As of July 2017, the emissions type-approval of light-duty vehicles in Europe is based on the Worldwide Harmonized Light-duty vehicles Test Procedure (WLTP), introduced to replace the old and outdated New European Driving Cycle (NEDC) test procedure. Since some elements of the European Legislation are still based on the NEDC (2020 CO 2 emission targets, vehicle labelling, national vehicle taxation policies, etc.) in order to allow sufficient lead time to vehicle manufacturers and national authorities to adapt to the new procedure, a simulation-based approach was chosen to calculate CO 2 emissions and fuel consumption according to the NEDC regime in the period 2017–2020. To achieve this objective without significantly increasing the cost and duration of the certification procedure, existing regulation foresees that vehicles are tested over the WLTP for CO 2 emissions, the test results are used as input in a simulation model that then calculates the corresponding CO 2 according to the NEDC test protocol. A dedicated vehicle simulation model (CO 2 MPAS) was developed for the purpose and is currently used for the type-approval of new vehicles in Europe. The development specifications of CO 2 MPAS were challenging, as it had to be highly accurate, exhibit fast operation, and function with a limited number of input data. This paper presents the development principles and process followed, details of the physical models employed in CO 2 MPAS, and provides information regarding its accuracy, validity and in use operation. CO 2 MPAS achieves low errors in the prediction of the NEDC cycle that in the controlled sample used for its development are of the order of 1% with a standard deviation of 3%, while the respective in-use numbers are of the order of 1.5% and 5%. In parallel, random sampling and testing of a 10% of the type-approved vehicles also occurs in order to guarantee the quality of the CO 2 MPAS results and the validity of the process. It is concluded that CO 2 MPAS can be used to accurately estimate emissions of conventional vehicles within a ±4% accuracy range, even when limited input data are available. In addition, the in-use data analyzed suggest that the use of the tool enables the certification of about 2/3 of the new vehicle models without the need of additional experimental tests. This is an important achievement as it reduces the costs and time necessary to certify light-duty vehicle CO 2 emissions during the transitional period. Renewable energy in Middle East and North Africa (MENA) region, particular solar energy, can be connected to Europe to provide the Northern neighbouring countries with electricity. To achieve this long term objective, it is necessary to understand the local domestic consumption of electricity in the MENA region as the main consumer of energy. The understanding of current and future trends could help to provide a complete picture of the energy situation in MENA region and the feasibility of exporting energy to Europe. For this reason, this paper investigates the domestic energy use and occupants’ energy behaviour in Libya. The aim of this study is to evaluate the effect of domestic energy consumption and householders’ awareness, attitudes and behaviour on the overall energy consumption in Libya and how this could affect the peak demand, capacity, future trends and government energy budget. The paper also investigates the sustainability aspect of consumer products and the awareness and attitude of consumers towards consumption and demand. A comprehensive survey has been conducted to evaluate several aspects of domestic energy demand and characteristics in Libya. The findings have indicated that there is a significant increase in energy demands in the household sector in Libya and it is significant to have a clear strategy to reduce carbon emission and energy use by improving occupants’ behaviour as well as utilising other sustainable measures. Minor adjustment in householders’ energy consumption behaviour and the technology used to generate energy could provide significant financial savings and contribute significantly to the reduction in carbon emission and energy consumption. This will allow significant benefit to the local economy and the energy sector in Libya but at the same time could provide sustainable energy resources for Europe on the long term. The massive data centre energy consumption has motivated significant efforts to use energy efficiency strategies and the implementation of renewable energy sources that reduce their operational costs and environmental impact. Considering that the potential of many of these measures is often closely linked to the climate conditions, the location of data centres can have a major impact on their energy demand. Moreover, from a holistic approach, differences among regions become even more important when accounting for the electricity attributes from the grid. To assess these differences this work compares by the use of energy indicators the behaviour of a data centre located at different representative emplacements in Europe. To do so, a dynamic energy model which incorporates free cooling strategy and photovoltaic energy is developed. The paper concludes by suggesting that future data centre developments could consider site selection as a new strategy to limit the environmental impact attributable to this sector. Abstract: The aim of Educa-RUE project is to improve energy performance in building sector at local level and with particular attention to educational buildings, by promoting the ability