Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere in a changing climate is critical to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe and synthesize data sets and methodologies to quantify the five major components of the global carbon budget and their uncertainties. Fossil CO2 emissions (EFOS) are based on energy statistics and cement production data, while emissions from land-use change (ELUC), mainly deforestation, are based on land use and land-use change data and bookkeeping models. Atmospheric CO2 concentration is measured directly, and its growth rate (GATM) is computed from the annual changes in concentration. The ocean CO2 sink (SOCEAN) is estimated with global ocean biogeochemistry models and observation-based data products. The terrestrial CO2 sink (SLAND) is estimated with dynamic global vegetation models. The resulting carbon budget imbalance (BIM), the difference between the estimated total emissions and the estimated changes in the atmosphere, ocean, and terrestrial biosphere, is a measure of imperfect data and understanding of the contemporary carbon cycle. All uncertainties are reported as ±1σ. For the year 2021, EFOS increased by 5.1 % relative to 2020, with fossil emissions at 10.1 ± 0.5 GtC yr−1 (9.9 ± 0.5 GtC yr−1 when the cement carbonation sink is included), and ELUC was 1.1 ± 0.7 GtC yr−1, for a total anthropogenic CO2 emission (including the cement carbonation sink) of 10.9 ± 0.8 GtC yr−1 (40.0 ± 2.9 GtCO2). Also, for 2021, GATM was 5.2 ± 0.2 GtC yr−1 (2.5 ± 0.1 ppm yr−1), SOCEAN was 2.9 ± 0.4 GtC yr−1, and SLAND was 3.5 ± 0.9 GtC yr−1, with a BIM of −0.6 GtC yr−1 (i.e. the total estimated sources were too low or sinks were too high). The global atmospheric CO2 concentration averaged over 2021 reached 414.71 ± 0.1 ppm. Preliminary data for 2022 suggest an increase in EFOS relative to 2021 of +1.0 % (0.1 % to 1.9 %) globally and atmospheric CO2 concentration reaching 417.2 ppm, more than 50 % above pre-industrial levels (around 278 ppm). Overall, the mean and trend in the components of the global carbon budget are consistently estimated over the period 1959–2021, but discrepancies of up to 1 GtC yr−1 persist for the representation of annual to semi-decadal variability in CO2 fluxes. Comparison of estimates from multiple approaches and observations shows (1) a persistent large uncertainty in the estimate of land-use change emissions, (2) a low agreement between the different methods on the magnitude of the land CO2 flux in the northern extratropics, and (3) a discrepancy between the different methods on the strength of the ocean sink over the last decade. This living data update documents changes in the methods and data sets used in this new global carbon budget and the progress in understanding of the global carbon cycle compared with previous publications of this data set. For the year 2019 alone, the growth in EFOS was only about 0.1 % with fossil emissions increasing to 9.9 ± 0.5 GtC yr−1 excluding the cement carbonation sink (9.7 ± 0.5 GtC yr−1 when cement carbonation sink is included), and ELUC was 1.8 ± 0.7 GtC yr−1, for total anthropogenic CO2 emissions of 11.5 ± 0.9 GtC yr−1 (42.2 ± 3.3 GtCO2). Also for 2019, GATM was 5.4 ± 0.2 GtC yr−1 (2.5 ± 0.1 ppm yr−1), SOCEAN was 2.6 ± 0.6 GtC yr−1, and SLAND was 3.1 ± 1.2 GtC yr−1, with a BIM of 0.3 GtC. The global atmospheric CO2 concentration reached 409.85 ± 0.1 ppm averaged over 2019. Preliminary data for 2020, accounting for the COVID-19-induced changes in emissions, suggest a decrease in EFOS relative to 2019 of about −7 % (median estimate) based on individual estimates from four studies of −6 %, −7 %, −7 % (−3 % to −11 %), and −13 %. Overall, the mean and trend in the components of the global carbon budget are consistently estimated over the period 1959–2019, but discrepancies of up to 1 GtC yr−1 persist for the representation of semi-decadal variability in CO2 fluxes. Comparison of estimates from diverse approaches and observations shows (1) no consensus in the mean and trend in land-use change emissions over the last decade, (2) a persistent low agreement between the different methods on the magnitude of the land CO2 flux in the northern extra-tropics, and (3) an apparent discrepancy between the different methods for the ocean sink outside the tropics, particularly in the Southern Ocean. This living data update documents changes in the methods and data sets used in this new global carbon budget and the progress in understanding of the global carbon cycle compared with previous publications of this data set (Friedlingstein et al., 2019; Le Quéré et al., 2018b, a, 2016, 2015b, a, 2014, 2013). Also for 2018, GATM was 5.1±0.2 GtC yr−1 (2.4±0.1 ppm yr−1), SOCEAN was 2.6±0.6 GtC yr−1, and SLAND was 3.5±0.7 GtC yr−1, with a BIM of 0.3 GtC. For 2018, preliminary data for the first 6-9 months indicate a renewed growth in E-FF of +2.7 % (range of 1.8 % to 3.7 %) based on national emission projections for China, the US, the EU, and India and projections of gross domestic product corrected for recent changes in the carbon intensity of the economy for the rest of the world. This is the SOCAT quality control (QC) cookbook for SOCAT version 7. It is an update to the cookbook for version 1 (Olsen and Metzl, 2009) and version 3 (Olsen et al., 2015; Wanninkhof et al., 2013). It incorporates the revision of the data set quality control flags for version 3 (Wanninkhof et al., 2013), quality control procedures defined for versions 1 and 2 (Pfeil et al., 2013; Bakker et al., 2014), recommendations from the SOCAT Community Event on 23 June 2014 (SOCAT, 2014), and updates as discussed at the SOCAT event at ICDC10 in September 2017. There is no intention to retrospectively implement the revised quality control criteria for data sets in SOCAT versions 1-6. Consistent quality control and the adequate quality control comments fully justifying all quality control steps are extremely important (SOCAT, 2014). In 2016, the dominant greenhouse gases released