A more polycentric global development landscape has emerged over the past decade or so, rupturing the formerly dominant North–South axis of power and knowledge. This can be traced through more diversified development norms, institutions, imaginaries and actors. This paper looks at one trend within this turbulent field: namely, the ways in which ‘Northern’ donors appear to be increasingly adopting some of the narratives and practices associated with ‘Southern’ development partners. This direction of travel stands in sharp contrast to expectations in the early new millennium that the (so‐called) ‘traditional’ donors would ‘socialise’ the ‘rising powers’ to become ‘responsible donors’. After outlining important caveats about using such cardinal terms, the paper explores three aspects of this ‘North’ to ‘South’ movement. These are (i) the stronger and more explicit claim to ‘win‐win’ development ethics and outcomes; (ii) the (re)turn from ‘poverty reduction’ to ‘economic growth’ as the central analytic of development; and (iii) related to both, the explicit and deepening blurring and blending of development finances and agendas with trade and investment. A diversity of place‐based community economic practices that enact ethical interdependence has long enabled livelihoods in Monsoon Asia. Managed either democratically or coercively, these culturally inflected practices have survived the rise of a cash economy, albeit in modified form, sometimes being co‐opted to state projects. In the modern development imaginary, these practices have been positioned as ‘traditional’, ‘rural’ and largely superseded. But if we read against the grain of modernisation, a largely hidden geography of community economic practices emerges. This paper introduces the project of documenting keywords of place‐based community economies in Monsoon Asia. It extends Raymond William’s cultural analysis of keywords into a non‐western context and situates this discursive approach within a material semiotic framing. The paper has been collaboratively written with co‐researchers across Southeast Asia and represents an experimental mode of scholarship that aims to advance a post‐development agenda. This paper analyses the sweeping changes in industrial relations in South Korea that have taken place since democratisation in 1987, which gave workers the right to organise themselves, and critically reviews the development of social dialogue since the financial crisis of 1997. A number of international labour specialists have maintained that social dialogue plays an important role in enhancing economic restructuring and the stability of industrial relations in order to compete in a global economy. Contrary to the positive assessment of social dialogue, the paper argues that the Korean Tripartite Commission has not reduced the antagonism between unions and employer organisations due to the influence of embedded, state-led economic development. The financial crisis of 1997 merely provided a catalyst to propel the 'historic compromise' of February 1998, without creating effective institutional arrangements to maintain social dialogue. It is worth noting that the uncertainty of social dialogue results from the inability of the Korean Tripartite Commission to encourage employers and workers to trade off wage restraint for job security in the context of a lack of social welfare protections. This paper examines the influences of Malaysia's Federation Land Development Authority (FELDA) scheme in fostering inclusive rural development. Based on the model of holistic inclusive development, the paper investigates the performance of FELDA from four perspectives: social development, industrialisation, modernisation and basic needs. The main findings of the study indicate that, to a large extent, the scheme has successfully stimulated both the social and economic development of the community. Nonetheless, establishing a strong trust, social cohesion and rapport between the public authorities and community remain the main challenges in determining the success of this state-led agenda. Moreover, keeping traditional values in the modern system will be the key principle for the sustainability of the programme if plans are made to adopt the scheme in other regions. Over the past several years, the creative reuse of brownfields has played a major role in Chinese cities to give their urban landscape a so-called second development. This paper analyses the governance of the brownfield restructuring in Guangzhou (Canton). The research is based on a study of the T.I.T Creative Industry Zone, a highly successful creative space currently in danger of demolition. This paper follows DiGaetano and Strom's () analytical governance framework. This approach allows for deciphering the complexities of decision-making through a well-structured set of interdependent categories. In Guangzhou, new policies and institutions have been promoting the restructuring and have contributed to the formalisation of public-private interactions. In general, this indicates a shift towards a more corporatist governance. However, the study of T.I.T reveals a rather intricate picture: the policymaking remains influenced by a top-down authoritative style - sometimes in an arbitrary manner - and to some extent also by particularistic exchanges. This indicates a complex mode of urban governance consisting of increasingly corporatist elements but still with managerial, and to a lesser extent, clientelistic elements. Finally, the coexistence of different governance modes seems to be a typical outcome of China's transition while still remaining more adaptive, experimental and flexible in nature. Drawing predominantly on the work of Butler, Rose and Walters, this paper examines the governing rationalities and technologies that characterise one particular site of aid relations. Focusing on key policy documents, economic surveys and performance reports, the paper traces the fashioning of particular subjectivities as constitutive of AusAID's development objectives and the function of problematisation and responsibilisation as central to these practices of subjectivation. While I argue the freedom on offer as part of AusAID's development objectives is a highly governed one - where the 'free' economic-rational subject adopts certain 'civilised sensibilities' (Rose, 1999: 78), I show how this process of subjectivation encompasses both 'a power exerted on a subject' and 'a power assumed by the subject' (Butler, 1997: 11). What becomes apparent through