The large-scale loss of ecosystem assets around the world, and the resultant reduction in the provision of nature's benefits to people, underscores the urgent need for better metrics of ecological performance as well as their integration into decision-making. Gross ecosystem product (GEP) is a measure of the aggregate monetary value of final ecosystem-related goods and services in a specific area and for a given accounting period. GEP accounting captures the use of many ecosystem services in production processes across the economy, which are then valued in terms of their benefits to society. GEP has five key elements that make it transparent, trackable, and readily understandable: (1) a focus on nature's contributions to people; (2) the measurement of ecosystem assets as stocks and ecosystem services as flows; (3) the quantification of ecosystem service use; (4) an understanding of ecosystem service supply chains through value realization; and (5) the disaggregation of benefits across groups. Correspondingly, a series of innovative policies based on GEP have been designed and implemented in China. Eutrophication of the Baltic Sea is driven by phosphorus and nitrogen. While the anthropogenic point source loads of both nutrients have decreased markedly, further reductions are needed. This is true particularly for phosphorus, as highlighted by its stringent abatement targets in HELCOM's Baltic Sea Action Plan. To meet the targets, more results need to be achieved in non-point source abatement, specifically from agricultural sources. The growing pressure for phosphorus abatement from agriculture may lead to environmentally and economically inefficient outcomes unless we account for the variability in how different forms of phosphorus respond to abatement measures, and how these forms contribute to eutrophication. The precautionary and efficiency improving way to advance policies is to either replace or supplement the Total Phosphorus metric with a metric more accurate in reflecting the biologically available phosphorus. The sustainable development goals (SDGs) constitute an ambitious comprehensive global framework including monitoring mechanisms and indicators to evaluate progress towards precise targets of sustainable development. Most European countries have adapted their national sustainability indicator systems to conform to the UN Agenda 2030 for sustainable development, introducing new indicators and monitoring frameworks and governance processes in which these are embedded. What do we know about the political processes and struggles of implementing this important global framework? How does the politics of indicators differ in national contexts? We propose a classification of national indicator systems along dimensions of indicator selection, appraisal landscape, participatory nature, and political communication. We empirically explore these dimensions for four European national sustainability indicator systems through a comparative analysis based on national policy documents, indicator databases, and web portals as well as inputs from workshops and expert interviews. Given the considerable variation with respect to the trajectory of national sustainability indicator systems, we posit that these differences correspond to different national interpretations of sustainability. Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three "Rio Conventions" were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. Global environmental and societal changes threaten the cultures of indigenous peoples and local communities (IPLC). Despite the importance of IPLC worldviews and knowledge to sustaining human well-being and biodiversity, risks to these cultural resources are commonly neglected in environmental governance, in part because impacts can be indirect and therefore difficult to evaluate. Here, we investigate the connectivity of values associated with the relationship Ngātiwai (a New Zealand Māori tribe) have with their environment. We show that mapping the architecture of values-environment relationships enables assessment of how deep into culture the impacts of environmental change or policy can cascade. Our results detail how loss of access to key environmental elements could potentially have extensive direct and cascading impacts on the cultural values of Ngātiwai, including environmental responsibilities. Thus, considering only direct effects of environmental change or policy on cultural resources, or treating IPLC social-ecological relations simplistically, can severely underestimate threats to cultures. European forest policymaking is shaped by progressing European integration, yet with notable ideological divisions and diverging interests among countries. This paper focuses on the coalitional politics of key environmental forest issues: biodiversity conservation, timber legality, and climate protection policy. Combining the Advocacy Coalition Framework and the Shifting Coalition Theory, and informed by more than 186 key informant interviews and 73 policy documents spanning a 20-year timeframe, we examine the evolution of coalitional forest politics in Europe. We find that the basic line-up has remained stable: an environmental coalition supporting EU environmental forest policy integration and a forest sector coalition mostly opposing it. Still, strategic alliances across these coalitions have occurred for specific policy issues which have resulted in a gradual establishment of an EU environmental forest policy. Long-term changes, from 1984 to 2010, in the indicators of microbial pollution (total viable count, coliforms, Escherichia coli, enterococci, and Clostridium perfringens) are analysed in the Riga Hydropower Plant Reservoir, an essential source of drinking water for Riga, the capital of Latvia. Counts in microbial indicators fluctuated seasonally and were related to physicochemical parameters (nitrogen compounds, turbidity, temperature, and pH). The changes in microbial pollution were brought about by two major socio-economic developments. Firstly, Latvia's independence from the USSR in 1991 which facilitated a distinct reduction in most microorganism counts due to a sharp decline in industrial