into Earth's atmosphere-carbon dioxide, methane, and nitrous oxide-continued to increase and reach new record highs. The 3.5 +/- 0.1 ppm rise in global annual mean carbon dioxide from 2015 to 2016 was the largest annual increase observed in the 58-year measurement record. The annual global average carbon dioxide concentration at Earth's surface surpassed 400 ppm (402.9 +/- 0.1 ppm) for the first time in the modern atmospheric measurement record and in ice core records dating back as far as 800000 years. One of the strongest El Nino events since at least 1950 dissipated in spring, and a weak La Nina evolved later in the year. Owing at least in part to the combination of El Nino conditions early in the year and a long-term upward trend, Earth's surface observed record warmth for a third consecutive year, albeit by a much slimmer margin than by which that record was set in 2015. Above Earth's surface, the annual lower troposphere temperature was record high according to all datasets analyzed, while the lower stratospheric temperature was record low according to most of the in situ and satellite datasets. Several countries, including Mexico and India, reported record high annual temperatures while many others observed near-record highs. A week-long heat wave at the end of April over the northern and eastern Indian peninsula, with temperatures surpassing 44 degrees C, contributed to a water crisis for 330 million people and to 300 fatalities. In the Arctic the 2016 land surface temperature was 2.0 degrees C above the 1981-2010 average, breaking the previous record of 2007, 2011, and 2015 by 0.8 degrees C, representing a 3.5 degrees C increase since the record began in 1900. The increasing temperatures have led to decreasing Arctic sea ice extent and thickness. On 24 March, the sea ice extent at the end of the growth season saw its lowest maximum in the 37-year satellite record, tying with 2015 at 7.2% below the 1981-2010 average. The September 2016 Arctic sea ice minimum extent tied with 2007 for the second lowest value on record, 33% lower than the 1981-2010 average. Arctic sea ice cover remains relatively young and thin, making it vulnerable to continued extensive melt. The mass of the Greenland Ice Sheet, which has the capacity to contribute similar to 7 m to sea level rise, reached a record low value. The onset of its surface melt was the second earliest, after 2012, in the 37-year satellite record. Sea surface temperature was record high at the global scale, surpassing the previous record of 2015 by about 0.01 degrees C. The global sea surface temperature trend for the 21st century-to-date of +0.162 degrees C decade(-1) is much higher than the longer term 1950-2016 trend of +0.100 degrees C decade(-1). Global annual mean sea level also reached a new record high, marking the sixth consecutive year of increase. Global annual ocean heat content saw a slight drop compared to the record high in 2015. Alpine glacier retreat continued around the globe, and preliminary data indicate that 2016 is the 37th consecutive year of negative annual mass balance. Across the Northern Hemisphere, snow cover for each month from February to June was among its four least extensive in the 47-year satellite record. Continuing a pattern below the surface, record high temperatures at 20-m depth were measured at all permafrost observatories on the North Slope of Alaska and at the Canadian observatory on northernmost Ellesmere Island. In the Antarctic, record low monthly surface pressures were broken at many stations, with the southern annular mode setting record high index values in March and June. Monthly high surface pressure records for August and November were set at several stations. During this period, record low daily and monthly sea ice extents were observed, with the November mean sea ice extent more than 5 standard deviations below the 1981-2010 average. These record low sea ice values contrast sharply with the record high values observed during 2012-14. Over the region, springtime Antarctic stratospheric ozone depletion was less severe relative to the 1991-2006 average, but ozone levels were still low compared to pre-1990 levels. Closer to the equator, 93 named tropical storms were observed during 2016, above the 1981-2010 average of 82, but fewer than the 101 storms recorded in 2015. Three basins-the North Atlantic, and eastern and western North Pacific-experienced above-normal activity in 2016. The Australian basin recorded its least active season since the beginning of the satellite era in 1970. Overall, four tropical cyclones reached the Saffir-Simpson category 5 intensity level. The strong El Nino at the beginning of the year that transitioned to a weak La Nina contributed to enhanced precipitation variability around the world. Wet conditions were observed throughout the year across southern South America, causing repeated heavy flooding in Argentina, Paraguay, and Uruguay. Wetter-than-usual conditions were also observed for eastern Europe and central Asia, alleviating the drought conditions of 2014 and 2015 in southern Russia. In the United States, California had its first wetter-than-average year since 2012, after being plagued by drought for several years. Even so, the area covered by drought in 2016 at the global scale was among the largest in the post-1950 record. For each month, at least 12% of land surfaces experienced severe drought conditions or worse, the longest such stretch in the record. In northeastern Brazil, drought conditions were observed for the fifth consecutive year, making this the longest drought on record in the region. Dry conditions were also observed in western Bolivia and Peru; it was Bolivia's worst drought in the past 25 years. In May, with abnormally warm and dry conditions already prevailing over western Canada for about a year, the human-induced Fort McMurray wildfire burned nearly 590000 hectares and became the costliest disaster in Canadian history, with $3 billion (U.S. dollars) in insured losses.