this analysis is the productive and tenuous characteristics of these practices of subject formation. This paper also foregrounds the practice of critique itself, and the very act of research; concepts adopted and explanations made, as far from innocent in their performativity in enacting some worlds and not others. Increasing numbers of Australian students are travelling overseas to undertake short‐term work‐integrated learning placements with community development organisations. In light of recent criticisms emerging in academic and public commentary on short‐term international volunteering, this paper highlights the need for a support curriculum that caters for students from diverse discipline backgrounds, often with little or no previous understanding of community development principles or intercultural engagement. In doing so, we question who is best placed to develop an appropriate curriculum and what might it look like. We draw on Macquarie University's Professional and Community Engagement community development programme to critically reflect on the importance of engaging with diverse knowledge frameworks, approaches to learning and subject expertise of our international community partners. In particular, this paper showcases a community‐based development module co‐created with community partners that aims to encourage students to rethink western‐dominated understandings of development, poverty and inequality. To conclude, we explore how co‐creating curriculum with community partners unsettles assumptions of the university as the only site of expert knowledge and knowledge‐making practices, and reflect on the challenges encountered as we try to contribute to the development of socially and environmentally conscious students. The papers collected in this volume were originally presented at a conference in February 2004, on the theme ‘Beyond MIRAB: The Political Economy of Small Islands in the Twenty-First Century’. Several of the papers in the collection point towards the emergence of a new three-way taxonomy of small-island socioeconomic formations, comprising MIRAB, PROFIT and SITE ideal-types. The key economic flows in the first are remittances and aid; in the second, jurisdictionally-related flows such as tax-haven and money-laundering transactions; and in the third, tourism revenues. All three ideal-types correspond to potentially sustainable temporary equilibria, but in all cases the existing set-up is path-dependent, and subject to regime switch if disturbed. Conceptualisation of the small-island world as a field of multiple equilibria and path dependence points to the future importance of event studies by island researchers. Research on the economic performance of small states has concentrated on the implications of small size and thin local markets. An interesting feature of many of the world's smallest states, of which the Pacific region has many, is that they face additional challenges than just small size. Many are remote from global markets for their products. In addition, a large number are also islands, many of which are also mountainous. Many of the smaller states are not just islands, but are also archipelagos. Hence in addition to small size, many of the world's small states also exhibit four other characteristics that may affect their economic performance: insularity, remoteness, being archipelagos and being highly mountainous entities. This paper examines the nature of the challenges posed by these four characteristics and seeks to produce empirical evidence of how difficult it has been to overcome these challenges. The paper draws on empirical evidence for 126 very small global states, dependent territories and highly autonomous regions. The Sustainable Livelihoods Approach ( SLA) is promoted as a useful way to centre development on the needs of those who are most vulnerable, but is critiqued for inflexibility and ignoring important power relations. In light of the rigidities in using a formulaic SLA, this conceptual paper suggests a practical suite of tools that are in use in livelihoods research and development practice, and refocuses them to include adaptive strategies of vulnerable peoples to resource management pressures. The Pentagon Prison of five capitals can overwhelm both the researcher and researched and while possibly useful in identifying livelihoods gaps, misses all-encompassing power relations, and reduces complexities to quantitative units. In arguing for a shift from the Pentagon Prison of SLA towards a flexible livelihoods trajectory approach, in particular for a research project on livelihood adaptations in Lao PDR, I identify a feasible research and development approach that more meaningfully reflects the lives of those participating in that research. I propose that the livelihood trajectories approach opens up the way data are gathered and can lead to holistic understandings of the complex realities of peoples' adaptive strategies, incorporating strategies from short to long term, and proactive, reactive and inactive techniques. This paper argues that Korea, once a representative East Asian developmental state, has state characteristics that amount to 'neoliberal developmentalism', which is a combination of the government's neoliberal political rationality and the developmental state's governmentality. To elucidate this, the case of Korea's recent green growth policymaking process is analysed. The government based the policy on its neoliberal political rationality. This featured the utilisation of neoliberalism to achieve the government's specific aims in the international, political and socio-economic spheres. Furthermore, the government revealed the developmental state's governmentality, focusing on the maintenance of the developmental state's policy autonomy and capacity. Based on the findings, this paper teases out the academic implications of the post-developmental state and the policy implications regarding policymaking in the context of neoliberal developmentalism. This paper explores the idea that in the Asia-Pacific region the relationship between economic growth, industrial transformation and the rise of service industries in general, and producer services in particular, appears to be different to that found in North America or Europe. After an exploration of the context for producer services growth, some simple indices for measuring the relative position of Asia-Pacific producer services in the global context are used to demonstrate that they are apparently less prominent than