25 Statistical Reports on the Development of Chinese Internet and 5 Survey Reports on the Chinese Network Information Resources published by China Internet Network Information Center are taken for analysis. From the point of view of domain name, web site and web page respectively, the paper conducts detailed analysis on the growth of basic network information resources in China. The statistical analysis on network information indicates expandness and logic growth on Chinese network information resource. Causes and current problems in change processes of Network information resources through the past 13 years are explored.

Stating the "information island" of e-government construction and so on, proposing the digitization of government resources-related issues, this paper constructs the overall model of the digitization of government resources. In the model, we gave a detailed analysis of the abstract description of the process of their resources, built a SAN-Storage Area Network strategic framework, made redundant SAN-Storage Area Networks Strategic Framework. Finally against the particularity of government resources, we built an inter - language retrieval model to achieve its efficient retrieval.

This paper discusses the five emergency service functions of government websites and analyzes several defects existed in the emergency service functions of China's government websites. Combining the experience of U.S. government website, some suggestions are provided to improve the emergency services functions of China's government websites.