ARNDTIn 2015, the dominant greenhouse gases released into Earth’s atmosphere—carbon dioxide, methane, and nitrous oxide—all continued to reach new high levels. At Mauna Loa, Hawaii, the annual CO2 concentration increased by a record 3.1 ppm, exceeding 400 ppm for the first time on record. The 2015 global CO2 average neared this threshold, at 399.4 ppm. Additionally, one of the strongest El Niño events since at least 1950 developed in spring 2015 and continued to evolve through the year. The phenomenon was far reaching, impacting many regions across the globe and affecting most aspects of the climate system.Owing to the combination of El Niño and a long-term up-ward trend, Earth observed record warmth for the second con-secutive year, with the 2015 annual global surface temperature surpassing the previous record by more than 0.1°C and exceed-ing the average for the mid- to late 19th century—commonly considered representative of preindustrial conditions—by more than 1°C for the first time. Twelve countries, including Russia and China, reported record high annual tem-peratures. In June, one of the most severe heat waves since 1980 affected Karachi, Pakistan, claiming over 1000 lives. On 27 October, Vredendal, South Africa, reached 48.4°C, a new global high temperature record for this month. In the Arctic, the 2015 land surface temperature was 1.2°C above the 1981–2010 average, tying 2007 and 2011 for the high-est annual temperature and representing a 2.8°C increase since the record began in 1900. Increasing temperatures have led to decreasing Arctic sea ice extent and thickness. On 25 February 2015, the lowest maximum sea ice extent in the 37-year satel-lite record was observed, 7% below the 1981–2010 average. Mean sea surface temperatures across the Arctic Ocean dur-ing August in ice-free regions, representative of Arctic Ocean summer anomalies, ranged from ~0°C to 8°C above average. As a consequence of sea ice retreat and warming oceans, vast walrus herds in the Pacific Arctic are hauling out on land rather than on sea ice, raising concern about the energetics of females and young animals. Increasing temperatures in the Barents Sea are linked to a community-wide shift in fish populations: boreal communities are now farther north, and long-standing Arctic species have been almost pushed out of the area.Above average sea surface temperatures are not confined to the Arctic. Sea surface temperature for 2015 was record high at the global scale; however, the North Atlantic southeast of Greenland remained colder than average and colder than 2014. Global annual ocean heat content and mean sea level also reached new record highs. The Greenland Ice Sheet, with the capacity to contribute ~7 m to sea level rise, experienced melting over more than 50% of its surface for the first time since the record melt of 2012.Other aspects of the cryosphere were remarkable. Alpine glacier retreat continued, and preliminary data indicate that 2015 is the 36th consecutive year of negative annual mass balance. Across the Northern Hemisphere, late-spring snow cover extent continued its trend of decline, with June the sec-ond lowest in the 49-year satellite record. Below the surface, record high temperatures at 20-m depth were measured at all permafrost observatories on the North Slope of Alaska, increasing by up to 0.66°C decade–1 since 2000. In the Antarctic, surface pressure and temperatures were lower than the 1981–2010 average for most of the year, consis-tent with the primarily positive southern annular mode, which saw a record high index value of +4.92 in February. Antarctic sea ice extent and area had large intra-annual variability, with a shift from record high levels in May to record low levels in August. Springtime ozone depletion resulted in one of the largest and most persistent Antarctic ozone holes observed since the 1990s.Closer to the equator, 101 named tropical storms were observed in 2015, well above the 1981–2010 average of 82. The eastern/central Pacific had 26 named storms, the most since 1992. The western north Pacific and north and south Indian Ocean basins also saw high activity. Globally, eight tropical cyclones reached the Saffir–Simpson Category 5 intensity level.Overlaying a general increase in the hydrologic cycle, the strong El Niño enhanced precipitation variability around the world. An above-normal rainy season led to major floods in Paraguay, Bolivia, and southern Brazil. In May, the United States recorded its all-time wettest month in its 121-year national record. Denmark and Norway reported their second and third wettest year on record, respectively, but globally soil moisture was below average, terrestrial groundwater storage was the lowest in the 14-year record, and areas in “severe” drought rose from 8% in 2014 to 14% in 2015. Drought conditions prevailed across many Caribbean island nations, Colombia, Venezuela, and northeast Brazil for most of the year. Several South Pacific countries also experienced drought. Lack of rainfall across Ethiopia led to its worst drought in decades and affected millions of people, while prolonged drought in South Africa severely affected agricultural production. Indian summer monsoon rainfall was just 86% of average. Extremely dry conditions in Indonesia resulted in intense and widespread fires during August–November that produced abundant car-bonaceous aerosols, carbon monoxide, and ozone. Overall, emissions from tropical Asian biomass burning in 2015 were almost three times the 2001–14 average.

Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere – the “global carbon budget” – is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and methodology to quantify all major components of the global carbon budget, including their uncertainties, based on the combination of a range of data, algorithms, statistics, and model estimates and their interpretation by a broad scientific community. We discuss changes compared to previous estimates and consistency within and among components, alongside methodology and data limitations. CO2 emissions from fossil fuels and industry (EFF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (ELUC), mainly deforestation, are based on combined evidence from land-cover change data, fire activity associated with deforestation, and models. The global atmospheric CO2 concentration is measured directly and its rate of growth (GATM) is computed from the annual changes in concentration. The mean ocean CO2 sink (SOCEAN) is based on observations from the 1990s, while the annual anomalies and trends are estimated with ocean models. The variability in SOCEAN is evaluated with data products based on surveys of ocean CO2 measurements. The global residual terrestrial CO2 sink (SLAND) is estimated by the difference of the other terms of the global carbon budget and compared to results of independent dynamic global vegetation models. We compare the mean land and ocean fluxes and their variability to estimates from three atmospheric inverse methods for three broad latitude bands. All uncertainties are reported as ±1σ, reflecting the current capacity to characterise the annual estimates of each component of the global carbon budget. For the last decade available (2006–2015), EFF was 9.3 ± 0.5 GtC yr−1, ELUC 1.0 ± 0.5 GtC yr−1, GATM 4.5 ± 0.1 GtC yr−1, SOCEAN 2.6 ± 0.5 GtC yr−1, and SLAND 3.1 ± 0.9 GtC yr−1. For year 2015 alone, the growth in EFF was approximately zero and emissions remained at 9.9 ± 0.5 GtC yr−1, showing a slowdown in growth of these emissions compared to the average growth of 1.8 % yr−1 that took place during 2006–2015. Also, for 2015, ELUC was 1.3 ± 0.5 GtC yr−1, GATM was 6.3 ± 0.2 GtC yr−1, SOCEAN was 3.0 ± 0.5 GtC yr−1, and SLAND was 1.9 ± 0.9 GtC yr−1. GATM was higher in 2015 compared to the past decade (2006–2015), reflecting a smaller SLAND for that year. The global atmospheric CO2 concentration reached 399.4 ± 0.1 ppm averaged over 2015. For 2016, preliminary data indicate the continuation of low growth in EFF with +0.2 % (range of −1.0 to +1.8 %) based on national emissions projections for China and USA, and projections of gross domestic product corrected for recent changes in the carbon intensity of the economy for the rest of the world. In spite of the low growth of EFF in 2016, the growth rate in atmospheric CO2 concentration is expected to be relatively high because of the persistence of the smaller residual terrestrial sink (SLAND) in response to El Niño conditions of 2015–2016. From this projection of EFF and assumed constant ELUC for 2016, cumulative emissions of CO2 will reach 565 ± 55 GtC (2075 ± 205 GtCO2) for 1870–2016, about 75 % from EFF and 25 % from ELUC. This living data update documents changes in the methods and data sets used in this new carbon budget compared with previous publications of this data set (Le Quéré et al., 2015b, a, 2014, 2013). Using measurements of the surface-ocean CO2 partial pressure (pCO2) and 14 different pCO2 mapping methods recently collated by the Surface Ocean pCO2 Mapping intercomparison (SOCOM) initiative, variations in regional and global sea–air CO2 fluxes are investigated. Though the available mapping methods use widely different approaches, we find relatively consistent estimates of regional pCO2 seasonality, in line with previous estimates. In terms of interannual variability (IAV), all mapping methods estimate the largest variations to occur in the eastern equatorial Pacific. Despite considerable spread in the detailed variations, mapping methods that fit the data more closely also tend to agree more closely with each other in regional averages. Encouragingly, this includes mapping methods belonging to complementary types – taking variability either directly from the pCO2 data or indirectly from driver data via regression. From a weighted ensemble average, we find an IAV amplitude of the global sea–air CO2 flux of 0.31 PgC yr−1 (standard deviation over 1992–2009), which is larger than simulated by biogeochemical process models. From a decadal perspective, the global ocean CO2 uptake is estimated to have gradually increased since about 2000, with little decadal change prior to that. The weighted mean net global ocean CO2 sink estimated by the SOCOM ensemble is −1.75 PgC yr−1 (1992–2009), consistent within uncertainties with estimates from ocean-interior carbon data or atmospheric oxygen trends.