expected. Southeast Asia is a development success story. By 2025, it is forecast that extreme poverty in the region will have been ‘eradicated’. Does this mean that the challenges so evident in the 1960s when the countries of the region began to pursue development have been met, and the objectives achieved? The paper makes a case for thinking afresh about development and the poverty project, recognising that development is never neatly achieved but, rather, re‐worked, re‐engineered and re‐imagined over time. This is done through identifying different categories of ‘poor’, each produced through different poverty‐making processes, measured and viewed in different ways, and their poverty addressed using different approaches and policies. With specific reference to the cases of Laos and Thailand, and drawing on longitudinal research in the latter country, it is argued that while economic growth does trickle down, it trickles down in quite discrete and often contingent ways. The paper examines the value-generating strategies used in some of New Zealand's primary activities in a rapidly changing trading context in which the countries of East Asia increasingly figure. These strategies range from scaling up volume, with a consequent conspicuous impact on rural landscapes, to innovative value-enhancing relationships linking producers, processors and consumers in processes which value landscapes for the contribution they make to provenance stories. Our argument is that higher-value strategies are necessarily more intensely collaborative and involve a pursuit of engaged relationships, especially between onshore producers and manufacturers and consumers at a distance. We term this collaborative form of strategising as 'the relationships economy'. We illustrate our argument using two case studies, dairying and merino. While there are great differences in scale between them, and dairying focuses significantly on volume-generating capacity, there are players in dairying who are adopting higher-value relationships-based approaches similar to those developed in the merino industry. The common thread connecting the case studies is that of intentional enactment, which echoes earlier periods in New Zealand's trading history when considerable work was undertaken by industry participants to create new markets for primary products. Across post-colonial Melanesia, the benefits and costs of 'mobilisation' of customary land for economic development remain much debated among scholars, activists, policy-makers and the donor community. This paper presents a case study from Solomon Islands of a hybrid property space in which smallholder oil palm blocks are being established on customary land through an informal 'smallholder land use approval' system. This system provides salutary evidence of how customary land can be engaged for commercial agricultural activity without recourse to formalisation. It also potentially provides a more equitable pathway for landowners, especially women and young men, to engage in the oil palm sector, with the only current alternative being the registration and leasing of land directly to the oil palm company. However, enthusiasm for the scheme must be tempered by an explicit awareness of the relationships between land, development and conflict on the island Guadalcanal where the oil palm operation is located. The nascent 'informal formalisation' and commercialisation of customary land that is taking place on Guadalcanal is subjected to a conflict analysis informed by both the recent history of violent conflict in the area and comparative experience from the village oil palm sector in neighbouring Papua New Guinea. Power has long been recognised as crucial to the sustainability of community development interventions; however, the way in which space affects power relations within such interventions has remained relatively under-theorised in the development literature. Many practitioners continue to regard power as located centrally and as embedded in particular institutions, networks, knowledge and resources. According to this logic, processes of empowerment involve the redistribution of these resources to marginalised groups through their participation in development interventions such as microfinance and sustainable livelihood initiatives. The danger inherent in such development approaches is that they can discourage the potential for participants to use their own agency by overemphasising an existing lack of resources locally and inadvertently feeding a sense of dependency on formal development interventions initiated by external agencies. This paper suggests that a post-structural conceptualisation of power as dynamic, multiple and mediated at the local level offers a more productive starting point for thinking about approaches to empowerment. Drawing on data from an action research project designed to initiate community enterprises in a small rural municipality in the Philippines, I suggest how a post-structural approach to power can be enacted by building on the existing local resources and practices of everyday life. This paper explores the effects of different representations of informal economies in Third World settings. Both the neoclassical and political economy approaches have represented the informal economy as a transient entity, and the non-capitalist practices it comprises as being remnant economic forms, or as already capitalist. Mainstream development discourse (that reflects the neoliberal paradigm) continues to ignore the value and potential of non-capitalist practices and to represent them as inconsequential to development outcomes. Meanwhile contemporary livelihood studies across the social sciences have documented the continuing vibrancy of different and hybrid economic forms in the Asia Pacific. In this paper, I use a diverse-economies approach to explore the complexities of the village economy of Oelua in Rote, in the so-called lagging region of Eastern Indonesia. Drawing on anti-essentialist Marxist theory in economic geography, I describe the multiple, locally specific and coexisting practices that comprise Oelua's diverse economy, which include distributions of surplus labour to promote social and economic well-being. I argue that recognising informal village economies as an important development resource could begin a process of building diverse development trajectories in Eastern Indonesia, complementing mainstream development proposals to attract foreign direct investment, shore up development assistance and source