and agricultural production. This resulted in a significant drop in point and nonpoint pollution in the river basin. A further development was Latvia joining the European Union in 2004. The corresponding focus on water management, including wastewater treatment, was a major priority of environmental investment and lead to improvements in microbial water quality. Landowners can intentionally impair biodiversity values occurring on their land to pre-empt biodiversity protection. This often leads to significant negative effects on biodiversity. We studied whether landowners in Finland engaged in pre-emptive loggings after they were notified that their wooded mires are candidate sites for a mire protection program. After the notification, harvesting rates of the candidate wooded mires were significantly lower compared to harvesting rates of similar but non-candidate wooded mires. Annual and monthly harvesting rates indicated that notifying landowners of the conservation potential did not launch systematic pre-emptive logging behavior. Nevertheless, part of the candidate wooded mires were logged, so some landowners place more weight on other values than the biodiversity ones. Pre-emptive behavior has been observed in other studies suggesting that many country- or system-specific factors such as cultural background or level of compensation can affect landowners' behavior. Emerging after World War II "the environment" as a modern concept turned in the years around 1970 into a phase of institutionalization in science, civic society, and politics. Part of this was the foundation of journals. The majority became "environmental specialist journals", typically based in established disciplines. Some became "environmental generalist journals", covering broad knowledge areas and often with an ambition to be policy relevant. A significant and early member of the latter category was Ambio, founded 1972. This article presents an overview of the journal's first 50 years, with a focus on main changes in scientific content, political context, and editorial directions. A key finding is that the journal reflects an increasing pluralization of "the environment" with concepts such as global change, climate change, Earth system science, Anthropocene, resilience, and environmental governance. Improving water quality has become an important environmental issue, spurred in part by the Water Framework Directive. However, the relationship of policy change with forest water protection measures is relatively unknown. We analyzed how policy and practice have developed in Sweden using 50 years of historic data from the Krycklan Catchment Study, focusing on riparian buffers. Corresponding to legislation, education and voluntary measures emphasizing stream protection, two step changes occurred; between the 1970s–1980s, buffers increased by 67%, then by 100% between 1990s and 2000s. By 2013, just 50% of the stream length affected by forestry was protected and the application has varied by stream size; small streams lacked a buffer approximately 65% of the time, while 90% of large streams had buffers. The doubling of buffer implementation from the 1990s–2000s corresponded to the adoption of a number of environmental protection policies in the 1990s that all came into effect during this period. Gaps between public policy goals and the state of the environment are often significant. However, while goal failures in environmental governance are studied in a number of disciplines, the knowledge on the various causes behind delayed goal achievement is still incomplete. In this article we propose a new framework for analysis of delay mechanisms in science and policy, with the intention to provide a complementary lens for describing, analysing and counteracting delay in environmental governance. The framework is based on case-study findings from recent research focusing on goal-failures in policies for climate change, hazardous chemicals, biodiversity loss and eutrophication. It is also related to previous research on science and policy processes and their interactions. We exemplify the framework with two delay mechanisms that we consider particularly important to highlight—denial of science and decision thresholds. We call for further research in the field, for development of the framework, and not least for increased attention to delay mechanisms in environmental policy review and development on national as well as international levels. Because of its serious large-scale effects on ecosystems and its transboundary nature, acid rain received for a few decades at the end of the last century wide scientific and public interest, leading to coordinated policy actions in Europe and North America. Through these actions, in particular those under the UNECE Convention on Long-range Transboundary Air Pollution, air emissions were substantially reduced, and ecosystem impacts decreased. Widespread scientific research, long-term monitoring, and integrated assessment modelling formed the basis for the policy agreements. In this paper, which is based on an international symposium organised to commemorate 50 years of successful integration of air pollution research and policy, we briefly describe the scientific findings that provided the foundation for the policy development. We also discuss important characteristics of the science–policy interactions, such as the critical loads concept and the large-scale ecosystem field studies. Finally, acid rain and air pollution are set in the context of future societal developments and needs, e.g. the UN's Sustainable Development Goals. Positive (synergistic) and negative (trade-off) relationships among ecosystem services are influenced by drivers of change, such as policy interventions and environmental variability, and the mechanisms that link these drivers to ecosystem service outcomes. Failure to account for these drivers and mechanisms can result in poorly informed management decisions and reduced ecosystem service provision. Here, we review the literature to determine the extent to which drivers and mechanisms are considered in assessments of ecosystem service relationships. We show that only 19% of assessments