Most of the dozens of essential climate variables monitored each year in this report continued to follow their long-term trends in 2014, with several setting new records. Carbon dioxide, methane, and nitrous oxide-the major greenhouse gases released into Earth's atmosphere-once again all reached record high average atmospheric concentrations for the year. Carbon dioxide increased by 1.9 ppm to reach a globally averaged value of 397.2 ppm for 2014. Altogether, 5 major and 15 minor greenhouse gases contributed 2.94 W m-2 of direct radiative forcing, which is 36% greater than their contributions just a quarter century ago. Accompanying the record-high greenhouse gas concentrations was nominally the highest annual global surface temperature in at least 135 years of modern record keeping, according to four independent observational analyses. The warmth was distributed widely around the globe's land areas, Europe observed its warmest year on record by a large margin, with close to two dozen countries breaking their previous national temperature records; many countries in Asia had annual temperatures among their 10 warmest on record; Africa reported above-average temperatures across most of the continent throughout 2014; Australia saw its third warmest year on record, following record heat there in 2013; Mexico had its warmest year on record; and Argentina and Uruguay each had their second warmest year on record. Eastern North America was the only major region to observe a below-average annual temperature. But it was the oceans that drove the record global surface temperature in 2014. Although 2014 was largely ENSO-neutral, the globally averaged sea surface temperature (SST) was the highest on record. The warmth was particularly notable in the North Pacific Ocean where SST anomalies signaled a transition from a negative to positive phase of the Pacific decadal oscillation. In the winter of 2013/14, unusually warm water in the northeast Pacific was associated with elevated ocean heat content anomalies and elevated sea level in the region. Globally, upper ocean heat content was record high for the year, reflecting the continued increase of thermal energy in the oceans, which absorb over 90% of Earth's excess heat from greenhouse gas forcing. Owing to both ocean warming and land ice melt contributions, global mean sea level in 2014 was also record high and 67 mm greater than the 1993 annual mean, when satellite altimetry measurements began. Sea surface salinity trends over the past decade indicate that salty regions grew saltier while fresh regions became fresher, suggestive of an increased hydrological cycle over the ocean expected with global warming. As in previous years, these patterns are reflected in 2014 subsurface salinity anomalies as well. With a now decade-long trans-basin instrument array along 26°N, the Atlantic meridional overturning circulation shows a decrease in transport of-4.2 ± 2.5 Sv decade-1. Precipitation was quite variable across the globe. On balance, precipitation over the world's oceans was above average, while below average across land surfaces. Drought continued in southeastern Brazil and the western United States. Heavy rain during April-June led to devastating floods in Canada's Eastern Prairies. Above-normal summer monsoon rainfall was observed over the southern coast of West Africa, while drier conditions prevailed over the eastern Sahel. Generally, summer monsoon rainfall over eastern Africa was above normal, except in parts of western South Sudan and Ethiopia. The south Asian summer monsoon in India was below normal, with June record dry. Across the major tropical cyclone basins, 91 named storms were observed during 2014, above the 1981-2010 global average of 82. The Eastern/Central Pacific and South Indian Ocean basins experienced significantly above-normal activity in 2014; all other basins were either at or below normal. The 22 named storms in the Eastern/Central Pacific was the basin's most since 1992. Similar to 2013, the North Atlantic season was quieter than most years of the last two decades with respect to the number of storms, despite the absence of El Niño conditions during both years. In higher latitudes and at higher elevations, increased warming continued to be visible in the decline of glacier mass balance, increasing permafrost temperatures, and a deeper thawing layer in seasonally frozen soil. In the Arctic, the 2014 temperature over land areas was the fourth highest in the 115-year period of record and snow melt occurred 20-30 days earlier than the 1998-2010 average. The Greenland Ice Sheet experienced extensive melting in summer 2014. The extent of melting was above the 1981-2010 average for 90% of the melt season, contributing to the second lowest average summer albedo over Greenland since observations began in 2000 and a record-low albedo across the ice sheet for August. On the North Slope of Alaska, new record high temperatures at 20-m depth were measured at four of five permafrost observatories. In September, Arctic minimum sea ice extent was the sixth lowest since satellite records began in 1979. The eight lowest sea ice extents during this period have occurred in the last eight years. Conversely, in the Antarctic, sea ice extent countered its declining trend and set several new records in 2014, including record high monthly mean sea ice extent each month from April to November. On 20 September, a record large daily Antarctic sea ice extent of 20.14 × 106 km2 occurred. The 2014 Antarctic stratospheric ozone hole was 20.9 million km2 when averaged from 7 September to 13 October, the sixth smallest on record and continuing a decrease, albeit statistically insignificant, in area since 1998.

