In this contribution we will provide an overview of the developments in educational effectiveness research conducted in Belgium and the Netherlands over the past three decades (1987–2018) and discuss a selection of (mostly large-scale, longitudinal) key studies, research topics and main findings. In particular, dominant issues in the educational effectiveness research area of the aforementioned countries will be addressed, and main findings will be discussed and illustrated with results of a selection of key studies. In particular, effects of teacher behaviour and what students experience in the classroom with regard to students’ cognitive and non-cognitive outcomes will be addressed. Attention will be paid to effects of learning environment characteristics such as instructional support and class climate (i.e. learning climate, teacher-student and student-student relations), as it is clear from educational effectiveness research in general – and in Belgium and the Netherlands in particular – that these characteristics are crucial for student learning and student outcomes. Besides, these characteristics are important sources of variation. In addition, effects of group composition (also in relation to what students experience in the classroom) will be addressed. Also, attention will be paid to effects of configurations of learning environments as a holistic way to look at effects of learning environments. Furthermore, school-level factors, the connection between school-level factors and learning environment (i.e. teacher/classroom) level factors, as well as generic versus differentiated educational effectiveness, will be discussed, as well as some school level characteristics.

- Abstract
1. Nadhim Zahawi, Minister for Children and Families, in evidence to the Science and Technology Select Committee (May 1st 2018), confirmed the importance of children’s centres to the government’s early education and social mobility strategies. But we were surprised to hear him state that the number of children’s centres in disadvantaged areas had remained unchanged. 2. Measuring the impact of children’s centres on children and families is a technically difficult and complex problem, though not impossible, as the Minister appeared to imply in an earlier parliamentary answer (February 2018): ‘Due to the wide range of services that affect educational outcomes for young children, it is not possible to draw a causal link between children's centre services and a child's educational attainment.’

The study has focused on student entry into low-level vocational further education/training. The aims were: 1) to identify patterns of participation in three types of vocational training within inner London; 2) to compare the characteristics of students undertaking different courses; and 3) to establish the relative importance of a variety of factors (socio-structural, attitudinal and 'area' influences) in accounting for participation in different kinds of training. A number of hypotheses about the contribution of these potentially influential factors have been tested. Attention has been paid to vocational preferences and job ambitions, due to their close links with training choices. The study adopted an inter-disciplinary approach.\ud \ud Analyses of the spatial patterns of entry into the three types of training (from maps of students' home addresses) revealed significant differences. These spatial patterns of student over- and under-representation were found to be related to socio-economic characteristics of neighbourhoods, and provided evidence of possible 'area' influences. Socio-structural factors, particularly social class, were strongly related to participation in all three types of training. Other factors (sex, parents'/siblings' employment fields, and vocational subjects studied at school), however, were important in accounting for students' particular choices of course. Job ambitions and attitudes towards employment were also closely related to entry. Marked differences in attitudes and ambitions were identified between male and female students, and there was evidence of sex-stereotyping in perceptions of particular kinds of employment. Attitudes, however, were not associated with area differences in student over- or under-representation.\ud \ud Explanatory analyses indicated that parents'/siblings' employment fields, and the subjects students had studied at school, were of major importance in accounting for particular training choices. Influences related to residential area were significant only for construction training. These results support the view that socio-structural factors are major determinants of low-level vocational training choices.

The University of Cyprus Library holds the printed form of the thesis. Results from international large-scale assessments in education show that student achievement varies significantly across the world, leading to wonder why some educational systems perform better than others. This is, in fact, related to the main aim of educational effectiveness research (EER): identifying what works in education and why. To reach this aim, different models of educational effectiveness have been developed throughout the history of EER. One of those models, and the basis for the present research, is the dynamic model of educational effectiveness (DMEE) developed by Creemers and Kyriakides (2008), which proposes that the determinants of student achievement can be situated at four levels: student, classroom, school, and system or context level. Although EER has shown an increased interest on the system level in recent years, this has yet to be reflected in the DMEE as this level has not been as frequently studied as the other levels of the model. The present project represents an additional effort to study the system level of the DMEE, with the overall aim of further developing this part of the model, in particular the element of the wider educational environment. The methodology for this study followed two approaches. First, given the current support provided to the DMEE through meta-analyses of the literature on classroom- and school-level factors, the first and major part of the project involved a meta-analysis of the international literature on system-level factors associated with learning outcomes. Next, informed by the results of the meta-analysis, the second part of the project explored the wider educational environment through a secondary analysis of PISA 2018 data, focusing on the relationships between the national cultural dimensions of Monumentalism-Flexibility and Collectivism-Individualism (Minkov, Dutt et al., 2018) and student achievement. The results of the first part of this project showed a very broad range of system-level factors studied in the international literature. From financial inputs (e.g., educational expenditures, country wealth, teacher salaries), to national educational policies (e.g., quantity of teaching, school learning environment), and even to various characteristics of societies (e.g., cultural values, level of corruption, gender equity). For the second part, results showed a consistent and negative relationship between Monumentalism-Flexibility and student achievement; in other words, students in countries with more flexible values (i.e., in which self-reliance, independence, and development of abilities is emphasized) had, on average, higher achievement than students in countries towards more monumentalistic values (i.e., where the self is seen as stable, feeling good about oneself is emphasized). In general, the results of both parts of this project provide support to the DMEE and its main characteristics and assumptions; namely, the generic nature of system-level factors, the exclusion of variables related to the structure of educational systems, and the importance of the wider educational environment. However, the results also show that variables related to the socioeconomic conditions of educational systems (e.g., affluence, level of development, level of inequality) are important factors that are not currently included in the model. Based on these results, implications for theory, research, and policy are drawn.

