The restoration and preservation of freshwater ecosystems is one of the prerequisites for a sustainable and fair future for all and therefore part of the United Nations Sustainable Development Goals (SDG 6). However, countries worldwide are facing a challenge to achieve this ambition by 2030. This paper focuses on the legal and governance challenges faced in the European context with regard to achieving water quality ambitions, using experiences from the Netherlands as a case study. Although many EU Member States (MS) are facing a challenge to meet the ambitions set by the Water Framework Directive (WFD) in 2027, literature on effectiveness of governance approaches in terms of actual water quality improvement, seems to be scarce. Based on interviews, a survey, expert panel discussions and literature we show that in the Netherlands, an important problem is that stakeholders, also within organisations, have different views on ambitions, achievements and necessary follow-up actions. This is problematic because for realising the water quality ambitions, cross-sectoral cooperation (e.g. from agriculture and spatial development) as well as strengthened interlinkages between these related policy fields is crucial. Moreover, there is a tendency to stick to the status quo. In order to increase effectiveness, a better understanding of the underlying mechanisms for this lock-in will be necessary. This will enable the development of practical tools and instruments to support cross-sectoral and multi-level collaboration. The sectoral implementation of the WFD in the Netherlands was chosen by many other MS, resulting in similar cross-sectoral challenges as we found in the Netherlands. Insight into how other MS deal with lock-in situations is needed to develop pathways to achieving WFD ambitions.

Conspicuous interdisciplinary effort has been spent on addressing the consequences of climate change in a forward-looking way. The concept of solution space is a recent contribution to help decision-makers identify feasible and effective adaptation solutions and to provide guidance on when they should be implemented and by whom. Although the current conceptualization of solution space already considers multiple disciplines, it remains dominated by biophysical ones and has not yet fully integrated legal and governance dimensions. This article first reflects on the current solution space framework through the lenses of law and governance and then proposes approaches to enrich legal and governance dimensions in the solution space concept. We argue that the legal and governance dimensions of the current concept of solution space can be improved by taking into account four aspects: 1) understanding the institutional and legal systems in a context-specific way; 2) embracing the dynamics and reflexivity of law and governance in the episteme of path dependency; 3) applying more diverse analytical methods (qualitative, qualitative/ quantitative, value-oriented) and/or assessments on a case-by-case basis; and 4) adding a normative perspective that includes the principles of legitimacy, transparency, accountability, equity, and distributive justice to measure the appropriateness of a certain adaptation strategy. The article concludes with suggestions for future research on how to implement the enriched solution space concept.

In recent decades, foresight has been connected to various disciplines that engage with complex societal problems, leading to specific interpretations of foresight. We offer an interdisciplinary perspective on foresight's increasing use for governance of social-ecological systems (SES). We seek to strengthen the use of foresight in this domain by bridging to insights from other disciplines that can help overcome its limitations. Participatory foresight for SES governance offers potential to elicit thinking about uncertainty and complexity, facilitate dialogue between stakeholders, and improve inclusiveness of governance processes, but often fails to be sufficiently reflexive and politically aware to be truly impactful and inclusive. It can be strengthened, we argue, by a more thorough integration with adjacent research fields: critical futures studies, critical systems theory and environmental governance. We distill key insights from these fields, including the importance of being politically reflexive about whose perspectives are considered, whom foresight processes should benefit, and the importance of co-producing methodology and outcomes. We encourage scholars and practitioners to further explore integration with these fields, highlighting the importance of inter- and transdisciplinary teams. Finally, we offer an example for how limitations of foresight as used in a particular field can be overcome through interdisciplinary integration.

Arguments for so-called citizen responsibilisation, the transfer of responsibilities for public services to citizens, are increasingly put forward in several Western-European countries. An important domain in which citizen responsibilisation is advocated is that of urban climate change adaptation. However, in practice, the advocated shift is taking place only to a limited extent. This study aims to help explain this by researching Dutch local governments' perceptions on citizens' capabilities as well as these governments' preferences regarding the tasks they want to delegate to citizens in the different stages of adaptation planning. Findings from three workshops with policy practitioners from local governments show that these practitioners have moderate trust in citizens' capabilities, but a low willingness to transfer responsibilities. Concerns of local governments include how to: (i) ensure an equal division of resources between different citizen groups/neighbourhoods; (ii) address citizens who are pursuing their own benefits more than producing a public adaptation good; (iii) address potential externalities for other citizens; (iv) guarantee a certain quality level for the public space. The study shows that local governments have an implicit awareness of different dimensions of responsibility and the tensions between them, including at least: responsibility as a task, as a legal duty, and as something for which one can be held accountable. We recommend a more explicit discussion of these dimensions in practice and a more systematic treatment of them in conceptual and in empirical studies.

Tidal river management (TRM) is a building-with-nature practise which was locally developed to tackle the problems of polderization in the south-western delta of Bangladesh. This practise was subsequently adapted by public agencies. However, all TRM sites are associated with violent conflict. While law-enforcement agencies have often struggled to bring such conflict under control, there is variation in the extent to which conflict associated with TRM has been resolved at different study-sites. However, different decision-making approaches have characterized different implementations of TRM. Different implementations of TRM are also characterized by differences in the role of civil society organizations (CSOs). Therefore, this article hypothesizes that variation in conflict resolution is associated with variation in decision-making approaches and role of CSOs. Accordingly, the research question that this article seeks to answer is: How can conflict be resolved for the effective planning and implementation of TRM? This question is answered by analysing 5 case-studies on TRM using a typology of three different decision-making approaches: technocratic, participatory and sociocratic. Using data collected via 2 focus-group discussions, 66 semi-structured interviews and secondary research, this article analyses issues associated with power differentials, dysfunctional consensus, differences between local & scientific knowledge and the role of CSOs in resolving conflict. This research reveals that conflict during TRM implementation can be successfully resolved by the development of conflict resolution mechanisms which are locally-respected and are also considered trust-worthy by the elite. The elite will become more receptive to engaging with the public if TRM implementation is characterized by sociocratic decision-making.