The Southern Ocean (44-75° S) plays a critical role in the global carbon cycle, yet remains one of the most poorly sampled ocean regions. Different approaches have been used to estimate sea-air CO2 fluxes in this region: synthesis of surface ocean observations, ocean biogeochemical models, and atmospheric and ocean inversions. As part of the RECCAP (REgional Carbon Cycle Assessment and Processes) project, we combine these different approaches to quantify and assess the magnitude and variability in Southern Ocean sea-air CO2 fluxes between 1990-2009. Using all models and inversions (26), the integrated median annual sea-air CO2 flux of -0.42 ± 0.07 Pg C yr-1 for the 44-75° S region, is consistent with the -0.27 ± 0.13 Pg C yr-1 calculated using surface observations. The circumpolar region south of 58° S has a small net annual flux (model and inversion median: -0.04 ± 0.07 Pg C yr-1 and observations: +0.04 ± 0.02 Pg C yr-1), with most of the net annual flux located in the 44 to 58° S circumpolar band (model and inversion median: -0.36 ± 0.09 Pg C yr-1 and observations: -0.35 ± 0.09 Pg C yr-1). Seasonally, in the 44-58° S region, the median of 5 ocean biogeochemical models captures the observed sea-air CO2 flux seasonal cycle, while the median of 11 atmospheric inversions shows little seasonal change in the net flux. South of 58° S, neither atmospheric inversions nor ocean biogeochemical models reproduce the phase and amplitude of the observed seasonal sea-air CO2 flux, particularly in the Austral Winter. Importantly, no individual atmospheric inversion or ocean biogeochemical model is capable of reproducing both the observed annual mean uptake and the observed seasonal cycle. This raises concerns about projecting future changes in Southern Ocean CO2 fluxes. The median interannual variability from atmospheric inversions and ocean biogeochemical models is substantial in the Southern Ocean; up to 25% of the annual mean flux, with 25% of this interannual variability attributed to the region south of 58° S. Resolving long-term trends is difficult due to the large interannual variability and short time frame (1990-2009) of this study; this is particularly evident from the large spread in trends from inversions and ocean biogeochemical models. Nevertheless, in the period 1990-2009 ocean biogeochemical models do show increasing oceanic uptake consistent with the expected increase of -0.05 Pg C yr-1 decade-1. In contrast, atmospheric inversions suggest little change in the strength of the CO2 sink broadly consistent with the results of Le Quéré et al. (2007).

The sub-Antarctic zone (SAZ) lies between the subtropical convergence (STC) and the sub-Antarctic front (SAF), and is considered one of the strongest oceanic sinks of atmospheric CO2. The strong sink results from high winds and seasonally low sea surface fugacities of CO2 (fCO2), relative to atmospheric fCO2. The region of the SAZ, and immediately south, is also subject to mode and intermediate water formation, yielding a penetration of anthropogenic CO2 below the mixed layer. A detailed analysis of continuous measurements made during the same season and year, February – March 1993, shows a coherent pattern of fCO2 distributions at the eastern (WOCE/SR3 at about 145°E) and western edges (WOCE/I6 at 30°E) of the Indian sector of the Southern Ocean. In order to determine the seasonal and interannual variability of the CO2 released to the atmosphere from the equatorial Pacific, we have developed pCO2-temperature relationships based upon shipboard oceanic CO2 partial pressure measurements, pCO2, and satellite sea surface temperature, SST, measurements. We interpret the spatial variability in pCO2 with the help of the SST imagery. In the eastern equatorial Pacific, at 5°S, pCO2 variations of up to 100 μatm are caused by undulations in the southern boundary of the equatorial upwelled waters. These undulations appear to be periodic with a phase and a wavelength comparable to tropical