out-migration. Papua New Guinea, with its heavy dependence on natural resources, limited economic development in the past two decades, poor record of governance and high-profile separatist conflicts such as the Bougainville civil war, appears to be an exemplar of the ‘Resource Curse’ theory – the notion that natural resources actively undermine economic development. Using a number of examples from a range of scales, this paper argues that what appear to be ‘resource’ conflicts in Papua New Guinea are actually better conceived as conflicts around identity and social relationships. The very different conceptualisation of natural resources in most Melanesian societies – as elements of the social world as much as any external environmental sphere – means that resources become a conduit for local social and political agendas and tensions to be expressed. The nature of traditional conflict in Melanesian societies is discussed as a guide to the better management and resolution of what appear to be ‘resource’ conflicts in Papua New Guinea. This paper is concerned with the interaction between transport improvements and the rural economy. An institutional approach, based primarily on the new institutionalism theory, was used as the theoretical basis for the analysis. Using the evidence from Ambeso Village of Tana Toraja District, Indonesia, the paper examines the way transport improvements have been introduced and provided opportunities for positive change as well as individual responses to these opportunities. The paper ends by emphasising the role of institutions in the interaction between transport and the rural economy and the need for transport policy and research to transcend its traditional boundaries and address the complexities of institutions and institutional change. Nature conservation efforts are often reactive to encroaching development plans and systematic conservation planning that is integral with development is not only uncommon, but is often fraught with difficulties even where it is actually attempted. Such obstacles to conservation are especially apparent in developmental states where state legitimacy is largely derived from the state's ability to develop the country. Among other things, developmental states place a premium on physical and economic development. This paper critiques, through the standpoint of nature conservation, the inadequate conceptualisation of ‘development’ in the developmental state thesis. Specifically, this paper argues that the seemingly value-free (but ultimately economically based) underpinnings of development goals pushed by the developmental state needs to be tempered with a broader concern for the ethics of development. To that end, I draw on two case studies of nature conservation tussles in Singapore to show how alternative extra-economic visions of development have been articulated, notwithstanding the developmental state's monopoly on the discourse (and practice) of progress and development. The case studies, set in the heady economic growth of the early 1990s, will critique two related aspects of the developmental state: its ‘amoral’ economistic conception of development and its use of growth and materialism as legitimacy. Through reviewing South-East Asia’s recent economic engagement with the global economy, this paper points to profound recent transformations in the scope and character of the region’s development. Foreign direct investment was the key driver of regional growth in the pre-1997 period, yet currently, the region faces a more difficult and multifaceted economic arena from which to attract such funds. Foreign direct investment is more selective, both geographically and by sector, than was the case in that earlier period. This paper explains the confluence of economics, business practices and politics that are giving rise to these outcomes, and concludes from this that development trajectories in South-East Asia will become more diverse between the countries of the region, with implications for how we understand regional economic performance. Rarely does one come across critical analysis which looks at islands as the strategic and candid promoters of a role as political and economic usufructuaries over external resources. This paper is premised on the proposition that a small territory is especially obliged to use extra-territorial resources as its hinterland for economic success. Such resources extend over a whole range of goods and services and include access to investment, welfare, security, stable currency, international relations, specialised labour power, transfers, markets and higher education. The MIRAB syndrome is one way of articulating this condition. This paper proposes a second cluster of features that are, or can be, deployed by small territories in a manner somewhat different from MIRAB; this second cluster has a more proactive policy orientation and a disposition towards carving out procedural and jurisdictional powers. It is thus proposed to consider a small territory's engagement with the external hinterland as a position on a sliding scale, a strategic mix of options located between two distinct development trajectories, of which MIRAB is one and the PROFIT model the other. This paper shows that an important requirement of the MIRAB model, economic success in the host country, is a characteristic of Pacific Islander migrants to the USA and their offspring. Pacific Islanders improved their economic lot in the 1980s and again in the 1990s. Part of this improvement was due to increases in their human capital: Pacific Islanders acquired more education, work experience and better English language skills. This paper contributes political and cultural-economy perspectives to the critique of the MIRAB model 20 years on. In it, we celebrate the politically grounded reading by MIRAB analysts of development in the small island nations of the Pacific and their attention to both the empirical and the structural in their treatment of the economies of these countries. We address aspects, however, of one of the common critiques of MIRAB analyses: their failure to capture accurately the nature of small island socio-cultural economies. We focus on the workings of remittance systems on two of the Cook Islands, Mauke and Manihiki, as the basis for a more thorough critique. We argue that rather than living economically and nationally determined lives, Cook Islanders live in rich networks of flows of goods, people, labour and meaning that the MIRAB model does not fully capture. The