Human societies face significant difficulties in the governance of environmental land-use problems. The challenges involved must be thoroughly understood to develop effective and legitimate governance of these often inherently wicked problems. However, in environmental governance literature, governance challenges have been described rather generally, and the characteristic features of different types of problems have not been specified. Drawing on this literature, this paper presents an analytical framework for governance challenges typical of a “wicked problem” and a “creeping crisis”. We empirically illustrate the combined framework by applying it to the environmental land-use problem of land subsidence in the Dutch peatlands. Land subsidence exemplifies a wicked problem because it is neither definable nor solvable. Due to the lack of effective governance, the problem has allowed threats with crisis potential to develop. However, land subsidence represents a “creeping” crisis because, despite the increasing risk of damage, there is little sense of urgency. The case study illustrates that governance challenges posed by such problems often originate from a lack of comprehensive sense-making of these problems’ complexity and that responses, therefore, tend to be counterproductive. Hence, the paper empirically substantiates the need for governance approaches that help achieve the systemic change that is arguably needed to address environmental land-use problems adequately.

The urban sustainability transformations that are urgently needed will have significant effects on the daily lives of city dwellers. As ways to imagine and co-design sustainable urban futures, experiments within the present-day urban environment are increasingly popular. This paper investigates how such an experimental approach can serve as the base of an applied urban futures game that enables its players to reflect on and imagine ways to address complex sustainability problems. We developed a large-scale mobile urban futures game, Utrecht2040, that provides its players with sustainability content, reflection, and motivation for action. The digital infrastructure of the game and large number of players provided unique opportunities for measuring outcomes. Our results indicate that this type of experimental gaming offers a new way for players to collect existing sustainable practices or ‘seeds’, and use them to collectively create glimpses into relevant sustainable urban futures. At the individual player level participants reported an increased understanding of sustainability and motivation to act. We conclude that large-scale collective experimental futures games in socio-spatial urban environments are a high-potential avenue for overcoming the “crisis of the imagination” by creating inclusive urban futures that inspire action.

Literature on sustainability transitions advocates the institutionalisation of niche innovations and assigns an important role for institutional work in this respect. Previous work has conceptually and empirically substantiated a range of strategies that institutional entrepreneurs perform. However, little is known about how institutional entrepreneurs engage differently in institutional strategies across different dynamic niche contexts. We distinguish between four different niche contexts: market-based niche development, market-based regime transformation, community-based niche development and community-based regime transformation. This typology is then conceptually combined with theory on institutional entrepreneurship and institutional work to examine the diverse agential processes of institutional change through which actors shape and transform their institutional environments. The usefulness of this framework is explored in an analysis of the low-carbon building stock in the Netherlands. The analysis demonstrates that the framework offers a comprehensive approach to examine variety in the arsenal of strategies of institutional work across different contexts.

In the past few years, we have seen growing calls for a transformation in global food systems in response to multiple challenges, including climate change. Food systems are responsible for a third of global greenhouse gas emissions from human activity and agricultural yields are at risk due to climate change impacts. Although many proposals have been made, there are fewer insights on what these imply for knowledge and innovation systems. We seek to advance the literature on transforming food systems under a changing climate, by identifying concrete next steps for scientists and practitioners. We do this by adapting a theory of change proposed by Campbell et al. (2018). We used the adapted theory of change to design the 5th Global Science Conference on Climate-Smart Agriculture, which brought together different stakeholders within global food systems. Through conference sessions and a survey with 262 of the participants, we validate elements of the Campbell et al. framework, identify additional elements, and offer further nuance. The findings point at nine priority areas for a transformation in food systems under climate change: (1) Empowering farmer and consumer organizations, women and youth; (2) Digitally enabled climate-informed services; (3) Climate-resilient and low-emission practices and technologies; (4) Innovative finance to leverage public and private sector investments; (5) Reshaping supply chains, food retail, marketing and procurement; (6) Fostering enabling policies and institutions; (7) Knowledge transfer; (8) Addressing fragmentation in the knowledge and innovation systems; (9) Ensuring food security. We have identified three types of scholarly insights from innovation, transition and sustainability transformations studies that may inform the next steps: these relate to stimulating novelty across the priority areas, ensuring participation in knowledge production, and reconfiguring incumbent systems to enable implementation of the theory of change.

