To improve the urban environment in general and contribute to the greening of urban areas in the cities of Central and Southeastern Europe, an international project was implemented in the period 2019-2022. The GReENERGY project is an international/cross-border project that is implemented in Europe, with the aim to improve the environmental conditions in cities, i.e., in this case, the urban areas of Novi Sad (Serbia) and Osijek (Croatia). Therefore, the activities of the GReENERGY project aim to: a) encourage the production and consumption of green energy through the installation of new solar power plants in public buildings, and reduce the energy consumption from conventional sources that are the major emitters of CO2; b) highlight the installation of vertical and horizontal greenery (green roofs and walls) on public facilities as one of the nature-based solutions (NBS) that ensure increased energy efficiency of buildings; and c) help preserve the urban ecosystem and improve outdoor thermal comfort conditions on a microscale.The microclimate monitoring during the summer period and on hot days around a public building in Novi Sad (School for primary and secondary education “Milan Petrović”) showed that the thermal conditions are mainly driven by a combination of direct sunlight exposure or the presence of tree/building shadows. In our case, the differences in globe temperature (Tg) range from 6 °C to 10 °C during daytime at the micro-scale. For the trend analysis of the annual, seasonal and monthly precipitation linear regression and Mann-Kendall (MK) tests at the 5% significance level were applied. In this study, precipitation data from two stations in Serbia for the 1949-2019 period were used. Results indicate that increasing trends of precipitation for the selected station can be observed but these trends were not statistically significant according to MK test. Then again, MK test has shown that only on Palić station during autumn precipitations have statistically significant increase during the observed period with a p value of 0.0441 at the significant level p=0.005.

During regular operation, hydro turbine elements have complex operating conditions. In order to prevent major failures, among other common preventive measures, it is necessary to make a useful model of hydro turbine. Development of this model was focused on real elements and data set of real operating history. To solve this, an integral diagnostic approach is used. Based on the real diagnostics data of the condition and data history of the hydro turbine shaft and the designed life expectancy, a multi-layer perceptron (MLP) based artificial neural network (ANN) is built. The idea with this model was to enable to life assessment of the turbine shaft in any particular moment during regular operation. This paper describes a model for estimating the condition of the shafts of turbines of the current generator in Hydropower plant Derdap 2. The significance of this approach is that real experimental data support development of ML ANN (number of neurons and layers) topology, which is optimal for this model, training and testing. Results obtained from this model are used for decision-making about the planning time schedule of maintenance actions, as well as reducing overhaul time and direct losses.

The subject of the research is to explore the operational risks - the risk of emergencies and specific Coronavirus pandemic risk that are SMEs from agribusiness sector, from Western Balkan countries exposed to, and the significances of their effect as independent variables to the sustainability of revenues in 2020. For that purpose, a survey of 102 SMEs from Agri-food and farms from the agribusiness sector from Serbia, Montenegro, Bosnia and Herzegovina, Albania and Montenegro were provided at the end of March 2020. Methods used are: descriptive statistical analysis, correlation and regression analysis, ANOVA test, Person's correlation and multiple linear correlations. The results confirmed the hypothesis of the research - which the Sustainability risk of SMEs and farms in Western Balkan countries is significantly influenced by operational risk of emergencies and, ongoing Coronavirus pandemic) risk level in 2020. The contribution could to the sector actors' exposure to these risks for efficient managing future uncertainties.

Mitigation of overheating in streets is an important task for urban planners and architects. Urban surfaces in streets, such as footways and façades, can contribute to increase overheating in cities, whereas the trees can help to decrease insolation. In this paper we created an algorithm to determine optimal distance between the trees in a street in order to mitigate façade and footway insolation. A parametric study for different street orientations and building geometries was therefore conducted for the hottest wave of the year for the corresponding location. The results show that different trees disposition can mitigate overheating of horizontal and vertical surfaces up to 7%. The algorithmic and parametric approach used in this paper can contribute to more precise urban design guidelines for comfortable streets.