explicitly identify the drivers and mechanisms that lead to ecosystem service relationships. While the proportion of assessments considering drivers has increased over time, most of these studies only implicitly consider the drivers of ecosystem service relationships. We recommend more assessments explicitly identify drivers of trade-offs and synergies, which can be achieved through a greater uptake of causal inference and process-based models, to ensure effective management of ecosystem services. A growing number of countries is setting up natural capital accounts (NCA) based on the system of environmental-economic accounting (SEEA); however, actually using them for better policy making turns out to be complex. This paper synthesises lessons on the institutional mainstreaming of the SEEA and its use in improving policy decisions affecting natural capital. It draws on discussions held at two Policy Forums organised by the World Bank Wealth Accounting and Valuation of Ecosystem Services program and the United Nations Statistical Division. Practical examples of how the SEEA helps to improve policy making are explored. Emerging from the Forums were ten principles for making NCA fit for policy. These principles promote a comprehensive NCA organisation, a purposeful use of accounts, trustworthy methods and institutionalisation of NCA mechanisms in government. To put these principles into practice, six strategies are outlined: (1) assure credibility of the accounts; (2) align supply and demand for NCA; (3) assure high level support for NCA; (4) encourage cooperation between institutions so NCA and policy are mutually constructive; (5) provide evidence that natural capital is economically important and; (6) assure policy-relevant communication of NCA results. The field of systematic conservation planning has grown substantially, with hundreds of publications in the peer-reviewed literature and numerous applications to regional conservation planning globally. However, the extent to which systematic conservation plans have influenced management is unclear. This paper analyses factors that facilitate the transition from assessment to implementation in conservation planning, in order to help integrate assessment and implementation into a seamless process. We propose a framework for designing implementation strategies, taking into account three critical planning aspects: processes, inputs, and context. Our review identified sixteen processes, which we broadly grouped into four themes and eight inputs. We illustrate how the framework can be used to inform context-dependent implementation strategies, using the process of 'engagement' as an example. The example application includes both lessons learned from successfully implemented plans across the engagement spectrum, and highlights key barriers that can hinder attempts to bridge the assessment-implementation gap. Rewilding may signify the emergence of a new environmental narrative. Discussion of underlying policy narratives is important because they shape understandings of the state of world and how society should act. I summarise the origins of twentieth century environmental narratives and argue that their influence derives from components telling of the dire state of nature, the catastrophic consequences of this and the need for competent authorities to act to govern the perpetrators of harm. Reflecting on my engagements with rewilding science and practice, I posit that stories of rewilding are adopting a quite different narrative structure: one that involves components telling of feelings of despondency and processes of awakening, action, and reassessment leading to the recovery of natural and social well-being. These components align with the narrative structure of accounts of mental health. I label this emerging narrative 'Recoverable Earth' and suggest that it signifies action by grassroot conservationists to reassert their ability to lead change locally and produce better outcomes for nature and society. We analyze the invisibility of fisheries and inadequacy of fishers’ participation in the process of hydropower development in the Amazon, focusing on gaps between legally mandated and actual outcomes. Using Ostrom’s institutional design principles for assessing common-pool resource management, we selected five case studies from Brazilian Amazonian watersheds to conduct an exploratory comparative case-study analysis. We identify similar problems across basins, including deficiencies in the dam licensing process; critical data gaps; inadequate stakeholder participation; violation of human rights; neglect of fishers’ knowledge; lack of organization and representation by fishers’ groups; and lack of governmental structure and capacity to manage dam construction activities or support fishers after dam construction. Fishers have generally been marginalized or excluded from decision-making regarding planning, construction, mitigation, compensation, and monitoring of the social-ecological impacts of hydroelectric dams. Addressing these deficiencies will require concerted investments and efforts by dam developers, government agencies and civil society, and the promotion of inter-sectorial dialogue and cross-scale participatory planning and decision-making that includes fishers and their associations. Rapid urbanisation generates risks and opportunities for sustainable development. Urban policy and decision makers are challenged by the complexity of cities as social-ecological-technical systems. Consequently there is an increasing need for collaborative knowledge development that supports a whole-of-system view, and transformational change at multiple scales. Such holistic urban approaches are rare in practice. A co-design process involving researchers, practitioners and other stakeholders, has progressed such an approach in the Australian context, aiming to also contribute to international knowledge development and sharing. This process has generated three outputs: (1) a shared framework to support more systematic knowledge development and use, (2) identification of barriers that create a gap between stated urban goals and actual practice, and (3) identification