Governance of social-ecological systems (SES) involves multiple stakeholders with different perspectives on the system and associated problems, and different ways to value and use the system. This has implications for decision making because this diversity of interests and framings may cause conflicts between stakeholders and/or marginalization of certain groups. In general, the literature agrees that strategically considered stakeholder participation is key to well-informed and legitimate SES governance and to alleviate differences and conflicts between stakeholders. Because SES represent uncertain, complex governance contexts, methodologies that address complexity and future uncertainty are needed. In this regard, participatory scenario planning is widely regarded as a useful tool. However, little explicit analysis exists about its role in framing. We therefore analyzed two scenario-guided policy formulation cases to assess how and to what extent it contributes to system and problem framing. We developed an analytical framework building on critical systems and resilience scholarship: the questions of “resilience of what, to what, for whom and over what timeframe?” are important framing dimensions. As such, we used them as the basis for our framework. We analyzed two scenario-guided policy formulation processes in East Africa, facilitated by the CGIAR’s Research Program on Climate Change, Agriculture and Food Security. We found that participatory scenario planning significantly contributes to system and problem framing and can add to efficacy, legitimacy, and analytical rigor of planning processes through involving a diverse range of stakeholders in strategic dialogues about futures. Our results also highlight its potential to make the political dimension of policy and broader SES governance processes more explicitly visible by addressing the “for whom?” dimension. We recommend designing novel participatory scenario approaches that explicitly use insights from critical system theory, incorporating questions of who decides how the system and problems are framed, who should benefit, and whose knowledge is used.

Effective science-policy engagement efforts are crucial to accelerate climate action. Such efforts should be underpinned by high-quality knowledge generation that enhances salience, credibility and legitimacy of research results. This is particularly important for the agricultural sector. Agriculture has been identified as a priority for climate action. The sector also constitutes well-established institutions set up to help achieve food and nutrition security. Institutionalizing high quality knowledge generation for climate change adaptation within these institutions presents a major opportunity to catalyze climate action within the sector. To contribute to insights about this institutionalization, we draw on and develop Cash et al.'s 2002 success conditions for enhancing salience, credibility and legitimacy: (1) increased accountability, (2) use of boundary objects, (3) participation across the boundary, (4) mediation and a selectively permeable boundary, (5) translation, and (6) coordination and complementary expertise. We examine how these success conditions apply in a major global case of agricultural research for development under climate change: the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). We explore these success conditions in the wider context of CGIAR reform and response to climate change as the international system for Agricultural Research for Development (AR4D). Our results specify and confirm the practical relevance of the six success conditions for institutional design and reform, but also point to the need to complement these with two inductively-derived success conditions: effective leadership and presence of incentives. To institutionalize these success conditions among AR4D institutions, there is an urgent need to create a conducive environment that enables the development of context-specific science-policy engagement strategies, along with leadership development and efforts to break traditional disciplinary silos which constrain user-oriented knowledge production.

Citizens' initiatives for climate action are actively encouraged by governments to enhance the resilience of communities to climate change. This increased responsibilisation of citizens has implications for the roles of governments. The degree of government involvement does not necessarily decline, but government roles may need to shift: from a regulating and steering government towards a more collaborative and responsive government that enables and facilitates community initiatives that are self-governed by citizens. However, we lack a conceptual understanding of such new government roles, as well as empirical insights into how local governments participate in citizens' initiatives and how they take up such new roles. In this paper, a ?ladder of government participation? is introduced, which is used to explore the roles of local governments in citizens' initiatives for climate change adaptation in the Netherlands. The results show that local governments are slowly but gradually shifting towards more networking, stimulating, and facilitating roles. Key concerns of local practitioners are (a) a lack of flexibility and support of their own municipal organisation to facilitate citizens' initiatives, (b) uncertainty about the continuity of citizens' initiatives over time, and (c) a potential increase of inequity among citizen groups resulting from facilitating citizens' initiatives. An important finding is that the roles of local governments tend to be flexible, in that they can move from one role to the other over time for one and the same citizens' initiative depending on its stage of development, as well as take up several roles simultaneously for different citizens' initiatives.

From a participatory governance perspective, managing changes in ecosystems requires involvement of stakeholders. However, when the impacts of such changes are unclear or unknown, problem perceptions are latent and stakeholders cannot be identified. To elicit perceptions of an ecosystem change despite unknown impacts, we employed Q methodology regarding landscape values. From these perceptions we derived stakeholder stances on the ecosystem change constituted by the invasive alien plant Coralita (Antigonon leptopus) on the Caribbean Netherlands islands of St. Eustatius and Saba. Ecologists view Coralita as a clear threat, but the exact impacts of the plant are unknown and therefore locals do not have manifest problem perceptions. Nevertheless, we derived three perspectives on the value of nature per island, which in turn yielded insights into stakeholders’ views on Coralita management. Our approach can be applied for other management questions regarding changes in ecosystems when the impacts on humans are unclear and hence problem perceptions latent.

Collaboration among multiple stakeholders is crucial in decentralised governance settings. The success of such collaboration hinges upon collaborative learning–the acquiring, translating, and disseminating of policy-relevant knowledge. However, despite much research, a knowledge gap persists in the public policy literature on the relationship between learning and policy change. It is debated whether learning is necessary and sufficient for policy change, and if so, under what conditions. To contribute to this debate, this paper examined whether collaborative learning has had any impact on the emergence and implementation of sustainable urban drainage systems (SuDS) in Leicester, England. We first examined implementation of SuDS in Leicester, and then study collaborative learning focused on SuDS. We found that implementation of SuDS in Leicester is marginal despite active collaborative learning that has resulted in the change in beliefs and attitudes towards SuDS among all policy actors in the setting. Social dynamics factors and leadership of two SuDS champions proved crucial for collaborative learning. We conclude that collaborative learning, while essential for legitimacy of a policy innovation, is not sufficient for policy change and a national legal and institutional framework is required to incentivise broader SuDS practices in Leicester and England.

