The development of information and communication technology (ICT) has brought about fundamental changes in social progress worldwide. Using panel data from 288 Chinese cities for the period from 1999 to 2019, this study evaluates the effect of the pilot Broadband China Strategy (BCS) program on environmental pollution. We find that BCS significantly reduces environmental pollution, and that this effect is stronger in eastern China and in Chinese cities with higher financial progress or broadband development. Interestingly, the negative effect of BCS on environmental pollution decreases with the improvement of human capital in the cities. We further discuss industrial efficiency and reallocation mechanisms and ascertain that BCS affects environmental pollution in pilot cities not only through the efficiency mechanism as established in the existing literature but also through the industrial scale change and labor transfer between different industries, which we refer to as the industrial reallocation mechanism in this study. Specifically, via the industrial efficiency and reallocation mechanisms, the implementation of the BCS increases the scale and efficiency of the primary and tertiary industries but decreases the scale and efficiency of the secondary industry. This reduction in the secondary industry results in a decline in environmental pollution. It indicates that promoting the balanced development of a country's ICT infrastructure and pushing forward ICT diffusion can help alleviate environmental pollution by industrial reallocation and efficiency improvement, especially in nations with significant regional economic and technological differences.

Transportation industry is an important source of CO2 emissions, and has become the third largest energy consuming industry in China. Most existing researches studied regional disparities and influencing factors of Total CO2 Emissions from transportation industry, while limited researches studied the average amount specially. Based on the relevant data of Yangtze River Economic Belt from 2005 to 2014, Theil index was utilized to measure the regional disparities of Average CO2 Emissions from three aspects: CO2 emissions per capita (CEPC), CO2 emissions intensity (CEI) and CO2 emissions per converted transportation turnover (CEPT). Combining with extended Kaya identity, LMDI decomposition method was applied to analyze the influencing factors of CEPC, CEI and CEPT respectively. The empirical results indicate that regional disparities of CEPC, CEI and CEPT do exist and they are on downtrend after 2011. Regional disparity of CEPC is more significant than CEI and CEPT. Energy structure and energy intensity contribute to increasing CEPC and decreasing CEI and CEPT. Added-value per converted transportation turnover has positive effect on increasing CEPC and decreasing CEPT. Transportation intensity inhibits increasing CEPC, while economic level plays the most important positive role in increasing CEPC. The findings implicate that governments should transform the economic development mode, optimize the energy structure, improve transportation efficiency and develop differential policies according to practical situations.

As the improvement of river and road network layout, the competitiveness between ports becomes increasingly fierce. The research on port competitiveness is inevitable to the development of China's market economy and it's also important for ports’ survival and development. In this paper, we build a port competitiveness evaluation model according to the characteristics of Chernooff Faces, and we use the model to evaluate port competitiveness of ten coastal ports in China. We map out all the ports’ competitiveness in image. And through the images we can see the relative strength of port competitiveness clearly. On the basis of this, we can get the final rank of the ten ports. This paper could provide some references for evaluating port competitiveness, and it has great realistic significance to port operation and management.

The goal of optimal allocation is to increase the stored data availability subject to minimize the storage budget. The symmetric allocation based on the network coding is proved to be optimal without considering the nodes availability in distributed storage system. Because of network conditions and node inherent property, each node has different availability. This paper focuses on the optimization distributed data storage problem with nodes availability. Based on probability model of storage system, we re-define the symmetric allocation as the probability symmetric allocation, and proposed probability symmetric allocation model and strategy which are proved to be optimal in the general condition based on SVM. Comparing to the symmetric allocation proposed by Leong D. et al., The proposed probability symmetric allocation scheme improves the data availability, and is more practical method for distributed storage system.
