Abstract: Myanmar's 2015 elections have been credited with bringing about a myriad of changes within the country. Much has been written about the changing political climate within Myanmar. One topic which has not yet been discussed adequately, however, is the role of Burmese women in these recent elections. This paper seeks to examine women's political participation in Myanmar's recent move towards democratisation. Using rates of female candidacies in Burmese elections, comparing these figures with rates of female participation in other Southeast Asian countries, and ethnographic research with the Burmese voting public, this paper will contribute to the sparse scholarship regarding the role of women in new democracies and regime transitions. This paper finds that beliefs about traditional gender roles, rooted in traditional Buddhism, still shape the way both men and women in Myanmar view women's political participation. While women are better represented in Myanmar's government than they were in the past, this paper suggests that measures such as quotas or reserved seats based on gender may be the best way to increase Burmese women's political representation in the future. This paper reviews and critiques the literature on family engagement programmes in higher education, from the perspective of issues that may affect the design of programmes serving Native Hawaiian and Pacific Islander students and their families. While there is compelling research suggesting that increasing students' family members' engagement with higher education will benefit students, it is unclear whether the concept of family engagement as it is conceived in western educational contexts can be universally and unproblematically applied in Pacific contexts. Recommendations for best practices in family engagement programme design highlight communication efforts with parents that can be characterised as fundraising and 'friendraising', but do not address issues specific to the experiences of under‐represented groups in higher education. Drawing on the literature and experiences of indigenous and other under‐represented students, and incorporating insights from literature on decolonising methodologies, we present considerations for authentic and culturally responsive family engagement for Native Hawaiian and Pacific Islander students, families and communities. Commodity crops are redefining land use and rural smallholder livelihoods across Asia. These crops often have boom‐bust cycles with important implications for the drivers of farmer entry into and exit from particular cash crop opportunities. This paper offers a comparative analysis of the boom‐bust processes of three popular spice crops cultivated in Yunnan Province, southwest China. Drawing from agrarian frontiers and rural livelihoods literature, we disentangle the vulnerability contexts associated with black cardamom, cinnamon and star anise production, finding that farmers cultivating these spices face a combination of interlocking forms of vulnerability. Despite the monetary potential that each crop offered during its 'boom', the associated environmental, economic and political vulnerabilities caused most farmers to exit their production, responding with myriad on‐farm and off‐farm diversification strategies. Using a multi‐sited ethnographic approach, we draw on 52 in‐depth interviews with ethnic minority cultivators, spice traders and local government officials to untangle the complexities associated with cash crop production in this agrarian frontier, the interwoven vulnerabilities that result in their 'busts' and the coping and adaptation strategies that smallholder farmers employ. Our findings underline the importance of disaggregating farmer vulnerabilities and the need for more nuanced policy responses to adequately support small‐scale farmers. [ABSTRACT FROM AUTHOR]

The article aims at discussing the rise of the green bonds in the context of the multilateral development banks, by problematizing their threats and potentialities to be an alternative to the existing financing system within the sustainable development agenda. It scrutinises the development rhetoric behind the emergence of multilateral development banks in the Global South, specifically in the Asian context, and attempts to foster alternatives to the Bretton Woods institutions. The two largest initiatives in that sense – the New Development Bank and the Asian Infrastructure Investment Bank – started in Asia and also target countries in the region, giving the growing influence of China and the enhancement of interregional cooperation through the BRICS countries, currently led by China, India and Russia. The paper argues that there is limited scope for the promised innovations in both project assessment and the role of private capital, given the prioritisation of infrastructure as the premise to achieving the right to development among emerging and least‐developed economies. The research departed from the quantitative and qualitative analysis of the projects funded by the New Development Bank and the Asian Infrastructure Investment Bank, from their inception until 2018, considering the approach that such institutions have taken to the social and environmental standards from their normative framework. This paper analyses the 'Simbo for Change' project in the Western Province of Solomon Islands, a collaboration between Simbo leaders and a Samoan non‐governmental organisation (NGO), with funding provided by the Australian aid programme. We explore the role of local leadership in catalysing an island‐wide community development project that has generated new livelihoods opportunities and led to greater community cohesion and more proactive governance. By mobilising around a 'collective subject' (Simbo as an island community), the project allowed existing skills and practices to be revalued and extended, particularly in relation to chiefly governance and the standing of women in the community. While mobilising the island scale was important in building social cohesion and support for livelihoods activities, this was not a parochial