In the governance of urban sustainability transformations, participatory futures practices are increasingly popular. Yet there is a rising awareness that the success or failure of these practices depends on how they are staged and the context in which they are conducted. These contextual factors are often less than ideal, and futures practices take place at the crossroads of many pre-determined agendas and priorities. We distinguish four factors that shape the effects of participatory futures practices: 1) how the institutional landscape constrains or enables a project aimed at urban sustainability transformations; 2) the participatory culture surrounding the project; 3) the project design; and 4) the futures methods applied. We assess these factors in three cities within the European H2020 IRIS Smart Cities project. In each city, project members participated in sessions where they designed citizen engagement using a futures methodology: the novel Scope and Ladder models. Each city reflects a different combination of the four contextual factors. We find that space for exploration and re-imagining can be found and optimized under imperfect conditions. Drawing on the results of the three cases, we conclude with a set of recommendations for the funders, project members and futures organizers of urban sustainability transformation projects.

Deltas worldwide have been experiencing pressures and challenges exacerbated by climate change. An explicit focus on deltas is lacking in various bodies of literature, although present in those bodies focusing on the resilience of social-ecological systems. However, overall, literature relevant for addressing water and climate governance in deltas is arguably still fragmented, leading to knowledge gaps and unexplored opportunities with regards to the development of delta-oriented governance strategies. To address this knowledge gap, we conducted a systematic literature review focusing on six bodies of literature relevant to delta governance up to and including the year 2019. The results show that scholarly interest in developing transformative pathways has increased sharply over the last few years. We derived seven key governance problems and five governance solutions for resilient deltas. We found that the predominant focus is still on technocratic approaches, with limited recognition of the political dimension and few forward-looking studies. In conclusion, we suggest stimulating the development and application of more anticipatory, transformative, and interactive modes of governance to help steer the transformation to resilient and sustainable deltas. We end with suggestions for systematic, interdisciplinary, and forward-looking empirical-analytical research.

Anticipation methods and tools are increasingly used to try to imagine and govern transformations towards more sustainable futures across different policy domains and sectors. But there is a lack of research into the steering effects of anticipation on present-day governance choices, especially in the face of urgently needed sustainability transformations. This paper seeks to understand how different perspectives on anticipatory governance connect to attempts to guide policy and action toward transformative change. We analyze perspectives on anticipatory governance in a global network of food system foresight practitioners (Foresight4Food) – using a workshop, interviews, and a survey as our sources of data. We connect frameworks on anticipatory governance and on transformation to analyse different perspectives on the future and their implications for actions in the present to transform food systems and offer new insights for theory and practice. In the global Foresight4Food network, we find that most foresight practitioners use hybrid approaches to anticipatory governance that combine fundamentally different assumptions about the future. We also find that despite these diverse food futures, anticipation processes predominantly produce recommendations that follow more prediction-oriented forms of strategic planning in order to mitigate future risks. We further demonstrate that much anticipation for transformation uses the language on deep uncertainty and deliberative action without fully taking its consequences on board. Thus, opportunities for transforming future food systems are missed due to these implicit assumptions that dominate the anticipatory governance of food systems. Our combined framework helps researchers and practitioners to be more reflexive of how assumptions about key human systems such as food system futures shape what is prioritized/marginalized and included/excluded in actions to transform such systems.

Environmental policy integration (EPI) is the incorporation of environmental concerns and objectives into non-environmental policy areas, such as energy, transport and agriculture, as opposed to pursuing such objectives through purely environmental policy practices. EPI is promoted to overcome policy incoherence and institutional fragmentation, to address the driving forces of environmental degradation and to promote innovation and synergy. But how effective are EPI strategies employed in practice? In this chapter we provide a meta-analysis of scientific, empirical research on EPI to address this question. An important finding is the discrepancy between the adoption of EPI in terms of objectives and commitments and its actual implementation, that is, translation into concrete measures. Overall, we found relatively few cases where environmental objectives were given a substantial status in non-environmental policies. The barriers we identified suggest that the actual detailed design or architecture of the strategies that are employed to promote EPI really matters.

The adoption of solar energy is lagging behind in urban areas worldwide. Although the literature on energy transition is abundant, it has been focused mostly at the systems level. Few studies have addressed on-the-ground implementation. This paper examines a specific but prominent example of such on-the-ground practice: decision-making processes in strata buildings whose owners are organized in a (home) owners&rsquo, association. These buildings constitute a significant proportion of the housing stock in European cities, and hence their role in energy transition cannot be underestimated. In strata buildings, homeowners have to reach an agreement before renewable energy measures can be implemented. These related group decision-making processes are still a black box, however. We constructed a tentative framework based on a review of group decision-making and applied literature, which we validated and refined using a survey and in-depth interviews with (home) owners&rsquo, associations in Amsterdam, the Netherlands. Our study aimed to explore what the stimuli and barriers for the adoption of renewable energy measures in group settings are. Our empirical findings suggest that leadership and information processing are key factors that explain the outcomes of group decision-making processes. Whereas many are convinced that energy transitions are technically possible, their day-to-day implementation has proven to be complicated. For energy transitions to succeed, the recognition of key factors that explain the outcomes of group decision-making needs to be taken into account.

