A principal designs an algorithm that generates a publicly observable prediction of a binary state. She must decide whether to act directly based on the prediction or to delegate the decision to an agent with private information but potential misalignment. We study the optimal design of the prediction algorithm and the delegation rule in such environments. Three key findings emerge: (1) Delegation is optimal if and only if the principal would make the same binary decision as the agent had she observed the agent's information. (2) Providing the most informative algorithm may be suboptimal even if the principal can act on the algorithm's prediction. Instead, the optimal algorithm may provide more information about one state and restrict information about the other. (3) Well-intentioned policies aiming to provide more information, such as keeping a "human-in-the-loop" or requiring maximal prediction accuracy, could strictly worsen decision quality compared to systems with no human or no algorithmic assistance. These findings predict the underperformance of human-machine collaborations if no measures are taken to mitigate common preference misalignment between algorithms and human decision-makers.

We apply the FLAME methodology to derive algorithms hand in hand with their proofs of correctness for the computation of the $ L T L^T $ decomposition (with and without pivoting) of a skew-symmetric matrix. The approach yields known as well as new algorithms, presented using the FLAME notation. A number of BLAS-like primitives are exposed at the core of blocked algorithms that can attain high performance. Algorithms are used to aid human decision makers by making predictions and recommending decisions. Currently, these algorithms are trained to optimize prediction accuracy. What if they were optimized to control final decisions? In this paper, we study a decision-aid algorithm that learns about the human decision maker and provides ''personalized recommendations'' to influence final decisions. We first consider fixed human decision functions which map observable features and the algorithm's recommendations to final decisions. We characterize the conditions under which perfect control over final decisions is attainable. Under fairly general assumptions, the parameters of the human decision function can be identified from past interactions between the algorithm and the human decision maker, even when the algorithm was constrained to make truthful recommendations. We then consider a decision maker who is aware of the algorithm's manipulation and responds strategically. By posing the setting as a variation of the cheap talk game [Crawford and Sobel, 1982], we show that all equilibria are partition equilibria where only coarse information is shared: the algorithm recommends an interval containing the ideal decision. We discuss the potential applications of such algorithms and their social implications.

Matrix libraries often focus on achieving high performance for problems considered to be either "small" or "large", as these two scenarios tend to respond best to different optimization strategies. We propose a unified technique for implementing matrix operations like general matrix multiplication (GEMM) that can achieve high performance for both small and large problem sizes. The key is to fuse packing -- an operation that copies data to a contiguous layout in memory and which is critical for large matrix performance -- with the first computational "pass" over that data. This boosts performance across the problem size spectrum. As a result, tuning general-purpose libraries becomes simpler since it obviates the need to carefully express and parameterize logic that chooses between a "small matrix" strategy and a "large matrix" strategy. A prototype implementation of the technique built with the BLAS-like Library Instantiation Software (BLIS) framework is described and performance on a range of architectures is reported., Comment: 16 pages, 7 figures, 2 algorithms

In this article, we present a high performance, portable and well templated implementation for computing and fast-updating Pfaffian and inverse of an even-ranked skew-symmetric (antisymmetric) matrix. It is achieved with a skew-symmetric, blocked variant of the Parlett-Reid algorithm and a blocked update scheme based on the Woodbury matrix identity. Installation of this framework into the geminal-wavefunction-based many-variable Variational Monte Carlo (mVMC) code boosts sampling performance to up to more than $6$ times without changing Markov chain's behavior. The implementation is based on an extension of the BLAS-like instantiation software (BLIS) framework which has optimized kernel for many state-of-the-art processors including Intel Skylake-X, AMD EPYC Rome and Fujitsu A64FX., Comment: 18 pages, 3 figures and 3 tables. We show a way to perform the canonical renormalization group (RG) prescription in tensor space: write down the tensor RG equation, linearize it around a fixed-point tensor, and diagonalize the resulting linearized RG equation to obtain scaling dimensions. The tensor RG methods have had a great success in producing accurate free energy compared with the conventional real-space RG schemes. However, the above-mentioned canonical procedure has not been implemented for general tensor-network-based RG schemes. We extend the success of the tensor methods further to extraction of scaling dimensions through the canonical RG prescription, without explicitly using the conformal field theory. This approach is benchmarked in the context of the Ising models in 1D and 2D. Combining spatially resolved X-ray Laue diffraction with atomic-scale simulations, we observe how ion-irradiated tungsten undergoes a series of non-linear structural transformations with increasing irradiation exposure. Nanoscale defect-induced deformations accumulating above 0.02 displacements per atom (dpa) lead to highly fluctuating strains at ~0.1 dpa, collapsing into a driven quasi-steady structural state above ~1 dpa. The driven asymptotic state is characterized by finely dispersed vacancy defects coexisting with an extended dislocation network, and exhibits positive volumetric swelling due to the creation of new crystallographic planes through self-interstitial coalescence, but negative lattice strain., Comment: 9 pages, 9 figures, in print with PRL

