The scale of damage caused by drought is on the rise in South Korea. The country has been experiencing a 4–6-year cycle of extreme droughts at a nationwide scale. From 2014–2015, South Korea suffered from its worst drought in the past 50 years. This study aims to provide an effective drought management policy by analyzing the Korean government's response to the 2014–2015 drought under the National Drought Management Framework, which is composed of four stages: prevention, preparedness, response, and recovery. The findings indicate that the Korean government effectively addressed the drought, yet there are no measures currently in place to cope with megadroughts that last for more than 5 consecutive years. Immediate attention is required to conduct research and introduce policies that will help in managing megadroughts. This paper takes an interdisciplinary approach to drought preparedness research in the context of megadroughts and proposes an efficient national drought management framework that involves engagement of relevant line ministries.

According to the report of hydrologic modeling study, from a quantitative point of view, a lumped model is more efficient than a distributed model. A distributed model has to simplify geospatial characteristics for the shake of restricted application on computer calculation and field observation. In this reason, a distributed model can not help having some errors of water quantity modelling. However, considering a distribution of rainfall-runoff reflected spatial characteristics, a distributed model is more efficient to simulate a flow of surface water, The purpose of this study is modeling of spatial rainfall-runoff of surface water using grid based distributed model, which is consisted of storage function model and essential basin-channel parameters( slope, flow direction & accumulation), and that procedure is able to be executed at a personal computer. The prototype of this model is developed in Heongseong Multipunose Dam basin and adapted in Hapchon Multipurpose Dam basin, which is larger than the former about five times. The efficiency coefficients in result of two dam basin simulations are more than about 0.9, but ones at the upstream water level gauge station meet with bad result owing to overestimated rating curves in high water level. As a result of this study, it is easily implemented that spatially distributed rainfall-runoff model using GIS, and geophysical characteristics of the catchment, hereafter it is anticipated that this model is easily able to apply rainfall data by real time

The Cheongdocheon has the reaches under reduction of stream flow. We analysed the cause of the reduction. We investigated the current status of facilities for agricultural water use. We also compared the discharge measurements with the results from the continuous simulation of watershed runoff The satellite image was a tool to find some reaches of stream flow reduction under doubt. Agricultural reservoirs block up the stream and water does not flow over the reservoirs except by storm. They also discharge water through diversion channels and the water diverted does not flow through the natural stream. Farmers directly take water from the stream by weirs. The infiltration gallery of water below the stream ground makes the reach dryness perfect in Kamakchon. These are causes of the stream flow reduction. The discharge measurements are less than the simulation results of watershed runoff, and we guess that the reaches investigated have dried. We found the reaches of stream flow reduction that were under doubt from some KOMPSAT satellite images with the resolution of 6.6 m. Then, we confirmed the reduction of stream flow by a field investigation. All the above reaches have infiltration galleries of water below the stream ground. The research results are a case study on the cause analysis on the reduction of stream flow. One can obtain the KOMPSAT image for a low price and can get prior information to find the doubtful reach of stream flow reduction.

Hydrologic models generally require land surface analysis to different topographic parameters defined as direct or indirect input variables to the model. Specially GIS supply the these parameters from digital data set of land surface The sensitivity analysis to DEM(Digital Elevation Model) resolution and the threshold area are of GIS extracted digital data set applied GIUH(Geomorphological Instantaneous Unit Hydrograph)model is investigated. Also it is compared the responses of GIUH model as input data of stream networks from digital data set(blue line) of NGIS and those extracted from DEM of various grid sizes. The results shows that the GIUH model is significantly affected by the DEM resolution and threshold area. According to the results, DEM grid size is suitable from 25m to 50m. Also threshold area is in the range of 30%∼50% for exceedance probability.
