Since the concept of energy justice emerged, studies have conceptually, but rarely empirically, explored energy justice. In addition, studies on energy justice have mainly focused on anthropocentric values toward energy justice. This study aims to categorize Organization for Economic Cooperation and Development (OECD) countries’ energy justice using synthetic energy justice via two aspects: eco-centrism and anthropocentrism. Each aspect of energy justice is sub-divided into distributive, substantive, and procedural justices. Using a fuzzy set qualitative comparative analysis methodology via a statistical program, we suggest typologies of 35 OECD countries for each aspect. Eight types of energy justice for each aspect are extracted, and four types of synthetic energy justice groups are identified among OECD countries. Austria, Iceland, and Luxembourg show the best performance in synthetic energy justice, but do not reach a complete contestable status from an eco-centric perspective. This study provides practical policy implications for OECD countries to self-evaluate each country's macroscopic policy direction in the energy sector, and to ultimately pursue synthetic energy justice with a balanced perspective for our environment and us.

South Korea is an outstanding pioneer of fuel cell electric vehicle (FCEV) technology, an industry that is fundamental to the hydrogen ecosystem. This study aims to explore possible pathways for the successful adoption of FCEV in the local region. By using the fuzzy-set quality comparative analysis (fs/QCA) method, we identify three auspicious pathways based on the 16 regional cases in Korea. We find that, first, a large number of hydrogen (H2) stations will lead to successful FCEV adoption (H2 STATION→FCEV). Second, the combination of high levels of greenhouse gases(GHGs) and the local government-driven future construction plans of H2 stations can also be a remarkable pathway (GHGs∗ PLAN→FCEV). Lastly, a combination of high levels of GHGs and subsidies can be another compelling pathway (GHGs∗ SUBSIDIES→FCEV). This study provides early evidence of FCEVs adoption and can be of use to latecomer countries to the hydrogen economy.

Green and sustainable transportation has emerged as a mandatory task in alignment with climate change issues globally. In South Korea, fuel cell hydrogen vehicles (FCEVs) are considered to be an alternative to manage the global climate change paradigm and for local fine dust problems. However, low public acceptance is the greatest barrier to the growth of FCEVs and the hydrogen economy. To address this issue, this article discusses possible strategies for enhancing public acceptance of H2 stations using SWOT-AHP methodology and an additional focused group interview. As a result, the strength factor was the highest 1st class priority factor. In the 2nd class, the SO and ST strategies are highly recommended for enhancing public acceptance of H2 infrastructure. This article concludes with practical policy suggestions and alternatives, highlighting the importance of active research and development for hydrogen safety and the need for government-driven support.

Data innovation is at the core of the Fourth Industrial Revolution. While the catastrophic COVID-19 pandemic has accelerated the societal shift toward a data-driven society, the direction of overall data regulation remains unclear and data policy experts have yet to reach a consensus. This study identifies and examines the ideal regulator models of data-policy experts and suggests an appropriate method for developing policy in the data economy. To identify different typologies of data regulation, this study used Q methodology with 42 data policy experts, including public officers, researchers, entrepreneurs, and professors, and additional focus group interviews (FGIs) with six data policy experts. Using a Q survey, this study discerns four types of data policy regulators: proactive activists, neutral conservatives, pro-protection idealists, and pro-protection pragmatists. Based on the results of the analysis and FGIs, this study suggests three practical policy implications for framing a nation’s data policy. It also discusses possibilities for exploring diverse methods of data industry regulation, underscoring the value of identifying regulatory issues in the data industry from a social science perspective.

Nuclear power generation has been the cornerstone of economic growth due to low generation costs in Korea, but the disposal of radioactive waste continues to be controversial. Looking back on the controversy at the time of the establishment of low-level radioactive waste disposal facilities, it is expected that the establishment of high-level radioactive waste disposal facilities will lead to enormous social conflicts, urgently seeking social consensus. In this study, we examined the process of establishing the policy and public debate on the installation of Cigeo, a high-level radioactive waste disposal facility in France. In addition, through SNA (semantic network analysis), we identified several key agenda items which had been presented during the installation process, including debate, business, waste, storage, public, question, danger, citizen, participation, and site. Based on the case of Cigeo, we suggested several policy implications that it is necessary to promote participation and discussion of various policy actors and to consider intergenerational equity as well as preemptive legal action.

To explore the most desirable pathway for a successful local energy transition, a fuzzy-set qualitative comparative analysis was conducted on 16 regional cases in South Korea. We developed four propositions based on previous studies and theories as a causal set. Based on the South Korean context, we selected the solar photovoltaic (PV) generation and solar PV expansion rate as barometers for measuring the success of a local energy transition. Our analysis highlights the importance of the International Council for Local Environmental Initiatives (ICLEI) membership (network), local legislation, and the environmental surveillance of locally-based non-governmental organizations (NGOs). The implications of this study will provide insights for developing or newly industrialized countries where an energy transition is underway.

The greenhouse gases and ultrafine dust generated by ports degrade the environmental quality of life of local residents in port hinterlands. Nevertheless, the hinterland has rarely been considered a major target in maritime policy. Our study aims to suggest a practical policy direction for designing a sustainable port hinterland policy from an environmental justice perspective. To explore the possibilities, we used the analytic hierarchy process methodology to examine 20 policymakers who are involved in the port policymaking process and conducted additional interviews. The results show that procedural justice should prioritize the pursuit of sustainable port hinterlands. More precisely, the most urgent task is the institutionalized participation of residents in the hinterland; constructing eco-friendly infrastructure is scored as the next-most important task. Our study highlights the importance of focusing on the hinterland where local residents encounter environmental injustice, suggesting possible and practical policy implications.