microeconomics of the transnational kin or household unit and the remittance decision are deeply embedded in such networks. These networks generate their own, temporary constellations of responsibility, economy and decision-making, which may or may not materialise at any point as household economy. In the late 1960s, Harold Brookfield and Doreen Hart were ‘startled’ by the order of magnitude differences in incomes from village cash cropping in different parts of Papua New Guinea (PNG). This paper traces these differences, back into a pre-colonial past and forward to the present and concludes, as Brookfield did in the 1960s, that severe environmental constraints, rather than market forces, are the primary cause of the pattern of spatial inequalities observable in PNG. Brookfield noted the existence of an ‘acute dilemma’ in 1960s development funding: should funds be invested where the returns will be highest, or where the need is greatest. This dilemma is as acute today as it was then. However, in the meantime, people from poor places are moving to better-off places, seeking access to markets for their produce and health and education services for their families. Internal conflicts at the local and national levels in several South Pacific countries have revealed the fragility of national unity and the difficulties nations face in governing and managing their own economic development. In Papua New Guinea, the focus of this paper, an uncertain economic future for many rural and urban communities, and rising inequalities in income opportunities and access to resources, have coincided with greater intolerance of migrants at sites of high in-migration by customary landowners and provincial and local authorities. This paper draws on fieldwork undertaken in the major oil palm growing regions of Papua New Guinea where migrants from densely populated regions of the country have settled on state land alienated from customary landowners. We examine how struggles over land, resource control and development are polarising migrant and landowner identities resulting in increasing tensions and episodic communal violence. A settler identity is emerging based on a narrative of nation building and national development, while an ethno-regional identity amongst customary landowners is undermining the citizen rights of migrants and challenging the role and authority of the state in land matters. China's total floating population exceeded 245 million at the end of 2013 and is the largest mobile population in the world. This paper explores the spatial distribution pattern and change characteristics of the net floating population at county scale from 2000 to 2010 using census data. The results show the following: (1) the net floating population increased by 120 million over 10 years, and the mobility of the population had enhanced in this period; (2) the floating population migrated to the three economic zones and provincial capital cities, while the traditional agricultural regions with dense populations experienced continuous outflow of population (which altered spatial agglomeration patterns); (3) eastern China has a high level of natural environment suitability and was a major destination area, but more pressures were placed on the carrying capacity of big cities; and (4) western China, with a relatively weak carrying capacity for resources and environment, was a net outflow region in 2010 - although five provinces had small-scale net inflow because of western-style development strategies. This study is offered as a contribution to understanding the features of China's floating population and will be useful for those shaping policies that guide population migration. The MIRAB model offers an explanation of the evolution and operation of some tiny Pacific island economies. Proponents of the model have argued that it describes an economic system that is durable and persistent. Using an historical approach, this paper explores whether and how an economy of the MIRAB type can break out of its structural mould without regressing to an earlier stage of development. After establishing that Norfolk Island possessed strong MIRAB characteristics from the end of World War II until the early 1960s, the paper analyses the tourism-dominated economic growth that erased these characteristics, or at least reduced them to insignificance. It concludes that the island has achieved a sustained break-out from the MIRAB mould, although not without incurring some social costs. [ABSTRACT FROM AUTHOR]

Discourses about development have contributed to profound socio-economic transformation in all parts of the world. This paper examines the development debate in Fiji with particular reference to two distinctive approaches: state-led developmentalism (vakamatanitū) and a discourse about custom-led development (vakavanua). Political and economic dimensions of these alternative discourses are reviewed with particular reference to land tenure systems in Fiji. Challenges to both vakamatanitū and vakavanua from an emerging literature on globalism will shift the focus of debate from ‘intentional’ to ‘immanent’ development in Fiji. [ABSTRACT FROM AUTHOR]

Policies designed for sustainable development are becoming ever more complex and ambiguous. Assessments should thus incorporate development representations and values, rather than only relying on economic and financial normative indicators. This paper proposes a conceptual framework that acknowledges the plurality of the various stakeholders' viewpoints. We suggest that evaluation of grassroots development policies could provide an innovative and more integrative way to measure development by broadening the scope to encompass both livelihood and welfare dimensions. Based on the assessment of a development scheme in New Caledonia, we argue that this cognitive and shared approach could be used to obtain a contextualised measurement of development. Two conditions further strengthen this approach: combining the use of different types of measurement tools, and adopting a rigorous quantitative measurement approach, in line with the collective representations. This paper presents findings from an empirical study of an international branch campus established through a partnership between a Malaysian property development conglomerate, the Sunway Group, and Monash University, an Australian university known for its global aspirations. Using Lefebvre's concept of social space we analyse the perceived, conceived and lived spaces that constitute the campus of