Researchers, community organizations, and Inuit leaders increasingly question the suitability of methods to assess the prevalence of food insecurity in Inuit Nunangat (the Inuit homeland in Canada). Particularly contentious is the US Department of Agriculture's (USDA) Household Food Security Survey Module (HFSSM). The HFSSM is applied in modified form as part of Health Canada's nationwide Canadian Community Health (CCHS) and Aboriginal Peoples Surveys. The 18-question HFSSM is the primary survey tool used by the Government of Canada to assess food security prevalence. Yet the HFSSM asks only about the affordability of store-bought foods (also termed "market foods" elsewhere in the literature) when collecting data to designate food security status. This is despite communities in Inuit Nunangat having complex dual or mixed food systems, that is, they rely on foods harvested from ancestral lands (country foods) in combination with store-bought foods to sustain mixed cash-subsistence economies and diets. Sourcing country foods requires money for the purchase of equipment and machinery. However, country foods also have numerous access and availability criteria dictated by non-financial factors. In this paper, we explore the problem of the monetary bias (the focus on an individual or household's ability to purchase foods) in the HFSSM and discuss the knock-on effects of using monetary metrics as the sole means of measuring and monitoring food security in dual food environments. We contend that relying on monetary access as a measure presents an incomplete picture of the reality of food insecurity in Inuit Nunangat. Presently, there is little consideration of the nuance of social norms and cultural values that govern dual food systems or the importance of less tangible, non-financial factors that might affect food access (e.g., knowledge of where and how to harvest and of machine maintenance, suitable environmental conditions for travel, conducive harvest regulations, social relationships, ecological stability). Ultimately, this contributes to restricted policy-level understandings of what it means to ensure stable, culturally adequate, and just food systems, and limits self-determination in northern food environments. Indigenous peoples in Canada’s North, especially youth, are increasingly using creative visual arts, such as film, video, and new media technologies to portray their own realities and their personal view of the surrounding environment, thereby contesting colonial, stereotyped media representations of First Peoples. To analyze the youth geography—a sub-discipline of human geography—of nuna (“land” in Inuktitut) and istchee (“land” in Cree) and to understand the distinctive and contemporary meanings that Inuit and Cree young people give to the land, we carried out participatory video (PV) workshops in three Inuit and one Cree communities in Nunavik in 2016, 2017, and 2019. In this paper, we give an account of the nuna/istchee PV project as a method for engaging with young Indigenous people, as a means to develop an Indigenous youth cultural geography in the Arctic. We discuss the effects of PV on the different actors involved in the research process: young Inuit and Cree participants and their communities, the participating schools, and researchers. This paper describes the challenges that were encountered during the collection of Sustainable Development Goal (SDG) indicators for water (SDG 6), energy (SDG 7), and food (SDG 2) security in northern Canada. Our findings indicate only 49% of indicator data were publicly available, while 21% had to be calculated using alternative sources or methods, 18% had to be replaced with proxy indicators for which data were available, and 12% of indicators were deemed unavailable entirely. The most common types of data challenges were associated with completeness, timeliness, and granularity. Given the current challenges faced by residents of northern Canada, with their livelihoods closely intertwined with the accessibility and availability of water, energy and food (WEF) resources, a comprehensive plan for data collection, storage, and management of WEF-related SDGs is required to advance WEF security from an aspirational to a transformative policy agenda. In this paper we present the results from a systematic literature review of subsistence research that was conducted in northern Canada between 1950 and 2019. Our analysis identified trends in subsistence research, including the breadth of research topics, influential scholars and scholarship, and the emergence of research networks. Our results identified 245 publications authored by a multidisciplinary network of 365 scholars. Research conducted through ArcticNet and the International Polar Year is responsible for 75% (n = 183 of 245) of all subsistence-related publications during this period. Subsistence publications cover a wide range of topics, including climate change, nutrition, and wildlife management, but Indigenous food culture and the roles of women in subsistence have received comparatively less scholarly attention. Given the profound changes occurring in northern