identity but was redefined by stronger connections to off‐island markets, organic accreditation for Simbo, renewed interest from provincial and national government authorities and by the enduring trans‐Pacific friendships established with the Samoan NGO and its trainers. The case study provides an example of the constructive potential of the island scale in Melanesia, whereas other recent studies of similar scale‐making processes have focused on violent conflict generated by industrial scale mining. This paper analyses the impact the phenomenal growth (2002-2009) and rapid decline (2010-2012) of Indian student numbers has had on the city of Melbourne. Specifically addressing the way the debate developed over the allegedly racially motivated attacks on students in 2009 the paper examines how conflicting narratives on Indian students could emerge presenting them as 'victims' and/or 'profiteers'. Making use of an analysis of over a thousand media reports as well as drawing on ethnographic material the paper argues that the way the debate about the racist character of the attacks unfolded in popular media is revealing of the way the growth in Indian students in Melbourne has been experienced and perceived over time. In particular the entanglement of education and migration in Australia, allowing Indian students to become permanent residents by graduating from low-quality institutions, contributed to the perception of them being low-skilled migrants and as such 'profiteers'. As a result the paper not only shows how a rapidly growing and highly commercial education industry was able to influence the dynamics and socio-cultural make-up of the city of Melbourne but also how the entanglement of education and migration produced a volatile situation with ultimately far reaching social and economic consequences for the city. One of the limitations of research on global educational mobility has been the primary classification of key participants - students and educational institutions - in national terms. This paper tests the challenges involved in such methodological nationalism by examining the provision of cross-border education in one city. As Vietnam's commercial centre, Ho Chi Minh City ( HCMC) has experienced rapid transformation over the past two decades as the country has moved steadily from a state-directed to a more market-driven and globally integrated economy. Since the late 1990s there has been a parallel growth in cross-border higher education in HCMC, through the outbound mobility of students and the provision of foreign programmes by international partnerships and branch campuses. Drawing on available data supplemented with insights gleaned from interviews and existing literature, this paper develops a methodology for identifying and quantifying the key features of each form of domestic, overseas and transnational provision. We estimate that around 6% of HCMC's tertiary students are studying overseas and between 2% and 3% in foreign programmes delivered in the city. The rates of enrolment in overseas and transnational programmes by students in HCMC are thus far higher than for Vietnam as a whole, but still considerably lower than in those well-established cross-border education hubs, Hong Kong and Singapore. We argue that concerns about the growth of private education and inequalities in access may continue to limit the growth of transnational provision in HCMC. [ABSTRACT FROM AUTHOR]

This paper conducts an analysis of the socioeconomic determinants of Vietnam's cross-provincial variations in natural disaster vulnerability. The purpose is twofold: (i) to capture disaggregated vulnerability variations normally obscured by national statistics, thereby providing more nuanced insights into Vietnam's vulnerability to natural disasters; and (ii) to take advantage of the fact that the overall political system and key institutional structures to a large extent are constant across Vietnam's provinces, which makes the analysis a novel addition to the many disaster studies based on cross-national variations. The paper's analysis indicates that much of Vietnam's cross-provincial variations in natural disaster fatalities and economic costs can be explained by differences in key socioeconomic factors. High provincial rates of inequality, poverty and infant mortality, for instance, appear to drive up natural disaster fatalities. Local adaptation efforts should focus as much on these broader socioeconomic dimensions as they focus on the geophysical susceptibility to natural hazards of individual areas. [ABSTRACT FROM AUTHOR]

Two theoretical frameworks frame the spatial dimensions of organised crime. The first, which has shaped international responses to the problem, stresses the scalar and territorial nature of the problem; the second (and recently emerging) has drawn on network theories to suggest that organised crime is ascalar and operates through fluid relationships between people, places and things. We suggest that these viewpoints tend to bifurcate scalar and flat ontologies and argue that understanding and responding to organised crime requires engaging with theories of scale and networks simultaneously. We bring this theoretical insight to bear on a case study: we examine the way state power has shaped organised crime and responses to it across the Pacific. The case study highlights that responses to organised crime are by and large driven by scalar and state‐based responses, which have been shaped by political power. In contrast, organised crime constitutes networked relations that are significantly shaped by administrative and political scales. The paper argues that the disjuncture between the nature of responses to organised crime helps perpetuate the problem. The emergence of the individual is one of the most profound and significant evolutions of Chinese society that has accompanied economic reforms since the late 1970s. Existing research frequently uses a dual concept of 'individualist' versus 'collectivist' societies to approach the lives of urban Chinese. In the case of same‐sex attracted persons, as they often hide their sexual orientation in most of their social life and must respect social norms of filial piety and marriage, it is easy to conclude that today's urban China continues to be primarily a 'collectivist' society where the individual remains fragile. Using a long‐term ethnography of same‐sex attracted migrant men who gather in a public park to create a community of friends and invent some shared cultural and social traits, this paper proposes to deepen the analysis by borrowing the distinction between three different attitudes towards individualism developed by Michel Foucault. It will argue that these men actively construct specific spaces where they can live a private life, as well as experiment and explore their self. Therefore, these men display a more complex articulation between some aspects of a 'collectivist' ethos and the strengthening of individual traits. [ABSTRACT FROM AUTHOR]