of strategic focal areas to address this gap. Developing integrated strategies at broader urban scales is seen as the most pressing need. The knowledge framework adopts a systems perspective that incorporates the many urban trade-offs and synergies revealed by a systems view. Scientists working on ecosystem service (ES) science are engaged in a mission-driven discipline. They can contribute to science-policy interfaces where knowledge is co-produced and used. How scientists engage with the governance arena to mobilise their knowledge remains a matter of personal choice, influenced by individual values. ES science cannot be considered neutral and a discussion of the values that shape it forms an important part of the sustainability dialogue. We propose a simple decision tree to help ES scientists identify their role and the purpose of the knowledge they produce. We characterise six idealised scientific postures spanning possible roles at the science-policy interface (pure scientist, science arbiter-guarantor, issue advocate-guardian, officer, honest broker and stealth issue advocate) and illustrate them with feedbacks from interviews. We encourage ES scientists to conduct a reflexive exploration of their attitudes regarding knowledge production and use, with the intention of progressing toward a higher recognition of the political and ethical importance of ES assessments. The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. Sustainable development aims at addressing economic, social, and environmental concerns, but the current lack of responsive environmental governance hinders progress. Short-term economic development has led to limited actions, unsustainable resource management, and degraded ecosystems. The UN Sustainable Development Goals (SDGs) may continue to fall short of achieving significant progress without a better understanding of how ecosystems contribute to achieving sustainability for all people. Ecosystem governance is an approach that integrates the social and ecological components for improved sustainability and includes principles such as adaptive ecosystem co-management, subsidiarity, and telecoupling framework, as well as principles of democracy and accountability. We explain the importance of ecosystem governance in achieving the SDGs, and suggest some ways to ensure that ecosystem services are meaningfully considered. Concern for a diminished human experience of nature and subsequent decreased human well-being is addressed via a consideration of green infrastructure's potential to facilitate unplanned or incidental nature experience. Incidental nature experience is conceptualized and illustrated in order to consider this seldom addressed aspect of human interaction with nature in green infrastructure planning. Special attention has been paid to the ability of incidental nature experience to redirect attention from a primary activity toward an unplanned focus (in this case, nature phenomena). The value of such experience for human well-being is considered. The role of green infrastructure to provide the opportunity for incidental nature experience may serve as a nudge or guide toward meaningful interaction. These ideas are explored using examples of green infrastructure design in two Nordic municipalities: Kristianstad, Sweden, and Copenhagen, Denmark. The outcome of the case study analysis coupled with the review of literature is a set of sample recommendations for how green infrastructure can be designed to support a range of incidental nature experiences with the potential to support human well-being. Reviews of evidence are a vital means of summarising growing bodies of research. Systematic reviews (SRs) aim to reduce bias and increase reliability when summarising high priority and controversial topics. Similar to SRs, systematic maps (SMs) were developed in social sciences to reliably catalogue evidence on a specific subject. Rather than providing answers to specific questions of impacts, SMs aim to produce searchable databases of studies, along with detailed descriptive information. These maps (consisting of a report, a database, and sometimes a geographical information system) can prove highly useful for research, policy and practice communities, by providing assessments of knowledge gaps (subjects requiring additional research), knowledge gluts (subjects where full SR is possible), and patterns across the research literature that promote best practice and direct research resources towards the highest quality research. Regime shift often results in large, abrupt, and persistent changes in the provision of ecosystem services and can therefore have significant impacts on human wellbeing. Understanding regime shifts has profound implications for ecosystem recovery and management. China's coastal ecosystems have experienced substantial deterioration within the past decades, at a scale and speed the world has never seen before. Yet, information about this coastal ecosystem change from a dynamics perspective is quite limited. In this review, I synthesize existing information on coastal ecosystem regime shifts in China and discuss their interactions and cascading effects. The accumulation of regime shifts in China's coastal ecosystems suggests that the desired system resilience has been profoundly eroded, increasing the potential of abrupt shifts to undesirable states at a larger scale, especially given multiple escalating pressures. Policy and management strategies need to incorporate resilience approaches in order to cope with future challenges and avoid major losses in China's coastal ecosystem services. In the scientific literature, few valuations of biodiversity and ecosystem services following the impacts of toxicity are available, hampered by the lack of ecotoxicological documentation. Here, tributyltin is used to conduct a contingent valuation study as well as cost-benefit analysis (CBA) of measures for improving the environmental status in Swedish coastal waters of the Baltic Sea. Benefits considering different dimensions when assessing environmental status are highlighted and a quantitative environmental assessment framework based on available technology, ecological