From the digital library of cloud computing and personalized information services status in this paper, the study and found a problem about the digital library information services at this stage, let the virtualization cloud computing, the key technology of distributed data storage, massive data processing and cloud platforms used in building digital library of personalized information service with cloud platform, and deployment cloud services on the platform.

As the development trend of future library, with powerful architecture and technical support provided by cloud computing, ubiquity has become an integrated data storage centre where can obtain resources anytime and anywhere. As the growing demand for cloud computing, the scale of cloud data centers increased gradually, so that the energy issues of cloud environments have become increasingly prominent. For the situation of energy consumption serious in cloud computing data center, the resource scheduling algorithm of cloud computing for energy optimization was designed base on the technology of virtual machine migration. The energy consumption of cloud data center was saved effectively through effective use of resources, rational allocation of resources scheduling. Simulation results showed that compared to sequence execution algorithm, utilization of CPU, the average energy consumption, the average time was reduced by 16.63%, 27.26% and 23.72%, respectively.

So that, we make the sharing of information among which is difficult to interact with each other in the "information island" and even integrate a variety of underlying independent hardware into a unified whole. Finally, this model can change according to demands and intelligently adjust the integrated hardware resources, achieving the better balance between effectiveness and resources, energy saving and basically meeting the needs of the data sharing.

Grid computing is a computing model in which computing resources are geographically dispersed. A computing node can share these resources as well as can transfer applications at other nodes to execute it. Due to the absence of centralized authority in grid, some resources may be overloaded and others may be under loaded. To obtain high performance, load balance strategy is necessarily needed. Load balance strategy can be affected by different parameters like network parameters, application characteristics, computing node capacity etc. In this paper, we consider using three parameters namely network parameters, computation node capacity and application characteristic to obtain effective load balance. All these parameters will pass to AHP (Arithmetic hierarchy process) for automatic decision making to select better resources for high performance service.

E-government presents a tremendous opportunity to provide higher quality, and cost-effective government services as well as creating a better relationship between citizens and government. The use of Web GIS makes the sharing and applying traditional GIS being possible. Web GIS provides integrated geo-spatial information and services to users and decision support for the government's macro decision-making. However, the current condition of huge initial capital investment in ICT equipment and IT labor does not change. As Cloud Computing enables sharing of resources and costs across a large pool of users while providing on-demand services with dynamic scalability. E-government with cloud computing raises the utilization rate of resource and reduces the budget. In addition, if e-government system is moved to cloud computing environment, cloud computing can construct the system into a service platform which takes service as its core, realizing the transition of government function and promoting the upgrading of local industry and developing low carbon economy. For this reason this research aims to develop a comprehensive framework of support e-government platform, with a specific focus on the e-government system based on Web GIS and private cloud computing based on OpenStack.
