This book includes papers presented at the 14th International Conference “Economies of the Balkan and Eastern European Countries” (EBEEC), held in Florence, Italy, in May 2022. It sheds new light on the micro- and macroeconomic developments in the Eastern European and Balkan countries, taking into account also the broader regional and global factors influencing these developments. In particular, it includes the latest theoretical and empirical research and policy insights from Central and Southeastern Europe and presents new ideas on how to resolve economic problems, also generated by the pandemic, in the Balkan and Eastern European economies in a pan-European context. By examining how the decisions and the performance of economic, social, and political actors in the area are intertwined with wider events, also at a global level, the papers highlight the dynamic development in Eastern Europe and the Balkans region. Further, the book demonstrates how the area is evolving within the framework of European economic integration and the global effervescent economy.

The papers were presented during the 11th Annual Research Conference of Symbiosis Institute of Management Studies (SIMSARC2020). In diesem Buch werden der Wachstumstheorie zuzuordnende Kreislaufmodelle eingeführt, die der heterogenen Struktur von Volkswirtschaften explizit Rechnung tragen. Dazu werden Ökonomien in Haushaltsgruppen aufgeteilt, die über voneinander verschiedene durchschnittliche Arbeitseinkommen, Konsumausgaben und Vermögen verfügen, und es wird untersucht, welchen Einfluss die Faktoren Wirtschaftswachstum und Kapitalertragsrate auf deren wirtschaftliche Entwicklung ausüben. Im Rahmen dieser Modelle wird nachgewiesen, dass sich die Haushaltsgruppen vollkommen unterschiedlich entwickeln können. Insbesondere dann, wenn die Kapitalertragsrate größer ist als das Wirtschaftswachstum, kann eine zunehmende Konzentration der Vermögen bei den wohlhabenden zulasten der Vermögen der übrigen Haushaltsgruppen auftreten. The book examines female entrepreneurship in the nineteenth century. Economic history has long accorded women entrepreneurs a very minor place, relegating them to the status of historical anecdotes. The hypothesis of women's withdrawal from the business sphere after the eighteenth century has long dominated. However, this view has recently been subject to a fundamental questioning. Women did in fact actively contribute to economic development by occupying key positions in the business sphere as independent workers, investors and entrepreneurs. Businesswomen were no exception in the nineteenth century. They ran businesses of all sizes and in a wide range of industrial sectors. This book helps to bring nineteenth-century women entrepreneurs out of invisibility, by examining their entrepreneurial practices and shedding light on the role of the legal framework in which they operated. This interdisciplinary book will appeal to students, scholars, and researchers of economic history, business history, history of law, and economics and management sciences in general, interested in a better understanding of female entrepreneurship in the nineteenth century.

In this study on the Japanese economy, the author focuses on three problems related to economic policy and presents their answers. The author analyzes (i) what mechanisms exist for fiscal policy and the price level, (ii) whether the MMT proposition that public deficits increase people's wealth and savings fits into the standard macro model, and (iii) whether Blanchard's assertion that fiscal deficits are net wealth in the US economy can be applied to Japanese economy as well. The propositions of Sims'FTPL, Kelton's MMT, Japan's Ricardian type argument, and the non-Ricardian type of government by Blanchard have been understood as independent economic perceptions, but they will be theoretically shown as a coherent story. Namely, this study presents a macroeconomic framework that includes the financial sector and derives Sims'proposition that “fiscal policy can be the sole determinant of the price level.” It also shows that MMT's claim that'budget deficits increase our wealth and collective savings'can inevitably hold within this framework. Furthermore, it presents a model that consistently explains that public debt leads to financial collapse but contributes to economic welfare.

This study traces the welfare regimes of Mauritius and South Africa from the early 20th century focusing on the historical circumstances that gave rise to the dominance of state-funded old-age pensions within their respective welfare frameworks. It highlights intersections between powerful business interests, the state, and social forces that sowed the seeds of social entitlements. Due to different mobilisation efforts of these social actors, both countries have spawned welfare regimes of different persuasions. Mauritius has maintained its long-standing traditions as a social democracy stretching back to the late 1950s, while South Africa continues relentlessly in pursuit of a liberal welfare state, a journey it has treaded since 1928 when the old-age pension laws first came into effect. While unravelling the innermost workings of welfare state development in Mauritius and South Africa, it also probes the present political and economic circumstances that have kept these two welfare regimes resolutely unchanged. Against this backdrop, it draws parallels between current welfare outcomes and those of old as they continue to chart their way into the future.

Immiserizing Growth Fails the Poor refers to situations where economic growth does not lead to poverty reduction. How should this phenomenon be conceptualized? How often, when, and where does it occur? Why does it occur? Shaffer addresses these three sets of questions drawing on a wide range of theoretical perspectives and empirical approaches. This volume presents a conceptualization of immiserizing growth which combines the notions of failed and malevolent inclusion, being bypassed, and'avoidably'harmed by growth, respectively. It develops this concept of malevolent inclusion drawing on a debate in philosophy about'doing and allowing harm'. The analysis proceeds to examine the characteristics and causes of immiserizing growth on the basis of comparable household survey data from the 1990s using multiple poverty lines and time periods, and different measures of growth and poverty. The book also explores theories, processes, and mechanisms of immiserizing growth found in a wide variety of bodies of thought including the classical tradition of political economy (Mathus, Ricardo, and Marx), more recent radical traditions of scholarship, literatures on poverty dynamics, and inclusive growth and empirical case studies. It proceeds to empirically investigate some of the variables uncovered in this literature using cross-country econometric techniques, methods of qualitative comparative analysis and case-studies from sub-Saharan Africa, matched using cluster analysis and situated within a typological framework.

The globalization of welfare has had the biggest impact in developing countries, where more than five-sixths of the world's population lives. In Africa, Asia, Latin America, and the Middle East there has been great progress in eradicating infant mortality and illiteracy, people are living longer, and more young people are able to obtain a secondary education. These achievements are the product of a welfare mix combining resources of the household, the market, and the state. Given low starting points, only a minority of developing countries have already caught up with the high standards of welfare in Europe, the United States and Canada, and the Asia Pacific region. Slow but steady rates of progress show that people in a majority of developing countries can expect to catch up with the high, fixed standards of welfare in the next three decades. This will happen sooner in China and later in India, because China has been unusually successful in using its resources to promote welfare while India has been below the global average. These conclusions are based on Richard Rose's systematic analysis of the Global Welfare Database, which combines official and unofficial data covering 95 per cent of the world's population. The success of highly developed countries raises questions about how much is enough welfare. At what age will young people learn more by leaving classrooms and becoming employees? Is length of life or quality of life more important for older people? Should unpaid work caring for children and older family members have the same value as working and paying taxes in the official economy?
