Since Hugo Chávez Frías assumed the Venezuelan presidency in 1999, Venezuela has strengthened ties with most of its Latin American neighbors, particularly those where sympathetic leftist administrations also managed to assume power, including Argentina. With our analysis we show: 1) that Argentine media, divided between pro- and anti-government positions, presents a polarized view of chavismo; and 2) that Argentine public opinion regarding Chávez is not necessarily divided on the basis of ideological affiliations (left-right), but rather by the rejection or support of the former Argentine government. With these findings, we argue that in such a polarized information environment, chavismo is a polarizing issue and a tool that can be exploited in the domestic realm. Desde la asunción de Hugo Chávez Frias a la presidencia en 1999, Venezuela estrechó vínculos con la mayoría de los países latinoamericanos, particularmente con aquellos donde también arribaron al poder administraciones con orientaciones de izquierda, incluyendo Argentina. Con este análisis demostramos que: 1) los medios argentinos, divididos en un clivaje gobierno-oposición, presentan una visión polarizada repecto al chavismo; 2) que la opinión pública argentina respecto a Chávez no está necesariamente dividida en base a afiliaciones ideológicas (izquierda-derecha), sino por rechazo o apoyo al gobierno Kirchnerista. Con estos hallazgos argumentamos que en un entorno de información polarizado la percepción que se tiene del chavismo es un tema polarizador y una herramienta que puede aprovecharse para obtener ventajas en el escenario doméstico.

En este artículo se analiza el primer año del chavismo sin Chávez en Ia política venezolana. El 2013 estuvo marcado no solo por el fallecimiento del presidente reelegido, sino también por lo cerca que estuvo la oposición de obtener la victoria en la elección presidencial, que fue necesario hacer, para elegir al nuevo primer mandatario. Los resultados de este evento electoral marcaron, entonces, la pauta política del año que vio un aumento en la confrontación entre ambos sectores políticos. Después de ver la evolución de la situación del país y los resultados de las elecciones municipales, el artículo concluye analizando cómo las divisiones internas, tanto dentro de la oposición como del chavismo, aunadas al periodo de dos años sin procesos electorales que empieza en 2014, pueden abrir espacios de diálogo o generar mayores enfrentamientos entre ambos sectores. This article studies the first year of chavismo without Hugo Chávez presence in Venezuelan politics. 2013 was not only marked by the death of the re-elected president Chavez, but also for how close the opposition was to winning the presidential election held to choose a new president. The results of this election set the pattern for the year's political life, which saw an increase in the level of confrontation between the two forces. After taking a look at the countries increasingly troubled economy and safety situation and at the December local elections, the article concludes analyzing the possibilities that open up with the upcoming electoral vacuum.

¿Tienen las comisiones permanentes jurisdicciones políticas que son respetadas por el Plenario de la Cámara? ¿Pueden dichas comisiones imponer preferencias que son distintas a las de los votantes medianos de sus Cámaras? Luego de dos décadas de competencia democrática, los investigadores interesados en entender las legislaturas de América Latina tenemos a disposición una gran cantidad de material cuantitativo y cualitativo que nos permite modelar las interacciones entre los miembros individuales, colectivos y las instituciones legislativas que regulan el tratamiento y sanción de proyectos de ley. En este artículo nos enfocamos en un problema que ha recibido muy poca atención en la literatura legislativa de América Latina: la relación que existe entre las preferencias de los miembros de las comisiones permanentes y las preferencias del plenario. En particular, analizamos si las ventajas en el acceso a información y en la composición de las comisiones permanentes afectan la aprobación de legislación en el plenario. Do the permanent committees have political jurisdictions that are respected by the Plenary of the House? Can these committees impose preferences that are different from those of the medium voters of their cameras? After two decades of democratic competition, the researchers interested in understanding the Latin American legislatures have available a large amount of quantitative and quality material that allows us to model the interactions between individual and collective members; and legislative institutions that regulate the treatment and sanctioning bills. In this article we focus on a problem that has received little attention in the Latin American legislation literature: the relationship between the preferences of members of the permanent committees and the preferences of the plenary. In particular, we analyze whether the advantages access to information and the composition of permanent committees affect the passing of legislation in the plenary.
