Die Begrenzung der globalen Erwärmung auf deutlich unter 2 °C erfordert eine rapide Dekarbonisierung der Weltwirtschaft. Scheitert dieses Vorhaben, setzen wir die Lebensgrundlagen künftiger Generationen aufs Spiel. Je länger die Transformation zur Klimaverträglichkeit verschleppt wird, desto gravierender werden die Risiken und Schäden für eine wachsende Zahl von Menschen ausfallen. Transformationsanforderungen und Klimaschäden sind zeitlich, räumlich und sozial ungleich verteilt, ebenso die jeweiligen Möglichkeiten ihnen zu begegnen. Daher schlägt der WBGU eine zeit-gerechte Transformation vor, die alle betroffenen Menschen in den Blick nimmt, ihre Handlungsfähigkeit stärkt, Verursacher des Klimawandels in die Pflicht nimmt und national wie global Zukunftsperspektiven schafft. Der WBGU schlägt der Bundesregierung die Förderung von vier essenziellen Initiativen einer zeit-gerechten Klimapolitik vor. Sie zielen auf (1) die vom Strukturwandel zur Klimaverträglichkeit betroffenen Menschen (z. B. in Kohleregionen), (2) die Rechtsansprüche der vom Klimawandel geschädigten Menschen, (3) die würdevolle Migration von Menschen, die ihre Heimat durch den Klimawandel verlieren sowie (4) die Schaffung von Finanzierungsinstrumenten für eine zeit-gerechte Transformation.

Die Wucht der derzeitigen Urbanisierungsdynamik und ihre Auswirkungen sind so groß, dass sich weltweit Städte, Stadtgesellschaften, Regierungen und Internationale Organisationen diesem Trend stellen müssen. Ein „Weiter so wie bisher“, würde ohne gestaltende Urbanisierungspolitik zu einer nicht-nachhaltigen Welt-Städte-Gesellschaft führen. Nur wenn Städte und Stadtgesellschaften ausreichend handlungsfähig werden, können sie ihre Kraft für eine nachhaltige Entwicklung entfalten: In den Städten wird sich entscheiden, ob die Große Transformation zur Nachhaltigkeit gelingt. In diesem Buch werden die Erfolgsbedingungen dafür diskutiert.

The momentum of urbanization and its impacts are so massive that we must face up to this trend. In view of the existing cognitive, technical, economic and institutional path dependencies, a policy of business as usual – i.e. an unstructured, quasi-automatic urbanization – would lead to a non-sustainable ‘world cities society’. Only if cities and urban societies are sufficiently empowered can they make use of the opportunities for sustainability and successfully follow the urban transformation pathways. The success or failure of the Great Transformation will be decided in the cities. The WBGU discusses the relevant conditions for the success of this transformation in this report.

2015 saw a historic double success for sustainability and climate policy. The 2030Agenda for Sustainable Development, with its Sustainable Development Goals (SDGs),and the Paris Agreement on climate protection establish a system of ambitious policygoals for the world. The group of twenty major industrialized and emerging economies(G20) now needs to resolutely advance implementation of both agreements, seizingthe opportunity of this ‘Great Transformation’ to sustainability as a unique modernizationproject that offers substantial economic development opportunities. Completedecarbonization of the world economy by 2070 at the latest can only be achieved byprofoundly transforming energy systems and other high-emissions infrastructures. Thistransformation could inspire Innovation and channel Investment into sustainability andclimate protection, e.g. into sustainable Infrastructures that need to be established andexpanded. At the same time, the transformation could combat inequality and promoteInclusion within societies and globally, thus becoming an equity project. The G20, as acentral global actor, should specifically promote the Four Big ‘I’s of sustainability andclimate policy to ensure that conflicts over resources and their distribution are defusedand international crises avoided. Sustainable development, and in particular globalclimate protection, is currently the only ambitious undertaking that involves all theworld’s nations and resulted in a global consensus. Achievements in this enormous,complex policy field enable countries to establish mutual trust, making the ‘GreatTransformation’ to sustainability also a peace project. Germany’s G20 presidency canset a decisive course for this future programme. We introduce LPMLE3, a new 1D approach to quantify vertical water flow components at streambeds using temperature data collected in different depths. LPMLE3 solves the partial differential equation for coupled water flow and heat transport in the frequency domain. Unlike other 1D approaches it does not assume a semi-infinite halfspace with the location of the lower boundary condition approaching infinity. Instead it uses local upper and lower boundary conditions. As such, the streambed can be divided into finite sub-domains bound at the top and bottom by a temperature-time series. Information from a third temperature sensor within each sub-domain is then used for parameter estimation. LPMLE3 applies a low order local polynomial to separate periodic and transient parts (including the noise contributions) of a temperature-time series and calculates the frequency response of each sub-domain to a known temperature input at the streambed top. A maximum likelihood estimator is used to estimate the vertical component of water flow, thermal diffusivity and their uncertainties for each streambed sub-domain and provides information regarding model quality. We tested the method on synthetic temperature data generated with the numerical model STRIVE and demonstrate how the vertical flow component can be quantified for field data collected in a Belgian stream. We show that by using the results in additional analyses, non-vertical flow components could be identified and by making certain assumptions they could be quantified for each sub-domain. LPMLE3 performed well on both simulated and field data and can be considered a valuable addition to the existing 1D methods. This article is protected by copyright. All rights reserved.

Robust political and social action is required for humanity to stay within planetary boundaries and ensure socially just and sustainable development. The challenges that this involves are increasingly discussed in terms of socio-ecological and sustainable transformation. The term "transformation" is an appropriate one because it points to the complex financial, economic, social, political, resource and climate dimensions of the crisis.

Das Wissenschaftssystem muss seine disziplinäre und naturwissenschaftlich-technologische Ausrichtung erweitern. Das Wissenschaftsjahr 2012 bietet dafür gute Ansatzpunkte.
