This paper explores neighbourhood‐based projects such as "local project" (Magnaghi, 2005), the strategic scenarios that set out a process of mobilisation and promotion of local resources, planned and run by local people. It focuses on two residential communities in Wua‐Lai neighbourhood, namely Chumchon Wat Muen‐Sarn and Chumchon Wat Sri‐Suphan. The analysis deals with three local projects: Wua‐Lai Walking Street and Saturday Market, Lanna Arts Study Centre and community museums. It seeks to understand how the residents use silver handicraft, Buddhist temple and local marketplaces for shaping their projects and for connecting the neighbourhood to the city. This study allows us to identify the key elements in place on which the local projects are premised and how these elements reproduce sense of belonging and sociability that create the potential for collective action. It intends to highlight on the neighbourhood capacities, and its limits, to carry out local initiatives and to challenge more economic forces. [ABSTRACT FROM AUTHOR]

Viewing the Salween River as a transboundary commons, this paper illustrates how diverse state and non‐state actors and institutions in hybrid and multi‐scaled networks have influenced water governance in general, and large dam decision‐making processes in particular. Putting power relations at the centre of this analysis and drawing on the conceptual lenses of hybrid governance and critical institutionalism, we show the complexity of the fragmented processes through which decisions have been arrived at, and their implications. In the context of highly asymmetrical power relations throughout the basin, and the absence of an intergovernmental agreement to date, we argue that hybrid networks of state and non‐state actors could be strategically engaged to connect parallel and fragmented decision‐making landscapes with a goal of inclusively institutionalising the transboundary commons and maintaining connected local commons throughout the basin, foregrounding a concern for ecological and social justice. In this paper, with a focus on Japan and Thailand, we outline a relational environmental and economic history of East Asian economic integration (EAEI) and its implication for the commons in both places. We draw attention in particular to global commodity chains as relational processes not only of trade and investment, but also geopolitics and aid, to argue that these transborder processes have connected together commons in distant localities resulting in their simultaneous enclosure, dispossession and (re‐)commoning with implications for community vulnerabilities in positive and negative ways. To demonstrate this argument we analyse three periods of EAEI: the late nineteenth century until World War II, when Japan and Thailand both began to modernise and new trade and geopolitical relations emerged in the context of colonialism; the post‐World War II recovery until the Plaza Accord in 1986, during which time Japan rapidly industrialised, as did Thailand to a lesser extent and regionalism was largely defined by US hegemony; and the post‐Plaza Accord period, when Japan deindustrialised its labour intensive manufacture and heavy industry and Thailand rapidly industrialised and EAEI became defined by new and intensified global commodity chains. The relationship between commuting distances and where people work has been studied for urban contexts in both developed countries and developing countries. However, few studies have examined the situation in rural areas, and none look at commuting distances to non‐farm workplaces in rural areas of developing countries. This paper investigates how commuting distance, and thus accessibility, to local non‐farm work influences non‐farm employment and out‐migration from rural villages in Northeast Thailand. The main issues examined are: (i) the distance that rural residents travel to work in local non‐farm jobs; and (ii) the influence that local non‐farm employment has on the number of outmigrants from rural villages. The study finds: (i) distance between villages and non‐farm work sites impact the number of villagers who are employed in regular wage work; (ii) beyond 20 km villagers are less likely to travel to non‐farm employment using their own means of transportation; and (iii) employment in regular wage work decreases outmigration. The findings from this study contribute to the debates over the drivers of rural out‐migration, rural livelihood changes, and agrarian changes that are taking place in Southeast Asia. Currently approximately 9 million tons of plastic enter the world's oceans annually. This is a major transboundary problem on a global scale that threatens marine wildlife, coastal ecologies, human health and livelihoods. Our concern in this paper is with the environmental governance of marine plastic pollution that emanates from Thailand, the sixth biggest contributor globally. By zooming in on land‐based polluters in Thailand, we highlight both the systemic nature of the marine plastic problem and the relative impunity with which drivers of transboundary environmental harm function at all levels of governance. Drawing from 19 interviews conducted with actors from the public, private and non‐profit sectors, we examine three stages of the problem: production, consumption and waste management. We found that three major barriers prevent Thailand's government, private sector and citizens from engaging in the sort collective action needed to reduce marine plastic pollution. They are: (i) insufficient incentives to enact political change; (ii) scalar disconnects in waste management; and (iii) inadequate public and private sector ownership over plastic waste reduction. As the state alone cannot change corporate and consumer behaviour, we argue that multi‐stakeholder efforts across organisational scales of governance and administrative boundaries are needed to address the barriers. Certification of sustainable palm oil as organised through the Round Table on Sustainable Palm Oil is based on a simplified understanding of the global palm oil value chain – according to which instructions about production practices can be directly translated from the palm