1. A Year to Go Home: A Story of Fighting Deep Disinvestment.

Abstract

This paper presents a collaboration between Anetha Perry, who conducted dissertation research in Camden, NJ, and Stephen Danley, her faculty advisor, who is also deeply engaged in that city, which has suffered from severe disinvestment. Perry’s contribution is drawn from her year-long eff ort to return to her childhood home, Perry House, which had served as a Black settlement house during her parents’ lifetimes. Danley adds perspectives as a community-engaged scholar, overseeing and supporting this home-going eff ort. Their observations underscore the obstacles that confront those trying to invest in a deeply disinvested neighbourhood. They also point out the benefits of settlement houses, like the Perry House, which have a true ‘insider’s view’ of the struggles to achieve rootedness in the face of many displacing processes. 2. Face-to-Face Police Initiated Contact Rates: The Influence and Intersection of Community Fabric, Race/Ethnicity and Gender.

Abstract

Research on police officers' discretionary traffic and field interrogation stops suggests nonwhite males are at increased risk of being stopped, but work has been limited largely either to national surveys or studies of a very small number of jurisdictions; further, some of this work did not control for crime and community structure. To develop a clearer, more situated picture of police initiated contacts we used a multi-jurisdictional 2003 survey of residents in the Philadelphia, PA - Camden, NJ Metro Area combined with property/violent crime, and census data at the jurisdiction (n = 225) level. Generally, results showed police initiated contact was more likely for males, but less likely for nonwhite males. Contact chances were higher in lower property or lower violent crime or more predominantly white jurisdictions, controlling for race and gender main and interaction effects. The main effect for race was a significant predictor of police initiated contact depending on which jurisdictional factor was included; the main effect of gender remained significant regardless of which jurisdictional factor was considered. The intersection of race and gender became non-significant when controlling for crime related jurisdiction factors. Abstract

In the past several years the need for implementing gender-specific programming has received a lot of attention in the literature on treating women offenders. The research, however, is lacking on the effectiveness of gender-specific treatment programs. This study evaluates a gender-specific halfway house for women located in Camden, New Jersey. The study consists of two phases. In the first phase a process evaluation is conducted on the Garrett Halfway House to assess whether the services provided are gender-specific.
