Pacific Island workers contribute significantly to Australiaʼs agriculture and food security through the Seasonal Worker Programme (SWP). Previous studies show the economic benefits of the SWP to both Australian agro‐industries and Pacific workers. However, there are limited studies about the agricultural knowledge exchange that occurs via the circular migration enabled by the SWP, and the experiences of workers and employers as agricultural knowledge holders. With the SWP merged into the Pacific Australia Labour Mobility Scheme, there is an opportunity to help define how circular migration is both an economic and agricultural development policy. In this paper, we present findings from interviews with 63 workers (from Solomon Islands, Tonga, and Vanuatu) about agricultural knowledge and skills acquired and exchanged via SWP participation. We provide a discussion of opportunities for knowledge exchange in international labour mobility, and areas of future research in circular migration. [ABSTRACT FROM AUTHOR]

Abstract: Clientelism is a central feature of politics in Solomon Islands and Papua New Guinea. Most voters vote in search of personalized or localized benefit, and most politicians focus on delivering benefits to their supporters at the expense of national governance. In this article, I explain how clientelism impedes development in both countries. I then describe underdevelopment's role in causing clientelism. I also explain the resulting trap: clientelism causes underdevelopment, and underdevelopment causes clientelism. Because of the trap, clientelism will shape the two countries' politics for the foreseeable future. However, the history of other countries gives cause to believe it can be overcome in the long‐run. In the second half of the paper, I explain how change may occur. I also outline implications for aid policy, looking at how clientelism constrains the impact aid can have, and explaining how donors can act to maximize their impact in a difficult environment. Donor‐led post‐conflict interventions often involve the transfer of anti‐corruption institutions and approaches. However, some question the sustainability of these efforts. This article examines the sustainability of anti‐corruption funding during and after the Regional Assistance Mission to Solomon Islands (RAMSI) intervention (2003–2017), an international peace‐ and state‐building mission. It focuses on allocations for and spending on Solomon Islands anti‐corruption organisations during and after the RAMSI‐led intervention for the period 2010 to 2020. It shows that while political elites have occasionally resisted anti‐corruption reforms, post‐RAMSI governments have maintained levels of funding to key anti‐corruption agencies above that of its nearest neighbour, Papua New Guinea, while passing new anti‐corruption legislation. The article argues that while concerns about corruption remain, political elites have, initially at least, maintained their commitment to anti‐corruption policy transfer in the post‐RAMSI era. Malaria elimination has been a recurring policy goal in Solomon Islands and has historically succeeded in attracting substantial donor support. Drawing on literature review and key informant interviews, we examine the influence of foreign aid on malaria control and elimination efforts in Solomon Islands between 2002 and 2016, as a unique case study of an Asia‐Pacific country with high malaria burden and high donor funding. While aid appears to have contributed to reduced malaria prevalence, the ways in which aid was delivered in the short term had health systems impacts with implications for the elimination agenda. Key areas that will be critical to the future pursuit of malaria elimination in Solomon Islands include: integration of the vertical malaria program, while strengthening provincial‐level service delivery; maximising incentives of performance‐based financing modalities; and policy alignment between donors and domestic actors. East Rennell was placed on the List of World Heritage in Danger in 2013. Threats to the site's Outstanding Universal Value include logging, mining, invasive species, and climate change. The site is unlikely to be removed unless actions identified in the 2015 Desired state of conservation for removal of the property from the List of World Heritage in Danger (DSOCR) are implemented. While the Solomon Islands Government has taken some steps towards implementing the DSOCR, overall progress has been minimal, partly due to competing priorities and lack of resources. Consequently, it is unlikely that the DSOCR will be achieved by the target date of 2021. East Rennellese have received little financial benefit from the site's listing and their support for World Heritage may be wavering. To be effective, World Heritage conservation measures must be aligned with local peoples' aspirations and priorities, which include improving livelihoods and preserving culture. The Australian-led Regional Assistance Mission to Solomon Islands was conceived in the 'state-building moment' that informed Western responses to 'state failure' over the past two decades. That moment has Now passed with renewed fiscal austerity, growing scepticism with interventionism, and shifts in Australia's regional policy priorities. The decade-long mission, which has recently begun to drawdown, was successful in restoring security to Solomons but less so in its more ambitious state-building efforts. Among the key constraints has been the mission's inability to influence a more inclusive political settlement. We highlight inherent tensions between instrumentalised approaches to state building and more organic processes of state formation. Looking forward, we consider how external assistance can contribute to state formation while retaining a focus on the 'life support' objectives of state building. We sketch some possibilities for hybrid forms of institutional development that might combine strengths from both local and liberal orders. [ABSTRACT FROM AUTHOR]

This article discusses the poor performance of women candidates in Solomon Islands elections and potential aid policy responses. The article outlines women candidates' performance, details challenges faced by women, examines existing aid work designed to help women candidates and provides policy suggestions. The article argues that existing aid policy focused on candidate training and voter education has achieved little because the main impediments women candidates face are access to finance and local gatekeepers, alongside more subtle normative constraints. These are barriers that are not easily shifted by training or education programs. Meanwhile, for reasons of political economy, another area of aid-supported engagement, a parliamentary gender quota, is unlikely to be enacted. Reflecting this, and the nature of the challenges women candidates face, the article recommends donors also undertake work to help prospective women candidates engage with communities over time, building ties and reputations as providers of assistance.
