幌延深地層研究計画は、日本原子力研究開発機構(原子力機構)が堆積岩を対象に北海道幌延町で実施している地層処分技術に関する研究開発の計画である。幌延深地層研究計画は、「地上からの調査研究段階(第1段階)」、「坑道掘削(地下施設建設)時の調査研究段階(第2段階)」、「地下施設での調査研究段階(第3段階)」の3つの調査研究段階に分けて進めている。原子力機構の第3期中長期計画では、本計画について、「実際の地質環境における人工バリアの適用性確認、処分概念オプションの実証、地殻変動に対する堆積岩の緩衝能力の検証に重点的に取り組む。また、平成31年度末までに研究終了までの工程やその後の埋戻しについて決定する。」としている。本稿では、第3期中長期計画期間のうち、平成27年度から令和1年度までの地下施設での調査研究段階(第3段階)における調査研究のうち、原子力機構改革の中で必須の課題として抽出した(1)実際の地質環境における人工バリアの適用性確認、(2)処分概念オプションの実証、(3)地殻変動に対する堆積岩の緩衝能力の検証、の3つの研究開発課題について実施した調査研究の成果を取りまとめた。, The Horonobe Underground Research Laboratory (URL) Project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies for geological disposal of High-level Radioactive Waste through investigations of the deep geological environment within the host sedimentary rock at Horonobe Town in Hokkaido, north Japan. The investigations will be conducted in three phases, namely "Phase 1: Surface based investigations", "Phase 2: Construction phase" (investigations during construction of the underground facilities) and "Phase 3: Operation phase" (research in the underground facilities). According to the research plan described in the 3rd Mid- and Long- term Plan of JAEA, "Near-field performance study", "Demonstration of repository design option", and "Verification of crustal-movement buffering capacity of sedimentary rocks" are important issues of the Horonobe URL Project, and schedule of future research and backfill plans of the project will be decided by the end of 2019 Fiscal Year. The present report summarizes the research and development activities of these 3 important issues carried out during 3rd Medium to Long-term Research Phase.

原子力機構が北海道幌延町で実施している幌延深地層研究計画では、堆積岩を対象として、深地層の科学的研究、地層処分技術の信頼性向上や安全評価手法の高度化等に向けた基盤的な研究開発および安全規制のための研究開発を実施している。平成26年度からは幌延深地層研究センターの地下施設の350m調査坑道(試験坑道4)において、幌延の地質環境をひとつの事例に、処分孔竪置き方式を対象として実規模の人工バリアを設置し、実環境下において人工バリア定置後の再冠水までの過渡期の現象(熱-水-応力-化学連成挙動)を評価する事を目的とした人工バリア性能確認試験を実施している。本報告では、人工バリア性能確認試験において実施した、試験坑道および試験孔の掘削、緩衝材および模擬オーバーパックの設置、転圧締め固めおよび埋め戻し材ブロックによる坑道の埋め戻し、コンクリートプラグの設置およびコンタクトグラウト工の実施、計測システムの整備および計測の開始、などについて述べる。上記の作業を通じて、開発した大口径掘削機による試験孔掘削の実証、緩衝材ブロック定置における真空把持装置の適用性、埋め戻し材転圧締め固めにおける品質管理手法の提示、低アルカリ性セメント材料によるコンクリートプラグの施工などについて確認を行い、実環境において処分概念の構築が十分に可能であることを示した。, The Horonobe Underground Research Laboratory (URL) Project has being pursued by Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies through investigations of the deep geological environment within the host sedimentary formation at Horonobe, northern Hokkaido. The URL Project consists of two major research areas, "Geoscientific Research" and "Research and Development on Geological Disposal Technologies". The in-situ experiment for performance confirmation of engineered barrier system (EBS experiment) had been prepared from 2013 to 2014 fiscal year at GL-350m gallery, and heating by electric heater in simulated overpack had started in January, 2015. One of objectives of the EBS experiment is acquiring data concerned with Thermal-Hydrological-Mechanical-Chemical (THMC) coupled behavior. These data will be used in order to confirm the performance of engineered barrier system. This report shows following works had carried out at the GL-350 m gallery. Excavation of a test niche and a test pit, Setting buffer material blocks and a simulated overpack into the test pit, Backfilling the niche by compaction backfilling material and setting backfilling material blocks, Casting concrete type plug and contact grouting, Consolidate measurement system and start measuring.

