Monitoring permafrost thaw in the Arctic is essential for assessing global climate change impact. Citizen science approaches can make a crucial contribution to this. In a case study using a micro-mapping methodology, visitors of an exhibition mapped polygonal soil patterns in satellite images of the Arctic. The evaluation of the collected data reveals that mapping such patterns poses a bigger challenge than more established tasks, such as building detection. A simplification of the task using a binary detection approach increases the agreement in permafrost mapping. Citizen science shows great potential for permafrost research, although methods must be further tested.

The purpose of this chapter is, thus, to contribute to the extant studies on tourism development as a component of local development policies, through amixed research strategy, at the intersections of the qualitative and quantitative traditions.More specifically, we contribute to this debate by constructing a theoretical space on which the planning documents produced by SNAI’s 22 pilot inner areas can be properly classified in order to assess the coherence with respect to their goals. This theoretical space was built on the basis of a literature review carried out through an anthropological lens, highlighting the role of communities and their cultures in bottom-up, placebased, and participative policy-making strategies. This review stresses the necessity of studying policy narratives to effectively categorise planned tourism interventions within the intersections between different policy approaches (spatially bling vs. place-based) and tourism development possibilities (based on emergent or existing resources). Hence, within the tradition of socio-statistical methods, we perform a content analysis of the planning documents using textual statistics techniques.

Die heimische und internationale Nachfrage nach in Österreich produzierten Sachgütern trägt mit 21,8% der gesamten Bruttowertschöpfung wesentlich zur gesamtwirtschaftlichen Leistung bei, auch wenn sich durch die zunehmende Bedeutung internationaler Produktionsnetzwerke die Wertschöpfungsintensität der Produktion stetig verringert. Ein relativ stabiler Anteil dieser Wertschöpfung entfällt auf die österreichische Sachgüterproduktion selbst, der direkt und indirekte Anteil von Dienstleistungen an der Herstellung dieser Güter nimmt entgegen den Erwartungen nicht zu. Die F&E-Intensität der Wirtschaftssektoren ist hingegen deutlich gestiegen, auch wenn sie stark zwischen den Sektoren variiert. Über Vorleistungsbeziehungen konsumieren auch die wenig F&E-intensiven Sektoren indirekt F&ELeistungen anderer, forschungsintensiverer Sektoren und sind damit wichtige "Auftraggeber" unternehmerischer Forschungsaktivitäten.

Für Österreich als kleine, offene Volkswirtschaft sind Exporte eine entscheidende Komponente der gesamtwirtschaftlichen Nachfrage. Die zunehmende internationale Arbeitsteilung führt jedoch nicht nur zu einem steigenden Exportvolumen, sondern auch zu einer Fragmentierung der Produktion, die mit zunehmendem Einsatz von importierten Vorleistungen in der Produktion verbunden ist und somit potentiell den Wertschöpfungsbeitrag (wie auch die Beschäftigungsintensität) der Exportwirtschaft verringert. Die vorliegende Kurzstudie untersucht zum einen die Entwicklung der Wertschöpfungsintensität sowie die Beschäftigungswirkungen österreichischer Exporte im Zeitablauf. Für die Auslandsexporte auf Ebene der österreichischen Bundesländer wird zum anderen der Dienstleistungsgehalt des österreichischen Warenhandels gemessen und die These der "Huckepackexporte" näher untersucht.

This paper is the first to apply an econometric shift-share model to tourism. The approach allows us to isolate the growth contributions of changes in regional touristic attractiveness from those induced by the structure of visitors, but does not share the caveats of the conventional shift-share approach. Our application to regional tourism in Austria reveals important results: First, differences in long-run performance between regions are mostly related to idiosyncratic changes in the tourist appeal of individual regions rather than a result of more or less favorable structures of visitors. Second, none of several mega-events during the period observed seem to have left prolonged positive effects on the tourist performance of the host regions. And third, performance appears uncorrelated with tourism intensity of a region. Thus, from a policy and destination management perspective, tourism authorities and local suppliers should mainly focus on upgrading the permanent destination attractiveness rather than investing too much effort into landing megaevents or targeting the visitor mix towards promising source markets.

Der vorliegende Beitrag umfaßt die Ergebnisse einer Studie zu den quantitativen und qualitativen Beschäftigungswirkungen einer betrieblichen Umstellung auf nachhaltigere Produktion im Sinne des integrierten Umweltschutzes. Eine Befragung von Unternehmen in fünf EU-Staaten ergibt, daß verstärkter Einsatz integrierter Umweltschutztechnologien neutrale oder leicht positive Wirkungen auf die Zahl der Beschäftigten mit sich bringt. Die Arbeitsplatzqualität verbessert sich jedoch deutlich. Zur Förderung einer nachhaltigeren Produktionsweise werden vier Instrumente vorgeschlagen: ein umfassender regulativer Rahmen, ökonomische Anreize (insbesondere eine Energiesteuer), die Beteiligung an Programmen für integrierten Umweltschutz als Voraussetzung für öffentliche Aufträge sowie lokale und regionale Initiativen. Unter dem Gesichtspunkt einer sozialen Nachhaltigkeit sollte bei diesen Instrumenten auf qualitative Beschäftigungsaspekte besonders Rücksicht genommen werden.