conditions, and economic valuation methodology is developed. Two scenarios are used in the valuation study: (a) achieving good environmental status by 2020 in accordance with EU legislation (USD 119 household year) and (b) achieving visible improvements by 2100 due to natural degradation (USD 108 household year) during 8 years. Ecosystem-based management (EBM) has become a key instrument of contemporary environmental policy and practice. Given the increasingly important role of EBM, there is an urgent need for improved analytical approaches to assess if and to what extent EBM has been accomplished in any given case. Drawing on the vast literature on EBM, we identify five key ecosystem aspects for assessment. By linking these aspects to four phases of management, we develop an interdisciplinary, analytical framework that enables a high-resolution and systematic assessment of the degree of specificity and integration of ecosystem aspects in an EBM. We then apply the framework to evaluate five coastal EBM initiatives in Sweden, four on the Baltic coast and one on the west coast. Our results demonstrate our framework's usefulness for in-depth and continuous assessments of processes aiming for EBM, and also provide an empirical basis for inferences about the key challenges for successful EBM. Local ecological knowledge (LEK) has been found to be one of the main bridges to manage biocultural diversity. We analyzed the factors affecting LEK maintenance and transmission in a Mediterranean watershed. We used a mixed methods approach to evaluate the agricultural LEK in three different dimensions: biological, soil and water management, and forecasting. We found that the main factors for its maintenance were the respondent's time living in the area and the social relationships established among farmers, which involved partner collaboration and farmer information exchanges. Protected areas also played a key role for maintaining the LEK associated with soil and water management. Finally, we found that outmigration and mechanization were the most important indirect drivers of change underlying LEK erosion. We suggest that environmental policies should focus on promoting this experiential knowledge, considering both intergenerational renewal and the gendered aspects of this knowledge. China has among the highest biodiversities in the world, but faces extreme biodiversity losses due to the country's huge population and its recent explosive socioeconomic development. Despite huge efforts and investments by the government and Chinese society to conserve biodiversity, especially in recent decades, biodiversity losses may not have been reversed, and may even have been exacerbated by unintended consequences resulting from these projects. China's centralized approach to biodiversity conservation, with limited local participation, creates an inflexible and inefficient approach because of conflicts between local communities and national administrators over the benefits. Although community-based conservation may be an imperfect approach, it is an essential component of a successful future national conservation plan. Biodiversity conservation should be considered from the perspective of systems engineering and a governance structure that combines centralization with community-level conservation. In this paper, we describe China's complex challenge: how to manage interactions between humans and nature to find win-win solutions that can ensure long-term biodiversity conservation without sacrificing human concerns. The concept of climate compatible development (CCD) is increasingly employed by donors and policy makers seeking 'triple-wins' for development, adaptation and mitigation. While CCD rhetoric is becoming more widespread, analyses drawing on empirical cases that present triple-wins are sorely lacking. We address this knowledge gap. Drawing on examples in rural sub-Saharan Africa, we provide the first glimpse into how projects that demonstrate triple-win potential are framed and presented within the scientific literature. We identify that development projects are still commonly evaluated in terms of adaptation or mitigation benefits. Few are framed according to their benefits across all three dimensions. Consequently, where triple-wins are occurring, they are likely to be under-reported. This has important implications, which underestimates the co-benefits that projects can deliver. A more robust academic evidence base for the delivery of triple-wins is necessary to encourage continued donor investment in activities offering the potential to deliver CCD. [ABSTRACT FROM AUTHOR]

Humans are altering their living environment to an extent that could cause environmental collapse. Promoting change into environmental sustainability is therefore urgent. Despite a rapid expansion in conservation biology, appreciation of underlying causes and identification of long-term solutions have largely been lacking. I summarized knowledge regarding the environmental crisis, and argue that the most important contributions toward solutions come from economy, political sciences, and psychology. Roles of conservation biology include providing environmental protection until sustainable solutions have been found, evaluating the effectiveness of implemented solutions, and providing societies with information necessary to align effectively with environmental values. Because of the potential disciplinary discrepancy between finding long-term solutions and short-term protection, we may face critical trade-offs between allocations of resources toward achieving sustainability. Since biological knowledge is required for such trade-offs, an additional role for conservation biologists may be to provide guidance toward finding optimal strategies in such trade-offs. Even when environmental data quantify the risks and benefits of delayed responses to rapid anthropogenic change, institutions rarely respond promptly. We propose that narratives complementing environmental datasets can motivate responsive environmental policy. To explore this idea, we relate a case study in which a narrative of economic loss due to regionally rapid ocean acidification-an anthropogenic