oil mill to the primary producer. The reality of palm oil provision is much more complex than this as is shown in the case of Thailand. On the basis of qualitative field study in Southern Thailand this paper clarifies that intermediary stages, such as the collection of oil palm fruit bunches at the ramp, play a key role in the organisation of the chain. The fluidity and complexity of the palm oil flow at the local level complicates the promotion of sustainability through certification. Global and national stakeholders, such as processing and trading firms, non‐governmental organisations and national governments, should therefore open this black box of local dynamics to more effectively contribute to sustainability in palm oil supply. Based on research in a border village in Northeast Thailand and two villages in Laos, this paper discusses how formal regulations on cross-border migration are negotiated, such that the practice becomes socially acceptable amongst receiving communities. This paper focuses on the border-crossing experiences of Lao migrants to argue that regulations governing the Thai-Lao borders have been circumvented in response to labour demands in the Thai borderlands and mutual interest between local state officials and borderlanders. It is illegal for undocumented migrants to cross the Mekong to work in the farms along the Northeast Thai-Lao borderlands, but the practice has become socially acceptable. This licit status helps Lao migrants to navigate local state authorities, who are also involved in local social relations.The importance of local social relations is emphasised by differences in cross border-migration between jobs in agriculture and jobs in service industries. In urban settings, migrants do not participate in local social relations to the same extent. Consequently, they are viewed as illicit, as well as illegal. While acknowledging the ongoing legal constraints on migrants and their movements, this paper seeks to provide an understanding of how state authority in the border regions is mediated by enduring social relations that create a legitimate space for informal and mutually beneficial actions. This paper explores the intersection of state policies and local interests in allocating and managing resources in mountainous border areas of China and Thailand. These two states differ markedly in policies and approaches both to forests and to ethnic minorities on the periphery. The first section of the paper traces the history of policies in both countries for forested border areas and for forest-dependent ethnic minorities. The next section explores the evolution of property rights, land use, and the meaning of resources for one Akha village in China, and one in Thailand, in response to these dramatically different political economies. The final section considers some current outcomes for both the Akha and the local landscape as a result of these differing policy histories, and Akha strategies for claiming and using resources under these two regimes. The project Thai Health-Risk Transition: A National Cohort Study seeks to better understand the health implications of modernisation and globalisation forces impacting on Thailand. As part of its 'look-back' component this paper seeks, using available life tables, to document the country's post-war mortality transition. The onset of transition through mass campaigns of the late 1940s and 1950s is first discussed before attention turns to the life tables. They are predictably far from flawless, but careful analysis does permit trends that have seen around 30 years added to life expectancy to be traced, and age patterns of improved survivorship and their relation to initiatives to improve health to be examined. The broad benefits generated by mass campaigns, ongoing improvements in infant and early childhood mortality, and a phased impact of the expansion of primary health care in rural areas on adult survival prospects after the mid-1970s are demonstrated. The paper also investigates the consequences for mortality of a motorcycle-focused rapid increase in road fatalities in the late 1980s and early 1990s and the HIV/AIDS epidemic that developed after 1984. This paper documents the uneven experiences of decollectivisation, using Thai Nguyen province as a setting for an exploration of divergent outcomes of, and local responses to, land allocation. Ethnicity, blood relations and settlement history are identified as emerging axes of differentiation in new patterns of vulnerability regarding access to land. This trend is evidenced by the phenomenon of farmers who migrated to the region during the collectivisation period and were subsequently left landless as longer term residents from other ethnic groups reclaimed their ancestral lands. The paper studies the role of population mobility in the transformation of the Mae Sa village community in Mae Rim District of Chiang Mai Province, northern Thailand. Data for the analysis derive from an in-depth investigation in 1976–1977 and successive studies over the following 22 years including a substantial reinvestigation in 1995–1996. In these two decades, the village has been transformed from a traditional agricultural community to a ‘modern’ rural community with considerable employment outside the village and other links to the outside world. The paper discusses the complexity of the in- and out- migration process and the significance of the roles played by permanent and non-permanent migration in the transformation of the village resource base and social institutions. In the 1980s, rural settlements in the Northeast of Thailand were farming focused, and strategies of living were structured around the need to secure subsistence in the face of a capricious environment and a weak developmental state. More than half of households in the region lived below the poverty line, and the immediate prospects for ‘development’ were not bright. Drawing on a 25-year longitudinal study of two villages in Mahasarakham, the paper describes and reflects on how risk and vulnerability have been re-shaped during a quarter of a century of profound economic and social change. From largely environmental and local, the