Canada, whether a result of anthropogenic or non-anthropogenic disturbances, greater attention to the cultural and gendered dimensions of subsistence will be particularly valuable to northern scholarship and the public policies it can inform. Residents of northern Canada experience high rates of water, energy, and food (WEF) insecurity relative to the national average. Historically, WEF systems have been treated independently with little policy or institutional coordination occurring between sectors. This paper presents the results of a WEF nexus analysis for northern Canada. We assess the positive and negative interactions between the WEF sectors that could facilitate or impede the attainment of WEF-related sustainable development goals. Out of 210 pair-wise interactions, 87% were found to be synergistic of some magnitude, meaning that efforts to address insecurity in one WEF sector will have positive spillover effects toward the others. With synergies significantly outweighing trade-offs, opportunities exist to simultaneously address WEF insecurities through mutually beneficial actions that capitalize on and promote synergetic policies. Traditional foods that First Nations peoples harvest or gather from the land remain critically important for achieving and sustaining food security for many communities. In Canada's North, land claim agreements include provisions for First Nations to participate in the governance of their traditional territories, including the co-management of important traditional (wild-harvested) food species. Because such agreements only specify the broad contours of co-management governance, their actual functioning evolves out of a complex interplay among the co-managing organizations over the course of time. This paper aims to deepen our understanding of how First Nations communities can enhance food security as participants in co-management. Our study connects research on food security with research on co-management and is the first to analyze how First Nations can improve their food security by influencing decision-making that affects traditional foods through co-management arrangements. Following a succinct review of the Indigenous food security and co-management literatures, we analyze the experiences of Kluane First Nation in enhancing community food security through the co-management of its traditional territory with Yukon Government and Parks Canada, interpreting the data in light of the theories and evidences offered by research on co-management. The analysis of data collected from semi-structured interviews and from First Nations and government resources shows that, while the co-management system is imperfect, it does offer a mechanism through which First Nations can exert influence on decisions that affect their food security. The three key themes emerging from the excerpts confirm the importance of co-management as an evolutionary and long-term process, in which trust- and relationship-building are ongoing activities that are fundamental to beneficial collaboration involving the sharing of information and power. Through the case study of the Thule-era village site of Nunalleq (GDN-248), this paper presents 14C dating results and perspectives on the issues associated with radiocarbon dating stratified archaeological sites in circumpolar North America. The objective was to investigate relative variation in the 14C age of ecofacts with the aim of establishing a hierarchy of dating suitability for Nunalleq that could more widely inform 14C sample selection on archaeological sites across the North American sub-Arctic and Arctic and Greenland. Owing to the complexities associated with interpreting and establishing the relative chronology of the deeply stratified sod deposits at Nunalleq, we adopted open-area excavation and single-context recording methods. This approach, we suggest, allowed us to eliminate stratigraphic complexity as a source of variation in 14C measurements and to assess the taphonomic issues associated with dating different ecofacts. In total, 16 samples were submitted for dating, comprising two sets of eight different ecofacts, one from each of two stratigraphically contemporary but spatially discrete contexts. In most instances, the 14C ages of ecofacts were statistically indistinguishable between the two contexts and support the relative chronological relationships established by excavation. Only Elymus arenarius (grass) manufactures and Heleomyzidae (fly) puparia produced different ages in the two contexts, variations that suggest that these items are unreliable dating materials. As noted in previous studies, Phoca sp. (seal) and Oncorhynchus sp. (salmon) bone collagen demonstrated a strong marine reservoir effect (c. 700 14C yr.). Picea sp. (wood chips) were marginally older than seeds from edible berries (Rubus chamaemorus and Empetrum nigrum) and caribou (Rangifer tarandus) bone collagen, which provided the most consistent ages. In the past few years, food security survey modules have been widely used to assess Inuit food access. However, these modules were not originally designed for use in mixed economies where both