Ion-irradiated FeCr alloys are useful for understanding and predicting neutron-damage in the structural steels of future nuclear reactors. Previous studies have largely focused on the structure of irradiation-induced defects, probed by transmission electron microscopy (TEM), as well as changes in mechanical properties. Across these studies, a wide range of irradiation conditions has been employed on samples with different processing histories, which complicates the analysis of the relationship between defect structures and material properties. Furthermore, key properties, such as irradiation-induced changes in thermal transport and lattice strain, are little explored. Here we present a systematic study of Fe3Cr, Fe5Cr and Fe10Cr binary alloys implanted with 20 MeV Fe$^{3+}$ ions to nominal doses of 0.01 dpa and 0.1 dpa at room temperature. Nanoindentation, transient grating spectroscopy (TGS) and X-ray micro-beam Laue diffraction were used to study the changes in hardness, thermal diffusivity and strain in the material as a function of damage and Cr content. Our results suggest that Cr leads to an increased retention of irradiation-induced defects, causing substantial changes in hardness and lattice strain. However, thermal diffusivity varies little with increasing damage and instead degrades significantly with increasing Cr content in the material. We find significant lattice strains even in samples exposed to a nominal displacement damage of 0.01 dpa. The defect density predicted from the lattice strain measurements is significantly higher than that observed in previous TEM studies, suggesting that TEM may not fully capture the irradiation-induced defect population.

Measurement modalities in Bragg coherent diffraction imaging (BCDI) rely on finding signal from a single nanoscale crystal object, which satisfies the Bragg condition among a large number of arbitrarily oriented nanocrystals. However, even when the signal from a single Bragg reflection with (hkl) Miller indices is found, the crystallographic axes on the retrieved three-dimensional (3D) image of the crystal remain unknown, and thus, localizing in reciprocal space other Bragg reflections becomes in reality impossible or requires good knowledge of the orientation of the crystal. We report the commissioning of a movable double-bounce Si (111) monochromator at the 34-ID-C end station of the Advanced Photon Source, which aims at delivering multi-reflection BCDI as a standard tool in a single beamline instrument. The new instrument enables this through rapid switching from monochromatic to broadband (pink) beam permitting the use of Laue diffraction to determine crystal orientation. With a proper orientation matrix determined for the lattice, one can measure coherent diffraction near multiple Bragg peaks, thus providing sufficient information to image the full strain tensor in 3D. We discuss the design, concept of operation, the developed procedures for indexing Laue patterns, and automated measuring of Bragg coherent diffraction data from multiple reflections of the same nanocrystal.

Building on the success of Quantum Monte Carlo techniques such as diffusion Monte Carlo, alternative stochastic approaches to solve electronic structure problems have emerged over the last decade. The full configuration interaction quantum Monte Carlo (FCIQMC) method allows one to systematically approach the exact solution of such problems, for cases where very high accuracy is desired. The introduction of FCIQMC has subsequently led to the development of coupled cluster Monte Carlo (CCMC) and density matrix quantum Monte Carlo (DMQMC), allowing stochastic sampling of the coupled cluster wave function and the exact thermal density matrix, respectively. In this article we describe the HANDE-QMC code, an open-source implementation of FCIQMC, CCMC and DMQMC, including initiator and semi-stochastic adaptations. We describe our code and demonstrate its use on three example systems; a molecule (nitric oxide), a model solid (the uniform electron gas), and a real solid (diamond). An illustrative tutorial is also included.

Tungsten is the main candidate material for plasma-facing armour components in future fusion reactors. Bombardment with energetic fusion neutrons causes collision cascade damage and defect formation. Interaction of defects with helium, produced by transmutation and injected from the plasma, modifies defect retention and behaviour. Here we investigate the residual lattice strains caused by different doses of helium-ion-implantation into tungsten and tungsten-rhenium alloys. Energy and depth-resolved synchrotron X-ray micro-diffraction uniquely permits the measurement of lattice strain with sub-micron 3D spatial resolution and ~10-4 strain sensitivity. Increase of helium dose from 300 appm to 3000 appm increases volumetric strain by only ~2.4 times, indicating that defect retention per injected helium atom is ~3 times higher at low helium doses. This suggests that defect retention is not a simple function of implanted helium dose, but strongly depends on material composition and presence of impurities. Conversely, analysis of W-1wt% Re alloy samples and of different crystal orientations shows that both the presence of rhenium, and crystal orientation, have comparatively small effect on defect retention. These insights are key for the design of armour components in future reactors where it will be essential to account for irradiation-induced dimensional change when predicting component lifetime and performance.

Strontium titanate is a low-temperature, non-Bardeen-Cooper-Schrieffer superconductor that superconducts to carrier concentrations lower than in any other system and exhibits avoided ferroelectricity at low temperatures. Neither the mechanism of superconductivity in strontium titanate nor the importance of the structure and dielectric properties for the superconductivity are well understood. We studied the effects of twin structure on superconductivity in a 5.5-nm-thick layer of niobium-doped SrTiO$_{3}$ embedded in undoped SrTiO$_{3}$. We used a scanning superconducting quantum interference device susceptometer to image the local diamagnetic response of the sample as a function of temperature. We observed regions that exhibited a superconducting transition temperature $T_{c}$ $\gtrsim$ 10% higher than the temperature at which the sample was fully superconducting. The pattern of these regions varied spatially in a manner characteristic of structural twin domains.
