Unescos konvention för tryggande av det immateriella kulturarvet från 2003 undertecknades av Finland 2013. Den medför att uppmärksamhet riktas mot upprätthållande av traditionell kunskap och de delar av den immateriella kulturen som vi särskilt värdesätter. Konventionen, som jag i den här artikeln kommer att referera till som ”konventionen från 2003”, definierar vad som ska uppfattas som immateriellt kulturarv nämligen ”sedvänjor, framställningar, uttryck, kunskap, färdigheter – liksom tillhörande tillvägagångssätt, ändamål, artefakter och kulturella miljöer” och de delas in i fem domäner: muntliga traditioner, scenkonst (eng. performing arts), sociala seder, riter och högtider, kunskap och sedvänjor om naturen och världsalltet samt hantverksfärdigheter. Även tryggande definieras: ”åtgärder som syftar till att säkerställa det immateriella kulturarvets fortbestånd, däribland identifiering, dokumentering, forskning, bevarande, skydd, främjande, förbättring, överföring, särskilt genom formell och icke-formell utbildning, samt förnyelse av de olika aspekterna av detta arv”. Avsikten är att traditionell kunskap ska upprätthållas i form av utövande och överföring. Konventionens text implicerar att immateriellt kulturarv per automatik är hotat och att insatser för tryggande behövs. I konventionen från 2003 sägs däremot ingenting om konkreta arbetsmetoder – det vill säga hur man i praktiken kan gå till väga då man vill trygga traditionell kunskap. Det här är också ett område som det är svårt att hitta tidigare forskning om. Jag anser att det är viktigt att försöka fylla den här luckan, i och med att arbetet för att implementera konventionen för tryggande av immateriellt kulturarv nu går vidare i rask takt i de nordiska länderna.

La gastronomie fait partie de ces notions de sens commun que chacun se représente aisément mais que personne n'arrive à définir véritablement. Pourtant les approches ne manquent pas mais elles déplacent volontiers le curseur, entre le discours, les arts de la table, la culture et finalement tout un écosystème. On peut néanmoins se donner des repères pour fixer les idées, à défaut de trouver la formule ou la formulation idéale :- Repères historiques, bien sûr, qui font ou feraient de la gastronomie une "invention bien française". - Repères littéraires, entre toutes les classifications des "espèces de mangeurs" ou se distinguent gourmets et gourmands, et en mode dépréciatif, gloutons et goinfres. Le gastronome constitue toujours le modèle le plus accompli dans sa manière d'être et de vivre, sa culture du boire et du manger. - Repères institutionnels aussi, avec la reconnaissance par l'Unesco du RGF (Repas gastronomique des Français) e,n 2010, au titre du Patrimoine Culturel Immatériel de l'Humanité. Ce qui va conduire à la création des Cités de la Gastronomie, précisément. Une présentation en est donnée, entre Paris-Rungis, Lyon, Tours et tout particulièrement Dijon où se tiennent les rencontres nationales de l'ANCOVART.Enfin il est proposé de définir la gastronomie de façon holistique, à partir de toutes ses dimensions figuratives : des micro-représentations du goût à la vision méta de la gastronomie, portée par les idéaux et la transcendance.

One of the areas included in the global scope of the geopark is culture, where the culture is included from the characteristics of an area which certainly gives value to the point of Recognition of UNESCO. One of the sacred areas that is quite well known and upholds the traditions of its ancestors is the Official Ray.But there is a problem is that there is a queue of residents to get clean water that has been flowed to several public toilets in kasepuhan. But if the available public toilets are full, then residents are forced to take water from public toilets that are located close to the spring. Sometimes the water that comes from the springs that have been used by the community does not always flow well, but sometimes it is choked during the dry season. On the other hand, other springs are quite good and are predicted to always be available even during the dry season to supply the needs of the community is quite far from the location of the cascade. This certainly results in people having difficulty in meeting hygiene needs for daily activities. This PKM activity provides a solution by building a spring drainage system that is able to produce vacuum pump performance that can be monitored with android applications so that it can always be controlled performance. It is hoped that this activity can help the community of the official sinar kasepuhan in meeting the needs of clean water in daily activities. Abstrak Salah satu kawasan yang termasuk dalam scope global geopark ialah budaya, yang mana budaya itu masuk dari ciri khas dari suatu daerah yang tentunya memberi nilai point pengakuan UNESCO. Salah satu kawasan kesepuhan yang cukup dikenal dan memegang teguh tradisi para leluhurnya ialah Sinar Resmi.Namun terdapat permasalahan ialah adanya antrian warga untuk mendapat air bersih yang telah dialirkan ke beberapa wc umum yang ada di kasepuhan. Tetapi jika wc umum yang tersedia penuh, maka warga terpaksa mengambil air dari wc umum yang lokasinya dekat dengan sumber mata air. Selin itu terkadang air yang berasal dari sumber mata air yang selama ini digunakan masyarakat tidak selamanya mengalir dengan baik, tetapi terkadang tersendat saat musim kemarau. Dilain sisi sumber mata air lainnya yang cukup baik dan diprediksi selalu tersedia meski saat musim kemarau untuk mensuplay kebutuhan masyarakat berjarak cukup jauh dari lokasi kasepuhan. Hal ini tentu mengakibatkan masyarakat kesulitan dalam memenuhi kebutuhan kebersihan untuk aktifitas keseharian. Kegiatan PKM ini memberikan solusi dengan membangun sistem pengotrolan mata air yang mampu menghasilkan kinerja pompa vacuum yang dapat dipantau dengan aplikasi Android sehingga dapat selalu terkontrol kinerjanya. Diharapkan kegiatan ini dapat membantu masyarakat pihak kasepuhan sinar resmi dalam memenuhi kebutuhan air bersih dalam kegiatan keseharian.

UNESCO dünya miras kenti listesine 1994 yılında dahil olan Safranbolu’nun korumacılık tarihi aşamalı ve katmanlı bir yapıya sahiptir. Safranbolu’nun korumacılık süreci, doğal ve bilinçli olmak üzere iki ana başlık altında değerlendirilebilir. Safranbolu korumacılığında ilk aşama doğal yollarla gelişir. Endüstri bölgesinin inşasına ek olarak, Safranbolu’ya has bölgesel, iklimsel ve kültürel kimi dinamikler kentin doğal olarak korunmasına etki eder. Safranbolu’nun korumacılık bilincini oluşturmaya yönelik entelektüel çabalar bilinçli korumacılık faaliyetlerinin kapsamına girer. Yerel yönetim ve bölge halkının korumacılık konusunda bilinç kazanmaları için gerçekleştirilen bireysel ve entelektüel çabalar, üniversite iş birliğinin aktive edilmesine ve sonrasında Safranbolu’nun UNESCO Dünya Miras kenti sürecine doğru evrilmesine büyük katkı sunar. Bu çalışmada, korumacılık bilinci ve davranışının Safranbolu’nun UNESCO dünya miras kenti listesine girmesine olan etkisi mercek altına alınmaktadır. Dolayısıyla bu çalışma, Safranbolu özelinde korumacılık konusunda bilinçlendirme faaliyetlerinin önemini vurgulamayı ve Safranbolu korumacılık tarihinin genel çerçevesini ortaya çıkartmayı hedeflemektedir., Safranbolu, which was included in the UNESCO world heritage city list in 1994, has a multi-layered structure concerning its conservation process. The process can be evaluated under two main headings: natural and conscious. The first stage in Safranbolu conservation is developed naturally. In addition to the construction of the industrial zone, some regional, climatic, and cultural dynamics unique to Safranbolu affect the natural protection of the city. Intellectual efforts to create protectionist awareness of Safranbolu are the result of conscious protectionist activities. Awareness of the local government and the people of the region about protectionism through personal and intellectual struggle makes a great contribution to the activation of university cooperation and then to the process of Safranbolu's UNESCO World Heritage city. In this study, the effect of conservation awareness and behavior on Safranbolu's inclusion in the UNESCO world heritage city list is examined. Therefore, this study aims to reveal the importance of awareness-raising activities on protectionism in Safranbolu.

