to the New World between the 16th and 19th centuries, nearly 4 million landed in Rio de Janeiro, i.e. ten times more than all those sent to the United States. Still today, about 51 % of the population see themselves as black or mixed. Racial inequality remains deeply engrained in many respects, notably concerning persistent inequality. Nonetheless, oppression and marginalization of black Brazilians have been largely ignored in modern Brazilian-African relations. Instead, a pronounced nationalism suffused Brazil's political life. It guided Brazil's foreign and trade relations and defined how Brazilians interpreted the opportunities of African independence movements. Only Brazil’s President Lula da Silva acknowledged the common historical roots during his first time as president from 2003 to 2011. In fact, his election was driven by the overwhelming support of Afro-Brazilians. Trade relations in the first half of the 20th century were largely limited to South Africa, which accounted for 90 % of Brazil's African trade. Brasilia's foreign and trade policy since the 1960s focussed on Nigeria, an important oil supplier, and the five Portuguese-speaking former Portuguese African colonies (PALOP) and the Lusophone Commonwealth (CPLP), founded in 1996. Up to date, Brazilian's trade relations in West Africa, apart from Nigeria (34 % of Brazil’s African trade) remained fairly modest. Nevertheless, Ghana and Senegal played a decisive role in shaping Brazil-African relations in the early stages of African independence since the 1960s. Because Brazil has meanwhile considerable energy and commodity resources of its own, its approach concerning African trade is less commodity driven than the Chinese or European, but orientated at resource diversification, sustainable development and cooperation to develop these resources, e.g. bioethanol plants in Ghana and other African countries. Therefore, African governments see a greater sense of mutual partnership and reciprocity in their relationship with Brazil. However, corrupt political African elites themselves urged the Brazilian government and companies often into informal political and business norms, with controversial and corrupt investment in commodity extraction, infrastructure and land-grabbing. Apart from that, Brazil tried to create a niche for Brazilian management services, knowledge and technology transfer, suited supposedly exceptionally well for tropical markets. Les relations étrangères et commerciales du Brésil avec l'Afrique subsaharienne (ASS) remontent à la traite négrière portugaise. This chapter discusses the origins, development, and characteristics the hate network built around the President of Brazil Jair Bolsonaro. How is it structured? How does it work? What factors have allowed it to exist? How does it affect the health of Brazilian democracy? It argues that Bolsonaro’s followers took advantage from an institutional crisis taking place in the late 2010s. At that time, the legacy media provided a massive coverage associating PT (Workers' Party), which was ahead of the presidency, to corruption, thus fostering a hate campaign against it. In that scenario, Bolsonaro emerged as the leader of the far-right opposition to PT. His followers firstly built a network on Facebook, using fake profiles and mixing hate speech with humor. Coordinated unofficially by several cabinet staff members, this network articulates the official profiles of the Bolsonaro family to followers and sympathizers and a vast array of anonymous supporting pages. This structure allowed Bolsonaro's activists to blur the boundaries between official and spurious discourses, and powered a series of flaming wars against political adversaries and reporters perceived as hostile to Bolsonaro's interests.

Im 19. und 20. Jahrhundert betrachtete die Türkei nur Nordafrika als einen wesentlichen Teil des Osmanischen Reiches und vernachlässigte Afrika südlich der Sahara, es sei denn, es standen lebenswichtige Interessen auf dem Spiel. Die Apathie aufeinanderfolgender türkischer Regierungen änderte sich jedoch mit dem „Afrika-Aktionsplan“ von 1998. Seitdem hat der türkische Staat seine diplomatischen, politischen, wirtschaftlichen und kulturellen Interaktionen mit Subsahara-Afrika intensiviert. Einen weiteren Schub erhielten die türkisch-afrikanischen Beziehungen, als Ankara 2005 zum "Jahr Afrikas" erklärte. Obwohl die überwiegend muslimische Region Nordafrikas aufgrund der gemeinsamen Geschichte im Fokus der türkischen Außenpolitik steht, hat die Bedeutung der Subsahara-Region auch aufgrund der wachsenden Nachfrage nach militärischen und medizinischen Gütern zugenommen. Seit 2005 betreibt Ankara Förderung in Form von Staatsaufbau in Subsahara-Afrika, obwohl es nicht der westlichen Demokratisierungspolitik folgt. Das wachsende wirtschaftliche, politische und sicherheitspolitische Engagement der Türkei in Afrika zielt darauf ab, neue Märkte für seine Industriegüter zu erschließen, insbesondere für seine Verteidigungs- und Rüstungsindustrie. Indem es sich als relevante Regionalmacht ohne kolonialen Ballast präsentiert, grenzt sich die Türkei von traditionellen westlichen Akteuren auf dem Kontinent ab. Das Engagement der Türkei in Subsahara-Afrika unterschied sich deutlich von dem anderer aufstrebender Mächte wie Brasilien, Russland, Indien, China und Südafrika. Während Ankara die Missachtung westlicher Sanktionen aufgrund demokratischer Defizite der BRICS-Mitglieder teilte, ging es über herkömmliche Staat-zu-Staat-Beziehungen hinaus und setzte zunehmend auf die Zusammenarbeit mit nichtstaatlichen Akteuren. Afrikanische Partner schätzen türkische Produkte und Expertise. Darüber hinaus hat Ankara einen koordinierten Ansatz zur Zusammenarbeit mit afrikanischen Staaten und Führern gewählt und Verstrickungen mit internationalen Organisationen oder anderen Allianzen vermieden, wie in Somalia und Kenia, aber in jüngerer Zeit auch in weiten Teilen Ost-, Süd- und Westafrikas. Dies wird am Beispiel der drei westafrikanischen Staaten Nigeria, Ghana und Elfenbeinküste gezeigt. In the 19th and 20th centuries, Turkey considered only North Africa a substantial part of the Ottoman Empire and neglected sub-Saharan Africa unless vital interests were at stake. However, the apathy of successive Turkish governments changed with the 1998 "Africa Action Plan". Since then, the Turkish state has intensified its diplomatic, political, economic and cultural interactions with sub-Saharan Africa. Turkish-African relations received a further boost when Ankara declared 2005 the "Year of Africa". Although the predominantly Muslim region of North Africa is the focus of Turkish foreign policy due to their shared history, the importance of Sub-Saharan Africa has also increased due to the growing demand for military and medical supplies. Since 2005, Ankara promoted state-building in sub-Saharan Africa, although it does not follow Western democratization policies. Turkey's growing economic, political and security involvement in Africa aims to open new markets for its manufactured goods, particularly its defence and security industries. Presenting itself as a relevant regional power without colonial ballast, Turkey sets itself apart from traditional Western players on the continent. Turkey's engagement in sub-Saharan Africa differed markedly from that of other emerging powers such as Brazil, Russia, India, China and South Africa. While Ankara shared the disregard for Western sanctions due to BRICS members' democratic deficits, it went beyond traditional state-to-state relations and increasingly relied on cooperation with non-state actors. African partners value Turkish products and expertise. In addition, Ankara has taken a coordinated approach to working with African states and leaders, avoiding entanglements with international organizations or other alliances, as in Somalia and Kenya, but more recently in much of East, South and West Africa. This has been demonstrated using the example of the three West African countries Nigeria, Ghana and Ivory Coast. Depuis 2005, Ankara promeut la construction de l'État en Afrique subsaharienne, bien qu'elle ne suive pas les politiques de démocratisation occidentales. L'implication économique, politique et sécuritaire croissante de la Turquie en Afrique vise à ouvrir de nouveaux marchés pour ses produits manufacturés, en particulier ses industries de sécurité et de défense. En se présentant comme une puissance régionale pertinente sans lest colonial, la Turquie se démarque des acteurs occidentaux traditionnels sur le continent. L'engagement de la Turquie en Afrique subsaharienne différait nettement de celui d'autres puissances émergentes telles que le Brésil, la Russie, l'Inde, la Chine et l'Afrique du Sud. Alors qu'Ankara partageait le mépris des sanctions occidentales en raison des déficits démocratiques des membres du BRICS, elle est allée au-delà des relations traditionnelles d'État à État et s'est de plus en plus appuyée sur la coopération avec des acteurs non-étatiques. Les partenaires africains apprécient les produits et l'expertise turcs. En outre, Ankara a adopté une approche coordonnée pour travailler avec les États et les dirigeants africains, évitant les enchevêtrements avec des organisations internationales ou d'autres alliances, comme en Somalie et au Kenya, mais plus récemment dans une grande partie de l'Afrique de l'Est, du Sud et de l'Ouest. Ceci est illustré à l'aide de l'exemple des trois pays d'Afrique de l'Ouest, le Nigeria, le Ghana et la Côte d'Ivoire.