purchased and country (hunted, fished, and gathered) foods contribute to peoples' diets. These methods have been extensively tested and modified for use in Alaska, but research conducted in the Canadian Arctic has not been rigorously evaluated. This paper examines the validity of a modified version of the commonly used USDA Household Food Security Survey Module for assessing the food security of Inuit households in Kangiqsujuaq, Nunavik. The data come from 110 household surveys that were collected as part of an extended ethnographic project in the community. Rasch modeling of the food security module results indicates that, even with modifications that make reference to country food, the module assesses only the dimension of food security related to material wealth. Household income is a contributing factor for country food access, because it is important for access to harvesting equipment; however, other factors related to country food harvesting may affect the reliability of some food security module questions. Consequently, studies that assess Inuit food access using only standard survey modules may misrepresent how Inuit experience food insecurity, which is a serious concern given the current food crisis among Inuit in Canada. Assessment tools that provide reliable and valid assessments of country food access, specifically including traditional knowledge and social support networks, need to be developed. Previous research on Canadian Arctic sovereignty and security has focused on governmental actions and policy recommendations. While these studies have produced some fine scholarship on those matters, Canadian public opinion on Arctic issues has been mostly assumed or analyzed on an anecdotal basis. This paper aims to correct this shortcoming by drawing the contours of public preferences on Arctic issues and assessing the impact of government activism on those preferences. An examination of 18 opinion polls conducted between 2006 and 2015 that questioned respondents directly or indirectly on circumpolar affairs concluded that Canadians do not prioritize the Arctic among other national priorities, although they rank it high as a foreign policy and defense priority. Additionally, even though increasing military presence in the Arctic seems at first glance to receive an exceptionally high level of support, a more careful examination of the data suggests that a majority of Canadians supports an approach to Arctic sovereignty that is rooted in compromises and negotiations. A major achievement in research supported by the Kluane Lake Research Station was the recovery, in 2001 - 02, of a suite of cores from the icefields of the central St. Elias Mountains, Yukon, by teams of researchers from Canada, the United States, and Japan. This project led to the development of parallel, long (10³ - 104 year) ice-core r ecords of climate and atmospheric change over an altitudinal range of more than 2 km, from the Eclipse Icefield (3017 m) to the ice-covered plateau of Mt. Logan (5340 m). These efforts built on earlier work recovering single ice cores in this region. Comparison of these records has allowed for variations in climate and atmospheric composition to be linked with changes in the vertical structure and dynamics of the North Pacific atmosphere, providing a unique perspective on these changes over the Holocene. Owing to their privileged location, cores from the St. Elias Icefields also contain a remarkably detailed record of aerosols from various sources around or across the North Pacific. In this paper we review major scientific findings from the study of St. Elias Mountain ice cores, focusing on five main themes: (1) The record of stable water isotopes (δ18O, δD), which has unique characteristics that differ from those of Greenland, other Arctic ice cores, and even among sites in the St. Elias; (2) the snow accumulation history; (3) the record of pollen, biomass burning aerosol, and desert dust deposition; (4) the record of long-range air pollutant deposition (sulphate and lead); and (5) the record of paleo-volcanism. Despite a rich literature on the political and constitutional development of the Canadian territorial North, few scholars have examined the post-devolution environment in Yukon. This lacuna is surprising since devolution is frequently cited as being crucial to the well-being of Northerners, leading both the Government of Nunavut and the Government of the Northwest Territories to lobby the federal government to devolve lands and resources to them. This paper provides an updated historical account of devolution in Yukon and assesses its impact on the territory since 2003. Relying mainly on written sources and 16 interviews with Aboriginal, government, and industry officials in the territory, it highlights some broad effects of devolution and specifically analyzes the processes of obtaining permits for land use and mining. Our findings suggest that devolution has generally had a positive effect on the territory, and in particular has led to more efficient and responsive land use and mining permit processes. Discussions of the development of past hunting equipment