[Resumen] Este año se cumple el quincuagésimo aniversario de la Convención para la Protección del Patrimonio Mundial Cultural y Natural, adoptada el 16 de noviembre de 1972. En sus cincuenta años de existencia, la Convención ha resultado ser uno de los instrumentos normativos más exitosos de la UNESCO, tanto por el número de ratificaciones como por la fama de la designación de patrimonio mundial entre la población general. No obstante, en la actualidad el tratado también se enfrenta a serios desafíos que amenazan su capacidad para alcanzar sus dos objetivos principales: proteger el patrimonio de valor universal excepcional y contribuir a la paz y la seguridad internacionales. Este artículo analiza esos retos abiertos y, al hacerlo, pretende proporcionar una aproximación a la situación de la Convención en 2022. [Abstract] This year marks the fiftieth anniversary of the Convention concerning the Protection of the World Cultural and Natural Heritage, adopted on 16 November 1972. In its fifty years of existence, the Convention has proved to be one of UNESCO's most successful standard-setting instruments, both in terms of the number of ratifications and the popularity of the World Heritage designation among the general public. Today, however, the treaty also faces serious challenges that threaten its ability to achieve its two main objectives: protecting heritage of outstanding universal value and contributing to international peace and security. This article analyses these open challenges and, in doing so, aims to provide an approximation of where the Convention stands in 2022.

The end of the year 2021 has a special place in the history of Spycimierz – on 16th December in Paris the Spycimierz and Opole flower carpets prepared for the Corpus Christi procession were officially entered on the UNESCO representative list of intangible cultural heritage of humanity. The Italian “InfiorItalia” Association, with which Spycimierz has been cooperating for nearly a decade, has had a major role in this achievement. As in 2022 InforItalia celebrates the 20th anniversary of its existence, it is a good occasion to describe the cooperation between the Italian and Spycimierz associations and to highlight the field of “InforItalia’s” activity as well as its role in the efforts to have the Spycimierz tradition entered on the UNESCO list. Koniec roku 2021 zapisał się w sposób szczególny w historii Spycimierza – 16 grudnia w Paryżu spycimierskie i opolskie kwietne dywany, układane na procesję Bożego Ciała, zostały oficjalnie wpisane na Listę reprezentatywną niematerialnego dziedzictwa kulturowego ludzkości UNESCO. Istotną rolę na drodze tych starań odegrało włoskie Stowarzyszenie „InfiorItalia”, z którym Spycimierz współpracuje od blisko dekady. Okoliczność wpisu na światową listę oraz jubileusz 20-lecia „InfiorItalii” przypadający na rok 2022 skłaniają do opisania współpracy między gminą Uniejów, stowarzyszeniem spycimierskim i „IniorItalią”, którą dziś można nazwać przyjaźnią, a także do scharakteryzowania po krótce obszaru działalności włoskiego stowarzyszenia oraz roli, jaką ono odegrało w kontekście spycimierskiej drogi do wpisu na listę niematerialnego dziedzictwa UNESCO.

Scholars and practitioners have been striving to develop straightforward and effective tools to measure protected area management effectiveness (PAME). UNESCO Biosphere Reserves (BR), with their unique functional and zonation schemes are monitored according to their compulsory 10-year Periodic Review (PR), which is useful for UNESCO’s evaluation purposes but lacks comprehensiveness and utility for adaptive management. Based on existing PAME methodologies, we develop and propose the first quantitative tool for the evaluation of BR management effectiveness, that would enhance and complement the currently used qualitative PR report, and serve the rapid evaluation needed for BR managers to monitor, evaluate, and adapt their management approach to achieve the three functions of BRs. The tool consists of 65 indicators, embodied within the 6 elements of the World Commission on Protected Areas Framework. We then tested this tool, named Biosphere Reserve Effectiveness of Management index (BREMi) to evaluate management effectiveness across the Arab Man and the Biosphere Reserve network involving 17 BRs spanning 8 countries of the Middle East and North Africa. BREMi scores ranged from 4.43 to 8.65 (on a scale between 0 and 10), with a mean of 6.31 ± 1.040. All indicators were considered valuable measures of progress by our respondents, as well as by independent experts. We discuss our findings in light of available literature concerning the Arab region and through the conceptual frames of adaptive management and resilience. Finally, we discuss where the BREMi tool would be most useful for BR management authorities in the iterative process of evaluation and adaptive management.

Mountain Biosphere-Reserves conceptualized as models for new forms of Science-Society Interaction

Seit 2003 steht der Schutz des Immateriellen Kulturerbes (IKE) auf der Agenda der UNESCO. Immaterielles Kulturerbe lebt von seiner fortwährenden Weitergabe von Mensch zu Mensch; es ist gekennzeichnet durch vielfältige Ausprägungen und stetige Veränderungen. Kenntnisse, Fertigkeiten und Erfahrungen, Gerüche und Geräusche, Erlebnisse und Aktivitäten, Gedanken, Erinnerungen und Narrative sowie Stimmungen und Gefühle werden seit Menschengedenken weitergegeben, weitererzählt, erklärt und fortgeführt. Der Mensch, seine Geschichte und Geschichten sind durch diese immateriellen Elemente geprägt. Für Museen bilden sowohl materielles als auch immaterielles Erbe die Grundlage ihrer Arbeit. Objekte stehen in der Museumspraxis oft im Zentrum der Aufmerksamkeit. Sie werden aber auch als Repräsentanten der nicht dinglichen und flüchtigen Ausdrucksformen interpretiert und ausgestellt. Seit Langem werden im Museum deshalb Medien wie Film-, Foto- und Tonaufnahmen genutzt, um Praktiken, Wissen und Fertigkeiten mit Objektbezug festzuhalten, zu dokumentieren und zu vermitteln.

International audience; The tectono-volcanic ensemble of the Chaîne des Puys and the Limagne fault, which is part of the West European rift, was inscribed on the UNESCO World Heritage list in 2018 as the Chaîne des Puys-Limagne fault tectonic arena. This site includes (1) the western normal border fault of the graben (the Limagne fault), (2) the shoulder of the graben (the granitic Plateau des Dômes) on which lies a Quaternary volcanic alignment (the Chaîne des Puys), and (3) an inverted relief resulting from erosive action around a Pliocene volcanic lava flow (the Montagne de la Serre). It is shown that, when viewed in a global tectonic context, these structural and volcanic features can be described as a natural scale model, allowing everyone to understand the processes in operation at depth in a continental rift. The property is an inhabited environment that counts 30,000 inhabitants and traditional activities such as pastoral farming and agroforestry. Following its inscription on the World Heritage List, the challenge for the coming years is to coordinate conservation, sustainable development and international stature in the site.

Several natural and historical areas around the world are listed as UNESCO Cultural Heritage Sites. Hanlar District, located in Bursa, is the fourth biggest city in Turkey, its history includes the Ottoman, Roman, and Byzantine Empires, and it is an area with unique environmental features that represent various historical periods. Scholars at institutions worldwide have already recognized that such an environment has unique characteristics, and so local authorities should preserve the soundscape of the district as the sounds reflect the urban identity of the city. This study aims to evaluate the sounds of this unique district and recommends ways to preserve the historical and cultural heritage of the site in terms of its sounds. After collecting more than seven hundred pieces of data on sound pressure levels (SPLs) at twenty-one locations, the SPLs were statistically analyzed (an ANOVA was used for different time intervals, and a t-test was used for different days). Noon and weekend measurements varied among the sites, and these variations were statistically significant. Furthermore, the SPLs were above the WHO’s suggested levels. The study findings show the importance of reducing sounds to create better acoustic environments. The local government should include all stakeholders, including residents, employees, and urban designers, in participatory approaches and action plans to preserve the sounds of cultural heritage sites.