Die vorliegende Arbeit beschäftigt sich mit Herstellung und Verwendung der Materialien für am deutschsprachigen Markt erhältliche Kaffeekapseln sowie mit deren Entsorgung mit Fokus auf Österreich Die Materialien werden in drei Gruppen eingeteilt: Aluminium, Kunststoffe und Biokunststoffe. Eine Definition des Begriffs „Biokunststoffe" ist ebenso Bestandteil dieser Arbeit wie eine Erläuterung von „industriell kompostierbar“ und „heimkompostierbar". Das Produkt Kaffee stellt besondere Anforderungen an seine Verpackung, insbesondere Sauerstoff und Wasserdampfdichtheit, die von den eingesetzten Materialien unterschiedlich gut erfüllt werden. Am besten sind die Barriereeigenschaften bei Aluminium, das allerdings in seiner Primärherstellung äußerst energieintensiv ist. Daher ist das Recycling von Aluminium auch aus ökonomischer, aber auch aus ökologischer Sicht für die Hersteller von Kaffeekapseln relevant. Im österreichischen LEH sind vor allem Aluminiumkapseln zu finden, aber auch zunehmend heimkompostierbare Kunststoffe. Diese können zu einer Reduktion der Verpackungsabfälle führen. Es gibt verschiedene Möglichkeiten, Kaffeekapseln zu entsorgen. Der ideale Entsorgungsweg hängt vom Kapselmaterial ab und kann entweder über speziell eingerichtete Sammelstellen oder über den heimischen Kompost erfolgen. Eine Entsorgung in der Biotonne ist nicht zu empfehlen, da in der Praxis die Kapseln vorsortiert werden. Auch die Entsorgung über den Restmüll schöpft das Recyclingpotential nicht optimal aus, da hier Kapselmaterial und Kaffee nicht getrennt werden. Der Anteil des Kapselmaterials am Gesamtabfallaufkommen ist sehr gering, sodass Kaffeekapseln in der Kreislaufwirtschaft nur eine untergeordnete Rolle spielen. This Bachelor thesis deals with the production and use of materials for coffee capsules available on the German speaking market as well as their disposal with a focus on Austria. The materials are divided into three groups: Aluminum, plastics and bioplastics. A definition of the term "bioplastics" is also part of this thesis as is an explanation of "industrially compostable" and "home compostable". The product coffee places special demands on its packaging, in particular oxygen and water vapor impermeability, which are met to varying degrees by the materials used. The barrier properties are best with aluminum, which is, however, extremely energy intensive in its primary production. Therefore, the recycling of aluminum is also relevant for the manufacturers of coffee capsules from an economic, but also from an ecological point of view. In Austrian food retailing, mainly aluminum capsules are found, but also increasingly home compostable plastics. These can lead to a reduction in packaging waste. There are various ways to dispose of coffee capsules. The ideal disposal route depends on the capsule material and can be either via specially set up collection points or via domestic compost. Disposal in the organic waste is not recommended, as in practice the capsules are pre-sorted. Disposal via residual waste also does not make optimum use of the recycling potential, since capsule material and coffee are not separated here. The share of capsule material in total waste generation is very low, so coffee capsules play only a minor role in the circular economy.

Estimating farmers’ supply responses to changes in framework conditions is important to inform decision-makers on the expected impacts on production volume as well as the resulting land-use shifts. Existing agricultural supply response models generally require either larger databases with farm-level data for microregional analysis or are implemented with a coarse resolution (e.g., country level) due to the lack of data. While such approaches are suitable for regions with abundancy of data or for global-scale analysis, there is a need for an alternative for micro-level analysis in countries with low data availability. In addition, it is important to include the spatial component in the regional supply response analysis, allowing not only the quantification of the overall change in output but also the likely spatial land-use change. Against this background, this dissertation aims to answer the research question whether a combination of a biophysical model with farm-level economic data can be used to estimate farm-level profitability of individual crops and respective cropping systems and thereby simulate farmers’ supply responses in countries with limited data availability. To answer this question, a new modeling approach called Profitability Assessment Model (PAM) is developed, tested and validated. This new modeling approach follows the principles of minimum data, focusing on delivering timely and quantitative analyses with satisfactory accuracy to inform decision-makers. That is an important feature since the overall goal of the concept is to limit the data required by the model to a minimum, allowing quick implementation while accepting moderate accuracy. The PAM is a spatially explicit model with simulation units’ size of spatial resolution grid varying between 5 and 30 arcmin (10x10 to 50x50 km in area), following that used by the Global Biosphere Management Model (GLOBIOM). PAM estimates the profitability of each farming alternative at the simulation unit level and allocates the land to maximize farmers’ return to land. The PAM model is developed and calibrated for the Brazilian agricultural sector. Using Brazil as the case study is interesting due to its overall importance in the global production of agricultural commodities as well as the environmental impact of land-use changes. For this case study, four production system are represented in the PAM model: (a) double cropping of soybeans and maize, (b) soybeans with a cover crop, (c) sugarcane monoculture and (d) beef production. While the profitability of the arable crops is endogenously estimated, beef is considered as an opt-out option, which is modeled based on exogenous return-to-land information. Since soybean, maize and sugarcane production accounts for 84% of the total seeded area in Brazil, the current version of the PAM model represents the most important cropping alternatives to farmers in Brazil, but not all. An important methodological contribution of the dissertation is the development of routines for the extrapolation of each production cost component from the known typical farms’ data to all regions in the country. These routines are based on local expertise as well as existing information on yield levels, prevailing production systems and farming conditions. Each cost component is analyzed individually and, based on theoretical discussions, specific cost functions are proposed following the expected behavior of each cost item – e.g., linear relationship with yields or fixed per ha. That should improve the accuracy of the model in estimating production costs (and finally profitability) while also allowing the model to be adapted to simulate changes in framework conditions that may affect only selected cost items (e.g., a significant increase in fuel prices). In addition, the PAM model improves on existing models because it accounts for specific cost components such as the transport of sugarcane from farm to mill, which is required due to the perishability of the crop. Besides the important impact of inbound transport cost on the overall profitability of sugarcane production, the endogenous simulation of this cost item allows the model to spatially differentiate among regions depending on the current availability of mills. A major constraint for regional profitability analysis is the lack of information regarding farm input and output prices. To overcome this problem, the PAM model provides an interesting alternative by endogenously estimating prices via the transport module. By considering the different transportation costs of each crop and basing the distance estimation on the actual availability of roads, the model allows a straightforward conversion of reference prices to farm-gate prices. The ability to endogenously simulate transport cost is a useful feature for the simulation of scenarios based on price shocks. Apart from the development of the modeling approach, this dissertation focuses on the quantitative model validation as a key step to identify strengths and limitations of the concept. Projected yields are validated against regional statistics and production cost estimates are benchmarked against the two available datasets, with a suitable number of primary typical-farm data. Furthermore, the resulting land-use maps are evaluated against two simplified validation maps representing current land use. In the business-as-usual scenario, the PAM model estimates a national weighted average of returns to land of 248 USD/ha for double cropping and 188 USD/ha for sugarcane. This relationship, however, is different in the states of Sao Paulo and Minas Gerais, where, on average, sugarcane has a higher return to land than double cropping. Benchmarking PAM’s production cost estimates with observed local data shows a satisfactory model accuracy with a relative mean absolute error (rMAE) lower than 14%. The lowest error found in the production cost estimation is in sugarcane (rMAE of 8.7%) and the highest in second-crop maize (rMAE of 14%). The validation of the business-as-usual land-use map shows that the PAM model is able to satisfactorily reproduce the current land use in Brazil. The visual and quantitative validation results show a strong correlation between the available land-use maps, with PAM allocating the same crop as observed in 86% of total arable land. To test the ability of the PAM model to predict land-use and output changes due to changing framework conditions, a scenario analysis is carried out: What will happen in case yields of key crops change significantly as a consequence of climate change? Due to the strong reduction in the returns to land for grains (i.e., maize and soybeans) in the tropical region more than 24% of the current arable land is simulated to move from grains to sugarcane production. These results, however, vary significantly in the different regions, where the most affected states are Goiás, Paraná and Mato Grosso, jointly accounting for more than 55% of the total land-use change. This dissertation contributes to the overall development of regional farmers’ supply response models for countries with limited data availability, showing that it is feasible to combine a biophysical model and farm-level economic data as the basis for the profitability estimation in a high spatial resolution. The ability to estimate individual cost components separately gives the model the required flexibility for the simulation of market- and policy-related questions, providing timely and accurate information for decision-makers. The bottom-up approach based on local expertise is an important strength of the PAM model, avoiding unrealistic parametrization and ensuring that the majority of local features of production systems are included in the estimation. Finally, considering the overall goal of using minimum data, the model accuracy indicates a strong potential of the model to answer research questions, with additional parametrization and integration expected to further improve its performance.

