Abstract

The article discusses emission trading in the Committee on Aviation Environmental Protection (CAEP) guidelines and the European Commission (EC) policy. The CAEP guidelines are for consideration by the 190 Member States of the International Civil Aviation Organization (ICAO) Council. International treaty provisions and the ICAO policy support an emissions trading scheme formed under mutual agreement but, the author notes that this will not force the European Union to deny its rights to impose them within its territory.