pattern of risk and opportunity have become increasingly economic and non-local as external events wash across the shores of rural settlements like Ban Non Tae and Ban Tha Song Korn. This paper provides a comparative analysis of the social and cultural dimensions of fish hatchery development in Vietnam and Thailand. Two detailed case studies highlight the importance of a variety of culturally mediated, informal interpersonal relationships in facilitating the establishment of new hatchery enterprises. The analysis reveals that in both Vietnam and Thailand, informal relationships are extremely effective conduits for the transfer of productive technologies from public institutions to private entrepreneurs and for the subsequent development of private enterprises. It is concluded that if current policies aimed at promoting private sector development are to be more successful, they must be better tailored to the contours of specific cultural geographies in locations where they are implemented. Forest resource management in Thailand bears the mark of its historical position on the margins of colonial power and its present position in a biodiversity hotspot. During the colonial era, British forestry in Burma and India had a fundamental influence on the knowledge and techniques used in Thai forest management. More recently, international conservation agendas and organisations have influenced the ways in which the Thai government regulates the forest within its boundaries. The treatment of forests as a national and international resource, defined in interaction with colonial neighbours and global partners, has resulted in legal constructs, spatially simplistic conservation mechanisms and a conception of nature ill-suited to managing forests as a local resource. This paper investigates the manifestation of Thailand's historical legacy in local park-people conflicts by drawing on research conducted in a region where the government is establishing a national park. It finds that the continued use of laws, tools and concepts derived from colonial and global influences undermines the forestry department's ability to address the contemporary challenge of managing forests as a local, as well as a national/global, commons. In Northern Thailand's Chiang Khong district, which lies along the banks of the Mekong River and the Thai‐Lao border, an community‐based environmental movement under the leadership of the Rak Chiang Khong conservation group emerged in response to processes that have appropriated territories traditionally used by locals for state‐led economic exploitation. The Rak Chiang Khong has put up fierce opposition to large‐scale development projects such as the China‐led navigation project, which planned to blast ecologically and culturally significant rapids, and hydropower dam development along the Mekong River. As a result, local‐level governance arrangements of the transboundary commons in Chiang Khong have shifted to counter threats both within and beyond the borders of Thailand. Through adapting fishing arrangements, engaging in community‐led research and establishing village conservation zones, overlapping forms of territorialisation have emerged in response to socio‐ecological changes to the river. These new forms of territorialisation are produced by complex configurations of political, cultural, and ecological histories, politicaleconomic changes, and transboundary dynamics. These territorial strategies have been key towards reclaiming the transboundary commons of the Mekong River for riparian communities, and providing a deeper understanding of the values that drive community involvement in the transboundary environmental governance of the Mekong River. The 2011 Bangkok floods, a slow onset event, flooded significant parts of the city. The state's response to flooding followed a traditional cultural and hierarchical approach to justice within Thailand, stemming from Buddhist values, an informal caste system and monarchical order. This resulted in a spatially uneven outcome, with the 'preservation' of the central city and two‐month‐long floods in outer suburbs, exacerbated by inadequate management and coordination. Suburban communities sought a more egalitarian notion of disaster justice, with hazard burdens shared more equitably and people having adequate access to decision‐making over the distribution of disaster risk and compensation for damage. Extensive damage, and reduced livelihoods, caused friction between the two views, and protests, contestations and conflicts during the floods, in four different community contexts in northern Bangkok. By generating alternative discourses, challenging the hierarchical notion of justice and taking direct action to removing floodwalls, protesters sought to reshape the spatiality of the floodwater and claim inclusive citizenship and their right to the city. Existing perceptions of disaster justice, usually focused on liberal state responses to understanding disasters as natural episodes, are alone inadequate to explain the outcomes of and responses to disasters in different cultural contexts. In what ways are lifestyles in urbanising Thailand, increasingly oriented towards shopping malls related to the threat to the wildlife and struggles for subsistence in distant Lao hinterlands? Our article answers this question by looking at the workings of electricity as the key infrastructure that connects these seemingly unrelated events and practices. We argue that the circulation of electricity flows along uneven channels, shifting injury and environmental harm across international borders. This circuit is perpetuating inequality and environmental injustice in the Lower Mekong. To demonstrate this claim, we analyse the electricity sector at numerous scales and locations – the urban scale in Bangkok, the country scale of Thailand and then Laos and the local community scale in Laos. We then discuss by what means various material and social processes and actors at these different scales form this circuit. Looking at circuits of power allows us to link the story of electricity consumption with that of production, with an emphasis on their extraterritoriality, multiplicity and boundaries. Our