Many oppressive governments have passed cyber laws, cracking down on free speech, and used less traditional tactics to restrict people’s capacity to speak freely and in public. This is particularly true in nations where the government regulates media and information flow due to closed information systems. Laws regulating fake news clash with citizens’ free speech and expression rights. The paper gives an overview of the hurdles in regulating transnational cases of fake news. In cases of cross-border jurisdiction, it becomes vital to examine International legal standards, such as international agreements and international institutions governing fake news. In this paper, we look at two case studies, one from Argentina and one from Brazil, to see how these countries have dealt with the issue of fake news in cases involving transnational jurisdictions. The paper concludes with the observation that various governments employ a variety of approaches and policies in order to combat fake news.

In a press conference in Buenos Aires in October 2022, Josep Borrell, the European Union High Representative for Foreign Affairs and Security Policy, declared that 2023 must be the year of Latin America in Europe and of Europe in Latin America. There is renewed European interest in Latin America as a strategic partner, but many Latin American governments prefer an active non-alignment in international politics. The Spanish EU Council Presidency in the second half of 2023 will open a window of opportunity for deepening EU-Latin American and the Caribbean relations. A summit between the EU and the Community of Latin American and Caribbean States (CELAC), the first since 2015, is planned to be held from 17-18 July 2023 in Brussels. As the EU is pursuing open strategic autonomy, Latin America is perceived as a possible strategic partner supportive of its agenda in international politics. Strategically important raw materials are imported from Latin America, and the latter's countries have the potential to become important producers and exporters of green hydrogen. While Europe has lost ground as a trading partner with Latin America to China, European companies are still a leading investor in the region, and Europe has still soft power or power of attraction in Latin America. The results of the recent elections in Latin America, especially the victory of Lula da Silva in Brazil, open new possibilities for EU cooperation with the region. It will be easier to find common positions on climate change and the protection of the Amazon rainforest. But Latin American governments will demand more protection for their domestic industries in free trade agreements and expect more European funding for measures against climate change and for environmental protection, and they will not automatically support European positions in international politics. If the EU wants to win over Latin America as a strategic partner, it must also act strategically. The signing of the association agreement with Mercosur should take highest priority, even in the face of resistance from within Europe. The upcoming EU-CELAC summit offers an opportunity to adopt a new agenda of bi-regional cooperation.

Lateinamerika mit sehr diversen Entwicklungsständen ist einerseits als Kontinent heterogener Länderhistorien zu betrachten, zugleich aber auch Sammelbecken dezentralisierter Bildungssysteme, aus denen stark differenzierende Karrierewege resultieren. In kaum einem gesellschaftlichen Bereich haben soziale Disparitäten einen solch starken Einfluss auf die Mobilität wie in der Bildung, sie sollen exemplarisch anhand von Brasilien und Kolumbien mithilfe von Lebensverlaufsanalysen gezeigt werden. Wenn Ungleichheiten, die auf Herkunft und Milieu zurückgehen, nicht durch institutionelle Bildung kompensiert, sondern, wie anhand der Darlegung der Bildungssysteme Kolumbiens und Brasiliens, verschärft bzw. konzediert werden, ist der individuelle Bildungsaufstieg herausfordernd und gelingt nur wenigen. Vielmehr manifestiert sich in diesen Ländern eine Reproduktion sozialer Disparitäten, bedingt durch die institutionelle Diskriminierung, die Aufstiegsprozesse und Habitustransformationen kaum begünstigen. Latin America, with its very diverse levels of development, is both a continent of heterogeneous country histories and also a reservoir of decentralized educational systems from which highly differentiated career paths are established. There is hardly an area of society in which social disparities have such a strong influence on mobility as education, as is shown based on life course analyses drawing on examples from Brazil and Colombia. If inequalities based on origin and milieu are not compensated by institutional education, but are exacerbated or conceded, as in the case of the education systems in Colombia and Brazil, then individual educational advancement is challenging, and only few succeed. Rather, social disparities are reproduced in these countries as a result of institutional discrimination, which hardly favours processes of advancement and habitus transformation.

Die Außen- und Handelsbeziehungen Brasiliens zu Subsahara-Afrika (SSA) gehen bis auf den portugiesischen Sklavenhandel zurück. Von den 9,5 Millionen Menschen, die zwischen dem 16. und 19. Jahrhundert in Afrika gefangen genommen und in die Neue Welt gebracht wurden, landeten fast 4 Millionen in Rio de Janeiro, d.h. zehnmal mehr als alle Sklaven, die in die Vereinigten Staaten geschickt wurden. Noch heute sehen sich etwa 51 % der Bevölkerung Brasiliens als schwarz oder gemischt. Rassenungleichheit ist in vielerlei Hinsicht nach wie vor tief verwurzelt, insbesondere in Bezug auf die anhaltende Ungleichheit. Dennoch wurden Unterdrückung und Marginalisierung schwarzer Brasilianer in den modernen brasilianisch-afrikanischen Beziehungen weitgehend ausgeblendet. Stattdessen durchdrang ein ausgeprägter Nationalismus das politische Leben Brasiliens. Es bestimmte auch seine Außen- und Handelsbeziehungen und definierte, wie die Brasilianer die Chancen afrikanischer Unabhängigkeitsbewegungen nutzten. Erst Brasiliens Präsident Lula da Silva bekannte sich während seiner ersten Amtszeit als Präsident von 2003 bis 2011 zu den gemeinsamen historischen Wurzeln. Tatsächlich verdankte er seine Wahl der überwältigenden Unterstützung der Afrobrasilianer. Die Handelsbeziehungen in der ersten Hälfte des 20. Jahrhunderts beschränkten sich weitgehend auf Südafrika, auf das 90 % des afrikanischen Handels Brasiliens entfielen. Brasilias Außen- und Handelspolitik konzentrierte sich in den 1960er und 1970er Jahren auf Nigeria, einen wichtigen Öllieferanten, sowie die fünf ehemaligen portugiesischen afrikanischen Kolonien (PALOP) und das 1996 gegründete Lusophone Commonwealth (CPLP). Der Handel mit Westafrika blieb, mit Ausnahme von Nigeria (34 % des afrikanischen Handels Brasiliens), recht bescheiden. Dennoch spielten Ghana und Senegal in den frühen Stadien der afrikanischen Unabhängigkeit eine entscheidende Rolle bei der Gestaltung der brasilianisch-afrikanischen Beziehungen. Da Brasilien mittlerweile über beträchtliche eigene Energie- und Rohstoffressourcen verfügt, ist sein Ansatz im afrikanischen Handel weniger rohstoffgetrieben als der chinesischer oder europäischer Investoren, sondern orientiert sich an Ressourcendiversifizierung, nachhaltiger Entwicklung und Kooperation zur Erschließung dieser Ressourcen, z.B. Bioethanolanlagen in Ghana. Daher sehen afrikanische Regierungen ihre Beziehungen zu Brasilien eher auf gegenseitiger Partnerschaft gegründet. Korrupte politische afrikanische Eliten selbst drängten jedoch die brasilianische Regierung und Unternehmen oft zu informellen politischen und geschäftlichen Praktiken, mit umstrittenen und korrupten Investitionen in Rohstoffgewinnung, Infrastruktur und Landraub. Abgesehen davon versuchte Brasilien, eine Nische für brasilianische Managementdienstleistungen, Wissens- und Technologietransfer zu schaffen, der angeblich hervorragend für tropische Märkte geeignet war. Brazil's foreign and trade relations with Sub-Sahara Africa (SSA) date back to the Portuguese slave trade. Of the 9.5 million people captured in Africa and brought to the New World between the 16th and 19th centuries, nearly 4 million landed in Rio de Janeiro, i.e. ten times more than all those sent to the United States. Still today, about 51 % of the population see themselves as black or mixed. Racial inequality remains deeply engrained in many respects, notably concerning persistent inequality. Nonetheless, oppression and marginalization of black Brazilians have been largely ignored in modern Brazilian-African relations. Instead, a pronounced nationalism suffused Brazil's political life. It guided Brazil's foreign and trade relations and defined how Brazilians interpreted the opportunities of African independence movements. Only Brazil’s President Lula da Silva acknowledged the common historical roots during his first time as president from 2003 to 2011. In fact, his election was driven by the overwhelming support of Afro-Brazilians. Trade relations in the first half of the 20th century were largely limited to South Africa, which accounted for 90 % of Brazil's African trade. Brasilia's foreign and trade policy since the 1960s focussed on Nigeria, an important oil supplier, and the five Portuguese-speaking former Portuguese African colonies (PALOP) and the Lusophone Commonwealth (CPLP), founded in 1996. Up to date, Brazilian's trade relations in West Africa, apart from Nigeria (34 % of Brazil’s African trade) remained fairly modest. Nevertheless, Ghana and Senegal played a decisive role in shaping Brazil-African relations in the early stages of African independence since the 1960s. Because Brazil has meanwhile considerable energy and commodity resources of its own, its approach concerning African trade is less commodity driven than the Chinese or European, but orientated at resource diversification, sustainable development and cooperation to develop these resources, e.g. bioethanol plants in Ghana and other African countries. Therefore, African governments see a greater sense of mutual partnership and reciprocity in their relationship with Brazil. However, corrupt political African elites themselves urged the Brazilian government and companies often into informal political and business norms, with controversial and corrupt investment in commodity extraction, infrastructure and land-grabbing. Apart from that, Brazil tried to create a niche for Brazilian management services, knowledge and technology transfer, suited supposedly exceptionally well for tropical markets. Les relations étrangères et commerciales du Brésil avec l'Afrique subsaharienne (ASS) remontent à la traite négrière portugaise. Sur les 9,5 millions de personnes capturées en Afrique entre le XVIe et le XIXe siècle et amenées dans le Nouveau Monde, près de 4 millions se sont retrouvées à Rio de Janeiro, soit dix fois plus que tout les esclaves envoyés aux États-Unis. Aujourd'hui encore, environ 51 % de la population brésilienne se considère comme noire ou métisse. L'inégalité raciale reste ancrée à bien des égards, en particulier en ce qui concerne l'inégalité persistante. Néanmoins, l'oppression et la marginalisation des Brésiliens noirs ont été largement ignorées dans les relations modernes entre le Brésil et l'Afrique. Au lieu de cela, un nationalisme fort a imprégné la vie politique brésilienne. Il a également déterminé ses relations extérieures et commerciales et défini comment les Brésiliens ont saisi les opportunités présentées par les mouvements d'indépendance africains. Seul le président brésilien Lula da Silva, au cours de son premier mandat présidentiel de 2003 à 2011, a reconnu leurs racines historiques communes. En fait, il doit son élection au soutien écrasant des Afro-Brésiliens. Cependant, les élites politiques africaines corrompues elles-mêmes ont souvent fait pression sur le gouvernement brésilien et les entreprises d’appliquer des pratiques politiques et commerciales informelles, avec des investissements controversés et corrompus, p.ex. concernant l'extraction des ressources, les infrastructures et l'accaparement des terres. En dehors de cela, le Brésil s'efforçait de se tailler un créneau pour les services de gestion brésiliens, le transfert de connaissances et de technologie qui était, disait-on, spécialement adapté aux marchés tropicaux.