The URL Project consists of two major research areas, Geoscientific Research and Research and Development on Geological Disposal Technologies, and proceeds in 3 overlapping phases, Phase I: Surface-based investigations, Phase II: Investigations during tunnel excavation and Phase III: Investigations in the URL, over a period of around 20 years. Phase III investigation was started in 2010 FY. The in-situ experiment for performance confirmation of engineered barrier system had been prepared from 2013 to 2014 FY at GL-350 m gallery, and heating by electric heater in simulated overpack had started in January, 2015. One of objectives of the experiment is acquiring data concerned with THMC coupled behavior. These data will be used in order to confirm the performance of engineered barrier system. This report summarizes the measurement data acquired from the experiment from December, 2014 to March, 2018. The summarized data of the EBS experiment will be published periodically.

日本原子力研究開発機構は、北海道幌延町において、深地層の研究施設を活用した地層科学研究および地層処分研究開発を実施しており、このうち地層処分研究開発の一環として、泥岩中に分布する割れ目や岩石マトリクスを対象とした原位置トレーサー試験を実施している。本報告では、割れ目帯を対象に実施した原位置トレーサー試験とトレーサー試験に関わるボーリング調査結果の取りまとめを行った。, Japan Atomic Energy Agency (JAEA) has been conducting "geoscientific study" and "research and development on geological disposal" in the Horonobe Underground Research Laboratory (URL). In-situ tracer migration test for fracture and matrix in the argillaceous rock, called for Wakkanai formation, has been conducted in the Horonobe URL project. This report summarizes data of borehole investigations and tracer migration test for fracture zone.

幌延深地層研究計画は、高レベル放射性廃棄物の地層処分技術に関わる研究開発の一環として、日本原子力研究開発機構が北海道幌延町で進めているプロジェクトである。本報告書は、深度350mの研究坑道掘削終了までの期間(2005年4月から2014年6月)に行われた第2段階における調査研究の成果を取りまとめたものである。第2段階における深地層の科学的研究では、「地質環境調査技術開発」、「深地層における工学的技術の基礎の開発」、「地質環境の長期安定性に関する研究」を、地層処分研究開発では、「処分技術の信頼性向上」、「安全手法の高度化」を実施し、これらに加えて「地下施設の建設」、「環境モニタリング」を実施し、当初の目標どおりの成果を得た。「地質環境調査技術開発」では、坑道掘削中の地質環境の変化を把握するとともに、第1段階で予測した結果の妥当性を確認した。「深地層における工学的技術の基礎の開発」においては、地下施設の建設に適用した工学的技術の有効性を確認した。「地質環境の長期安定性に関する研究」ならびに地層処分研究開発の「処分技術の信頼性向上」と「安全手法の高度化」では、この期間の研究成果をまとめた。「地下施設の建設」では坑道掘削の実績を整理した。「環境モニタリング」では、環境調査などを継続し、地上及び地下施設の建設に伴う影響の低減を図る措置が適切であることを確認した。, The Horonobe Underground Research Laboratory (URL) Project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies through investigations of the deep geological environment within the host sedimentary formations at Horonobe, northern Hokkaido. This report summarizes the results of the Phase II investigations carried out from April 2005 to June 2014 to a depth of 350m. Integration of work from different disciplines into a "geosynthesis" ensures that the Phase II goals have been successfully achieved and identifies key issues that need to made to be addressed in the Phase II investigations Efforts are made to summarize as many lessons learnt from the Phase II investigations and other technical achievements as possible to form a "knowledge base" that will reinforce the technical basis for both implementation and the formulation of safety regulations.