Тема докторске дисертације је примена и процена класификационог система локалних климатских зона (ЛКЗ) помоћу аутоматизованог модела и биоклиматских анализа на примеру Новог Сада (Србија). Развијени ГИС модел се показао као адекватан за мапирање и дефинисање ЛКЗ у Новом Саду и његовој околини издвојивши чак 13 ЛКЗ употребом 7 параметара градске површине. Осим тога, у оквиру дисертације је приказан и развијен нов модел за чишћење базе података. Добијени резултати су указали да се најизраженије разлике у средњој температури ваздуха (Тср) јављају између локалних климатских зона (ЛКЗ) ноћу током топлотног таласа и износе до 5,5 °C (ЛКЗ2-А, разлика између урбане збијене средњеградње и густе шуме изван града). На годишњем нивоу разлике у Тср износе 1,7 °C између града иприродне околине, односно 0,7 °C унутар различитих градских ЛКЗ. Статистичком анализом средњих максималних и апсолутно максималних температура ваздуха на годишњем, сезонском и месечном нивоу нису уочене знатне разлике између ЛКЗ. Учесталост појаве температурних индекса је указала да тзв. „хладни индекси“ (мразни дани, ледени дани) указују на температурне специфичности ЛКЗ у Новом Саду, док то није евидентно анализом тзв. „топлих индекса“ (летњи дани, тропски дани), изузев тропских ноћи. Анализом релативне влажности ваздуха је уочено да постоје знатне разлике између изграђених и природних ЛКЗ, док то није случај између изг рађених ЛКЗ. У Новом Саду се јавља тзв. „урбано острво сувоће“ ноћу током топлотног таласа када је збијена средњеградња (ЛКЗ 2) окарактерисана са максималним дефицитом влажности од око 33% у односу на природну ЛКЗ А изван града. Статистичка анализа вредности израчунатих биоклиматских индекса PET и UTCI је указала да се ЛКЗ разликују у условима спољњег термалног комфора човека на годишњем, сезонском и месечном нивоу, као и током топлотног и хладног таласа (до максималних 8-9 °C). Такође су резултати указали да је класификациони систем ЛКЗ адекватан за интер-урбану анализу градске климе (поређења између градова)., Tema doktorske disertacije je primena i procena klasifikacionog sistema lokalnih klimatskih zona (LKZ) pomoću automatizovanog modela i bioklimatskih analiza na primeru Novog Sada (Srbija). Analizom relativne vlažnosti vazduha je uočeno da postoje znatne razlike između izgrađenih i prirodnih LKZ, dok to nije slučaj između izg rađenih LKZ. U Novom Sadu se javlja tzv. „urbano ostrvo suvoće“ noću tokom toplotnog talasa kada je zbijena srednjegradnja (LKZ 2) okarakterisana sa maksimalnim deficitom vlažnosti od oko 33% u odnosu na prirodnu LKZ A izvan grada. Takođe su rezultati ukazali da je klasifikacioni sistem LKZ adekvatan za inter-urbanu analizu gradske klime (poređenja između gradova)., The topic of the doctoral dissertation is the application and assessment of the classification system of local climate zones (LCZ) using the automated model and bioclimatic analysis on the example of Novi Sad (Serbia). The developed GIS model proved to be adequate for mapping and defining LCZs in Novi Sad and its surroundings by delineating 13 LCZs using 7 parameters of the city surface. In addition, in the framework of the dissertation, is developed new model for cleaning the database. The obtained results indicated that the most pronounced differences in mean air temperature (Tsr) occur between LCZs at night during a heat wave and are up to 5.5 ° C (LCZ2-A, the difference between urban compact midrise and dense forests). At annual level, the difference in Tsr is 1.7 °C between the city and the natural environment, and 0.7 °C within different city LCZs. Statistical analysis of mean maximum and absolute maximum air temperatures at annual, seasonal and monthly levels did not show significant differences between LCZs. The frequency of occurrence of temperature indexes indicated that the so-called "cold indices" (cold days, ice days) indicate the temperature specificity of LCZs in Novi Sad, while this is not evident from the analysis of so-called "warm indices" (summer days, tropical days), except for tropical nights. By analyzing the relative humidity of the air it was noticed that there are significant differences between the built-up and natural LCZs, while this is not the case between built-up LCZs. In Novi Sad there is recognized so-called "Urban dryness island" at night during a heat wave period when a compact midrise LCZ 2 is characterized with a maximum humidity deficit of about 33% compared to the natural LCZ A outside the city. Statistical analysis of the values of calculated bioclimatic indexes PET and UTCI indicated that LCZs differ in the conditions of the outdoor thermal comfort of population at annual, seasonal and monthly levels as well as during heat and cold waves (up to a maximum of 8-9 ° C differences). The results also indicatedthat the LCZ classification system is adequate for inter-urban analysis of the city climate (comparsions between cities).