generally focus on lithic and bone projectile points and foreshafts, as these are often the only elements remaining in archaeological sites. In the last 15 years, the archaeology of alpine ice patches has provided a unique opportunity to analyze hunting equipment over time and gain knowledge of the wooden elements on which the points are hafted. This paper describes the wood and morphometrical analysis of a collection of 27 arrow shafts from two ice patch regions of the western Canadian Subarctic. In both regions, two main categories of arrow shafts show the selection of specific pieces of wood, spruce (Picea sp.) on the one hand and birch (Betula sp.) on the other, with associated morphometrical characteristics. These shafts also share some characteristics that are distinct from those of Arctic and coastal arrow shafts. Shafts of pine (Pinus sp. sec. ponderosa) and hemlock (Tsuga sp.) were also identified in the southwestern Yukon Territory. The absence of correlation between the arrow shaft types and 14C dating raises the question of the significance of the arrow types and the potential for function, trade, or travel to explain the variation. This paper examines the social networks of country food sharing in Ulukhaktok, Northwest Territories, Canada, in light of our current understanding of the relationship between climate change and Arctic peoples. Most recent work on the impacts of climate change on Arctic peoples has tended to focus on conceptual frameworks appropriate for this field of inquiry or to document perceived threats of climate change. This research incorporates a social network approach to document the association between different economic strategies (full-time worker, part-time worker, hunter) and categories of kin. It demonstrates that the sharing patterns of hunters favor the cultivation of ties with distant and collateral kin, while those of wage earners favor ties with parents and siblings. These different affiliations point to different vulnerabilities to change. For example, hunters pursue a strategy that provides the flexibility and connections necessary for adapting to changing environmental circumstances but increases their vulnerability to economic and political changes that restrict their ability to generate cash. Wage workers, despite a steady income, are more vulnerable to environmental change as it affects traveling conditions, potential hazards, and hunting success. [ABSTRACT FROM AUTHOR]

The Devon Island ice cap has been the subject of scientific study for almost half a century, beginning with the first mass balance measurements in 1961. Research on the ice cap was the first to investigate (1) the role of meltwater in seasonal ice-velocity variations on a polythermal Arctic ice cap, (2) the use of air temperature rather than net radiation as a proxy for the energy driving surface melt, and (3) the influence of the changing frequency of specific synoptic weather configurations on glacier melt and mass balance. Other research has included investigations of ice cap geometry, flow dynamics, and mass balance; ice core analyses for records of past climate and contaminant deposition; and studies of changes in ice cap area and volume and their relationship to surface mass balance and ice dynamics. Current research includes ground studies connected to efforts to calibrate and validate the radar altimeter that will be carried by the European Space Agency's (ESA) CryoSat2 satellite, and a major collaborative Canadian International Polar Year (IPY) project focused on the Belcher Glacier, on the northeast side of the ice cap, that examines hydrodynamics of large tidewater glaciers. This paper summarizes our current knowledge of the Devon Island ice cap and identifies some of the outstanding questions that continue to limit our understanding of climate-ice cap interactions in Arctic regions. Tourism in the Hudson Bay region of central northern Canada generally is associated with non-consumptive forms of nature-based activities (such as polar bear viewing). However, the region has experienced variable growth in the cruise sector in recent years. This paper examines patterns of cruise activity in all subregions of the Hudson Bay region during three cruise seasons (2006, 2008, and 2009) and mainly reveals a pattern of decline. Since the prevalence of sea ice is an important part of visitor experiences of polar cruises, we examine sea ice change and occurrence of icebergs in the Hudson Bay region. Our sea ice analysis suggests that the length of the navigable shipping season is increasing in this region, which may facilitate both earlier and later shipping. But in terms of cruise traffic, we suggest that the demise of ice coverage signals a possible decline in cruise activity in most of the Hudson Bay region because ice-supported wildlife may shift north with the diminishing ice regime. Given the possible environmental and socio-cultural implications of changing cruise activity patterns in the Arctic and the absence of broad-scale monitoring and surveillance of the industry, use of these available data sources is vital to building a clearer picture. Recent