change-helped connect knowledge with action. We pose three hypotheses to explain why narratives might be particularly effective in linking science to environmental policy, drawing from the literature of economics, environmental policy, and cognitive psychology. It seems that yet-untold narratives may hold similar potential for strengthening the feedback between environmental data and policy and motivating regional responses to other environmental problems. Environmental pollution liability insurance was officially introduced in China only in 2006, as part of new market-based approaches for managing environmental risks. By 2012, trial applications of pollution insurance had been launched in 14 provinces and cities. More than ten insurance companies have entered the pollution insurance market with their own products and contracts. Companies in environmentally sensitive sectors and high-risk industries bought pollution insurance, and a few successful compensation cases have been reported. Still, pollution insurance faces a number of challenges in China. The absence of a national law weakens the legal basis of pollution insurance, and poor technical support stagnates further implementation. Moreover, current pollution insurance products have limited risk coverage, high premium rates, and low loss ratios, which make them fairly unattractive to polluters. Meanwhile, low awareness of environmental and social liabilities leads to limited demand for pollution insurance products by industrial companies. Mounting research highlights the contribution of ecosystem services provided by urban forests to quality of life in cities, yet these services are rarely explicitly considered in environmental policy targets. We quantify regulating services provided by urban forests and evaluate their contribution to comply with policy targets of air quality and climate change mitigation in the municipality of Barcelona, Spain. We apply the i-Tree Eco model to quantify in biophysical and monetary terms the ecosystem services 'air purification,' 'global climate regulation,' and the ecosystem disservice 'air pollution' associated with biogenic emissions. Our results show that the contribution of urban forests regulating services to abate pollution is substantial in absolute terms, yet modest when compared to overall city levels of air pollution and GHG emissions. We conclude that in order to be effective, green infrastructure-based efforts to offset urban pollution at the municipal level have to be coordinated with territorial policies at broader spatial scales. This article focuses on the governing system of the mitigation of eutrophication in the Baltic Sea. Policies and measures of the Baltic Sea coastal countries, the macro--regional (HELCOM) level, and the level of the European Union are described and governance challenges explicated. We found that the main challenges at different governance levels include: differences between coastal countries in terms of environmental conditions including environmental awareness, overlaps of policies between different levels, the lack of adequate spatial and temporal specification of policies, and the lack of policy integration. To help to meet these challenges, we suggest closer involvement of stakeholders and the public, the improvement of the interplay of institutions, and the introduction of a 'primus motor' for the governance of the mitigation of eutrophication in the Baltic Sea. The synthesis of the BONUS+ research is introduced. The HELCOM Baltic Sea Action Plan is examined as a case to illustrate the potentials and challenges in building the science-policymaking interface on a macroregional level. The projects address environmental challenges in the Baltic Sea as defined by the Baltic Sea Action Plan, or consider the environmental governance and decision making within the Baltic Sea context in general. Eutrophication, biodiversity, hazardous substances, maritime activities, and the environment governance are addressed, as are crosscutting issues, such as the impact of climate change, maritime spatial planning and impacts of future development on ecosystem services. The projects contributed to relevant policy developments: 37 consultations carried out at EU level, 49 modifications to policy documents and action plans, 153 suggestions for the efficacy of pertinent public policies and governance, and in 570 occasions, scientists working in BONUS+ projects served as members or observers in scientific and stakeholder committees. Coastal and other area resources such as tidal wetlands, seagrasses, coral reefs, wetlands, and other ecosystems are often harmed by environmental damage that might be inflicted by human actions, or could occur from natural hazards such as hurricanes. Society may wish to restore resources to offset the harm, or receive compensation if this is not possible, but faces difficult choices among potential compensation projects. The optimal amount of restoration efforts can be determined by non-market valuation methods, service-to-service, or resource-to-resource approaches such as habitat equivalency analysis (HEA). HEA scales injured resources and lost services on a one-to-one trade-off basis. Here, we present the main differences between the HEA approach and other non-market valuation approaches. Particular focus is on the role of the social discount rate, which appears in the HEA equation and underlies calculations of the present value of future damages. We argue that while HEA involves elements of economic analysis, the assumption of a one-to-one trade-off between lost and restored services sometimes does not hold, and then other non-market economic valuation approaches may help in restoration scaling or in damage determination. Information on the State of the Arctic (SoA) Conference held in spring of 2010 is presented. Topics include the invasions by non-indigenous species introduced, importance of identifying important ecological areas, and rapid declines in arctic sea ice cover. Moreover, the conference explored the role of anthropogenic greenhouse gas forcing and natural variability in driving changes that affect Arctic marine and terrestrial environments.

