As the increasing oil consumption in China year by year, the construction of oil depots is in the ascendant. These depots which store a lot of volatile oil products will cause serious pollution to the urban air. How to effectively predict the generated oil pollutants and how to scientifically and rationally manage the urban depots are big problems that we are confronted with. This paper introduces the Grey Dynamic Model (GDM) with its MATLAB computer program to predict air pollutants in the urban depots. The predictions, compared with the measurements, show that this model is scientific, rapid and practical, which makes it suitable for other applications.

Initial allocation of emissions permits is the basis of establishing an emissions trading program. This paper contrasted three different allocation modes and analyzed the current situation of thermal power industry. Based on research above, a mixed method was proposed and proved to be applicable to Shanxi province. This mixed method consists of three types, namely, free allocation which is considered as the main choice, pricing sale a supplement, and a public auction when necessary. In addition, according to the generating performance standards, the initial allocation of SO 2 emissions permits for 118 thermal power enterprises and 267 thermal power units in Shanxi province were distributed. The results show the distribution can meet the total-amount-control target: SO 2 emissions will be reduced 15% every five years in the next decade, less than 504,100 tons in 2015, less than 428,500 tons in 2020. By comparing the distribution results of SO 2 emissions permits with the predicted SO 2 emissions of thermal power industry, it came to a conclusion that the situation of emissions reduction is serious and there will be a large market potential in SO 2 emissions trading of thermal power industry in Shanxi province.

Wastewater treatment plants (WWTPs) emit greenhouse gas (GHG), which may lead to climate change and global warming effect. During recent years, the increase of the number of WWTPs in China has made the study of the GHG emissions from WWTPs extremely important. This paper presents a complete estimation procedure of GHG generation by considering direct GHG emissions, indirect emissions from energy consumption and some other optional emissions. Based on the system, the overall GHG emissions of nearly 2000 WWTPs in China in 2009 were simulated and analyzed. Generally, the result indicated that the emission factor is about 4.23 kg CO 2 /kg COD. Furthermore, impact of different factors, such as treatment processes, distribution regions, plant scales, operational load rate and month, were compared. On this basis, recommendations were proposed for GHG emission reduction.

The endogenous CO 2 emissions are mainly from construction equipments powered with fossil fuel combustion at highway tunnel building period. These emissions from construction fossil fuel including gas, diesel, oil, coal and asphalt, are modeled and calculated to assess the effectiveness of highway construction. This paper selects a highway in western China as a case study to focus on the endogenous CO 2 emission during tunnel construction. It summarizes the results of field research that used a scientific literature. The formulary of counting methodologies of CO 2 emission considering the endogenous components is built up for highway tunnel construction. The oriented-diesel CO 2 emissions are at high level with the proportion of over 90% in comparison with other fuel types in tunnel building. The average endogenous CO 2 emission of tunnel construction is with the default value of 2911.5 kg/m. The research that produced these results should be continued to observe more highway tunnels of the same region in order to refine the current data and also gather data from other highways.

The paper analyzed the three-year (from 2006 to 2008) concentration data of SO 2 , NO 2 and PM 10 with routine monitoring in Xi'an, and selected several common statistical distribution models to fit the observational data. The results showed that the most appropriate distribution models representing the daily average concentration of SO 2 (0.0514 ± 0.0390 mg/m3, n=1096), NO 2 (0.0416 ± 0.0135 mg/m3, n=1096) and PM 10 (0.1268 ± 0.0574 mg/m3, n=1095) were Pearson 6, Extreme Value and Log-Logistic distribution, respectively. According to the rollback equation, the emission source reduction of SO 2 , NO 2 and PM 10 to meet the secondary standards of ambient air quality standard (AAQS) is also estimated, i.e. −16.7%, 3.8% and 21.1%, respectively. Therefore, in order to improve the air quality in Xi'an, the average concentration of PM 10 and NO 2 should be reduced to meet the AAQS while the SO 2 concentration meet to the AAQS with the environmental capacity of 16.7% in future. It can offer some referenced suggestions to develop effective air pollution control strategies for environmental protection departments.