By understanding listening processes in philanthropy and social impact investments as a critical aspect of building a trustworthy philanthropic practice, this paper offers a qualitative review of how foundations and funders in Europe and Brazil listen. To comprehend and to be able to qualify and classify their listening practices, the interview script for this paper built upon the work of the "high-quality feedback loop" organisations that advocate for better listening practices in philanthropy and aid. Thirty interviews offered insights into why organisations listen, the biggest challenges in the process, different project phases where listening occurs, who is listened to, listening methods, space for feedback, reporting back processes, power imbalances and levels of participation.

Im 19. und 20. Jahrhundert betrachtete die Türkei nur Nordafrika als einen wesentlichen Teil des Osmanischen Reiches und vernachlässigte Afrika südlich der Sahara, es sei denn, es standen lebenswichtige Interessen auf dem Spiel. Die Apathie aufeinanderfolgender türkischer Regierungen änderte sich jedoch mit dem „Afrika-Aktionsplan“ von 1998. Seitdem hat der türkische Staat seine diplomatischen, politischen, wirtschaftlichen und kulturellen Interaktionen mit Subsahara-Afrika intensiviert. Einen weiteren Schub erhielten die türkisch-afrikanischen Beziehungen, als Ankara 2005 zum "Jahr Afrikas" erklärte. Obwohl die überwiegend muslimische Region Nordafrikas aufgrund der gemeinsamen Geschichte im Fokus der türkischen Außenpolitik steht, hat die Bedeutung der Subsahara-Region auch aufgrund der wachsenden Nachfrage nach militärischen und medizinischen Gütern zugenommen. Seit 2005 betreibt Ankara Förderung in Form von Staatsaufbau in Subsahara-Afrika, obwohl es nicht der westlichen Demokratisierungspolitik folgt. Das wachsende wirtschaftliche, politische und sicherheitspolitische Engagement der Türkei in Afrika zielt darauf ab, neue Märkte für seine Industriegüter zu erschließen, insbesondere für seine Verteidigungs- und Rüstungsindustrie. Indem es sich als relevante Regionalmacht ohne kolonialen Ballast präsentiert, grenzt sich die Türkei von traditionellen westlichen Akteuren auf dem Kontinent ab. Das Engagement der Türkei in Subsahara-Afrika unterschied sich deutlich von dem anderer aufstrebender Mächte wie Brasilien, Russland, Indien, China und Südafrika. Darüber hinaus hat Ankara einen koordinierten Ansatz zur Zusammenarbeit mit afrikanischen Staaten und Führern gewählt und Verstrickungen mit internationalen Organisationen oder anderen Allianzen vermieden, wie in Somalia und Kenia, aber in jüngerer Zeit auch in weiten Teilen Ost-, Süd- und Westafrikas. Dies wird am Beispiel der drei westafrikanischen Staaten Nigeria, Ghana und Elfenbeinküste gezeigt. In the 19th and 20th centuries, Turkey considered only North Africa a substantial part of the Ottoman Empire and neglected sub-Saharan Africa unless vital interests were at stake. However, the apathy of successive Turkish governments changed with the 1998 "Africa Action Plan". Since then, the Turkish state has intensified its diplomatic, political, economic and cultural interactions with sub-Saharan Africa. Turkish-African relations received a further boost when Ankara declared 2005 the "Year of Africa". Although the predominantly Muslim region of North Africa is the focus of Turkish foreign policy due to their shared history, the importance of Sub-Saharan Africa has also increased due to the growing demand for military and medical supplies. Since 2005, Ankara promoted state-building in sub-Saharan Africa, although it does not follow Western democratization policies. Turkey's growing economic, political and security involvement in Africa aims to open new markets for its manufactured goods, particularly its defence and security industries. Presenting itself as a relevant regional power without colonial ballast, Turkey sets itself apart from traditional Western players on the continent. Turkey's engagement in sub-Saharan Africa differed markedly from that of other emerging powers such as Brazil, Russia, India, China and South Africa. While Ankara shared the disregard for Western sanctions due to BRICS members' democratic deficits, it went beyond traditional state-to-state relations and increasingly relied on cooperation with non-state actors. African partners value Turkish products and expertise. In addition, Ankara has taken a coordinated approach to working with African states and leaders, avoiding entanglements with international organizations or other alliances, as in Somalia and Kenya, but more recently in much of East, South and West Africa. This has been demonstrated using the example of the three West African countries Nigeria, Ghana and Ivory Coast. Depuis lors, l'État turc a intensifié ses interactions diplomatiques, politiques, économiques et culturelles avec l'Afrique subsaharienne. Les relations turco-africaines ont reçu un nouvel élan lorsqu'Ankara a déclaré 2005 "l'Année de l'Afrique". Bien que la région à prédominance musulmane de l'Afrique du Nord soit au centre de la politique étrangère turque en raison de leur histoire commune, l'importance de la région subsaharienne a également augmenté en raison de la demande croissante de fournitures militaires et médicales. Depuis 2005, Ankara promeut la construction de l'État en Afrique subsaharienne, bien qu'elle ne suive pas les politiques de démocratisation occidentales. Moving beyond the legal and historical hegemonic definitions of the quilombo, this paper investigates continuities in gendered racial violence in Brazil by evoking the political and poetic of the quilombo. Inspired by the works of the historian and poet Beatriz Nascimento, the multifaceted notion of quilombo is conceptualized as an ongoing praxis of fugitivity and coalition that draws on the interconnectedness of anti-colonial, feminist, and anti-racist struggles. In exploring geopolitical breaks and epistemological ruptures, this paper fosters a necessary conversation between theory and practice by engaging with the living archives of three Afro-Brazilian writers and activists: (i) Beatriz Nascimento’s fundamental contributions on the political, material and symbolic dimensions of quilombo; (ii) the legacy and vision of Marielle Franco focusing on the necessity to ocupar the institutional politics like a growing seed; (iii) the work of Erica Malunguinho and Mandata Quilombo through the praxis of aquilombar the constitutional democracy, based on the alternation in representative power and repossession. Dieser Artikel geht über die hegemonialen rechtlich-historischen Definitionen des Quilombo in Brasilien hinaus und untersucht die Kontinuitäten in der geschlechtsspezifischen rassistischen Gewalt, indem er die politischen und poetischen Genealogien des Quilombo heraufbeschwört. Inspiriert von den Arbeiten der Historikerin und Dichterin Beatriz Nascimento wird der facettenreiche Begriff des Quilombo als eine fortlaufende Praxis von Flucht bzw. Flüchtigkeit und Koalition konzeptualisiert, die sich auf die Verflechtung von antikolonialen, feministischen und antirassistischen Kämpfen stützt. In dem Artikel werden geopolitische und epistemologische Brüche erforscht und ein notwendiges Gespräch zwischen Theorie und Praxis gefördert, das sich mit den lebenden Archiven dreier afro-brasilianischer Schriftsteller und Aktivisten beschäftigt: (i) Beatriz Nascimentos fundamentale Ausarbeitungen zu den symbolischen und materiellen Dimensionen des Quilombo als Territorium; (ii) die Arbeit von Marielle Franco, die sich auf die relationale Ubuntu-Maxime und die Notwendigkeit der Überwindung der institutionellen Politik konzentriert; (iii) die Interventionen von Erica Malunguinho, die den Quilombo durch die Praxis des aquilombar erweitert und die auf dem veränderten repräsentativen Demokratie sowie der Wiederinbesitznahme von Land, Gemeinschaften, Körpern, Erinnerungen, Aufständen, Befreiung beruhen.