This paper centres on analysing how return migrants' participation in online businesses impacts marital power dynamics in rural families alongside the rise of e‐commerce in rural China. During 2016 and 2017, I conducted an ethnographic study in a Chinese 'Taobao village' which I have termed 'Xinyi' whereby the majority of villagers make their livelihoods by selling furniture via the online marketplace Taobao. The boom of e‐commerce has attracted many migrants to return to the village and start their online businesses. Inquiring into whether and how rural women's increased access to online entrepreneurship challenges the gender norm that upholds male dominance in marriage, I delineate the power relations in 'Taobao families' within which rural women jointly operate online shops with their husbands. Drawing from my ethnographic data, I propose a conceptual framework incorporating the lenses of returnee entrepreneurship, flexible inner‐outer boundary and performance of gender to examine discrepancies between the gender norm that upholds gender hierarchy, and the practice regarding the husbands and wives' equal engagements in online merchandising. This framework is developed to shed a more positive light on the nuances of women's exercise of agency that entails nominal conformity to the gender norm. [ABSTRACT FROM AUTHOR]

Small island developing states (SIDS) face unique developmental challenges, not least their often narrow economic structure and dependence on a narrow range of economic activities. In this regard migration, remittances, dependence on aid, tourism and state employment feature prominently. This paper explores the nature of Niue's economy and the degree to which its economy depends on tourism and government services, both of which are supported through aid programmes. The limited dependence on remittances places Niue, as a SIDS, into the relatively narrow band of TOURAB states (those dependent on aid, tourism and bureaucracy). Understanding the nature of Niue's economy helps clarify the challenges the country faces, its development needs and the considerations which donors need to focus on through their support. The literature on care relations and eldercare has directed attention towards recognising the interdependence between 'carer' (familial caregiver or home support worker) and the 'cared for' (the older person). Such an approach gives attention to the contingencies and entanglements that shape the relationships among differently positioned members of care dyads. Drawing on in‐depth and 'go‐along' interviews, we examine how relations between migrant caregivers and their non‐migrant elderly charges in Singapore are spatially negotiated – formulated, sustained and reworked – on an everyday basis through Alfred Schütz's framework of intersubjective 'tuning'. Owing to the unequal ways that migrant caregivers are positioned within Singapore society, moments of positive family‐like regard towards them are almost always preceded/superseded by forms of negativity and vice versa. The employer–employee care dyad is therefore best understood as a relational process that requires constant 'tuning', as the elderly employer needs care which no one else will provide, while the employee needs the job in order for the migration gamble to succeed. Intra-regional medical travel by patients from Indonesia to Penang in Malaysia is embedded in and facilitated by regional circuits. Although such movement is fuelled by dissatisfaction with the health-care services offered in Indonesia, we argue that these contemporary movements for health care are also a continuation of existing exchanges for trade, education and cultural ties that have long existed. In the first part of the paper, we consider the historical interconnections between the locations of Medan and Aceh in Indonesia and Penang in Malaysia. Based upon fieldwork and interviews with 70 intra-regional patients travelling to Penang for treatment, we describe how these interconnections are now manifested in travel for medical care. We argue that the temporary exit from the Indonesian health system to pursue care in hospitals in Penang by some Chinese Indonesians and Acehnese follows patterns and logics based on social histories of discrimination and conflict as well as geographical convenience. This highlights the need to contextualise such travel not just as geographic movements across space but also through the depth of time and local histories. [ABSTRACT FROM AUTHOR]

Healthcare is most often examined within the confines of nation-states. Such an analysis, however, is not necessarily indicative of reality, with people often travelling across borders for healthcare. This paper explores cross-border travel for medical care by patients in the Lao People's Democratic Republic. The paper shows that while travelling across borders for medical care is not new, how, why and who travels across borders have changed in tandem with changes in the political and socio-economic landscape. The paper is based on a review of the literature and qualitative interviews with patients who had crossed the border for planned healthcare (N = 43), Laotian medical officials working in public institutions (N = 5) and international health advisors (N = 6). Patients came from different districts, a range of socio-economic backgrounds, had crossed borders for planned healthcare in the last two years and, based on key informant subjective assessments, were information-rich respondents. The study reveals how Lao cross-border patients creatively use the cultural and social resources at their disposal to obtain the healthcare they desire. In particular, it draws attention to the interplay between social, economic and cultural capital, and habitus in navigating access to transnational healthcare. [ABSTRACT FROM AUTHOR]

