This paper considers the estimation of a linear stochastic discrete-time system through an unreliable network. Packet losses from the sensor to the estimator are assumed to follow a Bernoulli distribution, while information loss at any time is not assumed to be available at the receiver. A new estimator is derived from the Kalman filter by using the probability of packet arrivals. It is shown that the new estimator provides a good estimate under unreliable communications with packet losses. The estimator is used successfully in a Linear Quadratic Gaussian (LQG) controller to stabilize an inverted pendulum system and compared to the standard Kalman filter. [ABSTRACT FROM AUTHOR]
