The concept of quality has recently received great attention from various organizations and higher education institutions have been interested in this topic around the world. The objective of our study is to analyze the mechanisms of the success of the quality assurance system (QAS) adopted by Algerian higher education. First, we focused on the recent reforms of higher education during the rapid development of globalization, then the quality assurance strategy, its stages, and practices. This study aims to present one of the most important research projects in the field of scientific and technical information in Algeria, namely the national online documentation system. The latter is created by the national center for studies and research in scientific and technical information. His product is considered an essential element in the creation of the technological infrastructure to serve the higher education sector and the scientific research and hence the establishment of a knowledge society in Algeria. Given the growing importance of cognitive creativity in terms of its positive multidimensional impacts on the individual and the community and taking into account the lessons of the results of international experiences, it seems clear that there is a need of building development plans around creativity.