Today's generation is accustomed to using internet learning in addition to face-to-face training. The phrase "E-learning," which refers to the initial acquisition, use, diffusion, and facilitation of knowledge by electronic methods, has evolved with the growth of information and communications technology. Actually, the growth in its use is directly correlated with the number of students. Since it has been proven that interactive, multimedia-rich information has a significant impact on learning, educators are working very hard to help pupils acquire it. Researchers have also examined how blogs and wikis affect students' ability to reflect and collaborate, and both results have been positive. According to the UNESCO Global Education Monitoring Report of 2020, technology is significant. The goal of this study is to understand how e-learning affects students' academic performance and to identify strategies for making e-learning resources more accessible to improve students' academic performance. Methodology used was collection of primary data from the students of a Mangaluru college and review of the literature, published articles are the secondary data. The results indicates that majority of respondents are happy with the objectives and scope of online learning, as well as how well it advances learner-learner interaction and improves respondents' knowledge.

Ovaj rad pokazuje vrijednost nematerijalne kulturne baštine u suvremenoj kulturi. Mora se prenositi s generacije na generaciju i rehabilitirati u različitim društvenim skupinama, kako bi se povijest kao takva očuvala i zadržala. Običaji, vjerovanja, znanja i vještine podrazumijevaju se izrazom "nematerijalna kulturna baština", koju zajednice ili ljudi identificiraju kao dio svoje ostavštine. Slavonija je regija na istoku Republike Hrvatske koja obiluje nematerijalnim kulturnim dobrima. Slavonci svoju tradiciju nastoje sačuvati od zaborava i sve svoje znanje prenijeti svojoj djeci. Nematerijalna kulturna dobra predstavljena u ovom radu ono su po čemu je Slavonija poznata i po čemu se ističe od ostalih regija. Nekoliko kulturnih dobara je uvršteno na Listu zaštićenih kulturnih dobara u Registar kulturnih dobara Republike Hrvatske te na UNESCO-ov Reprezentativni popis nematerijalne kulturne baštine čovječanstva, čime je Slavonija dobila priznanje o vrijednosti njezinih kulturnih dobara. This paper shows the value of intangible cultural heritage in contemporary culture. It must be passed down from generation to generation and rehabilitated in different social groups in order to conserve and preserve history as such. Customs, beliefs, knowledge and skills all fall under the term " intangible cultural heritage," which communities or people identify as part of their heritage. Slavonia is a region in the east of the Republic of Croatia that is rich in intangible cultural goods. Slavonians strive to preserve their tradition from oblivion and pass on all their knowledge to their children. The intangible cultural goods presented in this paper are what Slavonia is known for and what makes it stand out from other regions. Several cultural goods have been included in the List of Protected Cultural Goods in the Register of Cultural Property of the Republic of Croatia, and in the UNESCO Representative List of the Intangible Cultural Heritage of Humanity. Thus, Slavonia has been recognized for the value of its cultural goods.

Among the Nanai of Russia, the promotion of the usage of fish skins goes alongside the wider feminine activity of embroidery, known to protect the wearer from evil spirits. In North-East China, the safeguarding of Hezhe crafts, promoted both by UNESCO and the Chinese administration, resulted in the creation of a new type of artefacts made from fish skins. This study shows how cultural policies influence the production of material culture, thereby highlighting the place of each group within a dominating culture (numerically and culturally) and strategies of Indigenous appropriation and agency. Chez les Nanaï de Russie, la promotion de l’utilisation des peaux de poissons se fait conjointement avec l’activité féminine plus large des broderies protectrices contre les mauvais esprits. Dans le nord-est de la Chine, la sauvegarde de l’art Hezhe, promue par l’UNESCO et l’administration chinoise, a conduit à la création de nouveaux objets en peaux de poissons. Cette étude montre comment les politiques culturelles influencent la production de la culture matérielle, soulignant ainsi la place de chaque groupe au sein d’une culture dominante (numériquement et culturellement) et les stratégies d’appropriation autochtones.

This coda aims to reflect on the enduring importance of cities in Scotland’s sense of identity, and open up some contemporary issues relating to Scotland’s future as a nation. We also outline here perspectives for further research and study. Cette conclusion vise à réfléchir à la place centrale des villes dans l’identité nationale de l’Écosse et à aborder certaines problématiques actuelles concernant l'avenir du pays en tant que nation. Nous esquissons également ici plusieurs perspectives d’étude.

Το «Δελφικό Τοπίο» δεν αποτελεί μια ιδέα που απευθύνεται στη ρομαντική φιλολογία και την αρχαιολογική κοινότητα, αλλά μια σύνθετη χωρική επικράτεια θεσμικά ορισμένη και κατοχυρωμένη. Αντικείμενο της έρευνας αποτελεί η συστηματική κατάδειξη των υλικών, άυλων και φυσικών χαρακτηριστικών (όλων των ιστορικών περιόδων) του εν λόγω «πολιτισμικού τοπίου», καθώς και των στοιχείων που ορίζονται, σήμερα, είτε ως παράγοντες που το θέτουν σε κρίση, είτε ως στοιχεία που μπορούν να εγγυηθούν την μελλοντική βιώσιμη προστασία, ανάδειξη και διαχείρισή του. Στο πλαίσιο αυτό είναι αναγκαία η διερεύνηση, χαρτογραφικά, βιβλιογραφικά, θεσμικά και με επιτόπια έρευνα, ζητημάτων όπως: η επικράτεια του Δελφικού Τοπίου, τα στοιχεία που το απαρτίζουν και οι δυναμικές τους, το θεσμικό πλαίσιο (άμεσο και έμμεσο), το ιδεολογικό και δεοντολογικό πλαίσιο και σχετικές παραδειγματικές πρακτικές για συγκριτική ανάλυση. Υπόθεση εργασίας της μελέτης αποτελεί ότι απαιτείται μια νέα θεώρηση του Δελφικού Τοπίου με δυναμικά, όχι στατικά, χαρακτηριστικά ώστε να είναι εφικτός ο συνδυασμός των αναπτυξιακών δυνατοτήτων της ευρύτερης περιοχής αναφοράς με τις ανάγκες του αρχαιολογικού χώρου και του εν γένει τοπίου του. Μεθοδολογικά, η εργασία θα στοχεύσει στις σύγχρονες αντιλήψεις περί διαχείρισης πολιτιστικών αγαθών αλλά και περί του Δελφικού Τοπίου ως ένα, κατά UNESCO, «πολιτισμικό τοπίο» (έννοια δυναμική) και όχι ως ένα κλειστό αρχαιολογικό σύνολο το οποίο επιτρέπει αποκλειστικά μια συζήτηση περί της προστασίας του και μόνο. The “Delphic Landscape” is not an idea addressed to the romantic philology and archaeological community, but a complex spatial territory institutionally defined and enshrined. The object of this research is the system atic identification of the material, immaterial and physical characteristics (of all historical periods) of the said “cultural landscape” as well as the nowadays elements, which defined either as factors that put it in crisis, or as elements that can to guarantee its future sustainable protection, promotion and management. In this con text, it is necessary to investigate, cartographically, bibliographically, institutionally and with field research, issues such as: the territory of the Delphic Landscape, the elements that make it up and their dynamics, the institutional framework (direct and indirect), the ideological and ethical framework and relevant paradigmatic practices for comparative analysis. The working hypothesis of the study is that a new consideration of the Delphic Landscape is required with dynamic, not static, characteristics so that it is possible to combine the development potential of the wider reference area with the needs of the archaeological site and its landscape in general. Methodologically, this work will aim at the modern understandings of the management of cultural assets but also of the Delphic Landscape as a, according to UNESCO, a “cultural landscape” (a dynamic concept) and not as a closed archaeological ensemble, which only allows a discussion about only its protection. 67 σ.