of local players to guide and orient initiatives, designed to encourage energy saving by means of specific measures and integrated tools. The project is therefore focused to speed up the implementation of European Directive on Energy Performance in Buildings, EPBD (2002/91/EC), in Member States at local government level and to ensure its operability, within the various national legislations of reference. Educa-RUE lasted 30months, from January 2008 to June 2010, and involved the following eight partners: for Italy, Provinces of Potenza (project leader), Perugia, Rieti and Palermo; for other Countries, Climate Energy Ltd. Essex and Energy Solutions North West London (UK), Associación Aragonesa de Entidades Locales ASAEL (Spain), Municipality of Prenzlau (Germany). A number of closely interconnected actions were carried on in eight Work Packages (WPs) to face the energy efficiency aspects identified as primary problems by the partners. The project developed a model process, known as “Educa-RUE method”, to assess possible policies of intervention on educational buildings, owned or managed by each Partner. In particular the Province of Perugia, leader of WP 2 and 5, provided guide lines and tools in order to: identify the state of the art of EPBD implementation and the main non-technological barriers, which are preventing its application at local level; select, within the Province/area patrimony, the most suitable educational building, to be used as a shining example to develop the following testing phases of the project; carry on an energy check, or audit, of selected buildings, by involving the educational community as user and active participant in the whole process; elaborate an executive project, concerning the description of all the building elements (structure, roof, heating/cooling plants, etc.) which need to be replaced/improved and the application of an energy/environmental assessment; plan refurbishing interventions for the rest of the school buildings directly managed by each Partner, according to specific priority selection criteria, which represents a guiding and coordinating act for those Administrations directly or indirectly interested in the Project. This paper presents the results obtained by testing and proving Educa-RUE method in different regional areas. Abstract: In this paper, a purposely designed code for the performance analysis of the Water Loop Heat Pump (WLHP) systems is presented. Hourly, daily and seasonal energy system consumptions, operating economic costs and environmental impact assessments are dealt with. For the scope of comparison, the performances of two reference HVAC system are investigated too. For the computation of the building heating and cooling requirements, a suitable dynamic performance simulation model is being developed. All the relevant algorithms are implemented in MATLAB®. A case study of an office building undergoing simulation in different European climatic areas is being presented. Here, different building thermal features are considered. In order to maximize the system performance an additional optimization procedure to the operating devices temperatures is carried out. Results show that primary energy savings and avoided CO2 emissions of the WLHP system vary in relation to the compared reference systems and can be obtained only in several European weather zones. The feasibility of the WLHP system strongly depends on electricity and natural gas national costs. [Copyright &y& Elsevier]

When COVID-19 pandemic spread in Europe, governments imposed unprecedented confinement measures with mostly unknown repercussions on contemporary societies. In some cases, a considerable drop in energy consumption was observed, anticipating a scenario of sizable low-cost energy generation, from renewable sources, expected only for years later. In this paper, the impact of governmental restrictions on electrical load, generation and transmission was investigated in 16 European countries. Using the indices provided by the Oxford COVID-19 Government Response Tracker, precise restriction types were found to correlate with the load drop. Then the European grid was analysed to assess how the load drop was balanced by the change in generation and transmission patterns. The same restriction period from 2020 was compared to previous years, accounting for yearly variability with ad hoc statistical technique. As a result, generation was found to be heavily impacted in most countries with significant load drop. Overall, generation from nuclear, and fossil coal and gas sources was reduced, in favour of renewables and, in some countries, fossil gas. Moreover, intermittent renewables generation increased in most countries without indicating an exceptional amount of curtailments. Finally, the European grid helped balance those changes with an increase in both energy exports and imports, with some net exporting countries becoming net importers, notably Germany, and vice versa. Together, these findings show the far reaching implications of the COVID-19 crisis, and contribute to the understanding and planning of higher renewables share scenarios, which will become more prevalent in the battle against climate change. • During COVID-19 spread, energy load dropped significantly in most European countries. • Only some restrictions strongly correlate with load drop. • Generation mix and exchange changed in most countries. • The biggest decrease in generation was from nuclear, fossil coal and oil. • Intermittent renewable generation continued to increase also in 2020.