Supply of international environmental public goods must meet certain conditions to be socially efficient, and several reasons explain why they are currently undersupplied. Diagnosis of the public goods failure associated with particular ecosystem services is critical to the development of the appropriate international response. There are two categories of international environmental public goods that are most likely to be undersupplied. One has an additive supply technology and the other has a weakest link supply technology. The degree to which the collective response should be targeted depends on the importance of supply from any one country. In principle, the solution for the undersupply lies in payments designed to compensate local providers for the additional costs they incur in meeting global demand. Targeted support may take the form of direct investment in supply (the Global Environment Facility model) or of payments for the benefits of supply (the Payments for Ecosystem Services model). The life of impoverished people can be damaged by adverse environmental conditions, but these people can also be harmed by environmental conservation programs, particularly when the guiding policy ignores their needs. To improve the social and economic effectiveness of environmental protection, governments must understand that the ultimate goal of environmental protection is to improve human livelihoods, not just restore vegetation. The article discusses the effect of corruption on the environmental protection initiatives in Cameroon. It accounts the history of corrupt practices in the country which hinder its effort for environmental protection. An environmental performance index revealed that the more corrupt a country is perceived to be, the poorer its environmental performance.

Over the past 50 years, human beings have influenced ecosystems more rapidly than at any similar time in human history, drastically altering ecosystem functioning. Along with ecosystem transformation and degradation, a number of studies have addressed the functioning, assessment and management of ecosystems. The concept of ecosystem services has been developed in the scientific literature since the end of the 1970s. However, ecosystem service research has focused on certain service categories, ecosystem types, and geographical areas, while substantial knowledge gaps remain concerning several aspects. We assess the development and current status of ecosystem service research on the basis of publications collected from the Web of Science. The material consists of (1) articles (n = 353) from all the years included in the Web of Science down to the completion of the Millennium Ecosystem Assessment and (2) more recent articles (n = 687) published between 2006 and 2008. We also assess the importance of international processes, such as the Convention on Biological Diversity, the Kyoto Protocol and the Millennium Ecosystem Assessment, as drivers of ecosystem service research. Carbon dioxide emissions have accelerated since the signing of the Kyoto Protocol. This discouraging development may partly be blamed on accelerating world growth and on lags in policy instruments. However, it also raises serious question concerning whether policies to reduce CO2 emissions are as effective as generally assumed. In recent years, a considerable number of studies have identified various feedback mechanisms of climate policies that often erode, and occasionally reinforce, their effectiveness. These studies generally focus on a few feedback mechanisms at a time, without capturing the entire effect. Partial accounting of policy feedback's is common in many climate scenarios. The IPCC, for example, only accounts for direct leakage and rebound effects. This article attempts to map the aggregate effects of different types of climate policy feedback mechanisms in a cohesive framework. Controlling feedback effects is essential if the policy measures are to make any difference on a global level. A general conclusion is that aggregate policy feedback mechanisms tend to make current climate policies much less effective than is generally assumed. In fact, various policy measures involve a definite risk of 'backfiring' and actually increasing CO2 emissions. This risk is particularly pronounced once effects of climate policies on the pace of innovation in climate technology are considered. To stand any chance of controlling carbon emissions, it is imperative that feedback mechanisms are integrated into emission scenarios, targets for emission reduction and implementation of climate policy. In many cases, this will reduce the scope for subsidies to renewable energy sources, but increase the scope for other measures such as schemes to return carbon dioxide to the ground and to mitigate emissions of greenhouse gases from wetlands and oceans. A framework that incorporates policy feedback effects necessitates rethinking the design of the national and regional emission targets. This leads us to a new way of formulating emission targets that include feedback effects, the global impact target. Once the full climate policy feedback mechanisms are accounted for, there are probably only three main routes in climate policy that stand a chance of mitigating global warming: (a) returning carbon to the ground, (b) technological leaps in zero-emission energy technology that make it profitable to leave much carbon in the ground even in Annex II countries and (c) international agreements that make it more profitable to leave carbon in the ground or in forests. China is the world's most populous country and has one of the largest territories. As such, Chinese attitudes and behavior with regard to environmental issues are key factors in protecting the world's natural resources and environment. In this study, we surveyed a random sample of 5000 citizens from six Chinese provinces (Beijing, Shanghai, Hubei, Hunan, Henan, and Shaanxi) to understand their environmental attitudes, contrasts between the attitudes of citizens in different demographic groups, and their willingness to invest in environmental conservation. The results indicated that policymakers and the public increasingly recognize the key role that environmental restoration plays in protecting the overall health of the environment. In total, 91% of the interviewees believed that the environment had deteriorated severely during the past decade, compared with 44% in a 1999 