This paper presents palynological data obtained from a trench excavated at the Neolithic pile-dwelling archaeological site of Palù di Livenza (northeastern Italy). The site is in a wetland located in a tectonic basin at the foot of the Cansiglio plateau, crossed by the Livenza river. Environmental conditions have made this wetland a suitable area for settlements since prehistoric times. Thanks to the peaty sediments that characterise the area, archaeological materials and botanical remains have been exceptionally well preserved. Their study has shed light on a Neolithic pile-dwelling settlement that developed in various phases between c. 6350 and 5600 cal BP (c. 4400 and 3650 BC), and has also allowed for a detailed environmental reconstruction of the surrounding environment. A vertical sequence of 20 samples was analysed to study pollen, non-pollen palynomorphs and microcharcoals. An age-depth model was performed based on three radiocarbon dates. The palynological analysis provided insight into the response of vegetation to environmental changes caused by both climatic fluctuations and human pressure. In this sense, it was possible to highlight differences in vegetation cover, some fires, the use of woody resources, the spread of cereal fields, as well as the presence of other cultivated plants and plant processing by the people within the village.

Que a ICCEPP 22 Unesco Chair foi realizada presencialmente na cidade de Ouro Preto, MG, Monumento Nacional e Patrimônio Cultural da Humanidade, nos dias 5 e 6 de dezembro de 2022, sob os auspícios de 14 universidades brasileiras, além de 4 estrangeiras, todos signatários deste documento. II. Que o certame é uma iniciativa da rede global daCátedra Unesco em Economia Criativa e Políticas Públicas e uniu acadêmicos, gestores públicos e privados, associações e coletivos de referência na sociedade civil, agentes-chave da cooperação e profissionais em prol da troca de ideias e produção de informação. III. Que as mesas-redondas congregaram e difundiram conhecimentose contribuições sobre Economia Criativa, Políticas Públicas, Governança, Desenvolvimento, Empreendedorismo e Administração Pública, além de atividades socioculturais, o Fórum de Cidades, Distritos e Territórios Criativos e a reunião interna da Cátedra; sendo que o ICCEPP 22 foi promovido em conjunto com os VII Seminários Internacionais de Administração Pública (SINAPs). IV. Que as prioridades concernentes à Economia Criativa & Políticas Públicas precisam ser dialogadas, cooperadas, construídas e efetivadas. The catastrophic floods that hit Pakistan in summer 2022 represent the latest example of climate change-induced extreme events occurring in South Asia. In addition to the dramatic impact on population and infrastructures, this event threatened UNESCO World Heritage Sites (WHS) and properties of national interest. However, while a wealth of national and international mapping initiatives were conducted based on satellite imagery to assess damage to people, buildings and economic goods, the impact caused to archaeological sites and monuments has not been fully unveiled yet. To bridge this gap and provide an integrated approach that can be used by local end-users to assess damage and, in turn, collect evidence to inform and improve risk management plans, the present paper integrates Sentinel-1 and 2 imagery and mapping products derived from them (e.g., Copernicus Emergency Management Service Global Flood Mapping) with ground-truthing and geospatial datasets. Through a multidisciplinary collaboration between geologists, archaeologists, remote sensing and satellite image analysts, the integration methodology was tested on UNESCO and other heritage sites of national relevance located in the two mostly affected regions of Khyber Pakhtunkhwa and Sindh that were intentionally selected to represent different typologies of cultural heritage and governance in Pakistan. Finally, the information extracted from the present analysis was assessed in relation to the current national and international legislations, the official state of conservation reports and the activities conducted at each site to protect them against flood events. Given the accessibility to ready-to-use Copernicus products and that the present analysis can be replicated over time and other sites, the proposed methodology provides a feasible means to exploit satellite data in post-disaster mapping situations and contribute to the decision-making process for risk management.

This study is addressed at the cultural heritage of the UNESCO historical centre of Urbino (Italy) through the focus on a very peculiar building and ornamental carbonate porous (spongy) stone also found in the opus quadratum Roman dry walls. For these rocks, the mathematician and historian Bernardino Baldi (16th century AD) and the mineralogist Francesco Rodolico (middle of the 20th century AD) introduced, respectively, the popular terms of Tufo spugnoso or Pietra Spugna. Physical observations and stable isotope data (δ13C and δ18O) of these rocks allowed, for the first time, their classification as calcareous tufas, thus contributing to the valorization of the stone heritage of the city. This carbonate lithotype was formed by the chemical precipitation of CaCO3, driven by the CO2 degassing of supersaturated calcium-bicarbonate-rich waters, coupled with the passive encrustations of organic material in continental environments. Radiocarbon analyses dated these stones mostly between 9100 and 4700 yr. BP when a maximum growth of these carbonate continental deposits occurred in Mediterranean regions and northern Europe, i.e., during the Holocene Atlantic climatic optimum. Work is still in progress on a perched springline of calcareous tufas found along the Metauro Valley (a few km from Urbino), being good candidates for provenance, at least for those blocks exploited by the Romans and successively reused in the architectural framework of Urbino.

This article addresses the ways in which UNESCO’s ideological engagements are negotiated in the difference/diversity discourse as they are transferred from the international standard-setting level to the national and local contexts. It proposes the discursive construction of cosmopolitan internationalism as a framework for analysing the intersections of difference, located in the practicalities of internationalism, and diversity, tied to the ideals of cosmopolitanism, as they are manifested at the level of both the implementation of UNESCO’s Diversity Convention and urban policy making in the city of Sydney. The analysis suggests that ruptures challenging the homogenising diversity discourse rise from the national and local policy-making level, with such discourse simultaneously becoming an instrument for international differentiation. UNESCO’s normative cosmopolitan international tradition thus manifests itself as an obstacle against the emergence of transnational political spaces beyond the confines of the state, while it also carries with it a promise of facilitating such developments. peerReviewed

International audience; This article engages in the discussion on international organisations as global players. IOs appear as paradoxical arenas of regulatory cooperation. Although they have been perceived as influential, they operate with unequal resources and tend to be increasingly contested. While acknowledging their role in transnational policy framing, the article discusses the power of IOs critically. It stresses their dependence (on states and external funds) and analyses how these organisations attempt to remain relevant policy players. The case of the transnational governance of higher education as a secondary policy field sheds light on the relations between international and European organisations (Council of Europe, European Commission, OECD, UNESCO, the World Bank). In order to explain how IOs that face limited financial resources seek to maintain their position in transnational policymaking, the demonstration highlights the material, practical and ideational aspects of interorganisational coordination. The article is based on empirical research conducted in several countries: over 50 semistructured qualitative interviews, archives of main IOs, and institutional documents.

O presente trabalho tem por objetivo principal realizar uma aproximação comparativa de diferentes tipos de cidadãos constituídos em distintos framework ou paradigmas de cidade, implementados em distintos espaços urbanos. Para isso foi utilizada a metodologia teórico-prática e comparativa, que incluiu levantamento bibliográfico, virtual e sitiográfico. Foram reelaborados dois quadros descritivos e comparativos, que reúnem os principais dados de seis framework de cidades e seis tipos de cidadãos a eles correspondentes. Os paradigmas, frameworks de cidades mais citados e debatidos atualmente, que estabelecem sintonia com os 17 Objetivos do Desenvolvimento propostos pela ONU para 2031, são os mais pertinentes para o enfrentamento da atual situação de pandemia provocada pelo COVID-19. Nas considerações finais pondera-se a respeito de quando utilizar cada framework de cidade.