Monash University Malaysia and its urban setting in the township of Bandar Sunway. Dramatically transformed from a disused mining site and showcased as a 'progressive' urban project, the township symbolises the Sunway Group's commercial success and political pragmatism in managing the dynamics of Malaysia's ethnicised political economy. The broader student experience suggests that the configurations of power that shape ethnic and class relations at the scale of the national are reproduced in the composition of the student body, in students' on-campus interactions and in the rhythms of their everyday lives within the township. By attending to the material, symbolic and imaginary dimensions of one international branch campus, we provide a more nuanced and textured understanding of the globalisation of higher education, highlighting different forms of agency exercised by key actors. For a long time, China has been focusing primarily on pursuing economic growth, with less concern about social and environmental development issues. This may make China's development unsustainable. In contrast to its current economic-oriented approach predominated by economic growth, this research note presents a newly proposed approach of 'major function-oriented zone' (MFOZ) that is designed by our research team and is largely accepted by the central government and incorporated into its 12th Five-Year Plan. This approach tries to rationalise China's regional development and insists that each region should have its unique functions to perform, determined by its own characteristics, conditions and requirements. The paper presents an analysis of the economic relationship between the two most important economies in Asia. Over the last decades, the Chinese and Japanese economies have become more economically interdependent, a development which will, in the long run, impact the countries' political relationship. The paper seeks to answer the question: How can China and Japan gain from the current economic situation, further enhance their relationship and increase their synergies for regional economic development? Data on trade and Foreign Direct Investment are used in combination with primary data from interviews with Japanese and Chinese companies on how they perceive the current business situation and future potential. The result of the data analysis shows that the countries have much to gain from their economic interdependence. The firms see great potential in their respective markets but are concerned about political turbulence. Three possible scenarios for the future economic relationship are presented, including fierce competition on all markets and a leveraging of resources for mutual development between Chinese and Japanese companies. This paper seeks to open up what economic geographers think they can do as academics engaging in the policy realm. It draws on the author's role as an academic and his policy persona as academic expert and academic with expertise that has been guided by post-structural political economy (PSPE) thinking. It is Auckland-centred, situated in three trajectories: PSPE thought and practice developing at the University of Auckland, the Auckland Regional Economic Development Strategy (AREDS) trajectory of the Auckland Regional Council and Auckland City Council's sustainability trajectory. The paper recovers in PSPE terms dimensions of two 2006 policy moments, those of the Metropolitan Auckland Project (MAP) and the Mayoral Taskforce on Sustainable Development (MTSD), in which the author participated. Placing intellectual (PSPE) and policy trajectories (growth and sustainability) into conversation allows a unique exploration of co-constitutive dimensions between academy and policy worlds. Conceptually and methodologically, the moments in the policy trajectories are accessed by (i) analytic description of the policy trajectory from the outside in terms of academic understandings of institutional processes and (ii) in-the-room deliberations about policy decision possibilities. Pacific governments seeking to expand national economies are increasingly looking to tourism to provide revenues. At the same time, companies that operate cruise ships are searching for new destinations for increasing numbers of larger, faster ships which they are launching to cater for steadily increasing demand for cruises. The Pacific region appeals to both companies and passengers as a cruise destination. This coincidence would, at first glance, seem to provide an opportunity for a mutually beneficial relationship between companies and governments in the region. But little is presently available to those in the Pacific who must decide what role this form of tourism might play in their future. This paper reviews some of the environmental, economic and societal impacts of cruise ship tourism and concludes that, managed effectively, this form of tourism can yield higher returns with lower risks than some alternatives and could form a part of a sustainable tourism policy. This paper examines the extent to which traditional techniques and practices remain current among a sub-set of Indonesian tree crop smallholders. Village-based studies of independent oil palm and rubber smallholders in Riau (Sumatra) indicate that bio-diverse‘jungle rubber’ and multi-cropping techniques still exist, but primarily as components of farmers’ coping strategies under low commodity prices. A further strategy, seeking income from non-agrarian sources, notably‘illegal’ logging and land sales to migrants, partially fits Rigg's‘deagrarianisation’ thesis, though his suggestion that the farm household has become a mere‘shell’ is not substantiated. The lack of full legalisation of tenure constrains full capitalist development but does not impede land sales. Land seizures during the Suharto period reduced belief in the efficacy of customary (adat) law, though adat has retained importance in dispute resolution and as a cultural framework. New structures of village governance following decentralisation have so far had minimal impact in either empowering villagers or dispossessing elites. [ABSTRACT FROM AUTHOR]