instability waves, TIW, observed at the northern boundary of the equatorial upwelling. Once the pCO2 signature of the TIW is removed from the Alize II cruise measurements in January 1991, the equatorial pCO2 data exhibit a diel cycle of about 10 matm with maximum values occurring at night. In the western equatorial Pacific, the variability in pCO2 is primarily governed by the displacement of the boundary between warm pool waters, where air–sea CO2 fluxes are weak, and equatorial upwelled waters which release high CO2 fluxes to the atmosphere. We detect this boundary using satellite SST maps. East of the warm pool, ΔP is related to SST and SST anomalies. The 1985–97 CO2 flux is computed in a 5° wide latitudinal band as a combination of ΔP and CO2 exchange coefficient, K, deduced from satellite wind speeds, U. It exhibits up to a factor 2 seasonal variation caused by K-seasonal variation and a large interannual variability, a factor 5 variation between 1987 and 1988. The interannual variability is primarily driven by displacements of the warm pool that makes the surface area of the outgassing region variable. The contribution of ΔP to the flux variability is about half the contribution of K. The mean CO2 flux computed using either the Liss and Merlivat (1986) or the Wanninkhof (1992) K–U parametrization amounts to 0.11 GtC yr−1 or to 0.18 GtC yr−1, respectively. The error in the integrated flux, without taking into account the uncertainty on the K–U parametrization, is less than 31%.DOI: 10.1034/j.1600-0889.1999.00025.x

The interannual variations of the carbon dioxide system and air-sea CO(2) fluxes are analyzed in the southwestern Indian Ocean from both in situ (Ocean Indien Service d'Observations cruises in 1998 and 2000) and simulated oceanic CO(2) fugacity f(CO2) dissolved inorganic carbon, total alkalinity, and nutrients. During austral summer of 1998, the ocean was warmer from 20degreesS to 60degreesS. In the Subtropical Zone (20degreesS-37degreesS), the warming, associated with the subtropical dipole pattern, creates an oceanic CO(2) source around 2 mmol m(-2) d(-1) in January 1998 where all previous observations, included in 2000, indicated that this region was a small sink in summer. In the Sub-Antarctic and Polar Front Zones (37degreesS-50degreesS), the f(CO2) interannual signal is not clearly detected because of the complex coupling between the horizontal and vertical dynamics and the biological activity that creates very high mesoscale f(CO2) variability in each summer. For the austral region, south of the Polar Front, we observe large variability in the CO(2) sources and sinks between summer 1998 and 2000. In the Seasonal Ice Zone (south of 58degreesS) the interannual variation of the CO(2) flux was mainly controlled by a warmer ocean, from 1.1degreesC, in summer 1998 (CO(2) source of 3.2 mmol m(-2) d(-1)) and an enhanced primary production occurring during summer 2000 (CO(2) sink of -3.8 mmol m(-2) d(-1)). In the Permanent Open Ocean Zone (POOZ, latitude 50degreesS-57degreesS), despite the half-degree warmer sea surface in 1998, we observe lower f(CO2) (-15 muatm (1 atm = 10(5) x 1.01325 N m(-2)) on average) during this period, and consequently, we estimate a double of the oceanic CO(2) sink in this region in 1998 than 2000, from -3.2 mmol m(-2) d(-1) in 1998 to -1.3 mmol m(-2) d(-1) in 2000. The strong oceanic CO(2) sink in 1998 is associated with a dramatic decrease of nutrients (silicates less than 2 mumol kg(-1)). The enhanced biological activity in summer 1998, probably diatoms bloom, is also apparent in Sea-viewing Wide Field-of-view Sensor (SeaWiFS) chlorophyll a estimates. Using a one-dimensional biogeochemical model applied in the POOZ and SeaWIFS time series, we predict a stronger oceanic sink during summer season than the winter, which is contrary to previous studies. The model suggests that biological activity controls most of the sink anomaly in summer 1998 (for about 70%) and dominates the warming effect.