In this article, we link NGO-supplied drinking water infrastructure projects with collective action development approaches. Although governing local, shared drinking water systems (DWS) requires users to act collectively, users rarely organize such collective action successfully by themselves. Non-governmental organizations (NGOs) are therefore frequently called upon to support local communities to set up or consolidate the kind of local collective action required for governing DWSs. However, the effectiveness of such forms of NGO support remains unclear. Therefore, this paper attempts to assess the form and impact of this kind of NGO support. Combining insights gained from theory on institutions for collective action in the context of shared resource systems, we develop a set of requirements presumed necessary for guaranteeing both day-to-day and long-term collective action among local shared DWS users. We apply this framework to empirically explore if, how and why NGO support targets these requirements, and whether this support influences users’ capacity for collective action. To this end we examine 11 cases where NGOs have worked with users of Managed Aquifer Recharge (MAR) systems in Bangladesh. We collected data through focus group discussions, semi-structured interviews with local leaders, NGO officials, and project staff, and by reviewing project documentation. We find that NGO support favors long-term requirements over the requirements for day-to-day collective action. NGO activities seem based on applying standard approaches to training and awareness raising, and less on empowering users to craft their own solutions. A case for a lasting impact of NGO support on any of the requirements is hard to make. Our results imply that when attempting to organize effective and long-lasting forms of collective action among the users of shared resource systems, both NGOs and commissioners of projects need to engage more explicitly in learning what works and what doesn’t.

However, the effectiveness of such forms of NGO support remains unclear. Therefore, this paper attempts to assess the form and impact of this kind of NGO support. Combining insights gained from theory on institutions for collective action in the context of shared resource systems, we develop a set of requirements presumed necessary for guaranteeing both day-to-day and long-term collective action among local shared DWS users. We apply this framework to empirically explore if, how and why NGO support targets these requirements, and whether this support influences users’ capacity for collective action. To this end we examine 11 cases where NGOs have worked with users of Managed Aquifer Recharge (MAR) systems in Bangladesh. We collected data through focus group discussions, semi-structured interviews with local leaders, NGO officials, and project staff, and by reviewing project documentation. We find that NGO support favors long-term requirements over the requirements for day-to-day collective action. NGO activities seem based on applying standard approaches to training and awareness raising, and less on empowering users to craft their own solutions. A case for a lasting impact of NGO support on any of the requirements is hard to make. Our results imply that when attempting to organize effective and long-lasting forms of collective action among the users of shared resource systems, both NGOs and commissioners of projects need to engage more explicitly in learning what works and what doesn’t.

Participatory action research (PAR) is an approach for fully co-creating research into environmental problems with the public. We argue this is mostly done for manifest environmental problems that clearly threaten livelihoods and have highly predictable impacts. But the conventional PAR approach is not suitable when the impacts are poorly understood and pose a low threat to livelihoods. Such latent environmental problems do not have a clear conflict to be resolved; instead, the community’s inertia should be overcome. In this article, we develop what we call the PAR-L approach, for which we present a step-by-step guide and an evaluation framework. We then demonstrate this approach on the latent problem of the invasive alien Coralita vine (Antigonon leptopus) on Saba (Caribbean Netherlands) and find that it results in thorough understanding of the community inertia. Overcoming the inertia would require a project to run longer and a simultaneous knowledge-gathering effort, but PAR-L is a good starting point.

Local governments are experimenting with low-carbon initiatives (LCIs) to learn how the transition to low-carbon cities can be advanced. However, little is known about how local governments can capitalize on what has been learned and use it to accelerate scaling-up processes. This paper explores the complex relationship between LCIs and learning processes at the level of local government. The issue is examined through an explorative embedded case study in the City of Copenhagen, a sustainability frontrunner. The paper makes three contributions that enrich literature and practice concerning climate governance for sustainability transitions. First, it offers an overview of two types of knowledge that can be derived from LCIs to accelerate scaling-up processes: instrumental and transformative knowledge. Second, the paper provides a concrete overview of learning practices for governing learning processes within local government. Local governments can learn from LCIs through four categories of practice: experience accumulation, knowledge articulation, knowledge codification, and knowledge distribution. Finally, the paper offers an overview of explanatory factors related to the motivation, resources, and skills that influence a local government's capacity to learn from LCIs. The findings particularly highlight the importance of setting a mandate for experimenting with and evaluating LCIs.

Environmental policy integration (EPI) is the incorporation of environmental concerns and objectives into non-environmental policy areas, such as energy, transport and agriculture, as opposed to pursuing such objectives through purely environmental policy practices. EPI is promoted to overcome policy incoherence and institutional fragmentation, to address the driving forces of environmental degradation and to promote innovation and synergy. But how effective are EPI strategies employed in practice? In this chapter we provide a meta-analysis of scientific, empirical research on EPI to address this question. An important finding is the discrepancy between the adoption of EPI in terms of objectives and commitments and its actual implementation, that is, translation into concrete measures. Overall, we found relatively few cases where environmental objectives were given a substantial status in non-environmental policies. The barriers we identified suggest that the actual detailed design or architecture of the strategies that are employed to promote EPI really matters.