This paper addresses the growing phenomenon of cosmetic surgery tourism through a focus on the development of this industry in South Korea. Unlike many discussions of this topic, the paper decentres dominant narratives based on west-goes-east or north-goes-south journeys. Instead, we look at regional flows by exploring the experiences of Chinese patients travelling to South Korea in search of facial cosmetic surgery - procedures often referred to as the 'Korean Look' and associated with exported Korean popular culture. We focus on the contested understandings of the motives for and outcomes of this surgery between Korean surgeons and Chinese patients, documenting one example of the cultural investments and (mis)understandings that can impact on the experiences of medical tourists as they travel across national borders in search of treatment. We situate the development of cosmetic surgery tourism in Korea in the context of a discourse we call 'medical nationalism', showing how surgeons in particular reproduce this discourse in terms of pride in their contribution to the economic and reputational success of South Korea on a world stage. However, we demonstrate finally that, as a privatised, feminised and trivialised form of medicine, cosmetic surgery will always fail to deliver in this respect. [ABSTRACT FROM AUTHOR]

While 'solutions' to challenges of water supply in the Pacific may seem obvious to hydrologists, engineers and planners, their implementation may not be straightforward. Water is embedded in cultural, religious and political contexts, and what seems obvious to planners may seem neither obvious, nor acceptable, to citizens. However, these contexts change continuously, and opportunities arise for changes in narratives around ownership, supply and management of water. Citizens' beliefs about the state's 'rights' will vary with societal context, and will shape the ways in which ownership and management of water is worked out in specific locations. This paper outlines thinking and discourses around ownership and management of fresh water in Samoa, and the constraints which culture has imposed on water supply over time. Water discourses have shifted from questions about ownership of specific sources to general discussions about conservation and management of natural resources. This shift has resulted, in part, from the ways in which government has managed the process and, in part, from growing public awareness of water within the larger environmental context. The paper focuses on Samoan material, but some of the generic issues have wider significance in the Pacific because similar variables combine in similar ways. [ABSTRACT FROM AUTHOR]

The idea that climate change may cause the loss of atoll countries is now taken for granted in much of climate change science, policy and media coverage. This normalisation of loss means atoll countries now face a future that is apparently finite, which is a grievous situation no other country has to contend with. This paper explains the dilemmas this presents to atoll countries. If there is a risk of forced migration, then strategic planning can minimise its social impacts. Yet, doing so may bring future dangers into the present by undermining efforts to facilitate adaptation to climate change, creating new identities and deterring investments in sustainable resource management. To overcome this dilemma, the paper argues for a more hopeful approach to the future of atoll countries, because for as long as the science of loss remains uncertain, and the limits to adaptation are unknown, forced migration cannot be taken as a matter of fact and could possibly be averted through emission reductions and a vastly improved and significantly more creative approach to adaptation. Confusion over land rights issues and opportunities created through communal titles may just be rhetoric to some, but for the poor rural communities, it is a matter of survival. As this paper reveals, this may be due to contradictory interpretations between native communities and state agencies of what constitutes native customary rights. The methods and materials used are based on case studies in the state of Sabah, Malaysia with regard to the policies, programmes and projects that have been implemented in rural areas. This was made possible through interviews with key informants, textual analyses and state documents, and through observations of projects implemented in the rural areas of Sabah. Based on the information gathered, this paper reveals a worrying pattern of state and peoples' interactions over the provision of communal titles and state projects. [ABSTRACT FROM AUTHOR]

Focusing on the coexistence of competing and contested interests in intercultural natural resource management ( NRM) systems in Australia and Malaysia, this paper explores the ways in which ontological pluralism and the interplay of socio-cultural, political-economic and biophysical influences shape NRM systems. We aim to foster a discursive space in which to reframe the challenges of capacity building in the rapidly changing spaces of intercultural NRM systems. The paper synthesizes the conceptual arguments of field research to conclude that capacity deficits of dominant institutions, processes and knowledge systems drive many systemic failures in land and sea management affecting Indigenous peoples. We advocate urgent action to build intercultural competence and new capacities and competencies in those institutions. The paper reframes intercultural NRM in terms of coexistence and invites wider debate about these 'new geographies of coexistence' in intercultural NRM systems. [ABSTRACT FROM AUTHOR]

