This paper explores the legacy of the great French experimental physicist Victor Regnault through the example of Gabriel Lippmann, whose engagement with electrical standardization during the early 1880s was guided by Regnault's methodological precept to measure ‘directly’. Lippmann's education reveals that the theoretical practice of ‘direct’ measurement entailed eliminating extraneous physical effects through the experimental design, rather than, like physicists in Britain and Germany, making numerical ‘corrections’ to measured values. It also provides, paradoxically, exemplars of the qualitative theoretical practices that sustained Regnault's misguided ambition to avoid theory. By considering the largely negative reactions to Lippmann's proposals for selecting suitable electrical units and methods of measuring the ohm, this paper associates these theoretical practices with the ineffectual rhetorical strategies employed by Lippmann to promote his work, and thereby indicates that the practice of direct measurement was limited to French experimental physics. Whilst this result aligns readily with the existence of divergent nineteenth century British and German cultures of precision, it emerges from a very different disciplinary context in which the practice of precision electrical measurement developed independently of submarine telegraphy. This paper's primary goal is to compare the personalities, values, and influence of August Wilhelm Hofmann and Emil Fischer as exemplars and acknowledged leaders of successive generations of the German chemical profession and as scientists sharing a 19th-century liberal, internationalist outlook from the German wars of unification in the 1860s to Fischer's death in 1919 in the aftermath of German defeat in World War I. The paper will consider the influence of Hofmann and Fischer on the shaping of national scientific institutions in Germany, from founding of the German Chemical Society in 1867 to the first institutes of the Kaiser Wilhelm Society founded in 1911, their academic leadership in other areas including the shaping of a successful academic-industrial symbiosis in organic chemistry, and finally their response to war as a force disruptive of scientific internationalism. All of these developments posed serious dilemmas, exacerbated by emerging strains of nationalism and anti-Semitism in German society. Whereas Hofmann's lifework came to a relatively successful end in 1892, Fischer was not so fortunate, as the war brought him heavy responsibilities and terrible personal losses, but with no German victory and no peace of reconciliation – a bleak end for Fischer and the 19th-century liberal ideals that had inspired him. In the second half of the eighteenth century, the Prussian State supported savants who combined learned inquiry into nature with technical work. Members of the physical and mathematical classes of the Royal Prussian Academy of Sciences were involved in State projects such as surveying for the construction of canals, chemical analysis of Silesian iron, production of porcelain and of beet sugar. Some of these men were truly ‘hybrid’ experts living both in the worlds of State-directed manufacture and academic natural inquiry. Among these savant experts there was a particular sub-group that is at the centre of this paper: mining officials who were also recognized as mineralogists, geologists and chemists. The paper describes and analyses the training and the varied technical and scientific activities of these ‘savant officials’. At the centre of attention are the travels of inspection of the mineralogist and mining official Carl Abraham Gerhard (1738–1821) in the late 1760s. I argue that Gerhard's travels of inspection were at the same time geological travels and that savant officials like Gerhard made a significant contribution to the fledgling science of geology. Rudolph Koenig's workshop was a busy meeting place for instruments, ideas, experiments, demonstrations, craft traditions, and business. Starting around 1860, it was also the place in Paris where people discovered the new science of sound emerging from the studies of Hermann von Helmholtz in Germany. Koenig built Helmholtz's ideas into apparatus, created new instruments, and spread them throughout the scientific and musical world. Through his own research, he also became Helmholtz's strongest critic. This paper looks at the activities of this unique space and, in particular, how it contributed to the protracted disputes over an elusive acoustical phenomenon called the combination tone. From summer 1792 until spring 1797, Alexander von Humboldt was a mining official in the Franconian parts of Prussia. He visited mines, inspected smelting works, calculated budgets, wrote official reports, founded a mining school, performed technological experiments, and invented a miners’ lamp and respirator. At the same time he also participated in the Republic of Letters, corresponded with savants in all Europe, and was a member of the Leopoldine Carolinian Academy and the Berlin Gesellschaft Naturforschender Freunde. He collected minerals, made geognostic observations, performed chemical and physiological experiments, read the newest scientific journals, and prepared and published texts on mineralogy, geognosy, chemistry, botany and physiology. Humboldt did his scientific investigations alongside his administrative and technical work. This raises the question of whether there were fruitful interactions between Humboldt's technical-administrative work and (parts of) his natural inquiry. I argue that the mining official Humboldt was a late eighteenth-century figure of hybrid savant-technician. Mines and smelting works provided numerous opportunities for studies of nature. Humboldt systematically used inspection tours for mineralogical and geognostic observations. He transformed mines into chemical laboratories, and he transferred knowledge and material items from his natural inquiries in mines to academic institutions. The main objective of this paper is to illuminate the persona of savant-technician (or scientific-technological expert) along with Humboldt's mixed technological and scientific work during his term as mining official. In the 1870s and 1880s the policy of appointments to the chairs of mathematics gave rise to an increase in the level of mathematical teaching as well as to the establishment of mathematical research at the colleges of technology. First of all our analysis investigates aspects of choosing and appointing mathematicians and the influence of leading mathematicians on the appointments; then we consider motives to accept or to reject a call to a college of technology. Albert Lewis's article (Annals of Science, 1977) analysing the influence of Friedrich Schleiermacher on Hermann Grassmann, stimulated many different studies on the founder ofn-dimensional outer algebra. Following a brief outline of the various, sometimes diverging, analyses of Grassmann's creative thinking, new research is presented which confirms Lewis's original contribution and widens it considerably. It will be shown that: i. Grassmann, although a self-taught mathematician, was at the centre of a hitherto understated intellectual trend, which was defining for Germany. Initiated by Pestalozzi's concept of elementary mathematical education and culminating in the modern mathematics of the late 19th Century, it was reflected in the contributions of Grassmann, Riemann, Jacobi and Eisenstein. ii. Hermann Grassmann, his father Justus, and his brother Robert were all demonstrably influenced by Schleiermacher's dialectic; however the two brothers responded to it in very different ways. iii. Whilst the more philosophical parts of Hermann's 1844 Extension Theory are characterised by the influence of Schleiermacher and also by the mathematical knowledge of his father, the entire development of this work is the unfolding of a single idea based on the father's interpretation of combinatorial multiplication as a ‘chemical conjunction‘, which was developed largely dialectically by Hermann. Mining companies after the Gold Rush depended heavily on foreign expertise, and yet historians of mining have glorified 'German engineering' in America. The application of German technology in America was fraught with difficulties, and most advances were micro- rather than macro-innovations, such as Philip Deidesheimer's famous square-set timbering on the Comstock Lode. The problem began at German mining schools, such as the Freiberg Mining Academy, where Americans like Louis and Henry Janin, while they acquired advanced training and adopted an engineering ethos, struggled to learn about Mexican and American mining. Having complemented their course of study to remedy this deficiency, the brothers returned to the US intending to modernize mining on the frontier. Louis attempted the 'Freiberg Process' of amalgamation on the Comstock Lode, but locally developed methods proved more feasible, and the experiment failed. He came to apply his training rather toward the micro-level problem of how to reprocess amalgamation waste heaps. [ABSTRACT FROM AUTHOR]

The addition of 'fire' to the European battle repertoire resulted in the close-order drill for manoeuvres of the line. Begun in the late sixteenth-century Netherlands and perfected in eighteenth-century Prussia under Frederick the Great, the drill's precision marching evolved into a military science which conceived what infantry acquired through rigorous training as a lawful 'second nature' of men. In contrast, the liberal Webers' 1836 locomotion research orientation was, as was that of French skirmishing, one of natural self-regulation.
