We present in two parts an assessment of global manufacturing. In the first part, we review economic development, pollution, and carbon emissions from a country perspective, tracking the rise of China and other developing countries. The results show not only a rise in the economic fortunes of the newly industrializing nations, but also a significant rise in global pollution, particularly air pollution and CO2 emissions largely from coal use, which alter and even reverse previous global trends. In the second part, we change perspective and quantitatively evaluate two important technical strategies to reduce pollution and carbon emissions: energy efficiency and materials recycling. We subdivide the manufacturing sector on the basis of the five major subsectors that dominate energy use and carbon emissions: ( a) iron and steel, ( b) cement, ( c) plastics, ( d) paper, and ( e) aluminum. The analysis identifies technical constraints on these strategies, but by combined and aggressive action, industry should be able to balance increases in demand with these technical improvements. The result would be high but relatively flat energy use and carbon emissions. The review closes by demonstrating the consequences of extrapolating trends in production and carbon emissions and suggesting two options for further environmental improvements, materials efficiency, and demand reduction. This review examines observed and hypothesized environmental impacts of the coronavirus disease 2019 (COVID-19) pandemic. Impacts are considered along two axes: timescale (from initial widespread sheltering, to a future after the economic recovery) and causal link (from direct impacts of protective measures, to cascading impacts of policy choices and market and behavioral responses). The available literature documents both positive and negative environmental consequences. These include many early reports of positive impacts (such as clearer skies and wildlife returning to vacated areas). However, it has become clear both that those benefits were largely temporary and that the prolonged health and economic disruptions pose acute risks to many terrestrial and marine ecosystems. Furthermore, this review was completed just as the Omicron variant emerged. Given the pandemic's persistence, the long timescales of cascading impacts, and the inherent lags in research and publication, this review provides an early view of what will eventually be known about the environmental impacts of the pandemic. Much of the global population spends most of their time indoors; however, air pollution measurement, a proxy of exposure, occurs primarily outdoors. This fundamental disconnect between where the people are and where the measurements are made likely leads to misestimation of the true burden of air pollution on human health, which is already substantial, with exposure leading to approximately 6.7 million deaths yearly. In this review, we describe the two disparate but linked fields commonly referred to as indoor air pollution and household air pollution. Both fields focus on the measurement and characterization of exposures and subsequent health effects that occur primarily in the indoor environment. The former tends to focus on issues in the developed world, whereas the latter focuses on issues in low- and middle-income countries reliant on solid fuels, like wood, dung, coal, and crop residues, for basic household energy needs. Both lead to substantial exposures to air pollutants that are damaging to human health. We describe and contrast both contexts and provide potential topics for conversation between the disciplines. In recent years, analytical tools and approaches to model the costs and benefits of energy storage have proliferated in parallel with the rapid growth in the energy storage market. Some analytical tools focus on the technologies themselves, with methods for projecting future energy storage technology costs and different cost metrics used to compare storage system designs. Other tools focus on the integration of storage into larger energy systems, including how to economically operate energy storage, estimate the air pollution and greenhouse gas emissions effects of storage, or understand how policy and market rules influence storage deployment and operation. Given the confluence of evolving technologies, policies, and systems, we highlight some key challenges for future energy storage models, including the use of imperfect information to make dispatch decisions for energy-limited storage technologies and estimating how different market structures will impact the deployment of additional energy storage. Urbanization is one of the biggest social transformations of modern time, driving and driven by multiple social, economic, and environmental processes. The impacts of urbanization on the environment are profound, multifaceted and are manifested at the local, regional, and global scale. This article reviews recent advances in conceptual and empirical knowledge linking urbanization and the environment, focusing on six core aspects: air pollution, ecosystems, land use, biogeochemical cycles and water pollution, solid waste management, and the climate. We identify several emerging trends and remaining questions in urban environmental research, including ( a) increasing evidence on the amplified or accelerated environmental impacts of urbanization; ( b) varying distribution patterns of impacts along geographical and other socio-economic gradients; ( c) shifting focus from understanding and quantifying the impacts of urbanization toward understanding the processes and underlying mechanisms; ( d) increasing focus on understanding complex interactions and interlinkages among different environmental, social, economic, and cultural processes; and ( e) conceptual advances that call for articulating and using a systems approach in cities. In terms of governing the urban environment, there is an increasing focus on public participation and coproduction of knowledge with stakeholders. Cities are actively experimenting toward sustainability under a plethora of guiding concepts that manifests their aspirational goals, with varying levels of implementation and effectiveness. China's annual energy-related carbon emissions surpassed those of the United States in 2006, years ahead of published international and Chinese forecasts. Why were forecasts so greatly in error and what drove the rapid growth of China's energy-related carbon emssions after 2001? The divergence between actual and forecasted carbon emissions underscores the rapid changes that have taken place in China's energy system since 2001. In order to build a more robust understanding of China's energy-related carbon emissions, this article reviews the role of economic restructuring, urbanization, coal dependence, international trade, and central government policies in driving emissions growth. The three Kyoto flexible mechanisms-emissions trading, the clean development mechanism (CDM), and Joint Implementation (JI)-have always been controversial. Proponents saw the mechanisms as clever tools to ensure environmental outcomes were achieved at least cost. Reducing the costs of compliance, they argued, would make righter environmental targets possible, and certainly more politically feasible. Detractors have argued that the flexible mechanisms commoditize Earth's atmosphere in a manner that will allow dubious projects and the exchange of ‘hot air’ to substitute for serious engagement on climate change. This chapter reviews the Kyoto flexible mechanisms, which will become fully operative during the period 2008 to 2012. The review assesses their progress and success to date, examines the problems that have emerged, and considers suggestions for future developments in climate policy. [ABSTRACT FROM AUTHOR]

For years economists have urged policy makers to use market-based approaches such as cap-and-trade programs or emission taxes to control pollution. The sulfur dioxide (SO2) allowance market created by Title IV of the 1990 U.S. Clean Air Act Amendments represents the first real test of the wisdom of economists' advice. Subsequent urban and regional applications of nitrogen oxides (NOx) emission allowance trading took shape in the 1990s in the United States, culminating in a second large experiment in emissions trading in the eastern United States that began in 2003. This review provides an overview of the economic rationale for emissions trading and a description of the major U.S. programs to reduce SO2 and NOx pollution. We evaluate these programs along measures of performance, which include cost savings, environmental integrity, and incentives for technological innovation. The regional nature of several important air pollutants, which include acids, ozone, particulate matter, mercury, and persistent organics (POPs), is widely recognized by researchers and decision makers. Such pollutants are transported regionally over scales from about 100 to a few 1000s of kilometers, large enough to cross state, provincial, national, and even continental boundaries. Managing these regional pollutants requires overcoming political, economic, and cultural differences to establish cooperation between multiple jurisdictions, and it requires recognition of the linkages between pollutants and of impacts at different geographic scales. Here, regional dynamics of the pollutants are discussed, addressing them individually and as a tightly linked physical and chemical system. Collaborative efforts to characterize and manage regional pollution are presented, along with potential directions for future efforts. [ABSTRACT FROM AUTHOR]

Energy and energy technologies have a central role in social and economic development at all scales, from household and community to regional and national. Among its welfare effects, energy is closely linked with public health both positively and negatively, the latter through environmental pollution and degradation. We review the current research on how energy use and energy technologies influence public health, emphasizing the risks associated with indoor and ambient air pollution from energy use, and the links between the local and global environmental health impacts of energy use. This review illustrates that, despite their large public health implications, most energy policies and programs in the developing world are fundamentally treated as components of overall economic development, without explicit assessment of their health benefits or hazards. Closer integration of health in energy management can facilitate the development of policies and programs that increase welfare and minimize negative health outcomes. This review evaluates analyses that are or may be performed to estimate uncertainties associated with air quality modeling used in regulatory planning to meet National Ambient Air Quality Standards for ozone. The sources of uncertainties in photochemical air quality simulation models (PAQSMs) are described. Regulatory requirements for evaluating PAQSM performance and uncertainty concerns not addressed through standard performance evaluations are discussed. Avail-able techniques for evaluating uncertainties are presented. Experiences with analyses conducted most commonly are reviewed, as are those that might be used in a cohesive model uncertainty evaluation. The review concludes with a call for renewed emphasis on applying current techniques complemented by heretofore sparsely used diagnostic, corroborative, and alternative approaches and enhanced observational databases.