northern vegetation changes caused by climate warming have been well documented, using experimental plot warming to examine vegetation-specific changes and satellite image data to examine overall trends. Previous remote sensing efforts have employed the Normalized Difference Vegetation Index (NDVI) from AVHRR, whose 1 km to 8 km pixel size is too large for examination of broad scale vegetation-specific responses because of mixing within the pixel footprint. In this paper, we reconcile differences between field- and remote sensing-based approaches by using both medium-resolution (30 m) and coarse-resolution (1 km) data to study 20 years of vegetation-specific responses to northern climate warming (1986 to 2006). Trends are compared among vegetation communities from two separate Landsat classifications in Canada's eastern and western forest-tundra transition zone, as well as a 1 km AVHRR database recently developed over Canada. A comparison of absolute trends among mapped vegetation communities revealed lichen-dominated communities consistently exhibiting lower trends than those dominated by vascular plants, with both exhibiting increasing NDVI. Our results and those obtained from experimental warming suggest that the magnitude difference in NDVI increase between lichen and vascular vegetation is related to increasing vigor and biomass of vascular vegetation, in contrast to physiological impairment of lichen due to the short-term secondary effect of temperature on moisture. In the longer term, succession from lichen to vascular is likely responsible for the small observed NDVI increase over lichen-dominated regions. The fact that both Landsat and AVHRR exhibited similar relative vegetation-specific trends in NDVI suggests that this phenomenon may be widespread in the North. [ABSTRACT FROM AUTHOR]

This paper examines the integration of human health considerations into environmental impact assessment (EIA) in the Canadian North. Emphasis is placed on the northern mining sector, where more land has been staked in the past decade than in the previous 50 years combined. Using information from interviews with northern EIA and health practitioners and reviews of selected project documents, we examined three principal mining case studies, northern Saskatchewan uranium mining operations, the Ekati diamond project, and the Voisey's Bay mine/mill project, to determine whether and how health considerations in EIA have evolved and the current nature and scope of health integration. Results suggest that despite the recognized link between environment and health and the number of high-profile megaprojects in Canada's North, human health, particularly social health, has not been given adequate treatment in northern EIA. Health considerations in EIA have typically been limited to physical health impacts triggered directly by project-induced environmental change, while social and other health determinants have been either not considered at all, or limited to those aspects of health and well-being that the project proponent directly controlled, namely employment opportunities and worker health and safety. In recent years, we have been seeing improvements in the scope of health in EIA to reflect a broader range of health determinants, including traditional land use and culture. However, there is still a need to adopt impact mitigation and enhancement measures that are sensitive to northern society, to monitor and follow up actual health impacts after project approval, and to ensure that mitigation and enhancement measures are effective. Recently, First Nation (FN) organizations have entered into agreements with federal and provincial government representatives to remediate radar-line sites in Ontario. These agreements stipulated that FN people would take part in the site delineation and remediation process to gain job experience and economic benefits. One important aspect of the process was protecting FN personnel from contaminant exposure and thus, from potential negative health outcomes associated with the cleanup work itself. In this paper, we describe the safety precautions used by FN workers preparing Mid-Canada Radar Line (MCRL) Site 050 for Phase 2 of the delineation process and the health monitoring protocol that was tested. We measured concentrations of total polychlorinated biphenyls(PCBs as Aroclor 1260), 14 individual PCB congeners, p,p'-DDT,p,p'-DDE, nine other organochlorine pesticides, and lead in the blood of Fort Albany FN workers before they started work at Site 050 and approximately a week before they completed their three-month work period in the contaminated zone. No significant differences were found in the paired samples. These results indicate that the safety precautions taken were adequate for the work and the site in question. The monitoring protocol discussed here maybe used as a template and modified to meet the specific needs of other projects. The results of this study are important because other Aboriginal groups have entered or will be entering into agreements with government organizations for the remediation of other MCRL sites in Ontario and across Canada.
