Biosafety laboratory accidents are a normal part of laboratory science, but the frequency of such accidents is unclear due to current reporting standards and processes. To better understand accident reporting, a survey was created, with input from ABSA International, which included a series of questions about standards, requirements, and likely motivations for reporting or nonreporting. A total of 60 biosafety officers completed the survey. Respondents reported working with more than 5,000 people in laboratories, including more than 40 biosafety level 3 or animal biosafety level 3 laboratories, which work with higher-risk pathogens. Most of the respondents were located in the United States, Canada, or New Zealand, or did not identify their location. Notable results included that 97% of surveyed biosafety officers oversee laboratories that require reporting exposure to at least some pathogens. However, 63% relayed that the reports are not usually sent outside of the institution where they occurred. A slight majority (55%) stated that paper reports were used, with the rest reporting they used a variety of computer systems. Even in laboratories that used paper-based reporting systems, 67% relayed that these reports were used alongside, or entered into, a digital system. While 82% of these biosafety officers agreed that workers understood the importance of reporting for their own safety, 82% also agreed that a variety of disincentives prevent laboratory workers from reporting incidents, including concerns about job loss and loss of funding. Legal and ethical demands for more transparent and strict data protection measures to enhance research participant privacy have grown with an increasing number of human biobanks providing biomaterial collections long term for unspecified future research questions. The design of a data protection scheme that minimizes the risk of donor reidentification and promotes biomaterial and data use in research is a big challenge to all kinds of human biobanks. Yet, there is a lack of publications which address this basic building block of a biobank. In this study, we present the data protection concept of our project driven, stand-alone biobank, focusing on meeting two biomaterial and data management areas simultaneously: operation of primary research projects involved in sample collection and long-term provision of biomaterial for future research purposes. The concept is based on national and international laws and ethical demands. Since the presented measures are transparent and basic, they should encourage biobanks in defining their own data protection concept and be easily transferable to different legal requirements. Technology adoption is vital for improving the efficiency of workflows across value chains. However, technology selection can be challenging, especially for multi-party workflows across different geographical boundaries. The chosen technologies must satisfy the requirements of the tasks at hand and align with international and local laws and regulations. Marine bunkering is a global industry comprising multiple stakeholders with diverse roles and responsibilities that must adhere to global standards and regulations. Through a single case study, we endeavor to understand the role of blockchain technology in marine bunkering, drawing on the Task-Technology Fit theory and Group Support System model to investigate this concept. Our analysis reveals that fit depends on underlying legal norms, task characteristics, and technological properties. Furthermore, we shed light on the blockchain framework used and the role of smart contracts in the value chain. Our research offers insights into an extended Task-Technology Fit theory where stakeholders in a value chain are distributed across multiple geographical boundaries. [ABSTRACT FROM AUTHOR]

This article aims to highlight the key elements required in the implementation of a traceability process, in food industry. It highlights the need of awareness from the economic operator, that a traceability system needs to exist, enabling the identification of product lots and their relation to lots of raw materials, from the packaging that comes into direct contact with the food product. The traceability must be ensured and documented until delivery to the customer. When problems arise, it is known that the entire lot will have to be withdrawn from the market. This could only be achieved through a traceability system that enables a precise identification of the inadequate lots. [ABSTRACT FROM AUTHOR]

The integration of land and housing registration is a key opportunity for China: improved land governance is the intended outcome. Prior to the design of any integrated information system, the legal requirements the system must satisfy need to be identified. This paper identifies and reviews the legal requirements for the integration of land and housing information in China. Specifically, the existing legislative framework relating to land, consisting of seven levels of legislation, is interrogated. A collection of legal requirements emerges: these are categorized into themes including registration, maintenance, mortgage, transfer of real estate rights, relevant materials and archives, and preliminary notice. In order to be more applicable for the next design of the Land Administration Domain Model (LADM) country profile for China, these legal requirement are further converted into packages, classes and attributes by referring to the ISO 19152 standard. The existing databases of the Chongqing Municipality are used to support the modelling process. Identity-management systems play a key role in various areas for applications and e-Government processes where access to sensitive data needs to be protected and regulated. To protect this sensitive date, the identity-management system provides all necessary functionality to service providers to manage digital identities and handle the identification and authentication process. This identification and authentication process meets legal and technical requirements, which are specified in many European countries. Due the mobility of citizens, cross-border interoperability of national electronic identity systems in the European eID landscape becomes more and more important. If cross-border interoperability comes into play, it becomes difficult to accomplish national legal and technical requirements for identification and authentication. To accomplish national legal and technical requirements, the identification and authentication information must be mapped into national eID characteristics. In this paper, we present a new modular and flexible architecture of an attribute mapping service, which establish an interoperation layer on cross-border identification and authentication attributes to meet national legal and technical requirements. The proposed architecture follows a plug-in based approach that eases the integration of new attributes, or national legal or technical requirements. We illustrate the practical applicability of the proposed architecture by implementing a foreign identity attribute mapping service for the Austrian eID infrastructure. This attribute mapping service meets all national legal and technical requirements of the Austrian eID infrastructure, which are necessary to use foreign identities in the national infrastructure. Food quality is not an aim in itself, but a consequence of the quality of all activities in an enterprise, of the whole system of organization and management. The paper proposes a comparative study by assessing the conformity of sanitary conditions in bakery processing units based on three groups of requirements A, B, C, which have or not a quality management system and food safety following principles of HACCP/ISO 22000:2005 implemented. It was also tracked the relevance of the principles of HACCP and Pareto analysis as a tool for process improvement in the food industry. The objective of these methods is to identify the causes that have generated different types of defects/non-conformities and direct efforts to eliminate recurrence and thus improving product quality. This paper addresses the issue of food traceability, presenting a synthetic approach of the actual initiatives, targeting -- in the context of the general objective of ensuring food security - by correcting and removing risk factors in the agrofood chain so that consumers be provided only with safe products, identifiable as such in any stage of their life cycle. Drawing key elements in terms of essential regulations in this field at international, European and national level, the article presents the current coordinates of concerns about traceability in the food chain, highlighting the particular relevance of the domain in the context of the recent challenges in the area of food safety. Abstract: Annexation, the process of bringing land from one jurisdiction to another is the means by which municipalities physically expand in the United States. The process of annexation is implemented through procedures at the local level and authorized by general state enabling legislation. State annexation policy varies widely across the United States, but it has the potential to play a significant role in facilitating or constraining local annexation activity. This paper details the effects of specific provisions of state annexation law on municipal annexation activity. A sample of over 900 cities containing at least 10,000 people that annexed during the 1990–1999 decade was used to explore the effects. Eleven different provisions of state law were included in the analysis, including whether the state has a boundary agency overseeing annexation and whether an election is required to complete the annexation process. Results show that nearly all state provisions affect the frequency of municipal annexation, although some had unexpected results. State provisions also affect rates of annexation and acre growth through annexation, but not as consistently as they affect frequencies.
