In this essay, I attempt to chronicle and assess the position of climatology in American geography during the past one hundred years with emphasis on the role of papers published in the Annals. The approach I take is influenced by my interest in the decline of physical geography, including climatology, beginning in the last half of the 1800s ( ) to its resurgence in the 1950s and 1960s, and reviews of the climatology literature that have appeared recently (e.g., ). I discuss climatology in American geography in three loosely defined periods. The first is the formative era in which physical geography, including climatology, was a dominant part of our discipline, and physical geographical conditions such as climate were considered determinants of human affairs. In the middle (regional) era, the physical geographic environment, including climatology, was largely taken to be a static physical milieu or “stage” on which human activity occurred, simply to be described by geographers as part of regional analyses. The modern era, which begins just after the Second World War, is a period of increasing diversity of subject matter and method in climatology within geography and in American geography generally. Today climatology enjoys a “growth industry” status that hardly could be imagined forty years ago. These changes did not occur in isolation but in the context of the scientific, technological, social, economic, and political conditions, and changes in which they were embedded, and the status of climatology as a field of study was an important part of the context. Shifts of population and jobs out of the snow belt and into the sun belt are currently in progress in the United States. Many aspects of these shifts constitute a reversal of long-run trends conventionally explained in terms of "growth inertia" concepts, such as the ones incorporated in cumulative causation and growth pole theories. The model discussed in this paper focuses upon the switch of regional economies from growth to decline, or vice-versa, that are exemplified by these shifts. Catastrophe theory concepts and formalisms account for sudden transitions between growth and decline produced by smooth transitions of systemic variables past critical thresholds. On January 7, 1952, one of America's leading geographers, W.L.G. Joerg and chief archivist of the Cartographic Records Branch of the National Archives at Washington D.C., died suddenly of cerebral hemorrhage at the age of sixty-six. This paper possesses two related objectives. The first is to unite the bid-rent model of von Thünen and urban theorists with historical analysis in the interest of providing a theoretical approach to the comprehension of regional land-cover and land-use change. The second objective is to deploy the theoretical approach in an attempt to account for a specific change process, namely loss of wetlands in South Florida. Recently, the Annals of the Association of American Geographers published a paper addressing this issue ( ). Meindl, Alderman, and Waylen describe the impact of claims making on efforts to drain and sell land in South Florida during a critical period in the early 20th century. The present paper is put forward, in part, to provide additional context. In particular, we identify claims making and the development discourse it legitimated as part of a complex evolution in the region's socionature, and the regimes governing land-cover and land-use change that led to wetlands reclamation. To explain these regime shifts, we criticize conventional bid-rent theory and develop a model integrating urban and agricultural land use whose structure is affected by development. We then deploy this model to the Everglades case, using historical narrative and remotely sensed land-cover data. The article presents a reply to David I. Blumenstock for his comments on the author's article, "Regional Differences in the World Atmospheric Circulation," which was published in the March 1953, issue of "Annals of the Association of American Geographers." According to him Blumenstock's remarks correctly note some of the weak points of the paper. They deserve attention and discussion. For example, some of the percentage figures which are indicative rather than conclusive, were obtained through counting the air mass frequencies as shown on the Northern Hemisphere Surface Maps issued by the U.S. Weather Bureau for the years 1919, 20, 21, 24, 25, 35. 36, 37, 38, and 1939.

The integration of the history and geography of diseases is essential to understanding and revealing a true picture of epidemiology and disease patterns as they are today. This is particularly true for the current pandemic of the Acquired Immunodeficiency Syndrome (AIDS). The complexity and capabilities of the disease agent, the Human Immunodeficiency Virus Type 1 (HIV-I), generate increasing concern about this fatal disease. Thus far, treatment merely temporarily extends lives of the victims, and hope for a vaccine against infection remains remote. Understanding the mechanisms and patterns of the origin and diffusion of the infection and disease are central to developing appropriate intervention strategies for controlling its spread. In this paper an overview of AIDS is presented from the perspective of medical geography. Characteristics of the virus and the mechanisms of infection are described, and, using available evidence, an attempt is made to piece together the spatial-temporal patterns of the disease. Theories about the African origin and its diffusion there are discussed and pathways out of Africa to other parts of the world presented. Specific attention is directed to the spatial diffusion of AIDS within the United States. Cultural, social, behavioral, economic, political and transportation factors play important roles in the current and historical spatial patterns of AIDS. The historic importance of this disease and the complex of geographic factors necessary to its understanding require the interest and cooperation of a broad range of geographic specialties. This paper investigates change in U.S. rail freight flows for the period 1972-81. Hypotheses about possible sources of change in the pattern of flows are generated within a spatial price equilibrium framework and then operationalized as a hierarchical set of Kullback-Leibler models representing inertia, variation in regional imports and exports, and variation in generalized interregional transport cost. Models are calibrated (1) for 1981 compared with all previous years and (2) for adjacent years in the data set. Hypotheses are tested using distribution-free methods. Results indicate that significant change in rail freight flows occurs more rapidly than can be accounted for by existing geographic theory. Change is primarily attributable to variation in regional imports and exports; variation in generalized transport cost is found to be considerably less important. [ABSTRACT FROM AUTHOR]

