The Foreign Agent Law has had devastating effects on Russia’s society and political regime. It has played a key role in Russia's transition from a hybrid regime to an authoritarian regime. The many amendments of the Foreign Agent Law over the years have led to a progressive tightening of human rights and crushing of civil society. The Foreign Agent Law violates every single characteristic of the rule of law. It undermines Russia’s constitution and international human rights treaties. Its language is unclear and inaccessible to the common people, its effects unforeseeable and discriminatory, and its application arbitrary. With a decimated civil society, the Russian people are left without many tools to protect themselves against State repression. As a result, the Kremlin has now more room to impose its will than ever before.