This paper examines the context-dependent role of race as a predictor of non-electoral political participation. Prior country-level studies have documented group-level differences in a variety of forms of participation in South Africa and the United States, but have found few to no differences in Brazil. Why are members of one group more engaged in certain political activities than members of other groups only in specific contexts? Why do members of socioeconomically deprived groups, such as non-Whites, participate more than better-off groups in acts that require group mobilization in South Africa and the United States but not in Brazil? Results from the World Values Survey and the International Social Survey Programme show that Blacks and Coloureds in South Africa and Blacks in the United States participate more than Whites in activities that demand prior organization and mobilization, whereas group differences are negligible in Brazil. I argue that (1) race as a driver of political mobilization is conditional on the existence of politicized racial identities; (2) members of groups that share a strong collective identity participate in direct political action more than predicted by their socioeconomic background; (3) politicization of identities is the product of racial projects that deploy the state apparatus to enforce group boundaries for the implementation of segregationist policies as well as the reactions against them; and (4) by enforcing group boundaries, those systems unintentionally create the conditions for the formation of politicized group identities. In the absence of such requisites, political mobilization along racial lines would be weak or nonexistent.

Among 713 equids sampled in northeastern Brazil during 2013-2018, West Nile virus seroprevalence was 4.5% (95% CI 3.1%-6.3%). Mathematical modeling substantiated higher seroprevalence adjacent to an avian migratory route and in areas characterized by forest loss, implying increased risk for zoonotic infections in disturbed areas.

This article presents an analysis of the use of populist framing mechanisms by grassroots right-wing organizations. It brings together the social movement literature on framing and the populist literature to understand how actors build an emergent field of activism in a highly contentious context. Based on the analysis of a sample of 4,574 Facebook posts published by 5 civil society organizations during the campaign to oust Brazilian president Dilma Rousseff, it argues that two mechanisms, reductionism and antagonism, enabled actors to focus on similar targets and diagnostics while maintaining relevant differences when seeking to motivate followers and present prognostic frames. These were key mechanisms used by all the actors, albeit with different contents, depending on the frame task. This article contributes to filling gaps in the framing and populist literatures and sheds light on the relevance of populist communication in the rise of right-wing activism.

Tensions concerning environmental governance have increased in Brazil since the far-right came to power in 2016. We offer insight into this process by analysing the first two years of Jair Bolsonaro’s (2019-ongoing) environmental policies—namely, how Brazil’s environmental protection arrangements are being dismantled. We find that the Bolsonaro administration centralises environmental governance in Brazil through complementary authoritarian and populist means. First in restricting participatory decision-making spaces such as the National Environmental Council (Conama) and the National Council of the Legal Amazon (CNAL), and, second, by attacking indigenous and traditional peoples, NGOs, scientists, and other environmental defenders. To illustrate the authoritarian dimension of Bolsonaro’s environmental governance, we carry out a political-institutional analysis of contemporary Brazilian environmental politics and then exemplify the ways and extent to which attacks against environmental defenders is a constituent part of Bolsonaro’s environmental populism. We hold that such attacks are not merely rhetorical but a political tactic to legitimise Bolsonaro’s authoritarian environmental governance in the promotion of ‘total extractivism’ while maintaining a populist appeal.

Um fremde Kulturen darzustellen, hat sich Stefan Zweig gerne auf die größten Künstlerinnen und Künstler einer Nation bezogen. In seinen Reiseberichten, seinen Feuilletons oder auch seinen Tagebucheinträgen finden wir häufig Querverweise auf Schriftsteller, Maler oder Bildhauer eines jeweiligen Landes. Obwohl Zweig viele Jahre seines Lebens außerhalb Europas verbrachte, finden sich in seinem Werk jedoch nur wenige Darstellungen nicht-europäischer Künstler oder Kunstformen. Jene etwas längeren Auseinandersetzungen, die auffindbar sind, sind in der Regel von eurozentristischen Passagen durchzogen. Diese Erkenntnisse scheinen auf verschiedene Lebensphasen des Autors zuzutreffen; von seinen früheren Arbeiten als Reisender aus dem Habsburger Reich hin zu seinen späten Schriften als Flüchtiger in Brasilien. Diese Ergebnisse folgen einer neuen und modernen Zweig-Forschung, die sich zum Ziel setzt, Werk und Autor von neuen Warten aus zu analysieren, in diesem Fall von der postkolonialen. Afin de représenter des cultures étrangères, Stefan Zweig aima se concentrer sur leurs plus grands artistes, dans le sens le plus large du terme. Dans ses récits de voyage, ses articles ou encore ses entrées du journal intime, nous pouvons trouver souvent des références à des écrivains, des peintres ou des sculpteurs de telle ou telle nation. Malgré le fait qu’il a passé beaucoup d’années en dehors d’Europe, Zweig inclut cependant fort peu de représentations d’artistes non-européens dans son œuvre. Les rares représentations d’artistes ou de formes artistiques étrangers sont imprégnées par des passages eurocentristes. Ces résultats semblent confirmés par l’examen des phases différentes de la vie de l’auteur ; de ses travaux principaux en tant que voyageur de l’empire habsbourgeois, à ses travaux tardifs en tant que réfugié au Brésil. Cette conclusion s’inscrit dans une recherche moderne sur Stefan Zweig qui a pour but d’examiner l’œuvre et l’auteur sous de nouvelles perspectives, dans le cas présent, particulièrement d’un point de vue postcolonial. In order to portray foreign cultures, Stefan Zweig liked to focus on their greatest artists, in the widest sense of the word. In his travel reports, feature articles or diary entries, we often find cross-references to writers, painters or sculptors of a certain nation. Despite spending many years of his life outside Europe, however, Zweig included only a few representations of non-European artists in his works. The few slightly longer representations of foreign artists or forms of art that do exist are regularly permeated by Eurocentric passages. These results seem to apply to different phases of the author’s life, from his early works as a traveller from the Hapsburg Empire, to his later works as a refugee in Brazil. These findings thus follow a new and modern Stefan Zweig research, which examines the work and its author from new perspectives, in this case especially from the post-colonialist stance.

For over a decade China has supplanted Europe as the principal stimulus for the production and export of soy from Brazil, overwhelmingly in the form of whole beans rather than meal. Medium-term projections, whether from the United States Department of Agriculture (USDA) or Brazil’s Ministry of Agriculture, Livestock and Supply (MAPA), suggest that this dynamic will continue, while China’s Ministry of Agriculture and Rural Affairs (MARA) forecasts are somewhat more modest. In this article, a range of new factors are taken into account, which point to a more uncertain future. These include: Brazil’s alignment in the US-China trade war and the tensions this is creating both diplomatically and within the soy sector itself; the measures China is adopting to diversify its agricultural commodity supply bases; China’s increasing commitment to global climate goals; the impact of food innovation and consumer trends on global meat consumption; and the policies China is putting into place to increase domestic capacity. Paraphrasing the German poet Bertolt Brecht's 1949 poem "Wahrnehmung", it can be said that for Latin American regionalism, the fatigue of the summits has been left behind; it must now cope with the labors of the plains. The days when Latin American presidents socialized frequently at summit meetings are long gone. In the golden age of summitry, between 2004 and 2012, four Summits of the Americas, six Latin American summits, 29 South American summits (including the Southern Common Market-Mercosur), nine Andean summits, 18 Caribbean summits, 52 Central American summits, 18 Bolivarian Alliance for the Peoples of Our America (ALBA) summits, and eight Ibero-American Summits were held, for a total of 144 summits in 9 years. It was the time when Chilean President Sebastián Piñera complained ironically that Latin America had so many summits it looked like a mountain range. Christopher Sabatini argued in Foreign Policy that, "the Western Hemisphere has a strong claim to the title of summit capital of the world," adding that, "if the number of summits were a measure of the quality of diplomacy, Latin America would be a utopia of harmony, cooperation, and understanding."