While in recent years much has been written, and even more spoken, about the interrelationships between population and development, and particularly the importance of acknowledging population parameters in development planning and policy formulation, reality in most Pacific island countries and territories falls short of this rhetoric. Long-term development plans and strategic development frameworks are still compiled without due consideration of demographic circumstances, and economic and public sector reform proceeds in many countries seemingly oblivious of contemporary population dynamics. It is not always lack of basic and timely data that accounts for this malaise, as is evident from a myriad of demographic indicators reported by a variety of government agencies and regional and international organisations. However, these often manage to portray quite different demographic scenarios using identical data sources. This paper examines the institutional and methodological context within which Pacific island population data are collected and demographic information is produced. Peatlands play a crucial role in Indonesia's economic development, and in its stated goal of reducing greenhouse gas emissions. Improved peatland management - including a national moratorium on the granting of any new conversion licenses - forms a cornerstone of Indonesia's climate change mitigation commitment. At the same time, rapid expansion of the plantation sector is driving wide-scale drainage and conversion of peat swamp ecosystems. The province of Riau, in central Sumatra, finds itself at the crossroads of these conflicting agendas. This essay presents a case study of three islands on Riau's east coast affected by industrial timber plantation concessions. It examines the divergent experiences, perceptions and responses of communities on the islands. A mix of dramatic protests, localised everyday actions and constructive dialogue has succeeded in delaying or perhaps halting one of the concessions, while negotiations and contestation with the other two continue. With the support of regional and national non-governmental organisations and local government, communities are pursuing alternative development strategies, including the cultivation of sago, which requires no peat drainage. While a powerful political economy of state and corporate actors shapes the contours of socio-environmental change, local social movements can alter trajectories of change, promoting incremental improvements and alternative pathways. This paper argues that there is a need to better acknowledge and problematise the manner in which individuals, households, organisations and governments in small island jurisdictions develop mechanisms that allow them to exploit the benefits, and/or minimise the losses, of episodic economic lurches. A 'strategic flexibility' approach is proposed to explain how actors practise intersectoral migration: cleverly shifting focus, interest and scope, not just out of necessity (reactively) but in 'smelling' promising opportunities (proactively). This research note presents an analysis of the development impacts of Australia's Pacific Seasonal Worker Pilot Scheme. We estimate the gain per participating household to be approximately A$2600, which is a 39% increase in per-capita annual income in participating households. Based on the thesis of‘deagrarianisation’ of farming economies, work on sustainable rural livelihoods (SRL) has successfully captured the agency of rural producers as they diversify their livelihoods to minimise risk. SRL captures a complex interplay of local and global factors, as well as the synergies emanating from natural (environmental), economic and social capital that underpin diversification. The framework has been found useful for analyses of change in coastal, marine-based livelihoods. However, agency at the local level implies equal power to accept and reject development interventions. The way groups diversify or use the options open to them depends as much on access to resources (the means), as on how that access is interpreted (the meaning), and the latter dimension is a creative (unpredictable) one. New introduced forms of economic activities, in this case seaweed farming, can be assigned meaning by participants that were unanticipated by change agents. Livelihood diversification through seaweed cultivation on Banggi island off Kudat, northern Sabah (East Malaysia) is not attained by economic factors alone but also by the meaning attached to the activity. As the most populous country on earth with 10 per cent of its rare species of flora and fauna, China's environmental practice is of great importance. Already the country is one of the most polluted places in the world. At least seven out of the ten of the world's most polluted cities are located in China. It is the second largest producer of greenhouse gases after the United States, inflicting heavy, long-term casualties on its own public health and economic development as well as on those of its close neighbours in the Asia-Pacific region. How to strike a proper balance between environmental protection and fast economic growth will have an important impact on China's modernisation outcome and its international standing. The country began to pay serious attention to environment problems in the 1970s. Since the adoption of the reform and opening-up policy in the late 1970s, it has signed or ratified many international treaties dealing with environmental issues. By now, it has entered into most international environmental regimes. But how compliant is China with respect to commitments made to these regimes? How willing and capable is it in complying with international environmental norms and rules? What does sustainable development mean to China? How do red tape, fear, inexperience, and ignorance affect China's efforts to protect its environment? Voluntary sustainability standards are used as both a means of securing coffee supply by large coffee firms and a development intervention to address rural poverty and environmental management in the Global South. Using a case‐study approach, we have examined the interface between a value‐chain sustainability programme and the livelihood trajectories of smallholder producers in upland Sumatra. Our research found the programme has had minimal impacts for coffee producers to date. The level of commitment required of producers appears incompatible with the particular way that coffee is currently embedded within local landscapes, livelihoods and poverty alleviation pathways. Various sustainability standards articulate a narrative of rural development underpinned by an assumption that agricultural modernisation is the preferred pathway out of poverty for rural households. As a result, there is some risk that sustainability programmes may be inadvertently attempting to encourage household investment in a particular kind of