In this paper are presented historical industrial development and present industrial distribution in Novi Sad, the second largest city in the Republic of Serbia and the largest city of the Autonomous Province of Vojvodina. At present, industrial facilities in the city are located in work zones, at the entrance traffic routes to the city and the surrounding settlements, on individual sites within other city function areas or within the lots of family housing. Nevertheless, established work zones are main areas for industrial development of the city. Novi Sad has seven work zones: 'Sever I', 'Sever II', 'Sever III', 'Sever IV', 'Rimski Šančevi', 'Zapad' and 'Istok' that occupy 1761.9 ha. There are significant opportunities for economical development in these work zones, both on unconstructed surfaces and in the present complexes. Unfortunately, due to the crisis of industry in Serbia, numerous industrial facilities in the work zones of Novi Sad are neglected. In this paper are given examples of transformation of neglected industrial facilities and use of unconstructed area in work zone in Novi Sad. Transformation of industrial facilities within work zones is present in many cities (Budapest, Bucharest, Zagreb, Maribor, Milano, Krakow, New York) with positive examples.

This paper examines temporal and spatial variability and trends of annual and seasonal precipitation in Slovenia and their relationship with three atmospheric circulation patterns represented by their indices: North Atlantic Oscillation index (NAOi), Mediterranean Oscillation index (MOi) and Western Mediterranean Oscillation index (WeMOi). Data from 45 precipitation stations were used for the period 1963-2012. Mean annual precipitation varies from 736 mm in eastern Slovenia to 2,518 mm in northwestern Slovenia. A significant annual precipitation decrease (from -3% to -6% per decade) is observed in western Slovenia. Significant negative trends are observed in southwestern Slovenia in summer (from -4% to -10% per decade) and near the Adriatic coast in spring (from -6% to -10% per decade). Non-significant negative and positive trends are observed in winter and autumn, respectively. Results indicate significant correlations between winter precipitation and MOi (from -0.3 to -0.7), NAOi (from -0.3 to -0.6) and WeMOi (from 0.3 to 0.6). Significant WeMOi influence is observed in spring and autumn, while NAOi and MOi influence has not been detected. Annual precipitation and WeMOi are significantly correlated in central and eastern Slovenia, while significant NAOi and MOi influence is observed in western Slovenia (with the larger area covered by MOi influence).

Conventional approach in the investigation of urban climate of Novi Sad has been done through simple urban-rural air temperature differences. These inter-urban air temperature differences showed how much is city warmer than its surroundings, so-called urban heat island (UHI) effect. Temperature differences exist inside the city as well. To get to know the intensity of these intra-urban temperature differences, installation of meteorological stations in different parts of the city or mobile measurements are needed. In 2012 started IPA HUSRB project made by Department of Climatology and Landscape Ecology (University of Szeged) and Faculty of Sciences (University of Novi Sad). The main goal of this project is the development and installation of wireless urban meteorological network (temperature and relative humidity sensors) in Szeged and Novi Sad. Before the deployment of sensors, necessary metadata about each potential urban meteorological station site needs to be collected. Field work, collected metadata and Stewart and Oke climate-based classification system from 2012 were used for defining the potential urban meteorological stations sites on the territory of the city of Novi Sad (Serbia) and its surroundings.