survey. In addition, 78% of the interviewees supported their government's investment of more than 300 billion RMB (;10% of total government revenues in 2004) in the "Grain for Green Project," which discouraged unsustainable land use by compensating farmers and herders for abandoning farming and grazing on marginal land. There was a strong correlation between environmental attitudes and net income and education levels, and other differences were based on the respondents' age, gender, job, and location. Net income and education level were the key factors that affected environmental attitudes. Sixty-four percent of the 56 raptor and owl species that occur in Europe have an unfavorable conservation status. As well as requiring conservation measures in their own right, raptors and owls function as useful sentinels of wider environmental "health," because they are widespread top predators, relatively easy to monitor, and sensitive to environmental changes at a range of geographical scales. At a time of global acknowledgment of an increasing speed of biodiversity loss, and new, forward-looking and related European Union biodiversity policy, there is an urgent need to improve coordination at a pan-European scale of national initiatives that seek to monitor raptor populations. Here we describe current initiatives that make a contribution to this aim, particularly the current "MEROS" program, the results of a questionnaire survey on the current state of national raptor monitoring across 22 BirdLife Partners in Europe, the challenges faced by any enhanced pan-European monitoring scheme for raptors, and some suggested pathways for efficiently tapping expertise to contribute to such an initiative. This paper outlines the importance of the policy context for monitoring with and for raptors, and, conversely, of the importance of such monitoring for policy. It then outlines two key areas of European Union (EU) environmental policy most relevant to monitoring for and with raptors, namely biodiversity policy and pollution policy. For each of the policy areas, the pertinent objectives and actions of the current EU policy are identified, and their relevance for raptor monitoring is discussed. Land-use change processes are commonly understood as simplified cause-effect relationships, which, in turn, support many environment-development policies. This paper uses wide-ranging evidence from a number of global case studies to challenge some of the prevailing "myths" around land-use change in the Mekong Basin and supports the conclusion that the simple explanations found in population growth, poverty, and infrastructure studies rarely provide an adequate understanding of land-use change. Policymaking within and among states is under pressure for change. One feature of this change is empirically observed as an activation of different network structures in the Baltic Sea Region, especially since the collapse of the Iron Curtain, the initiation of the Rio process, and the enlargement of the European Union. The contemporary theoretical debates about governance highlight the changing conditions for policymaking and implementation on all societal levels. This process of change, especially evident concerning environmental policies, includes new types of networks crossing state borders both at the supranational and the subnational levels. The Convention on the Protection of the Marine Environment of the Baltic Sea Area signed in 1974 in Helsinki is probably the most important environmental agreement consummated in the Baltic Sea region. This article is the first study that explores the history of this agreement, also known as the Helsinki Convention, by using primary archival sources. The principal sources are the archives of the Ministry for Foreign Affairs of Finland. We examine the role of Finland in the process that led to the signing of the Helsinki Convention from the perspective of international politics. The study focuses primarily on Finnish, Swedish, and Soviet state-level parties from the end of the 1960s to 1974. We show that Cold War politics affected in several ways negotiations and contents of the Helsinki Convention. We also argue that the Soviet Union used the emerging international environmental issues as a new tool of power politics. [ABSTRACT FROM AUTHOR]

The marine-conservation and reef fisheries-management program that exists today in the Philippines had humble beginnings in the 1970s at Sumilon and Apo islands. These islands have produced some of the best evidence available that no-take reserves, protected and managed by local communities, can play a key role biodiversity conservation and fisheries management. Perhaps more importantly, they served as models for an extraordinary expansion of no-take reserves national in the Philippines in the past 2 decades. This expansion contributed substantially for a major shift in national policy of management of marine resources. This policy shall partially devolved responsibility from a centralized government bureaucracy to local governments and local communities. Local governments now comanage, along with the national government, marine resources out to 15 km from the coast. Giving some responsibility for management of marine resources to coastal people dependent upon those resources represents, in a very real sense, another ‘people power revolution’ in the Philippines. Unprecedented global changes caused by human actions challenge society's ability to sustain the desirable features of our planet. This requires proactive management of change to foster both resilience (sustaining those attributes that are important to society in the face of change) and adaptation (developing new socioecological configurations that function effectively under new conditions). The Arctic may be one of the last remaining opportunities to plan for change in a spatially extensive region where many of the ancestral ecological and social processes and feedbacks are still intact. If the feasibility of this strategy can be demonstrated in the Arctic, our improved understanding of the dynamics of change can be applied to regions with greater human modification. Conditions may now be ideal to implement policies to manage Arctic change because recent studies provide the essential scientific understanding, appropriate international institutions are in place, and Arctic nations have the wealth to institute necessary changes, if they choose to do so.