Combina notas producidas a través de una observación participante y las imágenes producidas por el primer autor. El resultado es la ilustración de un caso particular deturismo de artes marciales realizado en la década 2009-2018 y centrado en Chenjiagou (pueblo de Chen), un pueblo del interior de China (condado de Wen, provincia de Henan, República Popular China). Allí lo s turistas – atraídos por el espíritu peculiar del lugar, genius loci, expresado en el paisaje y en las costumbres locales y reforzado por celebraciones periódicas u ocasionales– están contribuyendo al desarrollo económico local y al mejoramiento urbano, creando una red informal a escala planetaria unida por el interés común en el arte marcial del taijiquan. [EN] This essay analyses the key concepts enunciated by the international literature on martial arts tourism – and of the even broader category of cultural tourism. It combines notes produced by a participant observation and the images producedby the first author himself. The result is the illustration of a particular case of martial arts tourism included in the decade2009-2018 and focused on Chenjiagou (Chen village), a village in inland China (Wen county, Henan province, People'sRepublic of China). Here tourists – attracted by the peculiar spirit of the place,genius loci, expressed in the landscape andin the local customs and reinforced by recurring or occasional celebrations – are contributing to the local economicdevelopment and urban improvement, by creating an informal planetary-scale network through the common interest in the martial art of taijiqua. The paper documents the process of proclaiming International Geodiversity Day as a grassroots initiative of the Earth science community for the benefit of our present civilization and for future generations. The huge support that this initiative has gained among scientists around the world has contributed to the rapid circulation of documents necessary to establish an international day at the UNESCO Forum. The paper presents the timeline of this process of proclaiming International Geodiversity Day, its implications and the course of the first celebrations in 2022.

Le site de Conjux se caractérise par la présence d’une multitude de piquets et de petits pieux dans l’environnement desquels se trouvait un matériel archéologique constitué d’objets et de restes organiques (fig. 76 et 77). En raison de l’isolement actuel du gisement et des conditions du milieu lacustre, les vestiges découverts présentent un excellent état de conservation ce qui offre de nombreuses possibilités pour la caractérisation et la compréhension de ce site. Cet ouvrage présente les résultats des fouilles subaquatiques menées sur un site cultuel de la période romaine immergé dans les eaux du lac du Bourget. Les vestiges mis au jour à Conjux témoignent de l'existence d'un lieu de culte implanté à l'origine près de la berge, à l'interface entre la terre et l'eau. Aujourd'hui isolé à plusieurs centaines de mètres de la rive, à quelques mètres de profondeur, il se compose des restes de plus d'un millier de petits piquets en bois dans l'environnement desquels ont été découverts des reliefs de pratiques rituelles en position primaire. L'importance scientifique du site, en raison notamment de sa rareté et de l'excellent état de conservation de ses vestiges, justifiait de mener une enquête approfondie pour en comprendre son organisation et sa fonction. L'ouvrage présente tout d'abord les recherches conduites sur le site, de la découverte à la valorisation des résultats, ainsi que la méthodologie d'intervention. Il est ensuite replacé dans son contexte géohistorique et archéologique avec une réflexion sur les variations du niveau du lac dans l'Antiquité face à l'impact conjoint de l'Homme et du climat. Les contributions de spécialistes permettent ensuite de présenter les vestiges par catégorie fonctionnelle avec une large place accordée aux éléments en bois. Une riche synthèse regroupe l'ensemble des données examinées en regard d'autres sources documentaires. Les centaines de datations dendrochronologiques autorisent à modéliser, année après année, le développement du site et de mieux comprendre son fonctionnement. L'examen des éléments matériels favorise la restitution des gestes et des pratiques, pour certaines insoupçonnées, telles que l'association de monnaies à des piquets en bois. La présence de ces très nombreux éléments invite à une réflexion sur les usages pratiques et symboliques de la matière ligneuse dans les contextes cultuels et sur les croyances qui leur étaient associées. Le croisement des données permet enfin de réfléchir sur l'inscription de ce culte dans le temps et dans l'espace, notamment sur la communauté concernée, son lien avec le cycle des saisons et les autres sanctuaires des abords du lac du Bourget. Plusieurs particularités naturelles du lac pourraient être à l'origine du choix de ce lieu de culte. Cet ouvrage porte également une réflexion sur la matérialité et l'identification des lieux de culte en milieu naturel qui permet d'améliorer notre compréhension des paysages religieux ainsi que notre perception de la nature dans l'Antiquité.

Avant de se pencher sur les vestiges du site, il est important d’aborder le contexte géographique, historique et archéologique. La compréhension de son cadre est indispensable pour en comprendre la fonction. Dans un premier temps seront abordées les spécificités de son environnement physique et hydrographique. L’objectif initial de la reprise des investigations subaquatiques sur le gisement de Conjux était de documenter les vestiges encore présents et d’appréhender la fonction du site. Il a été rapidement atteint par la reconnaissance des restes d’un rare exemple de lieu de culte lacustre. The Russian–Ukrainian conflict, in addition to causing an unacceptable loss of human life, is straining the integrity of Ukraine’s cultural heritage, despite the fact that both countries involved are parties to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and its First Protocol. Churches are one of Ukraine’s most important historical assets, as well as symbolic places of Orthodox religious identity common to both the invaders and the invaded. The destruction of these places and their deliberate damage on the part of both sides appear to be part of a more general conflict concerning internal disagreements between Russian and Ukrainian Orthodoxy, which, in turn, reflect two different historical views of the Russian–Ukrainian relationship. A brief reconstruction of relations between the Orthodox Churches operating on the territory of Ukraine demonstrates how religious affiliation has affected the conflict, causing it to become decisive and deeply divisive, so much so that the Patriarchate of Moscow has become an active part of the conflict. This circumstance favours the hypothesis that it is precisely the religious cultural heritage that is most at risk of deliberate destruction. The Russians, by destroying the symbolic places of Ukrainian religious identity (urbicide), affirm the spiritual unity of the Russian and Ukrainian peoples. For their part, the Ukrainians attempt to erase the Russian presence and the common religious cultural roots by destroying buildings of worship dear to the tradition of the Moscow Patriarchate (cancel culture). They reject the imperial traditions of Russia and, at the same time, claim an independent Church. The question arises as to whether the reconstruction process following the war will take into account the original cultural–religious identities, or whether it will take the opportunity to adopt a new (also) religious identity instead, and whether the old and new instruments offered by law are adequate.

With evidence of global climate change and ongoing ecological degradation, there is an urgent need to give more attention to sustainability within VET. This will ensure that VET does not remain complicit in reproducing the unjust and unsustainable trajectories of current economic and development pathways. While some progress has been made in policy and practice related to the ‘greening’ of VET, our analysis shows that much of the current response within VET to the environmental challenge reflects a minimalist reformist approach, characterised by ‘bolt-ons’ (Sterling, 2004) to existing institutional structures and curricula. This leaves the fundamental beliefs in productivism, industrialisation and growth in place, which, as argued by researchers working on green economy (e.g. Death, 2014), are oftentimes complicit in co-creation of the environmental crisis. As this has become obvious, new discourses to guide VET in response to the environmental crisis are emerging, with the most prominent being ‘just transitions’. In this paper, we consider the meaning(s) of these shifts in policy discourse in relation to evidence of movement in the VET system towards green economy and just transitions more broadly, for these movements cannot emerge without adequate attention to skills development, including in the VET system. We argue that the shift towards global sustainability, the greening of work, and the emergence of just transitions towards sustainability have implications for framing new approaches to learning vocationally.

Sinds 2020 wordt bij het NIOD in het project ‘Oorlog uit Eerste Hand: Oorlogsbrieven (1935-1950) van het NIOD digitaal’ gewerkt aan de digitalisering van de bijzondere collectie handgeschreven brieven uit de periode voor, tijdens en na de Duitse bezetting van Nederland en de Onafhankelijkheidsoorlog in Indonesië. Het gaat binnen dit project om meer dan 160.000, vaak persoonlijke documenten die sinds de bevrijding in 1945 bij het NIOD zijn verzameld. Tijdens de campagneweek ‘Postbus NIOD’ (31 maart – 7 april 2023) roept het NIOD iedereen op om persoonlijke oorlogscorrespondentie die nog op zolders bij mensen thuis ligt te versloffen aan het NIOD te doneren.