Šid municipality is situated in the south-western part of Autonomous Province of Vojvodina (north­western Serbia). Four geomorphological units are represented on its territory: The Fruška Gora Mountain, Srem loess plateau, Srem loess terrace and alluvial plains of river Sava and its tributaries. The largest part of Šid municipality consists of the early Quaternary sediments of intergranular porosity which form the water collecting environment for the phreatic aquifer. Because of the incomplete database, the main goals of this paper are restricted on defining basic characteristics of water regime of the phreatic aquifer in Šid municipality and their causal connection with the climatic, hydrological and anthropogenic factors. The results showed the prevailing presence of climatic type of the phreatic aquifer water regime in the study area, with fragmentary presence of climatic-hydrological type near rivers and climatic-anthropogenic type near and inside the city of Šid. Special emphasis is given to the inadequate phreatic water table depth monitoring in the study area. This situation prevents the detailed study of the phreatic aquifer water regime and estimating the exact directions of its outputs, which creates a significant problem that needs to be solved in the near future.

In this paper, we survey, classify and synthesize different theoretical concepts and empirical studies that examine the nature of the strategy formation process. The paper starts by providing multiple points of view on the notion of strategy. It continues by explaining the possible sources of strategy formation. Furthermore, the elaborated insight on the nature of strategy formation process is given. In order to confirm the presented theoretical background, the case study of two IT companies is presented in the end of the paper. Some of the conclusions are that strategy can start its formation anywhere within an organization, but the main craftsmen are the members of senior management team. Strategies are forming along the emergent-to-planned continuum and the part on the continuum on which the strategy-making will take place depends on a variety of factors. Finally, two companies presented in the case study confirm the presented theoretical framework of strategy-making.

Annual and seasonal quantities and trends of precipitation were analyzed for twelve stations located in Pannonian and Peripannonian parts of Serbia. Investigated period was from 1949 to 2010. The results showed that the precipitation trends during winter and spring had decreased, while in summer and autumn had increased. Tendencies of annual precipitation time series show rise on most analyzed stations as a consequence of rainy years and extreme rainfall events in the last 15 years. In the investigated period, 10 years with severe and extremely severe drought occurred and they tend to occur in subsequent years. Cluster analysis gave very good picture of precipitation distribution. Analizirali smo letne in sezonske količine ter trende za 12 meteoroloških postaj v panonskemin obpanonskem delu Srbije za obdobje 1949-2010. Rezultati kažejo trend zmanjševanja padavin pozimi in spomladi ter trend porasta poleti in jeseni. Časovne serije letnih količin padavin kažejo porast padavin na večini preučevanih postaj in so posledica bolj namočenih let ter ekstremnih padavinskih dogodkov v zadnjih 15 letih. V preučevanem obdobju je bilo tudi 10 let z močno in ekstremno sušo s tendenco pojavljanja v več zaporednih letih. Dobro sliko o razporeditvi padavin je dala tudi metoda razvrščanjav skupine (cluster analiza).

