The purpose of this article is to show the emergence of the concept of government in Foucault's concept of power, and to apply it to the current contingency of COVID-19. Government and power operate in tandem, although they maintain their differences. The former focuses on the care of men; the latter is concerned with the relations of force that traverse and control them. Both comprise surveillance mechanisms that operate tactically and strategically. They do not refer to a prohibitive issue or care of the territory, but there is a whole machinery that intervenes in a shrewd way on men. [ABSTRACT FROM AUTHOR]