The article presents three main stages in the history of the Krakow nativityscene (szopka). First, the stage prior to institutionalization, covering the oldest history of nativity-scene making; second, the stage of institutionalization, initiated by the organization of the first competition for the most beautiful nativity scene in Krakow in 1937; and third, the UNESCO-ization of the nativityscene craft, inaugurated by the inclusion of the Krakow nativity scene (szopka) tradition on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity in 2018., Artykuł prezentuje trzy główne etapy historii szopkarstwa krakowskiego. Pierwszy – to etap sprzed instytucjonalizacji, obejmujący najstarsze dzieje szopki krakowskiej. Drugi – to etap instytucjonalizacji, zapoczątkowany zorganizowaniem w 1937 r. pierwszego konkursu na najpiękniejsze szopki krakowskie. Trzeci – to etap UNESCOizacji, zainicjowany wpisaniem szopkarstwa krakowskiego na listę reprezentatywną niematerialnego dziedzictwa kulturowego ludzkości UNESCO w 2018 r.

The main issue that is the subject of the article is the question of the importance of selected phenomena of the city of Krakow’s intangible cultural heritage for the identity of those who cultivate it. For more than 70 years, the Museum of Kraków has been working with communities that cultivate local Krakow traditions. Initially, these were communities associated with the Lajkonik parade, the Krakow nativity scenes and the longbow fraternity, joined in recent years by Vistula rafters and Cracovian lace makers. These communities work with the Museum of Kraków for the protection and popularization of their intangible cultural heritage. At the same time, the staff of the Museum of Kraków (Center for the Interpretation of the Intangible Heritage of Krakow, until 2020, the Department of Folklore and Traditions of Krakow) have been carrying out research projects aimed at a more thorough identification of the aforementioned communities, including the importance of the intangible cultural heritage they cultivate for their members’ identity and the role of intergenerational transmission. The material gathered in the course of these projects has not yet been fully utilized in the scholarly discourse on intangible cultural heritage. The article in preparation will be based on this extensive material. Conclusions will help provide answers to questions such as the impact of involvement in maintaining local traditions on the lives of individuals and families, intergenerational transmission and the values intangible heritage is associated with for its keepers. The importance of the issue also stems directly from the 2003 Convention’s definition of intangible cultural heritage, according to which intangible heritage is made up by phenomena that provide a sense of identity and intergenerational continuity., Głównym zagadnieniem będącym przedmiotem artykułu jest kwestia znaczenia wybranych zjawisk niematerialnego dziedzictwa kulturowego miasta Krakowa dla tożsamości osób je kultywujących (depozytariuszy). Muzeum Krakowa od ponad 70 lat współpracuje ze społecznościami, które podtrzymują lokalne krakowskie tradycje. Początkowo były to społeczności związane z pochodem Lajkonika, szopkarstwem krakowskim i bractwem kurkowym, do których w ostatnich latach dołączyli flisacy wiślani oraz koronczarki krakowskie. Społeczności te współpracują z Muzeum Krakowa w obszarze dotyczącym ochrony i popularyzacji ich niematerialnego dziedzictwa kulturowego. Jednocześnie pracownicy Muzeum Krakowa (Centrum Interpretacji Niematerialnego Dziedzictwa Krakowa, a do 2020 r. Działu Folkloru i Tradycji Krakowa) realizowali w ostatnich latach projekty badawcze, których celem było dokładniejsze rozpoznanie wymienionych środowisk, obejmujące również znaczenie kultywowanego przez ich przedstawicieli niematerialnego dziedzictwa kulturowego dla ich tożsamości oraz rolę przekazu międzypokoleniowego. Zgromadzony w toku tych projektów materiał nie został jeszcze w pełni wykorzystany w naukowym dyskursie poświęconym niematerialnemu dziedzictwu kulturowemu. Przygotowywany artykuł będzie się opierał na tym obszernym materiale. Wnioski pomogą uzyskać odpowiedzi na pytania, jaki wpływ na życie osób i rodzin ma zaangażowanie w podtrzymywanie lokalnych tradycji, w jaki sposób odbywa się przekaz międzypokoleniowy oraz z jakimi wartościami łączy się niematerialne dziedzictwo dla jego depozytariuszy. Znaczenie tej kwestii wynika też bezpośrednio z definicji niematerialnego dziedzictwa kulturowego z konwencji z 2003 r., zgodnie z którą za niematerialne dziedzictwo mogą zostać uznane zjawiska będące źródłem poczucia tożsamości i ciągłości międzypokoleniowej.