Carried out for the European Commission, Directorate-General Enterprise and Industry, within the Framework Service Contract No. ENTR/2009/033 Die Effizienz der öffentlichen Verwaltung ist ein bedeutender Faktor für die Wettbewerbsfähigkeit von Mitgliedsländern der Europäischen Union und nimmt über verschiedene Kanäle Einfluss auf das unternehmerische Umfeld. Firmen interagieren hierbei in zahlreichen administrativen Schritten mit der öffentlichen Verwaltung. Zum Beispiel bei der steuerlichen Registrierung, der Beantragung von Erlaubnissen oder Lizenzen. Eine effiziente öffentliche Verwaltung, in der Lage kostengünstige und qualitativ hochwertige Dienstleistungen anzubieten, ist dabei für Investitionen und das Wachstum von Unternehmen von besonderer Relevanz. Ziel dieser Studie ist es empirisch den Beitrag der Qualität der öffentlichen Verwaltung auf die Wettbewerbsfähigkeit und das Wachstum von Unternehmen zu identifizieren und Politikempfehlungen vor dem Hintergrund der EU2020 Initiative zu liefern.

Based on simulations with a computable general equilibrium model the impacts of service liberalization policies on trade flows were estimated by wiiw. Given these trade effects resulting changes in value added and employment on a regional level were simulated using a multiregional multisectoral model for Austria (MultiREG). Because net exports changed very little, the impact of trade liberalization policies on the Austrian value added turned out to be rather small: While in the short run value added declines somewhat, the impact is positive in the long run; value added, however, increases only by 0.3 percent.

Austrian business cycles are strongly dependent on the development of foreign exports. The paper deals with two important issues in this context: What is the impact of foreign exports on total growth in the Austrian economy? A more and more globalized economy implies that the share of foreign imports in the production of export commodities increases. This suggests that the contribution of foreign exports to domestic growth will diminish over time ? this hypothesis will be tested in the paper. In addition, the results for Austria will be compared with those for other countries in the EU as well as the OECD. Export activities are not evenly distributed over space: While some regions are more specialized in the production of commodities for the domestic market, other regions are much more dependent on foreign exports. In the paper, the regional economic consequences of the value-added impacts of foreign exports will be analysed. The paper will make use of national input-output tables for the years 1995, 2000 and 2003 as well as input-output tables for OECD countries to examine the national economic impacts of foreign exports and an international comparison. Furthermore, a multiregional model for Austria ("MultiREG") will be applied for estimating the corresponding regional impacts.

Regional development in Austria has long been characterized by an east-south-west divide with eastern and southern states trailing western states in terms of value added and employment growth. In the 1990's, however, growth in value added was higher in the south and east and in terms of employment western states were outperformed by southern states. Applying an extended version of a regression shift-share approach proposed by Toulemonde (2001) these regional growth differentials are explained by decomposing annual value added and employment growth into regional, sectoral and temporal components; subsequently region-idiosyncratic and structural growth determinants can be distinguished. The results show that regional growth differences are accompanied by similar differences in the level of regional competitiveness. They also point to the fact that regions suffering from structural disadvantages often perform better than regions characterized by structural advantages which may be interpreted as a catching up process. @Die wirtschaftliche Entwicklung der neun österreichischen Bundesländer war lange von einem Ost-West-Gefälle geprägt, (süd-)östliche Bundesländer wiesen geringere Wachstumsraten sowohl bei der Beschäftigung als auch bei der Wertschöpfung auf. In den 1990ern zeigte sich ein komplexeres Bild: die südlichen und östlichen Bundesländer wiesen höhere Wertschöpfungszuwächse auf, die südlichen Regionen zusätzlich auch höhere Beschäftigungsdynamik. Mithilfe eines erweiterten Shift-Share-Ansatzes (Toulemond 2001) wird eine Zerlegung der regionalen Wachstumsunterschiede in regionale, sektorale und temporale Komponenten versucht. Die Resultate zeigen, dass regionale Wachstumsunterschiede von Unterschieden in der regionalen Wettbewerbsfähigkeit begleitet werden. Interessanterweise zeigen strukturell benachteiligte Regionen oft eine erfreulichere Entwicklung; dies kann als Aufholungsprozess interpretiert werden.