Предмет истраживања докторске дисертације представља проблематика светлосног загађења у урбаној средини града Новог Сада, као до сада неистраживаног загађивача животне средине. Анализа наведене проблематике извршена је кроз квантификацију и приказ просторне дистрибуције светлосног загађења, као и кроз испитивање информисаности и ставова становништва према вештачком осветљењу. Визуелним приказом просторне дистрибуције светлосног загађења издвојени су најзагађенији делови града (у смислу прекомерне или недовољне количине осветљености), док су анкетним истраживањем дефинисани степен познавања проблематике светлосног загађења, ставови и информисаност грађана према вештачком осветљењу уопштено,али и према јавној и приватној спољашњој расвети у Новом Саду. Затим, обухваћен је историјски приказ урбанизације града Новог Сада, упоредо са развојем електричнемреже и јавне расвете. Детаљна анализа урбаних процеса у истраживаном подручју и савремених демографских фактора пружили су увид у пораст светлосног загађења кроз историју као и проблеме са којима се суочава локална самоуправа. Посебна пажња је посвећена анализи ставова и информисаности грађана о вештачком осветљењу, приликом чега је утврђено да је грађанима неопходна усмерена и прилагођена едукација о светлосном загађењу. Na osnovu svih dostupnih i stečenih informacija, predložene su mere za smanjenje svetlosnog zagađenja kako iz ugla smanjenja samog veštačkog osvetljenja, tako i iz ugla edukacije građana., The subject of research of the doctoral dissertation is the problem of light pollution in theurban environment of the city of Novi Sad, as a hitherto unexplored polluter of theenvironment. The analysis was performed through the quantification and presentation of the spatial distribution of light pollution, as well as through the examination of the information and attitudes of the population towards artificial lighting. The visual presentation of the spatial distribution of light pollution highlights the most problematic parts of the city (in terms of excessive or insufficient amount of light), while the survey provided an insight into the citizens level of knowledge about light pollution, and attitudes towards artificial lighting in general. Furthermore, a historical overview of the urbanization of the city of Novi Sad is included, along with the development of the electricity network and public lighting. A detailed analysis of urbanization processes in the research area, combined with the present demographic indicators provided a useful insight into the increase in light pollution throughout history as well as the problems local government is facing with publci lighting. Special attention was paid to the analysis of citizens' attitudes toward artificial lighting,during which it was determined that citizens need focused and adapted education on light pollution of the environment. Based on all available and acquired information, adequate measures have been proposed to reduce light pollution, not only through reducing artificial lighting, but also with educating citizens and decision makers

Furthermore, a historical overview of the urbanization of the city of Novi Sad is included, along with the development of the electricity network and public lighting. A detailed analysis of urbanization processes in the research area, combined with the present demographic indicators provided a useful insight into the increase in light pollution throughout history as well as the problems local government is facing with publci lighting. Special attention was paid to the analysis of citizens' attitudes toward artificial lighting,during which it was determined that citizens need focused and adapted education on light pollution of the environment. Based on all available and acquired information, adequate measures have been proposed to reduce light pollution, not only through reducing artificial lighting, but also with educating citizens and decision makers