Cyberjaya is one of a long line of aspiring science and technology parks in the Asia- Pacific region that have attempted to create a successful technopole, and in doing so become the ' Silicon Valley of Asia'. The paper attends to the place-making strategies through which Cyberjaya was positioned as a new 'global hub' for information communication technology and multimedia industries, framed as an extremely 'sticky place' ( Markusen, 1996 ). That is, a place within a global economic system where local skills, infrastructure and capital attracts and makes research and development and corporate headquarters reluctant to leave. The paper considers that despite considerable infrastructural investment and state-led urban boosterism to 'sell' Cyberjaya to prospective investors, more than 10 years after its completion in 1999 the development has become little more than a zone of disconnected business process outsourcing industries comprising low value-added outsourcing activities. This paper is concerned with food security and access to land for food crop gardening among first and second generation migrant oil palm producers in West New Britain Province, Papua New Guinea. We examine changes in food security due to the rapid population growth in the presence of growing demand for land for oil palm production. Despite oil palm providing the major source of income for most migrant households, food crop gardening remains a primary livelihood activity, particularly for women, and especially so, during periods of low oil palm prices. Rising population and land pressures pose a threat to household food security and have implications for the supply of food to the rapidly growing urban population in the province. The paper begins by describing how household food security and access to land have changed over the past two decades. Then the paper examines how smallholder households are responding to shortages of garden land through the intensification of land use, intercropping immature oil palm with food crops and seeking access to land beyond the oil palm block. The paper also considers the role that research, agricultural extension and the milling companies can play in supporting strategies to promote food security among smallholders. The expansion of oil palm cultivation in the Asia- Pacific region in the past half century has engendered a major agro-environmental transformation with significant implications for rural livelihoods. The transformation has taken different forms within and between countries, depending on local contexts, as well as involving an important transnational dimension in terms of regional flows of labour and capital, transboundary and global environmental impacts, and efforts to build international governance structures. This special issue is devoted to seven comparative case studies from across the region to highlight the complexity and diversity of the processes underway. In this introductory paper, we provide an overview of the major economic, social and environmental issues, the different modes of production that have been employed and the varying ways in which land, labour and capital have been mobilised in the region. The Mekong River system provides a crucial source of natural resources for riparian nations. However, the increasingly rapid pace of hydro-development in the Mekong Basin is threatening the integrity of the river system, posing a real concern for Lower Basin states, which are particularly dependent on the basin. This scenario has led to warnings of armed conflict, or even 'water war', between riparian states. Certainly, the expanding scale of hydro-development can be expected to continue increasing interstate tensions in the Mekong region; but are these tensions really likely to escalate to armed conflict? This paper explores this question by drawing on the water and conflict theory of Aaron Wolf. Ultimately, this paper concludes that interstate tensions over Mekong hydro-development are unlikely to generate armed conflict. This is in part due to the strategic impracticality of such a conflict as well as the presence of a river basin management institution. Most compellingly, though, armed conflict is unlikely because the economic imperative shared by Mekong states is better served by cooperation - or at least non-interference - than conflict, over regional hydro-development. In closing, the paper urges that the study of water and conflict in the Mekong Basin be refocused at the intrastate level. [ABSTRACT FROM AUTHOR]

This paper examines the informal transport sector within the smallholder oil palm economies of Kinabatangan and Lahad Datu areas of eastern Sabah by looking at the metaphoric border that is constructed between licit and illegal activities that take place on roads. It describes the work of two groups of drivers, namely, those who are themselves smallholders who provide a crucial service to the community in getting their fresh fruit bunches to mills on time; and the piret (pirate) taxis who transport passengers including foreign nationals, some of whom are illegal workers. Many have been driving for some time, thereby challenging the notion about off-farm work as providing a temporary safety net to smallholders. Drivers whose permits may be current may have used illegal means (such as meminggir – logging without licence), to accumulate the initial funds for acquiring their vehicles and necessary permits. Moreover, their clients are unconcerned about their ‘illegal’ status. Consequently, this paper maintains that there is no agreed-upon norms about legality/illegality, and law enforcement being uneven, the zone in which drivers operate is a fluid one. The article discusses various reports published within the issue including an article on the construction of ethnic boundaries by landowning groups against migrant workers in Papua New Guinea, and another article which examines the process of negotiation to international jurisdiction borders.