The author of the article considers promising areas of activity that will affect the UNESCO department "Music, education, science - for peace" created at the P. I. Tchaikovsky National Music Academy of Ukraine. The article analyzed the strategic dimensions of the effectiveness concerning the department’s activities. The complex and aggressive processes of today, in which Ukrainian nation- and state-building is deepening, are described. Along with this, a modern reflexive cultural product is also actively asserted, which will gain momentum as a phenomenon that is supposed to go beyond the limits of the possible and the impossible, the permitted and the forbidden, the real and the imaginary. The boundaries of permanent and canonized stereotypes as well as principles that formed the consciousness of the nation throughout the history of Ukraine were determined, crystallizing a worldview model in which the basis of Ukrainian identification, mental essence, legal certainty, and ethnicity is lost. The "weight" of the concept of "turn" as a form and possibility of returning to new principles in establishing the essence of processes and phenomena has been clarified, becoming an important impetus for generating the idea of changes and renewals of Ukraine, its cultural preservation, perception in Europe and recognition in the world. The essence of the concept of "updating" is highlighted as a toolkit for achieving changes in the entire humanitarian system of Ukraine with clearly defined goals, objectives, tasks and forecasted results. The author proves and substantiates that the National Music Academy of Ukraine named after P. I. Tchaikovsky is the absolute subject of the artistic initiative of the state, whose traditions form new criteria for the quality of modern education. The academy is turning into a place of freedom of thought, permanent scientific research, intellectual competitions and the latest management methods. In addition, an important factor is that it has become the center of creation of a new highquality educational product, integrating it into the European and global environment., Розглянуто перспективні напрями діяльності кафедри ЮНЕСКО «Музика, освіта, наука — заради миру» Національної музичної академії України імені П. І. Чайковського. Проаналізовано стратегічні виміри результативності діяльності означеної кафедри. Описано складні та агресивні процеси сьогодення, в яких відбувається українське націє- та державотворення, а також активно стверджується сучасна рефлексивна культура як феномен, що передбачає вихід за межі можливого і неможливого, дозволеного і недозволеного, реального і уявного. Визначено межі сталих і канонізованих стереотипів та принципів, що формували свідомість нації упродовж всієї історії України, кристалізуючи світоглядну модель, в якій губиться основа української ідентифікації, ментальної сутності, правової визначеності та етнічної приналежності. З’ясовано «вагу» поняття «поворот» як форми і можливості повернення до нових принципів у встановленні сутності процесів та явищ, стаючи важливим поштовхом до генерування ідеї змін та оновлень України, її культуро-збереження, сприйняття у Європі та визнання у світі. Висвітлено сутність поняття «оновлення» як інструментарію досягнення зміни всієї гуманітарної системи України з чітко визначеною метою, цілями, завданнями та прогнозованими результатами. This presentation is a discussion on Open Science in Indonesia from the field of the Sociology of Knowledge Approach to Discourse. Boasting the largest number of Open Access Journals in the world, and steadily capitalising on a burgeoning technological economy, Indonesia would seem ripe for a science and knowledge-sharing renaissance. In the past five years, science and education institutions have been consolidated into one “super entity”, the Indonesian National Research and Innovation Agency (BRIN), stirring the imagination for a publicly funded and centralised open access system for indexing, storing and sharing scientific research, data and results. Further, on the back of the 2022 G20 Presidency, Indonesia holds the 2023 ASEAN Presidency, which provides it with agenda setting powers towards regional science and technology cooperation. The potential is high for Open Science, and thus the global sustainable development agenda, to find precedence in Indonesia’s policymaking discourse. Interviews conducted with BRIN staff, professors and PhD Candidates of leading Indonesian universities, think-tank policy advisers, and grass roots organisers illuminate common challenges to implementation of Open Science policies and the Open Science mindset. A investigação visa compreender a relação entre desenvolvimento sustentável e património cultural na perspetiva dos processos participativos, mediante a revisão dos fundamentos teóricos da exigência de participação nos processos patrimoniais, do exame da sua transposição para os normativos patrimoniais internacionais e operacionalização no contexto da abordagem da paisagem histórica urbana. Após a clarificação do conceito de participação na sua relação com a democracia, a sustentabilidade e a patrimonialização, a construção de um Thesaurus temático de termos e expressões participativos a partir da análise de conteúdo das disposições participativas em treze normativos patrimoniais relacionados com a Recomendação sobre a Paisagem Histórica Urbana, adotada pela UNESCO em 2011, abarcando um arco temporal entre 1972 e 2019, permitiu deduzir e relacionar formas de participação, sujeitos participantes e as áreas patrimoniais, revelando as relações de participação recomendadas. A aplicação desta metodologia a 26 estudos sobre a abordagem da paisagem histórica urbana, selecionados devido à sua relevância para o tema em estudo, e às respostas de Estados Membros da UNESCO e de municípios portugueses a um questionário UNESCO de 2018, permitiu aferir como são percebidos pelos investigadores e se desenvolvem em diferentes zonas geográficas os processos patrimoniais participativos. A investigação revelou as concordâncias e discrepâncias entre as recomendações nos documentos reguladores, os resultados das investigações no terreno, e o reporte dos países a nível mundial e dos municípios portugueses. Esta compreensão acrescida dos processos participativos no âmbito da abordagem da paisagem histórica urbana e dos processos patrimoniais em geral, permitirá a elaboração de documentos patrimoniais reguladores mais precisos e objetivos, o estudo aprofundado e minucioso dos processos patrimoniais do ponto de vista da participação, e a implementação de processos participativos criteriosos, abrangentes e democráticos, contribuindo assim para alcançar vários Objetivos e Metas da Agenda 2030 para o Desenvolvimento Sustentável das Nações Unidas. The research aims at understanding the relationship between sustainable development and cultural heritage from the perspective of participatory processes, through the revision of the theoretical framework of participation requirements in heritage processes, the examination of its transposition into international regulatory documents and operationalization in the context of the historic urban landscape approach. After clarifying the concept of participation in its relationship with democracy, sustainability and heritage classification, the construction of a thematic Thesaurus of participatory terms and expressions anchored in the content analysis of participatory provisions in thirteen regulatory heritage documents adopted between 1972 and 2019 and related to the UNESCO 2011 Recommendation on the Historic Urban Landscape, made it possible to deduce and relate forms of participation, participants and heritage areas, revealing the recommended participatory relationships. The application of this methodology to 26 studies on the historic urban landscape approach, selected due to their relevance to the subject of the investigation, and also to the responses of UNESCO Member States and Portuguese municipalities to a UNESCO 2018 questionnaire, enabled the assessment of how researchers perceive participation, and how participatory heritage processes are developed in different geographical areas. The investigation revealed the correspondences and discrepancies among the recommendations in regulatory documents, the results of field investigations, and the reporting of countries worldwide and Portuguese municipalities. This enhanced the understanding of participatory processes in the context of the historic urban landscape approach and heritage processes in general, contributes to the development of more accurate and objective regulatory heritage documents, to accomplish thorough and detailed studies about heritage participation processes, and to the implementation of more judicious, comprehensive and democratic participatory processes, thus contributing to achieve several Goals and Targets of the United Nations 2030 Agenda for Sustainable Development.

This article is characterized as a case study that aims to analyze the two main moments of patrimonialization of Brasília, the capital of Brazil, as a UNESCO World Heritage Site. Based on a historical discussion of actions and legal instruments aimed at the preservation of the urban space of Brasília, the article develops within the framework of two questions: 1st) the inauguration of this city, during the government of Brazilian President Juscelino Kubitschek (1956-1961); 2nd) the indication of Brasília to the status of UNESCO World Heritage, during the 1980s. The results presented in the text were achieved through the interpretation of the pertinent historiography and the study of primary sources. In this sense, in the course of the text, we seek to answer the following questions: what were the legal mechanisms for preserving of the “Plano Piloto de Brasília” (Brasília Pilot Project), from 1960 to 1987, and in what historical context did they take place? Nisyros Geopark, an island geopark in the Southeastern Aegean Sea, Greece, is here presented as an official candidate for the UNESCO Global Geoparks designation, featuring outstanding geological, natural and cultural characteristics tightly connected to its volcanic origin. It covers a total area of 481 km2 and includes Nisyros, an active volcano and the main island, the surrounding islets of Pachia, Strongyli, Pergousa, Kandeliousa and the marine region among them. It features 24 geosites and a network of well-established walking trails. Furthermore, there are two internationally designated Natura 2000 areas covering its entire surface and also exceptional archaeological and cultural sites, including fortresses, remnants of ancient habituations and numerous churches and monasteries. It is the only area in the broader region of the Eastern Mediterranean that hosts all these features within such a restricted area. The initial efforts of the management body of Nisyros Geopark and its scientific team to promote its unique geodiversity included the complete design, construction and launch of the official website, the mobile application “Nisyros Volcano App’’, a modern informative leaflet regarding the region of the hydrothermal craters (Lakki), a Geopark guidebook and a series of panels and signs for the geosites.

Focusing on the implementation of the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (ICH), this article highlights the fact that the cataloging procedures, the way records are stored, and the metadata models used during the recording, visualization, and storage of ICH expression elements, vary from country to country. Especially in these days of great uncertainty, war conflicts, and systemic risks that may arise, it is vital to clarify what techniques will be used in the storage of ICH to ensure its unhindered preservation and dissemination over time across the globe. Using the systems thinking approach indicated for cases of great complexity, the process followed in Greece for depositing a new element in its local repository is described to demonstrate the need for a well-defined process by UNESCO, which must be followed worldwide, and which has not been defined so far. What are the potential challenges not only in determining the type of data, but also in choosing the best metadata model to use in each case when capturing these data? What technologies must be used for storing digital cultural heritage in such a way that will preserve it over time, defying physical and technological hazards? This article finally suggests how blockchain technologies (BT) can be effectively used to store the global ICH and ensure its continuity in future generations by creating a decentralized worldwide network between the heritage stakeholders.