Accurate assessment of anthropogenic carbon dioxide (CO$_{2}$) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere in a changing climate – the “global carbon budget” – is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe and synthesize data sets and methodology to quantify the five major components of the global carbon budget and their uncertainties. Fossil CO$_{2}$ emissions (E$_{FOS}$) are based on energy statistics and cement production data, while emissions from land-use change (E$_{LUC}$), mainly deforestation, are based on land use and land-use change data and bookkeeping models. Atmospheric CO$_{2}$ concentration is measured directly and its growth rate (G$_{ATM}$) is computed from the annual changes in concentration. The ocean CO$_{2}$ sink (S$_{OCEAN}$) and terrestrial CO$_{2}$ sink (S$_{LAND}$) are estimated with global process models constrained by observations. The resulting carbon budget imbalance (B$_{IM}$), the difference between the estimated total emissions and the estimated changes in the atmosphere, ocean, and terrestrial biosphere, is a measure of imperfect data and understanding of the contemporary carbon cycle. All uncertainties are reported as ±1σ. For the last decade available (2010–2019), E$_{FOS}$ was 9.6 ± 0.5 GtC yr$^{-1}$ excluding the cement carbonation sink (9.4 ± 0.5 GtC yr−1 when the cement carbonation sink is included), and E$_{LUC}$ was 1.6 ± 0.7 GtC yr$^{-1}$. For the same decade, G$_{ATM}$ was 5.1 ± 0.02 GtC yr$^{-1}$ (2.4 ± 0.01 ppm yr$_{-1}$), S$_{OCEAN}$ 2.5 ± 0.6 GtC yr$^{-1}$, and S$_{LAND}$ 3.4 ± 0.9 GtC yr$^{-1}$, with a budget imbalance B$_{IM}$ of −0.1 GtC yr$^{-1}$ indicating a near balance between estimated sources and sinks over the last decade. For the year 2019 alone, the growth in E$_{FOS}$ was only about 0.1 % with fossil emissions increasing to 9.9 ± 0.5 GtC yr$^{-1}$ excluding the cement carbonation sink (9.7 ± 0.5 GtC yr$^{-1}$ when cement carbonation sink is included), and E$_{LUC}$ was 1.8 ± 0.7 GtC yr$^{-1}$, for total anthropogenic CO$_{2}$ emissions of 11.5 ± 0.9 GtC yr$^{-1}$ (42.2 ± 3.3 GtCO$_{2}$). Also for 2019, G$_{ATM}$ was 5.4 ± 0.2 GtC yr$^{-1}$ (2.5 ± 0.1 ppm yr$^{-1}$), S$_{OCEAN}$ was 2.6 ± 0.6 GtC yr$^{-1}$, and S$_{LAND}$ was 3.1 ± 1.2 GtC yr$^{-1}$, with a B$_{IM}$ of 0.3 GtC. The global atmospheric CO$_{2}$ concentration reached 409.85 ± 0.1 ppm averaged over 2019. Preliminary data for 2020, accounting for the COVID-19-induced changes in emissions, suggest a decrease in E$_{FOS}$ relative to 2019 of about −7 % (median estimate) based on individual estimates from four studies of −6 %, −7 %, −7 % (−3 % to −11 %), and −13 %. Overall, the mean and trend in the components of the global carbon budget are consistently estimated over the period 1959–2019, but discrepancies of up to 1 GtC yr$^{-1}$ persist for the representation of semi-decadal variability in CO$_{2}$ fluxes. Comparison of estimates from diverse approaches and observations shows (1) no consensus in the mean and trend in land-use change emissions over the last decade, (2) a persistent low agreement between the different methods on the magnitude of the land CO$_{2}$ flux in the northern extra-tropics, and (3) an apparent discrepancy between the different methods for the ocean sink outside the tropics, particularly in the Southern Ocean. This living data update documents changes in the methods and data sets used in this new global carbon budget and the progress in understanding of the global carbon cycle compared with previous publications of this data set (Friedlingstein et al., 2019; Le Quéré et al., 2018b, a, 2016, 2015b, a, 2014, 2013). The Surface Ocean CO₂ Atlas (SOCAT), an activity of the international marine carbon research community, provides access to synthesis and gridded fCO₂ (fugacity of carbon dioxide) products for the surface oceans. Version 2 of SOCAT is an update of the previous release (version 1) with more data (increased from 6.3 million to 10.1 million surface water fCO₂ values) and extended data coverage (from 1968–2007 to 1968–2011). The quality control criteria, while identical in both versions, have been applied more strictly in version 2 than in version 1. The SOCAT website (http://www.socat.info/) has links to quality control comments, metadata, individual data set files, and synthesis and gridded data products. Interactive online tools allow visitors to explore the richness of the data. Applications of SOCAT include process studies, quantification of the ocean carbon sink and its spatial, seasonal, year-to-year and longerterm variation, as well as initialisation or validation of ocean carbon models and coupled climate-carbon models.

Using measurements of the surface-ocean CO2 partial pressure (pCO2) and 14 different pCO2 mapping methods recently collated by the Surface Ocean pCO2 Mapping intercomparison (SOCOM) initiative, variations in regional and global sea–air CO2 fluxes are investigated. Though the available mapping methods use widely different approaches, we find relatively consistent estimates of regional pCO2 seasonality, in line with previous estimates. In terms of interannual variability (IAV), all mapping methods estimate the largest variations to occur in the eastern equatorial Pacific. Despite considerable spread in the detailed variations, mapping methods that fit the data more closely also tend to agree more closely with each other in regional averages. Encouragingly, this includes mapping methods belonging to complementary types – taking variability either directly from the pCO2 data or indirectly from driver data via regression. From a weighted ensemble average, we find an IAV amplitude of the global sea–air CO2 flux of 0.31 PgC yr−1 (standard deviation over 1992–2009), which is larger than simulated by biogeochemical process models. From a decadal perspective, the global ocean CO2 uptake is estimated to have gradually increased since about 2000, with little decadal change prior to that. The weighted mean net global ocean CO2 sink estimated by the SOCOM ensemble is −1.75 PgC yr−1 (1992–2009), consistent within uncertainties with estimates from ocean-interior carbon data or atmospheric oxygen trends.