Zusammenfassung Verschiedene Biookonomie-Strategien zielen auf die Substitution fossiler Brennstoffe durch nachwachsende Rohstoffe. Jedoch ist auch die Produktion agrarischer Ressourcen im derzeitigen Modell der industriellen Landwirtschaft ein extraktives System, das auf die standige Zufuhr externer Nahrstoffe angewiesen ist. Nach einer historisch-theoretischen Analyse dieser Nahrstoffflusse geht der Beitrag auf den Nahrstoff Phosphor bzw. den Rohstoff Phosphatgestein ein. Es zeigt sich, dass Phosphatgestein, jahrzehntelang eine „billige Massenware“, ab 2007 zu einem strategischen Rohstoff wurde, wobei auch Analysen uber ein mogliches Fordermaximum (Peak Phosphorus) um das Jahr 2030 entstanden sind. Anhand exemplarischer Strategien staatlicher und privater Akteure zum Umgang mit der neuen Situation wird deutlich, dass die Kontrolle uber Phosphor-Flusse zunehmend umkampft ist. Der Beitrag argumentiert, dass Biookonomie-Strategien bereits bestehende Auseinandersetzungen um die Phosphatversorgung verscharfen und globale Ungleichheiten verstarken, die unter anderem in Ernahrungskrisen hervortreten. Technologische Erneuerungen, die auch im Rahmen der Biookonomie vorangetrieben werden, erlauben nur eine bedingte Abkehr vom extraktiven Charakter der Landwirtschaft, konnen aber die Interessen dominanter Akteure sichern. Synthetic Fertilisers, Peak Phosphorus and Alternative Technologies Abstract Various bioeconomy strategies aim to replace fossil resources with renewable agrarian resources without departing from the agro-industrial model. Paradoxically, the bioeconomy model is an extractive system itself, dependent on the constant supply of mineral resources to replace the nutrients extracted from the soil. Using a historical-theoretical approach, this article first analyses the flows of nutrients in this system and then focuses specifically on the nutrient phosphorus and the raw material phosphate rock. Classified as a “low-cost bulk commodity” for decades, since 2007 phosphate rock has become a strategic resource and scholars have started debating the possibility of reaching “Peak Phosphorus” by 2030. By analysing state and private actor strategies to adapt to this emerging situation, it becomes clear that the control over flows of phosphorous is increasingly contested. This article argues that bioeconomy strategies are aggravating existing conflicts over phosphate supply, as well as global inequalities, which inter alia become evident in food crises. Technological innovations, which are promoted within bioeconomy strategies, only reduce the extractive character of industrial agriculture in a limited way, while also securing the interests of dominant actors. Zusammenfassung Inwiefern pragen biookonomische Agenden den Ubergang weg von der fossilen Abhangigkeit im Kontext der Sud-Sud-Beziehungen? Wie stellen sich Akteure aus dem Globalen Suden das Konzept und die Umsetzung der Biookonomie vor? Besitzt die Biookonomie das Potential, die Landschaft globaler Ungleichheiten durch die aktive Beteiligung von Akteuren aus dem globalen Suden umzustrukturieren? Der Artikel behandelt diese Fragen anhand einer kritischen Analyse der Handelsbeziehungen zwischen China und Brasilien im Zeitraum 2000-2018. Der chinesisch-brasilianische Fall wird als eine wichtige Achse der Sud-Sud-Beziehungen im Kontext der entstehenden Biookonomie interpretiert. Dabei zeigt sich, dass sich die Handelsbeziehungen zwischen beiden Landern trotz gruner Politiken keineswegs in Richtung einer kohlenstoffarmen Transition entwickeln. Obwohl die chinesisch-brasilianischen Handelsstrome einen Ausdruck der Sud-Sud-Kooperation darstellen, geht mit ihnen kein Abbau der klassischen Produktionshierarchien zwischen Zentrum und Peripherie einher. The Chinese-Brazilian Trade Axis Abstract China became Brazil’s most important trading partner in 2009. For the South American country, this new situation implies lower levels of economic dependency on the USA. But does this new situation automatically translate into a more equitable axis of South-South relations? And, to what extent can Sino- Brazilian trade be reconciled with the vision of a global, low-carbon bioeconomy? This article addresses these questions by means of a qualitative analysis of the trade relations between China and Brazil over the period 2000-2018. The Sino-Brazilian case is interpreted as an important axis of South-South relations in the context of the emerging bioeconomy. The paper shows that, despite greening policies on both sides, trade relations between the two countries are by no means developing in the direction of a low-carbon transition. Although Sino-Brazilian trade is treated bilaterally as an expression of South-South cooperation, its constitutive elements and dynamics do not break with classical centre-periphery hierarchies. Instead, the article highlights the construction of new inequalities, with much relevance for the bioeconomy in the making. Zusammenfassung Der vorliegende Artikel nimmt die stetig zunehmende Nutzung von Online-Medien im Fremdsprachenunterricht zum Anlass, um anhand eines konkreten Beispiels die Heraus-forderungen und Möglichkeiten des Blended Learning (BL) zu umreißen. Grundlage der Überlegungen ist das Sprachlernprogramm Idiomas sem Fronteiras („Sprachen ohne Grenzen“), über das seit 2016 Online-Deutschkurse mit tutorieller (Präsenz-)Begleitung an brasilianischen Hochschulen angeboten werden. Eine Umfrage unter 228 Teilnehmenden eines Kursdurchlaufs im Jahr 2019 an brasilianischen Universitäten liefert empirisch belegbare Ergebnisse zum BL-Setting, die analysiert werden und in Überlegungen zur didaktischen Umsetzung münden. Abstract In view of the increasing use of digital media in foreign language teaching, this article outlines challenges and opportunities of the blended learning concept using the example of the program Idiomas sem Fronteiras (“Language without Borders”), which offers online German courses with online and face-to-face tutoring since 2016 in Brazilian universities. A study with 228 participants of the program in 2019 provides empirical results about this concept of learning in higher education in Brazil. The analysis of the collected data leads to a reflection upon the didactic implementation of blended learning courses. Resumo Tendo em vista o crescente uso das mídias digitais no ensino de línguas estrangeiras, o presente artigo aborda os desafios e as oportunidades do ensino híbrido (blended learning) através de um exemplo concreto: o programa Idiomas sem Fronteiras, que oferta cursos de alemão online com acompanhamento virtual e presencial desde 2016 em universidades brasileiras. Um estudo realizado com 228 participantes do programa em 2019 fornece resultados empíricos acerca dessa modalidade de aprendizagem no ensino superior brasileiro. A análise dos dados culmina em reflexões sobre a implementação didática do ensino híbrido.

This work examines how academic and marginally other types of libraries in Brazil address issues relating to identity politics in the digital space. Based on a sample of tweets posted between 2020 and 2021, it was possible to formulate a typology of “Twitter activism” that can contribute to the operationalization of the term. It might also serve future studies as a means to assess the impact of online communication, which could ultimately assist libraries in making strategic decisions when it comes to positioning themselves politically in their public relations work. On a more general level, the work challenges the postulate of “neutrality” in library work and discusses the role and responsibility of libraries in societies marked by inequality and power asymmetries.

In diesem Artikel soll eine Aktion beschrieben werden, die eine ärmere Gemeinde am Rande der Stadt Porto Alegre in Brasilien während der COVID-19-Pandemie entwickelt hat. Wir analysieren die ergriffenen Maßnahmen, die Reaktionen der Menschen, die daran beteiligt waren, und einige Fragen, die in dieser Zeit aufgeworfen wurden. Zu diesem Zweck haben wir den Text wie folgt organisiert: Wir beginnen mit einer kurzen Einführung, in der wir die Gemeinde Morro da Cruz vorstellen, um danach einige ihrer früheren Erfahrungen mit „Public Policies“ und mit Aktivitäten von nichtstaatlichen Organisationen zu rekonstruieren. Diese Erfahrungen erklären, wie sich ein solidarisches Zugehörigkeitsgefühl als Gemeinde, Formen interner Selbstorganisation und eine angehende Vertrautheit mit neuen Technologien entwickeln konnten, welche sich dann in der Krise bewährt haben. Anschließend schildern wir eine Sofortmaßnahme, welche in den ersten Monaten der Quarantäne durchgeführt wurde. Auf Initiativen der lokalen NGO (Nichtregierungsorganisation) Coletivo Autônomo Morro da Cruz konnte sowohl die Gemeinde als auch Unterstützung darüber hinaus mobilisiert werden, um die dringendste Not zu lindern. The 1975 nuclear cooperation agreement between Brazil and West Germany had a considerable impact on the mid-Cold War nuclear non-proliferation regime. This article analyses Bonn's interests in that agreement, as well as the negotiation process leading to it and third-party pressures on both countries. It also covers the follow-up negotiations with Urenco partners for a safeguards agreement. Based on extensive archival research and secondary literature, the author delineates three main West German interests in concluding the 'Brazilian Atomic-Deal': (1) strengthening the ruling socio-liberal coalition; (2) boosting the West German nuclear industry; and (3) making viable the jet-nozzle technology.