This report presents the awareness raising and capacity building actions implemented by UNESCO in the six SmartCulTour Living Labs, namely the Split Metropolitan area (Croatia), the Utsjoki (Ohcejohka in North Sami) Municipality (Finland), the Huesca province (Spain), the Rotterdam Metropolitan Region (Netherlands), the Scheldeland region in Flanders (Belgium), and the city of Vicenza (Italy). In the context of SmartCulTour, and as Leader of Work Package 6, UNESCO is responsible for the overall coordination of the Living Labs, as well as for raising awareness and developing capacities of concerned stakeholders to harness the collective benefits of culture and tourism for society. This was pursued by presenting and promoting participatory, inclusive, people-centred, needs-driven and context-specific approaches to the sustainable integration of culture and tourism into local development practices. This report presents, in a chronological order, the relevant activities organized in and with the six LLs throughout 2022, as follows: Split Living Lab: 4 appointments, online and in-person, between February and April; Utsjoki Living Lab: 3 appointments, online and in-person, between April and October; Huesca Living Lab: 2 appointments, online and in-person, in October; Rotterdam Living Lab: 1 in-person appointment in October; Scheldeland Living Lab: 1 in-person appointment in October; Vicenza Living Lab: 1 in-person appointment in November. The presentation of the actions stems from the background situational analysis of each destination, including potential entry points with regards to the LLs’ workplan implemented so far. This combined elements spurred the choice of specific training topics, while representing the underlying reasons for the adoption of context-sensitive approaches to each LL. The central role of stakeholders was a cross-cutting consideration in the design of the capacity building programmes, and it constitutes a focus across the reports, in terms of expressed interests, identified knowledge gaps, and suggested tools and methodologies that may support the sustainable development of the local tourism supply, leveraging the role of culture and tourism for sustainable growth at regional level. Preliminary results of the actions are also showcased, though recognizing that the impact will be more visible in the medium term, especially in view of the “soft” capacity-building approach adopted, aimed at stimulating dialogue, fostering exchange, and supporting networking, while not intending to fulfil all the identified knowledge gaps and needs. For each Lab, follow-up actions are proposed for the consideration of the broader tourism sector, and especially DMOs, as well as of relevant governmental and non-governmental actors, including managing authorities of cultural heritage sites (and notably UNESCO designated sites), in cooperation with ICH practitioners and local communities. Similarly, Academia and cultural tourism experts might take inspiration from the preliminary results and recommendations presented in this report to provide every LL with advice and knowledge support towards the sustainable exploitation of the destination’s potentials. Lab Managers and their local networks are therefore the core target audience of the present report. Participants’ feedback was gathered for each activity, aiming to conduct an honest assessment of the overall relevance of each action to the specific LL. This also allowed to draw lessons for the potential replication of the same format in other contexts, making the proposed approach to tailored and people-centred capacity building programme design a scalable formula for other destinations that seek to sustainably improve their cultural tourism performance.

A interação recíproca entre museu, coleções e sociedade desde o primeiro Wunderkammern – ou gabinete de curiosidades – até os museus mais modernos, foi sendo modificada ao longo do tempo, fazendo nascer tendências sociais e culturais específicas de cada momento histórico. A Recomendação referente à Proteção e Promoção dos Museus e Coleções, sua Diversidade e seu Papel na Sociedade, aprovada em 17 de novembro de 2015 pela Conferência Geral da UNESCO em sua 38ª sessão, traz uma importante contribuição ao elencar em seu texto normativo conceitos e princípios necessários para a proteção e promoção dos museus e coleções no cenário contempoâneo do século XXI. O presente artigo tem, por objetivo, analisar os principais aspectos da Recomendação na promoção da conscientização de questões importantes que afetam museus e coleções e a relação dessas questões entre os Estados e a sociedade em geral. Em seguida, pretende-se afirmar como hipótese, a importante missão da Recomendação para o desenvolvimento de ações político-normativas entre os Estados-membros da UNESCO e a sociedade como um todo, pois, apesar das Recomendações da UNESCO não serem instrumentos vinculantes aos Estados-membros, os princípios e as normas estabelecidos nela eclodem para além de seu território alcançando diferentes atores, estatais e não-estatais.

There is a sort of taboo surrounding the topic of reconstruction, at least in Italy. The reasons for the phenomenon are rather easy to explain: as the National Restoration Charters and, in general, the theoretical principles developed in the peninsula have well demonstrated, conservation can only be practiced when the authentic matter of architecture is present, as any reference to restoration will appear arbitrary and unfounded without this. Nevertheless, as the international scenario has expanded and the concept of heritage has taken on a variety of geo-graphical meanings, reconstruction has become increasingly popular. On the one hand, this has been linked to the different conceptions of authenticity that are prevalent especially in non-European contexts, and on the other hand, concerns the need to meet the needs of the population, especially following calamities such as wars and natural disasters. It is intended here to stimulate the development of a specific reflection on the phenomenon of reconstruction by analysing the scenarios related to the phenomenon, so as to respond to UNESCO's increasing need to make decisions on reconstruction on the base of useful theoretical support.

U radu se analizira razvoj osnovnih termina i koncepata u oblasti obrazovanja odraslih (obrazovanje odraslih, kontinuirano, permanentno i povratno obrazovanje, doživotno i celoživotno obrazovanje i učenje) i uloga glavnih međunarodnih organizacija u njihovom formulisanju i promovisanju. U fokusu analize su razlozi i posledice dominacije savremenog, široko prihvaćenog koncepta celoživotnog učenja, koji je zamenio prethodne i skoro potpuno potisnuo koncept obrazovanja odraslih. Ova promena paradigme i diskursa ima svoje ideološke i ekonomske korene, i podržana je od strane svih globalnih kreatora obrazovne politike. Rad ukazuje na brojne negativne posledice ove promene u svim sferama u kojima obrazovanje odraslih ima značajnu ulogu, kao i na štetu koju (zlo) upotreba koncepta celoživotnog učenja kao generičkog pojma nanosi nauci, profesiji, istraživanjima, kao i praksi obrazovanja odraslih. The paper analyses the development of basic terms and concepts in adult education (adult education, continuing, permanent and recurrent education, lifelong education, and lifelong learning) and the role of major international organizations in formulating and promoting these concepts. The focus of the analysis is on the reasons and consequences of the dominance of the modern, widely accepted concept of lifelong learning, which replaced the previous ones and almost completely suppressed the concept of adult education. This paradigm shift and change of the discourse has its ideological and economic roots, and is supported by all global education policy makers. The paper indicates numerous negative consequences of this shift in all spheres in which adult education has a significant role, as well as the damage that (mis)use of the concept of lifelong learning as a generic term causes to science, profession, research, and adult education practice.

This paper examines initial teacher training policies in the context of youth digitalisation. Based on international ICT competency frameworks for teachers (UNESCO, 2008, 2019) and information literacy, MIL (UNESCO, 2011), we analyse how Spanish (public and private) universities represent digital innovation, and the identity practices of young people, linked to hyperconnectivity. Focusing on initial training received by future secondary teachers, the sample was selected according to the criteria of non-presential learning (online, distance, blended) applied in the teacher training process. Results confirm ongoing deficiencies in critical teacher digitalisation management, highlighting certain asymmetries between the categories constructed. Data reveals the prevalence of intervention more geared towards formal knowledge than towards decoding digital grammar (which is how digitalisation is used in education). The paper concludes by advocating convergence strategies as a circular mechanism that must underpin all teacher training policies in the age of hyperconnectivity. Este trabajo examina las políticas de formación inicial del profesorado en el contexto de la digitalización de la juventud. Tomando como base los marcos internacionales de competencias TIC para los docentes (UNESCO, 2008, 2019) y la alfabetización mediática e informacional, MIL [por sus siglas en inglés] (UNESCO, 2011), analizamos la manera en que las universidades (públicas y privadas) representan la innovación digital, y las prácticas identitarias de los jóvenes, ligadas a la hiperconectividad. Haciendo hincapié en la formación inicial recibida por los futuros profesores de secundaria, se seleccionó la muestra de acuerdo con los criterios del aprendizaje no-presencial (online, a distancia, semipresencial) que se aplican en el proceso de formación docente. Los resultados confirman las deficiencias actuales en la gestión crítica de la digitalización de los profesores, poniendo de relieve ciertas asimetrías entre las categorías construidas. Los datos revelan la prevalencia de la intervención más orientada hacia el conocimiento formal que hacia la descodificación de la gramática digital (que es como se emplea la digitalización en la educación). El artículo acaba abogando por las estrategias de convergencia como un mecanismo circular en el que deben sustentarse todas las políticas de formación docente en la era de la hiperconectividad.