Urban resilience has become a popular notion among urban policymakers and scientists, as a way to deal with the many complex issues that cities face. While it has positive connotations and resonates with local urban agendas, it is not always clear what it means and what factors contribute to resilience. Additionally, critical literature observes that people's views on what resilience means can differ strongly and the many choices that are made in planning and implementing resilience are often left implicit. In this paper, we describe a diagnostic tool that tackles these issues by (1) distilling resilience principles and narratives that provide a comprehensive picture of the different pathways that resilience-building could take, and (2) making explicit and facilitating reflection on the choices embedded in planning for urban resilience. We illustrate the tool with an application on urban flood risk management in Rotterdam. We conclude that the Resilience Diagnostic Tool is useful to reflect on the local goals of resilience-building, to diagnose choices made in urban plans, and to reflect on their consequences. Studies on stability and change in modes of environmental governance often remain implicit regarding the conceptualisation, nature and causes of stability and change. Moreover, they are selective in the addressed explanatory factors. Theorising of stability and change in modes of environmental governance could be brought to the next level by enhancing the comparability and alignment of explanatory studies. This paper aims to contribute to this effort using insights regarding the definition and explanation of change processes gained in the policy and political sciences. Based on these insights, we provide a systematic approach for conceptualising “stability” and “change” in modes of governance and introduce six categories of explanatory factors: physical circumstances, infrastructures, institutional settings, discourse, characteristics of agency and shock events. The case of Dutch flood risk governance shows the usefulness of the proposed approach. We conclude by reflecting on the approach's potential for providing richer and more nuanced explanations.

Coastal communities are prone to crises. Repeated exposure to crises constrains the ability of residents to access basic needs such as health, water and food, and may increase their vulnerability levels. In response, communities develop coping strategies such as depoldering (temporary breaching of embankments for TRM: tidal rivers management) and anti-aquaculture movements. However, existing research has not adequately explored the relationship between coping strategies and vulnerability. Theoretical literature is characterized by ambiguity on how various geocentric and anthropocentric factors affect vulnerability in the presence of community-developed coping strategies. Therefore, to advance theoretical knowledge in this field, this article first conceptualizes an integrated framework on the association between vulnerability and coping strategies by merging anthropocentric and geocentric approaches. It then uses mixed methods drawn from social science (surveys, semi-structured interviews), geography (spatial tools) and statistics (multiple regression) on data collected from the coastal belt of Bangladesh to demonstrate that coping strategies may have an effect on vulnerability in crisis-prone coastal regions. The significance of this study is that it demonstrates how the association between vulnerability and coping strategies is likely to be nuanced: depending on a) the type of vulnerability (food/water/health), and b) the coping strategy (TRM vs. anti-aquaculture movements). Different coping strategies are associated with different kinds of vulnerability and these relationships depend on local context (other anthropocentric and geocentric variables). Community movements against aquaculture could reduce food vulnerability, whereas TRM may reduce water vulnerability. Reduction in health vulnerability may instead be associated with urbanization and infrastructure development.

Recent grants of legal rights to rivers would seem to infuse traditional anthropocentric river governance with greater eco-centrism. Through a thought experiment, we scrutinize this proposition for the Rhine basin. We consider the governance implications of granting (procedural/material) rights to the river and elaborate on their implications for the three highly institutionalized regimes of the Rhine River of water quality, flooding and transport. Since we find that a shift to more eco-centrism has already occurred and since the right granted to the river would not be absolute, we deem radical transformations unlikely.

Environmental problems are often multi-faceted and complex by nature, consisting of diverse, intertwined dimensions. In this article, we argue that environmental problem characteristics have consequences for the selection of appropriate governance modes, and finally on policy effectiveness. We rely on an in-depth literature review to proceed in two steps. First, we outline three key environmental problem characteristics: uncertainties, cause?effect mismatches and norm plurality. We then outline six different governance modes capable of producing policies and solutions to tackle challenges arising from the three problem characteristics. Next, through empirical illustrations, we demonstrate the relevance of linking governance modes to these characteristics via the introduction and articulation of the concept of ?connectivity?, i.e., linking actors, issues, sectors and scale levels towards realizing effective policy solutions for complex environmental problems.

Citizens' initiatives for climate action are actively encouraged by governments to enhance the resilience of communities to climate change. This increased responsibilisation of citizens has implications for the roles of governments. The degree of government involvement does not necessarily decline, but government roles may need to shift: from a regulating and steering government towards a more collaborative and responsive government that enables and facilitates community initiatives that are self-governed by citizens. However, we lack a conceptual understanding of such new government roles, as well as empirical insights into how local governments participate in citizens' initiatives and how they take up such new roles. In this paper, a ?ladder of government participation? is introduced, which is used to explore the roles of local governments in citizens' initiatives for climate change adaptation in the Netherlands. The results show that local governments are slowly but gradually shifting towards more networking, stimulating, and facilitating roles. Key concerns of local practitioners are (a) a lack of flexibility and support of their own municipal organisation to facilitate citizens' initiatives, (b) uncertainty about the continuity of citizens' initiatives over time, and (c) a potential increase of inequity among citizen groups resulting from facilitating citizens' initiatives. An important finding is that the roles of local governments tend to be flexible, in that they can move from one role to the other over time for one and the same citizens' initiative depending on its stage of development, as well as take up several roles simultaneously for different citizens' initiatives.

The planning and implementation of climate adaptation measures requires the participation of citizens. The design of public participation is often determined by local government. Yet, it remains largely unclear to what extent there is deliberate design of participation efforts and which objectives are served with the designs put into practice. This article reviews three cases of adaptation planning in the Netherlands, using a theory-derived framework that links the design of public participation with nine different objectives that participation could have. These case studies illustrate that participants did not depart from an explicitly formulated and agreed-upon objective, leading to a design of the participatory process that was highly contingent. The findings suggest that a more systematic and deliberate approach, in which both the objectives and the design of public participation are communicated explicitly, and are discussed by participants, increases the chance that the objectives are met.