Customer relationships are an important pillar of a business model (Osterwalder & Pigneur, 2010). For years, though, news media has not invested much effort into nurturing rich connections with their consumers and, consequently, neglected the promotion of a participatory culture that could bring benefits for all involved (Neuberger & Nuernbergk, 2010; Rosen, 2006). Vanishing advertising revenue and changing habits of news consumption on the Internet create a situation for changing that situation—especially when considering journalism as a service (Jarvis, 2014). Therefore, this article employs multiple case-study research to analyze and compare how four digital news natives from different countries (The Correspondent from the Netherlands, eldiario.es from Spain, Mediapart from France, and the Brazilian branch of The Intercept) are creating more meaningful connections with their audiences in order to sustain their businesses. We found out that all cases resort in varying degrees to the ideology of journalism, personification, transparency, impactful content, and community as motivations to attract members, while at the same time refraining from advertising becomes a guarantee of independence. Social media is losing ground, as companies use their own platforms and channels, such as emails, to develop routines that take member participation into account in different levels—from intermediate to maximal—though customization is still limited. The challenge for online-born news companies is to manage so many variables while taking into consideration feedback from their sustainable base of members.

Why do legislators introduce impeachment resolutions against the president, even though most of these resolutions never succeed? We explore two possible answers to this puzzle, which are linked to the legislative functions of oversight and representation. First, legislators initiate impeachment procedures to expose (real or alleged) presidential misdeeds, an action that may weaken the president's approval rates, even if an impeachment process remains unlikely. Second, legislators introduce impeachment resolutions to express their constituents' outrage in the context of corruption scandals or poor economic performance- that is, in response to an exogenous decline in presidential approval. To test these hypotheses, we analyze 274 impeachment resolutions introduced against the presidents of Argentina and Brazil since the transition to democracy. We estimate models predicting presidential approval and impeachment resolutions using time-series and simultaneous equations estimators. Our results strongly support the representation hypothesis.

The objective of the study is to apply eight hypotheses of the socioanalysis for the interpretation and critical social reading of the "self-narratives" of deaf applicants to Higher Education at the Federal University of Sergipe (UFS-Brazil). It is located in the theoretical-methodological field of Critical Discourse Analysis (CDA), and Deaf Studies (DS). We will analyze a narrative of a deaf subject, corpus collected in 2014, in the college entrance examination for the Brazilian Sign Language Course (LIBRAS), and adopt this methodological guideline, to define object of study; identify areas of interfaces that meet the objectives; select the categories of each area of interface; establish the dialogue between categories; identify the social meanings constructed in the discourse. The result confirms the role of socioanalysis in seeking to unveil how the practice of social relations and (re)construction of their identities in the struggle for citizenship rights articulate in the deaf individual's life.

Leseprobe ----- Zusammenfassung Die Forschung zu Abschiebungen verdeutlicht, dass diese leidvoll sind und schwerwiegende Folgen fur Betroffene und ihre Familienangehorigen haben. Es gibt jedoch relativ wenige Studien daruber, wie sich die Erfahrungen zwischen verschiedenen nationalen Kontexten unterscheiden. Ausgehend von 81 Interviews mit dominikanischen und brasilianischen Abgeschobenen argumentieren wir, dass ihre Reintegration von Makro-, Meso- und Mikrofaktoren beeinflusst wird. Darunter zahlen individuelle Merkmale wie kulturelle Anpassung und Humankapital (mikro), nationale und transnationale Bindungen (meso) sowie soziale und wirtschaftlichen Bedingungen, unter denen Abgeschobene aufgenommen werden (makro). Das Forschungsdesign des vorliegenden Artikels arbeitet diese Faktoren heraus und zeigt, wie sie voneinander abhangen. Je ungunstiger sich der Aufnahmekontext auf die Reintegration auswirkt, desto relevanter werden Faktoren auf der Meso- und Mikroebene. Dominikanische Abgeschobene werden von Regierung und Gesellschaft stigmatisiert und sind daher mehr auf transnationale Bindungen und ihre eigene Resilienz angewiesen. However, there is relatively little scholarship on how post-deportation experiences vary from one national context to another. Drawing on 81 interviews with Dominican and Brazilian deportees, we argue that post-deportation experiences are shaped by macro-, meso-, and micro-level factors. Micro-level factors include individual characteristics, such as acculturation and human capital. Meso-level factors include national and transnational ties. Macro-level factors include the context of reception – the social and economic conditions into which deportees are received. We put forward a framework that both highlights these factors and shows how they are interdependent. The more adverse the context of reception, the more likely that deported people rely on other factors, such as transnational ties or human capital. Dominican deportees face stigmatisation from government and society, and, thus, depend more on transnational ties and their own resilience. In contrast, Brazilian deportees encounter a friendlier context, meaning that those deportees with more local ties and human capital are able to reintegrate with fewer challenges. This study compares three cases of Brazilian foreign policy: two administrations under President Luiz Inácio Lula da Silva (2003-04 and 2007-08) and the Jair Messias Bolsonaro administration (2019-20). It offers insight both into the flow of Brazilian grand strategy and into a new method to systematically and consistently analyze grand strategies across the global north and south. To do this, it applies an analytical framework dubbed "grand strategy analysis" (GSA). This approach is actor-centered. It identifies grand strategy in the overlap between leaders' rhetoric and policy decisions; thus, it is sensitive to beliefs and perceptions as well as concrete, "hard power" considerations. This study draws upon contemporary news reports, expert interviews, and academic studies to observe grand strategy across the three cases. It finds that each administration has been constrained or shaped by Brazil's existing economic, diplomatic and military status and investments, yet each president’s domestic political calculations and ideological commitments unfolded in surprising ways. Lula entered office with strong leftist credentials and rhetoric, yet he brought unusual ambition to elevate Brazil's profile. Bolsonaro, by contrast, emulated contemporary nationalist rhetoric prominent in foreign capitals such as Washington D.C. and Ankara. He also elevated support for the military, yet his strategic approach returned to older patterns for Brazil in which the president’s domestic agenda dictates his foreign policy positions.

This paper empirically assesses the impact of a discontinuous tax schedule on prices, markups and product assortment in the Brazilian automobile industry. To this end, I estimate a structural, equilibrium model of demand and supply for over a hundred different models and engine sizes of automobiles. With the model estimates of price elasticities and marginal costs I quantify how market power impacts the progressivity of the discontinuous tax schedule. I also examine how firms would reposition their products to avoid the tax and quantify the impact of this repositioning on equilibrium outcomes.

Bereits während seines Wahlkampfes 2018 stellte Jair Bolsonaro einen grundlegenden Wandel in der brasilianischen Außenpolitik in Aussicht. Seit Bolsonaro am 1. Januar 2019 sein Amt als Präsident Brasiliens antrat, ist der außenpolitische Wandel weiterhin im Diskurs präsent und lässt sich teils auch an politischen Entscheidungen ablesen. Beim außenpolitischen Wandel geht es nicht nur um veränderte Rhetorik, sondern vielmehr um eine zielgerichtete Politik mit ideellen Grundlagen und tragenden Akteuren. Vorangetrieben wird der Wandel von Mitgliedern des sogenannten ideologischen Flügels der Regierung. Einige Veränderungen, die im Laufe des politischen Wandels bereits vollzogen wurden, sind weniger als Bruch mit der Politik der Vorgängerregierung zu werten, sondern vielmehr als Zuspitzung von Entwicklungen, die schon einige Jahre im Gange waren. Manche außenpolitische Ziele des ideologischen Flügels scheitern an den Interessen und Interventionen der anderen beiden Regierungsflügel, dem technokratischen und dem militärischen. Auch eine Reihe von Kontextfaktoren wie die wachsende ökonomische Bedeutung Chinas setzen dem angestrebten außenpolitischen Wandel Grenzen. (Autorenreferat)

In einer Zeit, in der Fliegen eher Sensation denn Selbstverst��ndlichkeit war, faszinierte diese Technologie Menschen rund um den Globus. In Brasilien nahmen Luftfahrt und ihre transnational eingebundenen Akteure, die Luftfahrtpioniere, schon fr��h einen zentralen Platz im nationalen Selbstverst��ndnis ein. Worauf beruhte ihre Bedeutung? Warum eignete sich Luftfahrt als Projektionsfl��che f��r die nationale Selbstvergewisserung und wie ��u��erte sich dies? Anhand einer gro��en Bandbreite an Text- und Bildquellen analysiert die Autorin, wie zwischen 1900 und 1922 in Brasilien Luftfahrtpioniere repr��sentiert und Luftfahrtereignisse gedeutet wurden. Durch global- und kulturgeschichtliche Kontextualisierung zeigt sie auf, wie auf diese Weise Ideen von der brasilianischen Nation und von ihrem Platz in der Welt geschaffen wurden.

