Abstract

We examine how teacher leaders (TLs), working in a low-income urban elementary school, supported their colleagues to learn how to collect quality formative data and to discuss it in collaborative conversations in order to make their students’ learning visible. The TLs faced challenges reflecting consequences resulting from the district’s high stakes accountability policies restricting teachers’ agency with instructional decision-making and limiting their definitions of data as summative test scores. We document how the TLs worked to reframe teachers’ understanding of data to include evidence of student thinking and supported their colleagues to reclaim teaching as professional versus technical work. 5. Listening to children's perspectives on play across the lifespan: children's right to inform adults' discussions of contemporary play

Abstract

For over a decade, researchers, practitioners, and play advocates have documented a decline in children's opportunities to engage in unstructured and outdoor play, a discussion that has been represented through the discourse and perspectives of adults. Given the increasing recognition that children's voices, their perspectives, deserve a more intentional and prominent inclusion in activities and decisions designed to influence them, the current study was designed to interview 98 children (ages 3–17) about their perspectives on children's and adults' play to examine how children's ideas could expand the dialogue on the changing sociocultural contexts of play. Children's emic conceptualizations of the characteristics defining play were consistent with previous research. Children's ideas of fun play and plans for spending a whole day playing emphasized relationships, outdoor play, and interacting with toys, but rarely digital play. The majority of children believed that adults play – with their children, sports, games, and digitally – although most children reported that adults do not play enough, a phenomenon they critiqued. The findings are discussed in relationship to literature describing children's perspectives on play and children's rights. The study reveals novel information concerning children's perspectives on play and suggests the importance of including children's narratives in research and advocacy describing the changing landscape of contemporary children's play.

The article discusses the Children's Play Narrative Project, based on The Global Play Memories Project (GPMP) and inspired by the United Nations Convention on the Rights of the Child (UNCRC), a study to document and increase visibility to children's opinions and experiences related to play. Excerpts from the first of year of interviews with children ages three to 17, living in diverse communities in the U.S. and all over the world are presented.

7. Head Start in Transition

Abstract

This article explores the history of Head Start, the federal early education program for economically disadvantaged preschool children in the United States, as a way of understanding what it means to talk about change in the late twentieth century. The history of Head Start has been a story of administrative changes and improvement and accountability initiatives in the realm of public policy, a ominant narrative of progress and rational planning that is consonant with a large, centralized governance structure. In an effort to create another way of conceiving of the organization, we first examine shifting definitions and conflicting interpretations of parental involvement and staff development within the program to reveal some of the tensions inherent in all human endeavors. We then draw on interviews with women who work in and are served by Head Start to show how needs and resources vary and how policy mandates can have differential—and unintended—effects. In the conclusion, we suggest, following Toulmin (1990), that the certainty and stability that has characterized public policy since the Enlightment must now be tempered with a postmodern recognition of change, complexity, and variability. Rather than one history, we see many histories. Instead of one approach, we see value in tailoring improvement initiatives to the needs of families and staff in specific circumstances. .