In several countries, the transfer of legal rights to rivers is being discussed as an approach for more effective water resources management. But what could this transfer mean in terms of a healthy river? We address this question by identifying the ecological requirements for naturally functioning rivers and then explore the demands which these requirements impose on society, the current policy responses to these requirements and whether the transfer of rights to the river could facilitate the preservation of healthy freshwater ecosystems.

Accountability has hardly been studied in the governance of climate change adaptation. This paper develops a framework for assessing the accountability of interactive governance arrangements for local adaptation. This framework is based on five important accountability mechanisms: Clear responsibilities and mandates, Transparency, Political oversight, Citizen control and Checks and sanctions. For illustration purposes, the proposed framework is applied to the case of a Dutch local adaptation governance arrangement. The application shows that the five proposed mechanisms and their operationalizations offer a valid assessment of the accountability of such arrangements. It also raises some challenges, such as the tensions between accountability and flexibility, legitimacy and effectiveness; the potentially important roles of trust and of the political skills of central actor(s) in the arrangement in raising accountability, and the potential need to distinguish between arrangements for policy planning and for service delivery.

Cleaning wastewater and using it again for secondary purposes is a measure to address water scarcity in urban areas. However, upscaling of recycled water schemes is challenging due to the possible emergence of various barriers. Based on a review of the governance literature we suggest that a set of five governance conditions is necessary for a successful upscaling of recycled water schemes; (1) policy leadership, (2) policy coordination, (3) availability of financial resources, (4) awareness of a problem, and (5) the presence of a public forum. In order to elaborate on the practical relevance of these conditions we studied a recycled water scheme currently being upscaled in Sabadell, Spain. We reviewed policy documents, conducted a set of 21 semi-structured interviews, and attended two policy meetings about the subject. Our results suggest that Sabadell meets the required conditions for upscaling reused water to a certain extent. However, the presence of a public forum is lacking. We discuss the implications of the absence of the venue and procedures for public participation in Sabadell and how it could be strengthened. Following this discussion, we conclude with some lessons for other cities that plan to upscale their recycled water schemes.

For more than a century, the use of mineral resources has increased exponentially with annual growth percentages of between 4% and 6%. While for most mineral resources, depletion is not an issue, for some mineral resources the current level of extraction is likely to pose a problem for future generations. Depletion of a mineral resource means that its enriched deposits will have been extracted, and consequently it will become much more expensive for future generations to continue to use these minerals. While technology may reduce some of the adverse effects of depletion, future generations may be deprived of potential innovations for which these specific materials would be essential. The question arises as to how the currently unsustainable extraction of mineral resources can be decreased to safeguard them for future generations. It is submitted that it is unlikely that market forces alone will sufficiently impact the prices of minerals to resolve the unsustainable use of certain minerals timely enough. In this article, it is posited that an international agreement on the conversation and sustainable use of geologically scarce minerals is necessary. The agreement will recognize that the geological scarcity of mineral resources differs between different minerals. It will therefore make a selection of priority minerals, determine how far the extraction rate of these substances must be reduced and decide on a fixed time period within which the extraction must decrease from the current rate to a sustainable rate. The design of such an agreement will be based on two basic principles contained in existing international environmental agreements: (1) the inter-generational equity principle and (2) the principle of conservation of natural resources. Furthermore, the obligatory reduction of the extraction of mineral resources will affect the sovereign rights of resource countries to exploit their own resources. Therefore, any international agreement should make arrangements to ensure resource countries are adequately compensated for their loss of income.

Public participation is a central topic in urban water governance. With the spread of Information and Communication Technologies (ICT), urban water governance has undergone prominent changes, including the process and outcomes of public participation. This paper aims to systematically review existing scientific and grey literature on the use of ICT to facilitate public participation in urban water governance. Based on a search in Google Scholar, we have collected 33 published texts and discerned 32 case studies, which we analysed according to the Cochrane systematic review methodology. We found that ICT tools allow many citizens to be better informed and co-produce water services with a government. Furthermore, ICT tools have the potential to help in efficiency and effectiveness of urban water service provision. However, such tools provide few opportunities for higher modes of discussion and deliberation, and grant limited authority to participants to influence decision-making processes. This finding raises concerns about the unwarranted optimism of “digital democracy” proponents in the urban water sector. Public participation at the end of the day is political by nature, which cannot be cancelled out by ICT tools alone.

Rather than committing exclusively to one drinking water option, households in Bangladesh often use a portfolio of sources that, in varying ways, to varying extents satisfy one or more out of several preferences they hold with regard to their drinking water. What happens if a new option is added to that mix? In communities of Bangladesh&rsquo, Southwestern coastal region where a new option (managed aquifer recharge, or MAR) was recently introduced, we observe variation in the extent to which this source contributes to satisfying households&rsquo, drinking water needs. Using multiple linear regression (n = 636 households), we found that perceived risk, costs, taste, self-efficacy, and form and intensity of competition with alternative drinking water options matter significantly.