Im vorliegenden Artikel möchte ich zum einen die Frage beantworten, was neu an den Konflikten der letzten Jahre in der brasilianischen Amazonasregion um Abholzung und Landraub ist. Zum anderen möchte ich zeigen, dass das Konzept der Ressourcen-Frontier hilfreich zum Verständnis dieser aktuellen Dynamiken und gesellschaftlichen Auseinandersetzungen ist. Jason Moores Interpretation der Ressourcen-Frontier ist dafür ein wichtiger Ausgangspunkt, denn er verbindet darin die historische Perspektive der Weltsystemanalyse mit einer Verflechtungsperspektive auf die Ausweitung kapitalistischer Warenbeziehungen. Doch obwohl Moore die Frontier als gesellschaftlich umkämpft konzeptualisiert, gibt er wenige Anhaltspunkte, wie diese gesellschaftlichen Auseinandersetzungen untersucht werden könnten. Eine stärkere Untersuchung der Rolle des Staates und der Akteur*innen auf der lokalen und nationalstaatlichen Ebene ist aber notwendig, um sowohl die gesellschaftlichen Triebkräfte der Frontiers, aber auch ihre gesellschaftliche Einhegung verstehen zu können. Deshalb werde ich in diesem Artikel den Frontier-Ansatz mit akteurszentrierten Interpretationen erweitern und auf die Konflikte um die Kontrolle der Landnutzung anwenden. Ich werde herausarbeiten, dass es den sozialen Bewegungen und ihren Verbündeten ab den 1980er Jahren gelang, Landraub und Abholzung über die Einrichtung von Schutzgebieten und kollektiven Landrechten einzudämmen. Neu an den Abholzungs- und Landraubdynamiken der letzten vier bis sechs Jahre ist, dass diese errungenen Landrechte erneut unter den Druck von Landspekulation, Bergbau oder Viehweiden geraten sind. Zum Schluss werden die Herausforderungen für den Wald- und Klimaschutz vor dem Hintergrund der Präsidentschaftswahl 2022 diskutiert. In this article, I aim to answer the question: what is new about the conflicts surrounding deforestation and land grabbing in the Brazilian Amazon region that have marked the last four to six years? In the process, I demonstrate the benefits of the concept "resource frontier" for the analysis of these current dynamics and social confl icts. One important reference in this regard is Jason Moore's interpretation of the resource frontier, as he combines the historical perspective of world systems theory with an "entanglement perspective" on the expansion of capitalist commodities. Yet, although Moore conceptualises the resource frontier as a socially contested space, he offers little guidance for studying these social conflicts in detail. A more systematic investigation of the specific role of the state and of both local- and national-level actors is needed for understanding the social drivers of resource frontiers and their enclosure. By drawing on actor-centred interpretations and applying it to the social conflicts surrounding the governance and control of land use in Amazonia, this paper expands the resource frontier approach. I trace how social movements and their allies succeeded, from the 1980s onward, in limiting land grabbing and deforestation through the establishment of protected areas and collective land rights. The new development in the dynamics of deforestation and land grabbing over the past few years, then, is that that these (legally guaranteed) land rights have increasingly been targeted again and are being undermined by land speculation, mining operations, and pastoral agriculture. To conclude, I discuss the challenges for forest and climate protection with regards to the 2022 presidential elections.

This study examines the impact of publicly provided daycare for children aged 0-3 on outcomes of children and their caregivers over the course of seven years after enrollment into daycare. At the end of 2007, the city of Rio de Janeiro in Brazil used a lottery to assign children to limited public daycare openings. Winning the lottery translated to a 34 percent increase in time in daycare during a child's first four years of life. This allowed caregivers more time to work, resulting in higher incomes for beneficiary households in the first year of daycare attendance and 4 years later (but not after 7 years, by which time all children were eligible for universal schooling). The rise in labor force participation is driven primarily by grandparents and by adolescent siblings residing in the same household as (and possibly caring for) the child, and not by parents, most of whom were already working. Beneficiary children saw sustained gains in height-for-age and weight-for-age, due to better nutritional intake at school and at home. Gains in beneficiary children's cognitive development were observed 4 years after enrolment but not later.

Bei der brasilianischen Religion Umbanda - die sich im Bundesstaat von Rio de Janeiro am Anfang des 20. Jahrhunderts auf der Grundlage von afrikanischen, indigenen und europäischen Religionen bildete - steht die Kommunikation mit Geistwesen im Zentrum, die an die brasilianische Geschichte erinnern. Seit den 1940er Jahren ist sie weltweit verbreitet und ab ca. 2010 auch im Zuge der transatlantischen sakralen Globalisierung im deutschsprachigen Europa angesiedelt. Dennoch ist ihre Ausbreitung bislang kaum erforscht. Die Autorin schließt hier eine Forschungslücke, indem sie sich auf der Grundlage einer über fünfjährigen ethnologischen Feldforschung mit der spirituellen Gemeinschaft des Ilê Axé Oxum Abalô (auch Terra Sagrada genannt) befasst, die ihr Mutterhaus in den Schweizer Bergen im Kanton Appenzell verortet und mit sieben Ablegern in Graz und Wien, Zürich und Bern, Berlin und Cumuruxatiba in Brasilien ein überregionales Netzwerk bildet. Jedes Kapitel der Studie wird durch das Porträt einer Gottheit (Orixá) sowie Narrative aus den mythischen Überlieferungen gerahmt und zu Textpassagen von Oswald de Andrades 'Manifesto Antropófago' und Umberto Ecos 'Foucaultschem Pendel' in Bezug gesetzt. Dabei verdeutlicht die Autorin, wie die religiöse Praxis der Trance als Einverleibung von Bewusstseinsstrukturen zur Reflexion der Wissensproduktion ihrer Religion und darüber hinaus zu einer Dekolonialisierung des Denkens in Europa beitragen kann.

Even during his 2018 election campaign, Jair Bolsonaro promised a fundamental shift in Brazilian foreign policy. Since taking office as Brazil's president on 1 January 2019, foreign policy change has been ever present in Bolsonaro's discourse and, in some cases, is evident in policy decisions. Foreign policy change is not just about modified rhetoric, but rather about a targeted policy with ideational foundations and supporting actors. The change is being driven by members of the government's so‑called ideological wing. Some of the shifts that have already taken place during this political change should be seen less as a break with the policies of the previous government than as an intensification of developments that had already been underway for several years. Some foreign policy goals of the ideological wing fail because of the interests and interventions of the other two government wings, the technocratic and the military wing. Several contextual factors, such as China's growing economic importance, also delimit the sought after foreign policy change. (author's abstract)

This report provides an overview of the first phase of The Global State of Young Scientists in Latin America and the Caribbean (GloSYS LAC), a research project developed by the Global Young Academy (GYA). Its aim is to contribute to current debates on social dimensions of scientific activities and the impact that they have on the trajectories of young scientists. This research was performed using qualitative interviews with thirty-one early-career researchers from Argentina, Brazil, Colombia, Cuba, Guatemala and Panama. As a result of the analysis of these interviews, this report highlights the interplay between the constraints that young researchers currently face and the strategies they use to confront them.

As part of the interiorization program of public higher education in Brazil, and following the dismemberment of the Federal University of Pará (UFPA), the Federal University of South and Southeast of Pará (Unifesspa) was created in 2013 in the Eastern Amazon. In 2014, the Araguaia Engineering Institute (IEA) of Unifesspa was set up in the city of Santana of Araguaia, providing a licentiate degree course in Mathematics. The bachelor’s degree in civil engineering was added in 2018, and architecture and urbanism in 2019. Santana of Araguaia is a relatively new municipality, located in the state of Pará, away from the main centralities and between the borders of agribusiness and the Amazon. Our research analyzed the evolution of the first years of this university campus in the municipal and regional contexts and reports the development indexes of IEA and Santana do Araguaia. It is observed that there are numerous challenges to improving this asymmetry; however, the interiorization of public higher education does have the potential to overcome some of this inequality, stimulate the development, and guarantee the right to public, free, and quality higher education.