This paper comments on some fundamental concerns associated with the subjective partitioning of space. In particular, we discuss some basic assumptions and epistemological positions that are both implicitly and explicitly assumed in the paritioning process. A brief discussion of scale follows to make the point that the epistemological assumptions involved in the transitions from personal to cognitive space have not always been fully appreciated by geographic researchers. The final section discusses some major problems associated with subjective partitioning and briefly references selected recent publications that appear to fit this research area. The “Ricardian” technique for projecting climate change impacts on agriculture has generated an unusual amount of critical attention. Ricardian climate sensitivities are typically viewed as the necessary and static result of exclusively local economic and biophysical conditions. In this paper, six spatial econometric models are estimated to explore how human-environment relationships associated with climate sensitivities have varied over space and time in the Great Plains, 1969–1992. Results indicate that spatial effects, such as extra-local communication processes and proximity to and regulation of Ogallala irrigation water, are important influences on climate sensitivities. Projected climate change impacts also vary significantly with the scale, location, and time of analysis. Under a hypothetical climate change, at the county scale, land values would decline (by up to one-third) in the western counties, but increase (by up to one-half) in the eastern counties. In some cases, the projected impacts for a given county change algebraic sign or order of magnitude during the study period. At the regional scale, impacts are significantly higher in the early years (a projected increase of about 5 percent of regional land values, ∼$7 billion [1992$]) than in the later years (an increase of about one-half of one percent, ∼$0.7 billion). These results suggest that, suitably modified, the Ricardian framework can be used constructively to explore subtle yet important social dimensions of dynamic climate risk, and that on balance the Great Plains system of agricultural production, despite a heterogeneous picture of projected impacts, appears to be increasingly vulnerable to the effects of climate change. With electric generation responsible for 41 percent of U.S anthropogenic carbon dioxide (CO2) emissions from energy use, development of clean energy sources is essential if the United States is to reduce release of greenhouse gases and slow global warming. Many proponents of sustainable energy anticipate that electric generation from renewable sources would thrive in a deregulated market, driven by consumer demand for “green” energy and the end of incentives to build large central power plants under the cost-plus profits guaranteed by state utility commissions. This paper examines the flaws in this expectation. After reviewing the highly cyclical nature of U.S. energy policy making in recent decades, the study links the ineffectiveness of policy with the institutional setting. Under electric utility market restructuring, renewable energy generation (wind, biomass, solar, geothermal, and small-scale hydro) must overcome barriers such as price distortions, lack of storage capability, discriminatory transmission system access, and the end of linked utility rate hikes guaranteed to cover the additional expense of renewable generation. In the absence of strong federal leadership, the state commitment to renewable energy has been uneven under utility restructuring. Moreover, nuclear power—the other leading alternative to fossil fuel use—is beset by serious problems. Only renewable energy options offer long-term hope for sustainability. Along these lines, green marketing, renewable portfolio standards, system benefit charges, carbon taxes, public power, “Community Choice,” and production credits—all based on recent U.S. and European experience—are critically examined and recommendations made for changing course. At present, during this highly fluid period of utility restructuring, and absent more forceful regulation and demand management, it is dubious whether U.S. electricity market reform can encourage sufficient conversion to renewable energy to stem a rising tide of greenhouse gas emissions. The built forms of New York City and Boston differed dramatically in the second half of the nineteenth century. This paper focuses on the changing forms of their retail districts and evaluates the divergence in those patterns in relation to their socioeconomic context. Historical atlases and city directories identified the locations of department stores, which were used as indicators of the retail districts while primary and secondary historical sources related locational decisions to their economic position and the structure of their elite classes. New York's unstable elite classes continued to move their residences north on Manhattan Island throughout the latter half of the nineteenth century and were unable and unwilling to stop the northward expansion of the retail district. Boston's stable ruling class was able to control retail expansion through various political acts limiting development and through social barriers that limited displays of conspicuous consumption. The importance of the structure of elite classes in mediating the processes of land allocation suggests that findings of New York, as a city of competitive capitalism with a splintered elite, and Boston, as a city of controlled capitalism with a ruling elite, might provide a useful framework for understanding the specific contexts within other urban built forms.

Social networks operate within a specific time-space fabric. This paper develops a theoretical framework for understanding the role of social networks among the homeless. The concept of time-space discontinuity is offered as a way to conceptualize the impacts of homelessness on social network formation, daily paths, fife paths, personal identity and self-esteem. Ethnographic research among homeless women in Skid Row, Los Angeles is used to illustrate the theoretical framework. Results indicate that homeless women develop both peer and "homed" social networks as a means of coping with their circumstances and reestablishing time-space continuity. Network relationships can also serve as substitutes for place-based stations in the daily path such as home and work. The characteristics of social networks and daily time-space paths appear to have affected the identities and self-esteem of the homeless women.

Each year flash floods cause considerable property damage and loss of life, yet the heavy precipitation events responsible for flash floods remain extremely difficult to forecast, especially during summer. This paper presents synoptic analog models for use in the shod-range prediction of summertime extreme rainstorms in Minnesota. To develop these analog models, forty-three heavy rain events that occurred from 1974-78 first were classified into four similar categories on the basis of the spatial properties of their rainfall distributions. Next, composite fields of surface and upper-air parameters were prepared for each of the four categories, and features on the composite maps that contributed most to the occurrence of heavy rainfall were incorporated into synoptic analog models. The analog models reveal that the typical circulation patterns for the four rainfall types vary significantly and that the spatial characteristics of extreme rainstorms are determined by the synoptic-scale circulation regime in which the rainstorms form. This interrelationship between the spatial characteristics and atmospheric circulation can be used to improve subjective forecasts of location and areal extent of extreme rainstorms. The results of this study also indicate that the preparation of synoptic analog models for local areas can improve our understanding of the climatology of heavy precipitation. [ABSTRACT FROM AUTHOR]
