Much research surrounds the move from publicly owned and operated bus markets to publicly controlled and privately operated markets, or in the case of Great Britain, a fully deregulated market. Little research however exists concerning the counter move and the issues that this may raise. Such a step would be consistent with Gwilliam’s regulatory cycle, which suggests that a combination of self seeking behaviour of suppliers and unrealistic aspirations of politicians leads to instability in the regulatory arrangements for the provision of bus services. Consequently, the associated structural and institutional arrangements go through a cycle of private/public ownership and competitive/regulated markets.The paper discusses some of the practicalities at the regional level of introducing the measures provided by the Bus Services Act 2017 in England and the Transport Act 2019 in Scotland, both of which offer the option of a partial or full economic reregulation of bus services. Theories of radical policy change are examined and applied in the context of the issue through interviews with key informants in regional authorities in Scotland and England. The overriding conclusion from this analysis is that whilst deregulating the market does not actually break Gwilliam’s regulatory cycle, it makes it very difficult to ‘re-connect’, and thus a further long term consequence of bus deregulation in Britain in the mid 1980s is that future policy options may have been severely restricted in the very long term.

Kollektivtrafik planeras och bedrivs i regionala nätverk som inkluderar ett flertal organisationer. Förutom regionala kollektivtrafikmyndigheter är kommuner, trafikföretag, resenärsgrupper och handelsföreningar med flera involverade i dessa nätverk på olika sätt. För att kunna styra dessa nätverk krävs samverkan. Med samverkan menas att flera formellt självständiga organisationer arbetar tillsammans för att etablera och realisera gemensamma mål. I den här rapporten beskrivs hur samverkan fungerar som ett medel för de regionala kollektivtrafikmyndigheterna att styra de regionala nätverk där kollektivtrafik planeras och bedrivs. Utifrån den forskning som rapporten bygger på framkommer att det finns ett stort behov av samverkan mellan offentliga planeringsorganisationer på nationell, regional och lokal nivå, samt mellan offentliga och privata aktörer. Samverkan är en styrningsform som skapar förutsättningar för en sammanhållen kollektivtrafik som fungerar utifrån ett resenärsperspektiv. Ett konkret exempel är den nära koppling som behöver finnas mellan bebyggelseplanering och planering och utveckling av kollektivtrafik för att kollektivtrafiken ska bli smidig och kostnadseffektiv. Utan samverkan blir denna koppling svår att få till i praktiken. Samtidigt är det viktigt att uppmärksamma att samverkan både kan komplettera och motverka andra styrningsformer. Styrning baserad på tillit och ömsesidig förståelse kan undergrävas om det samtidigt sker en kontroll och övervakning av andre parten. Slutsatsen i rapporten är att samverkan är ett medel för att styra i de regionala nätverk där kollektivtrafik planeras och bedrivs. Samverkan är en särskilt viktig styrningsform i två hänseenden. För det första är det ett sätt att utveckla gemensamma överenskommelser om prioriteringar för kollektivtrafik och för regionala kollektivtrafikmyndigheter att säkerställa genomförbarheten av långsiktiga planer i en situation där kommunerna har monopol på markanvändningen. För det andra är samverkan ett sätt för de regionala kollektivtrafikmyndigheterna att etablera en gemensam identitet med de aktörer, främst kommuner och trafikföretag, som de arbetar tillsammans med. Vare sig det rör sig om informella samverkansformer eller formella avtal, så krävs någon typ av gemensam identitet och målbild för att de alla ska kunna se sin roll i att skapa ett fungerande och effektivt kollektivtrafiksystem.

Gruppen om använder elcykel är enligt datamaterialet främst män med tillgång till bil. Innehavet är ganska jämnt fördelat över 35 år. Elcyklisterna är teknikintresserade samtidigt verkar miljöintresset vara ett drivande motiv till varför elcykel införskaffades. Minskad restid verkar ha en viss betydelse speciellt för den yngre åldersgruppen. Majoriteten av de svarande instämmer i påståendet att elcykeln medför mindre fysisk ansträngning speciellt för den äldsta åldersgruppen. Resultatet visar på att främst bilresor har ersatts med elcykel. Å andra sidan vet vi inte hur representativa de personer är som vi fångat i enkätstudien vilket i sin tur kan leda till att vi överskattar eller underskattar effekterna vad gäller ersättning av bilresor och användning av elcykeln. Baserat på antagande om utveckling av elcykelanvändande till 2030 har en potential beräkning gjorts. Beräkningen visar på att det finns stora energivinster att göra. Vi har vidare gjort en potentialberäkning för användande av elcykel för tjänsteresor i kommunalverksamhet. Beräkningen visar på att det finns relativt stor potental att spara energi genom att ersätta bilresor med elcykel.

In February 2005, residents of Edinburgh, a medium-sized city in the United Kingdom, were given the opportunity to vote in a referendum on the introduction of a road user charging scheme, which had been in development for almost a decade. The public voted against the scheme by a ratio of 3:1 and it was consequently abandoned. This paper describes the evolution of the scheme, and presents results of research to determine the principle factors responsible for the public's overwhelming opposition to the scheme. The research used a postal, self-completion questionnaire that was distributed to 1300 randomly selected households in central and southern Edinburgh three months after the referendum. The questionnaire responses were analysed to assess the influence of several factors on the way respondents voted in the referendum. Car use was shown to be the principle determinant of voting behaviour, with car owners strongly opposing the scheme while non-car owners only weakly supported it. The public‘s limited understanding of the scheme increased the strength of the opposing vote. Further, the public were largely unconvinced that the scheme would have achieved its dual objectives of reduced congestion and improved public transport. The findings suggest that more attention should have been paid to designing a simpler, more easily communicated, scheme and convincing residents, particularly public transport users, of its benefits. Some other aspects of the scheme that militated against its successful introduction are also briefly identified.

During the last decade, the UK and many other developed nations have reformed existing forms of road transport taxation to address a number of transport policy goals. This has involved modifying the design of purchase, circulation and fuel taxation to promote: \ud • More fuel efficient vehicles \ud • Alternative fuel vehicles \ud • Cleaner fuels (lower emissions and/or low carbon) \ud • Modal shift and traffic volume \ud • Congestion reduction \ud This chapter particularly explores the use of environmental taxation to promote Transport Demand Management (TDM) and identifies key principles of the design of such environmental taxes. It notes the importance of positioning a tax measure in relation to user decisions, its targeting and the threshold levels needed to provide a useful policy impact. Taxation measures considered include: \ud • Initial vehicle purchase \ud • ‘Circulation’ Tax on the ownership of vehicles \ud • Tax on the use of vehicles \ud It is concluded that purchase, circulation and fuel taxation can promote a variety of transport and environmental policy goals. It is important to distinguish between taxation measures to influence vehicle characteristics (technology, the type of fuel used and fuel economy) as opposed to the level vehicle use (TDM). Well designed purchase and circulation taxes can stimulate cleaner car technologies and fuels, but they are not an appropriate TDM measure. \ud \ud Road fuel duties are an effective general TDM measure but cannot be targeted on particular areas, times or for particular urban transport policy purposes. Road user charges can be targeted on such factors, and consequently, led by the established example of Singapore, followed by Norway and London, they are attracting much attention. The road transport taxation landscape is possibly set to change with many countries now seeing road user charges as potentially replacing the entire regime of transport taxation on purchase, ownership and fuel. But, rather than replacing fuel duties, evidence is mounting that to manage transport demand, road user charges need to be in addition to and not replace fuel and vehicle taxation. This may be a politically inconvenient truth, and the real challenge will be managing the transition towards an effective new transport taxation regime.