Currently approximately 9 million tons of plastic enter the world's oceans annually. This is a major transboundary problem on a global scale that threatens marine wildlife, coastal ecologies, human health and livelihoods. Our concern in this paper is with the environmental governance of marine plastic pollution that emanates from Thailand, the sixth biggest contributor globally. By zooming in on land‐based polluters in Thailand, we highlight both the systemic nature of the marine plastic problem and the relative impunity with which drivers of transboundary environmental harm function at all levels of governance. Drawing from 19 interviews conducted with actors from the public, private and non‐profit sectors, we examine three stages of the problem: production, consumption and waste management. We found that three major barriers prevent Thailand's government, private sector and citizens from engaging in the sort collective action needed to reduce marine plastic pollution. They are: (i) insufficient incentives to enact political change; (ii) scalar disconnects in waste management; and (iii) inadequate public and private sector ownership over plastic waste reduction. As the state alone cannot change corporate and consumer behaviour, we argue that multi‐stakeholder efforts across organisational scales of governance and administrative boundaries are needed to address the barriers. This article considers the experiences of a Samoan female geographer undertaking community‐based field research in her home country, and identifies some lessons for researchers working in similar circumstances. The paper suggests that ethical behaviour in research is 'place‐specific', and there is therefore a need to employ culturally sensitive and 'location‐specific' methodologies when undertaking community‐based research fieldwork. For the lead researcher, growing up in Samoa played a significant role in gaining an understanding of a set of robust and effective procedures to evaluate citizens' resilience to climatic and other environmental challenges. Hundreds of hydropower dam projects, of all sizes, have been initiated in Yunnan Province, China, since the late 1990s. This paper frames hydropower‐driven resource reallocations as resource grabs that combine aspects of land, water and green‐grabbing, investigating how two dams built along the Red River have impacted local communities and how corporate and governmental stakeholders have viewed local livelihood changes and considered compensation mechanisms. This research documents how hydropower expansion triggers changes in both land and water availability, in turn depriving riverside communities of a wide range of intersecting livelihood benefits. Villagers were compensated for some losses, but in ways that failed to address how impacts accumulated over time and how hydrologic changes would impact overall livelihood activities. Financial compensation and specific environmental and modernisation agendas legitimised resource reallocations together with the provincial, national and global development campaigns driving them. Considering how different actors experience, frame and address the impacts of hydropower development through a resource‐grabbing lens elucidates the compartmentalised approaches of distant hydropower actors as well as scholars. This study answers recent calls to mobilise the scholarship on resource‐grabbing in the service of shedding light on the socio‐political projects driving resource reallocations and their livelihood impacts. Certification of sustainable palm oil as organised through the Round Table on Sustainable Palm Oil is based on a simplified understanding of the global palm oil value chain – according to which instructions about production practices can be directly translated from the palm oil mill to the primary producer. The reality of palm oil provision is much more complex than this as is shown in the case of Thailand. On the basis of qualitative field study in Southern Thailand this paper clarifies that intermediary stages, such as the collection of oil palm fruit bunches at the ramp, play a key role in the organisation of the chain. The fluidity and complexity of the palm oil flow at the local level complicates the promotion of sustainability through certification. Global and national stakeholders, such as processing and trading firms, non‐governmental organisations and national governments, should therefore open this black box of local dynamics to more effectively contribute to sustainability in palm oil supply. Drawing on field work in Southern Thailand undertaken in July 2005, the study illuminates the complex and contingent way in which the Indian Ocean tsunami of December 2004 affected communities, households and individuals. The paper problematises the indiscriminate/discriminate patterning of impact and recovery and also makes a case for a delocalised and transnational approach to understanding the impacts of the wave. Using the notion of ‘tsunami footprints’ and drawing on qualitative interviews, the paper proposes that impacts need to be seen in the context of the spatially dispersed networks of association that characterise the Thai space economy and Thai society. Drawing on work on poverty dynamics, the paper also explores three explanatory disjunctures in recovery transitions: the disjuncture between the pre-tsunami context and the post-tsunami situation; the disjuncture between structure and agency; and the disjuncture between the appearance of progressive and gradual change in societies and the lived reality of turbulence. The papers in this special issue are the product of a comparative interdisciplinary workshop on ‘Natural Resources and Violent Ethnic Conflicts in the Asia Pacific Region’ held in Honolulu, Hawaii, 18–20 March 2005. The workshop brought together scholars who study conflicts between ethnic groups and those who study conflicts over natural resource claims in order to examine the interplay of resources and ethnicity and to seek answers to the question of why violence occurs in some cases and not in others. Both sets of scholars agreed on some points but disagreed on others. They agreed that ethnic and resource grievances occur not so much out of objective deprivation but out of ‘relative deprivation’ when groups compare their situation with others, to the past, or to future expectations. They both stressed the role of democratic processes in alleviating resource competition and ethnic conflicts – but they did this in different ways. The perspectives and solutions offered by these papers sum to a deeper and more contextualised understanding of the cause of conflict and to mutually reinforcing