agriculture, which is intended to assist sustainability of supply, but is poorly aligned with prevailing processes of poverty alleviation. These observations are based on a detailed study of agrarian change among the Semendo people of South Sumatra province, where processes of rural development are far more complex than assumptions presented by mainstream sustainability standards. Myanmar (formerly Burma) is emerging from almost six decades of international isolation into a period of rapid economic growth. Following moves towards increasing democratisation since 2011, Myanmar's tourism industry has been propelled from 'tourism pariah' to rising 'tourism star' and is experiencing an extraordinary growth in tourism arrivals with associated revenues and investment. The unique rapidity of Myanmar's recent transition enables an examination of how contemporary forces of globalisation and neoliberalism determine the direction and mode of tourism development from its beginnings. We show how tourism is perceived by the national government as an engine for rural development, conservation and livelihood creation for poor and rural communities. We then demonstrate how this is re‐shaped by a globalised tourism industry into a socially and economically exclusive model which capitalises upon weak governance and disempowered local stakeholders. With the rise of Asian economies, university education in the region is no longer just a service to be consumed domestically. It is also perceived as an industry for a rising global city. How to capture the growing market and make the best use of such an opportunity for city building is now on the agenda of many cities in Asia. Hong Kong is a particularly interesting case as it is both a destination for many talented students from China and a bridge for international students to reach different parts ( China in particular) of Asia. Educational globalisation seems to make sense politically as well as economically. Yet how to strike a balance between opening the door of universities to the outside world and meeting the education needs of the local population is by no means unproblematic. At stake are further changes in the universities, and major challenges to the political capacity of the government which has to turn higher education into a revenue generating service without doing it at the expense of local interests. In a challenging contemporary context of isolation and inequality, inhabitants of small Pacific islands have employed a variety of strategies to ensure that their livelihoods are both secure and sustainable. On the outer island of Aniwa, subsistence activities still constitute the basis of island life but are complemented by an increasingly diverse mix of cash-generating livelihood practices. Different motivations and constraints, including access to natural, physical, financial, social and human capital, affect the composition and success of household livelihood portfolios. Despite the significant inequality in household cash incomes on Aniwa, traditional sharing and exchange relationships between households on the island and between island and migrant households ensure sufficient food and shelter for all villagers. Rather than being a one-way drain on the island's skills and income-generation potential, the constant flows of people, money and goods between the home island and migration destinations sustain the outer-island community and its diasporas. Aniwa thus exemplifies how diversification and migration can provide a basis for sustainable and resilient island livelihoods. [ABSTRACT FROM AUTHOR]

Donors and aid agencies are now looking to strategies of pro-poor economic growth to raise living standards in developing countries. I critically examine how particular conceptualisations of economy and economic development shape the broader context within which pro-poor growth approaches are implemented by governments and development agencies. While pro-poor growth may expand a national economy, surplus will be distributed in a community and among individuals according to culturally specific logics. To exemplify this point I discuss the community economy of Bomolo on the remote, rural island of Flores, Indonesia. The Ngadha people of Bomolo are identified by the Indonesian state, religious organisations and development agencies as lacking and in need of economic development. Yet in Bomolo, gambling, although illegal and antithetical to development, is fantastically popular, and large amounts of cash surplus are spent on this popular pastime. I argue for more attention to the issue of surplus – the outcome of pro-poor growth. The Singapore-Indonesia-Malaysia Growth Triangle has been applauded by the governments of the three nation states, economists and transnational corporations as an economic success. However, other stark realities are evident at the local level as well. The Growth Triangle is supplanting older cultural and economic geographies. This has given rise to struggles over rights to territories and resources. Of the three points in the triangle, it is the landscape of Riau-Indonesia that has been transformed most dramatically. A comparative study of the cadastral maps of the administrators of the Growth Triangle versus the community maps of the indigenous peoples shows the differences in their perceived spatial ideas of Riau. It also highlights the different systems of knowledge as upheld by the administrators in contrast to that of the indigenous inhabitants. Using an abbreviated three-stage version of the destination life cycle as a theoretical backdrop, this study applies the tourism penetration index (TPI) to 36 small islands less than 1 million in population and 5000 km2 in area. Most developed are primarily Caribbean, least developed Pacific and Indian Ocean, and intermediates from all regions. Tourism characteristics of each group (stage) are detailed and changes are recorded between 1991 and 2001. Descriptive profiles reveal sharp differences in socio-economic and demographic modernisation up the cycle. Rising tourism development is associated with rising income, in-migration, literacy and life expectancy, and falling unemployment, fertility and infant mortality. These same differences surface when islands are dichotomously categorised by political status with dependencies outperforming sovereign islands. This evidence indirectly suggests that successful tourism-driven small islands represent a special insular development case and an alternative to migration, remittances, aid and bureaucracy.