findings illustrate the effects of this circuit on spaces far from a thought‐of urban area. In the Mekong Region, the Asian Development Bank and partners have promoted economic corridors as a way to achieve regional economic integration and growth. This study evaluates how a transboundary policy narrative of shared prosperity around the East–West Economic Corridor programme emerged, and then how it was elaborated and used, taking a set of border policies of the government of Thailand as cases. For two decades the shared prosperity narrative has been used by a coalition of elite actors to support a programme of investments in road infrastructure, as well as to push for agreements on trade, border logistics, investment and tourism. The shared prosperity narrative has helped maintain support for the programme despite its failures to meet projections and expectations. Although criticised by civil society and experts from time to time, no coherent shared counter‐narrative emerged. Policy elites in Thailand have used the transboundary narrative to justify investments in special economic zones, and transport infrastructure near the border and inside neighbouring countries. Thailand has also reproduced the narrative in support of efforts to bolster tourism cooperation, and negotiate cross‐border trade and logistics agreements. As part of the Thai Government's objective to increase energy security through biodiesel, oil palm was introduced to Northeast Thailand in 2005. Nong Khai Province was selected as a pilot project because of its suitable environmental conditions. This study assesses the acceptance of policy interventions and socio-economic conditions by adopters and non-adopters. We found that total farmland size was significantly higher among oil palm producers than among non-producers. Nevertheless, the area under oil palm cultivation did not increase in accordance with land size in the way rubber did. Oil palm and non-oil palm farmers had almost equal amounts of rice area thereby providing household food security. Oil palm did not replace food crops. Farmers investing in oil palm tend to base their livelihood around on-farm production, whereas non-adopters tend to diversify with off-farm income sources. Oil palm was found to be one component of a diversified farming system and an additional income source, albeit not the primary one. In conclusion, oil palm was a crop that had been tried by (wealthier) farmers with sufficient capital, and an aim to further diversify on-farm household income. Industry outsourcing has become a significant feature of industrialisation in Southeast Asia. This study presents the findings of a study of smaller industrial enterprises in Northeast Thailand that outsource some of their operations to workers in rural villages. It was found that social relationships rather than formal contracts are critical in the management and spread of such outsourcing and that industries use outsourcing primarily as a flexible strategy to lower costs of production. In general, the main roles of married Thai Muslim women were as home makers good wives and good mothers. Nevertheless, both married and single women from rural areas have been increasingly obliged to work outside the household, locally and in other countries. People in rural areas are now faced with the difficulty of maintaining their livelihoods if they depended on agricultural production alone. In some instances, female migration might be a response to families not being able to survive on the incomes earned by the male household heads. In response, women in southern Thailand provinces use long-standing social networks that facilitate their migration for work, because they benefit from the close proximity, language, and religion that they share with the destination area. Commonly, they travel to work in Malaysia by using a border pass, while some travel and work without any documents. The effects of crossing national borders on migrants themselves and on their communities are mixed, generally positive from an economic perspective, but negative from a social viewpoint. Many in Thailand have begun to worry about the future, when a new monarch will reign. There is fear that without the wise use of informal royal influence, Thailand may not be able to resolve future crises without major conflict. There have thus been attempts to re-engineer the political system to increase stability, at the expense of democracy and participation. Yet, of the many achievements of King Bhumibol, perhaps the most overlooked has been his strengthening of the institutions of the monarchy. In this article, I will argue that the institutions of the monarchy have been greatly strengthened in the last four decades. Although the current monarch came to the throne with little institutional support, any future monarch will come to the throne with the assistance of large numbers of personnel, a stable budget and a council of powerful and experienced advisors. The informal role of the monarch in supporting democracy has also been shared, to some degree, with a larger and more influential privy council, and especially with its president. Consequently, future monarchical succession should see considerable continuity and stability. Such preparations make the sacrifice of democracy in pursuit of stability unnecessary and unfortunate. These notes are based on observations conducted over seventeen years, including visits to projects, both structured and open ended interviews with participants and, more recently, a systematic review of reports prepared between 1991 and 1995. Results show that the principal thrust of all foreign aid projects which targeted indigenous people as preferred recipients were designed to provide access to state schooling, an education conducted in the national language and dominated by curricula objectives originating in the capital city. This is not what the people want. The preoccupation of state authorities with nation building and teaching skills that meet urban and industrial needs rather than the rural and agricultural priorities of indigenous people has contributed to the latters growing sense of alienation and eroded their sense of identity.