solutions for resolving them. Vietnamese 'blue boats' – small wooden‐hulled fishing boats – are now entering the territorial waters of Pacific Island countries and illegally catching high‐value species found on remote coastal reefs. Crossing several international boundaries and traversing a distance of over 5000 km, these intrusions have alarmed Oceanic countries, including Australia. Lacking administrative capacity as well as jurisdictional authority to effectively control the vast stretches of island coastlines individually, governments and intergovernmental bodies in the region have called for strengthened coordination of surveillance efforts while also pressuring Vietnam diplomatically. This paper reviews these latest developments and is the first to provide a focused assessment of the issue. Through the lens of Copenhagen School of securitisation theory, we analyse responses of national and regional actors and their portrayal in online media to understand how blue boats are constructed as a security threat within a narrative of maritime, food and human security. Arguably, Australia together with the Forum Fisheries Agency, who advise on the governance of offshore tuna resources, have so far acted most decisively – in a way that might see them extend their strategic role in the region. We propose a comprehensive empirical research agenda to better understand and manage this nascent, flammable and largely unpredictable inter‐regional phenomenon. [ABSTRACT FROM AUTHOR]

This paper examines an exemplary case of ‘transnational state entrepreneurship’, which was the Singapore government's Suzhou Industrial Park project. Between 1994 and 2001, the Singapore government was directly involved in the development and management of the project, hoping to generate an income that could eventually supplement Singapore's domestic economy. The strategy involved servicing the industrial needs of multinational corporations seeking to locate operations in China. This paper finds that transnational state entrepreneurship was less than successful, as the Singapore government's objectives were only partially achieved. The project's biggest problems were its lack of profitability and, ironically, the state's presence. This led to the Singapore government disengaging from the project in 2001. The paper concludes that it would be very difficult for a state, which is essentially a political entity, to be as efficient as a business entity, especially in an international environment. This paper deals with some major economic issues concerning the Pacific plant kava, known in Fiji as yaqona. The plant is the source of the cerebral depressant beverage found throughout many of the Pacific Islands, which besides its daily use plays an important ceremonial and social role in the indigenous culture. This paper deals with yaqona cultivation and commercialisation in the Fijian peripheral island of Kadavu, from a perspective of more than 20 years. The findings suggest that the role of the plant as a major cash crop is even more important than it was in the first half of the 1980s. Moreover, the village semi-subsistence economy has become increasingly dependent on this crop as part of its survival strategy. The explanations offered are related to physical and ecological conditions and the associated agrotechnical advantages in Kadavu; marketing advantages and worsening terms of trade experienced by the Fijian periphery; and the lack of other economic opportunities in peripheral areas of Fiji, such as Kadavu – in turn, a function of core–periphery relationships. This is a response of the periphery to the increasing marginalisation within the Fiji state and may imply villagers' and communities' acceptance of their marginal position in the economy. This paper aims to explain how a number of leading electronics firms from Asian newly industrialised economies of Hong Kong, Singapore, South Korea and Taiwan are articulated into global production networks and become major players in their respective market niches. Developing a triangular theoretical framework, I seek to explain the complex relationships between the dynamic articulation of these leading Asian electronics firms into different global production networks and their simultaneous upgrading from typical followers to market leaders. As a critique of the dominant developmental state discourse, I argue that the interplay between corporate strategies and home base advantages within the context of changing global production networks can offer a better explanation of the differentiated competitive outcomes of these Asian firms. This paper draws upon original data collected through personal interviews with top executives from leading electronics firms in the four Asian newly industrialised economies. This paper reviews the struggle for freedom of the press in Indonesia from the colonial period until 2006. First, the paper examines press initiatives and restraints placed on these during the colonial period, followed by those during the period of Sukarno. Then, the paper questions Suharto's efforts to censor the press during his presidency drawing on the author's personal experiences working as a journalist in Jakarta during this period. More recent governmental changes are then analysed with regards to the press and questions raised regarding how far this emancipation has enabled journalists and the mass media – especially the popular press – to live up to what some argue is their responsibility, to serve as a forum for political change and critical assessment. The paper questions if newspapers in Indonesia have been successful in reaching in practice, their mottos of implementing press freedom, and it debates whether announcing that one is ‘working on the people's behalf’ is the same as maintaining ‘press freedom’. I conclude with case studies that raise questions regarding whether, in the present political climate, a newspaper can really be free from government interference in Indonesia. This paper offers an analysis of the relations between youth and the socialist state in contemporary Vietnam, which sheds light on the wider state–society relations. Amid rapid social changes brought about by economic liberalisation, the Vietnamese Communist Party and socialist state may no longer be the sole driving force that motivates young people. As they seek to be both in control of and in touch with youth, the leaders of the Party and state find themselves negotiating between maintaining their ideological integrity and accommodating the changing needs and desires of youth. An analysis of recent events demonstrates that youth are no longer merely a subject of political propaganda and