Урбано окружење дефинише специфичну микро-климу која директно утиче на квалитет живота у урбанизованим подручјима, често имајући негативан утицај на урбану популацију. Феномени попут урбаног топлотног острва и површи, представљају директан продукт урбаног начина живота. Урбане метеоролошке мреже (urbanmeteorological networks, UMNs) представљају алат који омогућава боље разумевање и анализу тренутних фактора као и алат уз који се боље планира урбани развој. Постављене да прате и бележе различите објекте и њихова стања у оквиру урбане средине, урбане метеоролошке мреже креирају базу великих, метеоролошких, временских серија. Најчешће имплементације оваквих система, представљају бежичне мреже сензора (wireless sensor networks, WSN). Овај рад представља синтезу искустава у развоју оваквих типова мерних станица. У периоду од седам година истраживања у оквиру ове области, аутор је препознао значај поузданости података у процесу аквизиције. Битније, услед недостатка довољног броја публикованих истраживања која се односе на поузданост података прикупљених од стране WSN и њиховог централног сегмента на серверу (процес чија је улога преузимање, валидација, парсирање и складиштење података у инстанцу датабасе сервера), прикупљени подаци се користе у научне сврхе без провере њихове валидности. Како би се утврдила могућност промене валидности информације прослеђене од стране мреже сензора, пре њеног складиштења у неку од форми базе, за потребе овог истраживања развијен је модел поузданог сокет сервера, базираног на високом степену поузданости као и перформанси, који у свом раду укључује три главна процеса који за своју комуникацију користе комбинацију сигнала и контролних порука. Студија случаја је изведена на серверски оријентисаном хардверу у оквиру кога је оперативни систем, Linux, доведен до лимита свог рада. Узастопни тестови су показали недоследност у преносу информација између оперативног система и апликативног нивоа, која може да доведе до губитка прикупљених података поготову оних који се односе на измерене објекте кратког трајања. Резултати доводе до закључка да је неопходан већи ниво поузданости у процесу прикупљања података у оквиру урбаних метеоролошких мрежа. Najčešće implementacije ovakvih sistema, predstavljaju bežične mreže senzora (wireless sensor networks, WSN). Ovaj rad predstavlja sintezu iskustava u razvoju ovakvih tipova mernih stanica. U periodu od sedam godina istraživanja u okviru ove oblasti, autor je prepoznao značaj pouzdanosti podataka u procesu akvizicije. Bitnije, usled nedostatka dovoljnog broja publikovanih istraživanja koja se odnose na pouzdanost podataka prikupljenih od strane WSN i njihovog centralnog segmenta na serveru (proces čija je uloga preuzimanje, validacija, parsiranje i skladištenje podataka u instancu database servera), prikupljeni podaci se koriste u naučne svrhe bez provere njihove validnosti. Kako bi se utvrdila mogućnost promene validnosti informacije prosleđene od strane mreže senzora, pre njenog skladištenja u neku od formi baze, za potrebe ovog istraživanja razvijen je model pouzdanog soket servera, baziranog na visokom stepenu pouzdanosti kao i performansi, koji u svom radu uključuje tri glavna procesa koji za svoju komunikaciju koriste kombinaciju signala i kontrolnih poruka. Studija slučaja je izvedena na serverski orijentisanom hardveru u okviru koga je operativni sistem, Linux, doveden do limita svog rada. Uzastopni testovi su pokazali nedoslednost u prenosu informacija između operativnog sistema i aplikativnog nivoa, koja može da dovede do gubitka prikupljenih podataka pogotovu onih koji se odnose na izmerene objekte kratkog trajanja. Rezultati dovode do zaključka da je neophodan veći nivo pouzdanosti u procesu prikupljanja podataka u okviru urbanih meteoroloških mreža. Predloženi model soket servera bi mogao da upotpuni tu potrebu u okviru serverskog, centralnog segmenta., Urban environment defines a specific micro-climate, which directly affects the quality of life in urbanized areas and often has a negative impact on urban population. Phenomena like urban heat and surface heat islands are direct products of an urban lifestyle. Urban meteorological networks (UMNs) are a tool that can help to better understand and analyze the current situation and make right decisions about future urbandevelopment. Deployed to monitor and record different objects and their states inside urban areas, UMNs build a longterm meteorological data time series database. The most commonly used systems in achieving this goal include wireless sensor networks (WSN). This paper presents a combined experience in deploying three different WSN systems. During seven years of research in this field, the authors have recognized the importance of data reliability in data acquisition. More importantly, due to the lack of research addressing the reliability of the data received from WSNs by the core segment of the server (processes used in receiving, validating, parsing and storing data into a database instance), the received data are used in scientific studies without questioning their reliability. To determine the possibility of shifting information provided by the data measured from sensor networks before it is stored in a desired form of database, this paper proposes a highly reliable socket server model. The model is built with high reliability and performance in mind and it includes three major processes, which use a combination of signals and control messages to pass information about their states. A case study is performed using high-end hardware, running a Linux operating system stressed to its limits. A repetition testing revealed inconsistency in the information provided by the operating system to the application layer, which could lead to the loss of information about short-term and rarely occurring, monitored objects. The results lead to the conclusion that there is a clear need for a higher level of data reliability in the process of data acquisition at UMNs. The proposed socket server should fill this gap within server's core segment.