A review is given of internationally orientated educational effectiveness research over time, looking at the waves of studies from 1960 to 2001, the beginning of the PISA studies. It is concluded that whilst PISA has been a major methodological improvement upon earlier work, there are issues to do with the ‘culture fairness’ of test items, OECD misrepresenting of its own work, sampling adequacy and manipulation of samples by some governments. It is argued that educational effectiveness and improvement research can provide useful perspectives for international effectiveness research in terms of its focus upon pedagogy/teaching, its value-added approach, its often longitudinal design, its use of ‘supply side’ as well as ‘demand side’ policy variables and its use of ‘efficiency’ as well as ‘effectiveness’ measures. It is also argued that the cultural and contextual factors/features of societies would additionally require study. It is finally argued that high quality international comparative work may help in the generation of more useful educational effectiveness research, particularly in the generation of more valid, sensitive context specific formulations.

Includes bibliographical references. Number of sources in the bibliography: 384 Thesis (Ph. D.) -- University of Cyprus, Faculty of Social Sciences and Education, Department of Education, 2015. The University of Cyprus Library holds the printed form of the thesis. National studies conducted in the past few decades were able to provide a significant insight as to the functioning of education and led to the identification of several factors explaining variance in student outcomes. These studies have also led to the development of the theoretical base of educational effectiveness research and to the establishment of a mutual basis for discussion among researchers. However, the need of expanding country restricted knowledge and sharing research results has led researchers to an attempt of not only conducting international conferences where knowledge can be more widely spread but also to the recognition of the contribution of international studies. International longitudinal studies may contribute to the field of educational effectiveness by providing empirical support to existing theoretical models, thus assisting the establishment of a solid theoretical framework, demonstrating factors that are associated with student progress irrespective of the context of each country. Taking in mind the contribution of international longitudinal research, this study collected data from six European countries (i.e., Belgium/Flanders, Cyprus, Germany, Greece, Ireland, and Slovenia) aiming to provide support to the assumptions of the dynamic model of educational effectiveness in regard to factors operating at two different levels; the classroom and school level. Specifically, this study aimed to examine the generic and differential effects of the classroom and school level factors of the dynamic model in six different countries and two different subjects (i.e., mathematics and science) and also test whether the relationship of some factors with achievement is not linear but curvilinear. Thus, in each participating country a sample of at least 50 primary schools was drawn and tests in mathematics and science were administered to all grade 4 students (n=10742) at the beginning and at the end of school year 2010-2011. For the construction of the tests, permission was obtained from IEA to use the released items of TIMSS 2007. Students were also asked to complete a questionnaire measuring teacher behavior in classroom (i.e., quality of teaching). Similarly, questionnaires were administered to the teacher sample (n=2923) to collect information concerning the different aspects of school policy as they are described in the dynamic model. Since both, students and teachers were asked to report on factors belonging to a higher level, one-way analysis of variance was used and showed that the student and teacher data can be generalized at the classroom and school level, respectively. Structural Equation Modeling also provided support to the validity of student and teacher responses to these questionnaires. Separate multilevel modelling analyses for each subject were conducted both across- and within country, to identify the impact of the teacher and school factors on student achievement. The results of these analyses revealed that most of the teacher and school factors of the dynamic model explain student achievement gains in mathematics and science and provided support to the generic nature of these factors in six different countries and two different outcomes. Multivariate analyses also supported the generic nature of the teacher and school factors in mathematics and science. It was also found that teachers and schools that are effective in one subject are also effective in the other. Curvilinear relations between some classroom level factors and student achievement were also identified. Implications of findings for theory and practice are drawn.