Sea level rise and increased storm events urge cities to develop governance capacity. However, a cohesive conceptual and empirical-based understanding of what governance capacity implies, how to measure it, and what cities can learn, is largely lacking. Understanding the influence of context is critical to address this issue. Accordingly, we aim to identify crosscutting contextual factors and how they prioritise different elements of governance capacity to address urban flood risk. In doing so, a framework of nine conditions and 27 indicators is applied in two Dutch cities and two cities in the United Kingdom. Three crosscutting contextual factors are identified that may explain differences in capacity-development priorities: (1) flood probability and impact, (2) national imposed institutional setting, and, (3) level of authority to secure long-term financial support. Capacity-priorities include, the recent political devolution in the UK, which emphasizes the role of citizen awareness, stakeholder engagement, entrepreneurial agents, and the overall necessity for local capacity-development. The Dutch focus on flood safety through centralised public coordination reduces flood probability but inhibits incentives to reduce flood impacts and lowers public awareness. In conclusion, the three identified contextual factors enable a better understanding of capacity-building priorities and may facilitate learning between cities.

The adoption of a broader portfolio of flood risk management strategies inevitably leads to involvement of more different public and private actors; different governmental levels and different sectors. This may lead to fragmentation. To remedy this, bridging processes and mechanisms are needed. The spatial planning and insurance sector are vital players in this respect. Furthermore, businesses, citizens and NGOs need to be involved further through comprehensive multi-actor co-production, since not all resources and capacities needed for resilient flood risk governance are available within governmental institutions. Besides that, in Europe participation in decision making is considered of crucial importance and strongly established through the Aarhus convention. Decentralisation may help in bridging different levels of government to ensure a good combination of top-down and bottom-up governance, however provided that the shifting of financial and executive tasks is accompanied by a shifting of formal powers and resources. Open, broad (political and societal) debate about the division of responsibilities between public and private actors is needed, leading to more clearly defined roles for governments/businesses/NGOs/citizens.

Diversification of Flood Risk Management Strategies (FRMSs) is debated both in research and practice. A comparative analysis and evaluation of diversification of FRMSs in Belgium, England, France, the Netherlands, Poland and Sweden showed large inter-country differences in their approaches to diversification. In the Netherlands, Poland, France and Belgium, we see a desire to create a back-up layer of contingency. England has been diversified for 65 years, while Sweden is currently diversifying due to climate change concerns. In most countries the practical on the ground implementation of diversified strategies is lagging behind intentions as laid down in discussions and policy plans. Main drivers for diversification are: policy entrepreneurs; bottom-up initiatives by local stakeholders; a broader discursive shift towards sustainability and resilience; the presence of enforceable rules and regulations; the availability of financial resources; technical improvements; broader shifts ‘from government to governance’; and Europeanisation. Main barriers for diversification are: a lack of resources and path dependency. Floods as trigger events have been found to contribute both to stability and change, but under different circumstances. To enhance societal resilience to flooding, diversification of flood risk management strategies (FRMSs) is both necessary and important. However, each strategy must be effective in its own right and needs sufficient investment to make its implementation sensible.

Diversification of Flood Risk Management Strategies is accompanied by a diversification in rules and regulations. However, in some cases a lack of rules can be witnessed, especially in cases in which certain strategies have not yet been implemented to a significant extent. This chapter reviews several of these rules, including the Floods Directive (Directive 2007/60/EC). While we found evidence that supports its general scope, we also discuss points at which the Directive or its implementation can still be improved, most notably by adding more substantive requirements and increasing its enforceability. Regarding resources (finance, knowledge, skills, ICT tools, public support) we found that their availability differs significantly between countries. This may be problematic since the lack of resources was shown to be an important reason for underinvestment in and underdevelopment of FRM strategies. An important policy issue for the coming years will be to have political debate and make political choices in order to combine the (perceived and sometimes already legally settled) ‘right to be protected’ of citizens by public authorities with the decreasing resource base many public authorities are facing. Resources may also play a key role in bridging, for instance by ensuring that actors involved have the necessary skills, and that private actors receive sufficient payment to increase their willingness to let their land function as flood storage.

Flood risks in European countries are increasing due to urbanisation and the consequences of climate change. To address these increasing risks, several countries are attempting to diversify their portfolio of flood risk management strategies. Besides improvement of flood defences, the strategies of pro-active spatial planning; flood mitigation, flood preparation and recovery are prominently on the agenda. Governance and legal scholars have engaged with flood risk management, but only in a fragmented manner and without adopting a comparative approach, leaving crucial questions on how to govern towards resilient, efficient and legitimate flood risk governance underexposed. The book of which this chapter forms the introduction provides an overview of the main results of the EU FP7 project STAR-FLOOD (2012–2016). This was a multi-disciplinary project involving governance and legal scholars. It made a comparative analysis and evaluation of flood risk governance arrangements in Belgium, England, France, the Netherlands, Poland and Sweden in order to derive design principles for appropriate and resilient flood risk governance. The chapter sets the scene by substantiating the relevance of adopting a governance and legal perspective on FRM. It furthermore explains the main features of STAR-FLOOD’s research approach in some detail, highlights connections with relevant existing literature and provides a reading guide to the forthcoming chapters.

In 2015, China?s national government initiated a Sponge City Programme to address its urban flood issues. A sponge city is a city built around the concept of managing water in an ecologically sustainable way. The intention is to improve urban resilience through rainwater capture, storage and use. This article applies a four-mode governance framework to analyze the programme. It identifies the strengths and weaknesses of the programme implementation and provides recommendations.