mass mobilisation, but instead they have evolved to become an important social actor urging the leadership to further reform itself. As young people express a desire to embrace socioeconomic and cultural changes wrought by processes of marketisation and globalisation, the Party and state are actively reforming themselves not only to respond to young people’s desires and aspirations, but also to strengthen their political authority and leadership, and to consolidate their control and management of youth amid the new conditions of a market-oriented society. Overall, this paper sheds light on the changes in what is considered to be the ‘strategic’ relationship between the state and youth, and the wider process of sociopolitical transformation in present-day Vietnam. This paper examines the evolution of the dairy complexes of New Zealand and Chile in the context of increasing bilateral interaction between the two countries, and their recent signing of a ‘Trans-Pacific Strategic Economic Partnership’ (TPSEP) free-trade agreement. The two economies can be said to occupy semi-peripheral positions in global markets and have, through the twentieth and into the twenty-first century, increasingly competed for market share in a range of primary product (particularly agricultural)-based export markets. Similar sets of historical processes, although variably timed, have shaped the roles of New Zealand and Chile respectively as resource peripheries, and the extent to which the two countries can collaborate for mutual benefit and transcend these roles is uncertain. In taking a sectoral approach this paper questions the compatibility of the two dairy complexes in the context of the TPSEP, and recommends further sectoral and localised studies in order to better appraise the model of ‘co-opetition’ promoted through the agreement. The papers collected in this volume were originally presented at a conference in February 2004, on the theme ‘Beyond MIRAB: The Political Economy of Small Islands in the Twenty-First Century’. Several of the papers in the collection point towards the emergence of a new three-way taxonomy of small-island socioeconomic formations, comprising MIRAB, PROFIT and SITE ideal-types. The key economic flows in the first are remittances and aid; in the second, jurisdictionally-related flows such as tax-haven and money-laundering transactions; and in the third, tourism revenues. All three ideal-types correspond to potentially sustainable temporary equilibria, but in all cases the existing set-up is path-dependent, and subject to regime switch if disturbed. Conceptualisation of the small-island world as a field of multiple equilibria and path dependence points to the future importance of event studies by island researchers. Research on the economic performance of small states has concentrated on the implications of small size and thin local markets. An interesting feature of many of the world's smallest states, of which the Pacific region has many, is that they face additional challenges than just small size. Many are remote from global markets for their products. In addition, a large number are also islands, many of which are also mountainous. Many of the smaller states are not just islands, but are also archipelagos. Hence in addition to small size, many of the world's small states also exhibit four other characteristics that may affect their economic performance: insularity, remoteness, being archipelagos and being highly mountainous entities. This paper examines the nature of the challenges posed by these four characteristics and seeks to produce empirical evidence of how difficult it has been to overcome these challenges. The paper draws on empirical evidence for 126 very small global states, dependent territories and highly autonomous regions. This paper questions the popularity of governance frameworks in explaining development failures and proposing new models of development for Pacific states. Such popularity is attributed to how problems are selected and framed (the doomsday scenario of demographic and environmental collapse, weakening of the state, and an upsurge in corruption) but also, and most importantly, to the recent hegemony of neo-liberal theory in political economy. Taking the MIRAB microstate of Tuvalu as a counterexample, each of those pillars of governance theory is seen to be lacking or to require a more nuanced form of understanding. A brief analysis of how the dominant Protestant church fits into traditional and modern systems of administration illustrates the complexity of local issues. The essay concludes with a discussion of how the neo-liberal governance orthodoxy lacks the critical insight into power and agency afforded by Foucault's concept of governmentality. Harold Brookfield's contribution to population studies has not been given much prominence in the literature. In this paper, I revisit a number of his major papers written in the 1960s and 1970s in two contexts: first, with reference to his response to the intellectual debates that were transforming the discipline of geography at this time, and second, with reference to my experiences as a postgraduate student at the Australian National University, in the ‘Brookfield school’ and, later, as a research colleague in Brookfield's interdisciplinary island ecosystems project in Fiji. Although Brookfield increasingly saw himself as an ‘outsider’ in the changing mainstream of human geography, he remained an extremely influential writer for successive generations of geographers who chose to work on population issues in the western Pacific. His research contribution was immense, and remains relevant, which is more than can be said for much that was written by those ‘inside’ the discipline in the heady years of intellectual foment that characterised the social sciences, including geography, in last quarter of the twentieth century. This paper discusses my collaboration with Harold Brookfield in the study of Chimbu land and society. We began in 1958 at the Australian National University and worked together until 1965 in joint fieldwork and writing, and then collaborated occasionally after that. It began both of our professional contributions that continued throughout our professional careers. The work could never have been done by one person, either geographer or anthropologist. Our joint paper of 1990 may be the only multigenerational land study in anthropology/geography. Our long-term study of the Mintima area is a constant reminder of the hazards of short-sighted development projections. Brookfield always knew what he wanted to find out, and always constructed original methods of research and analysis. The Chimbu–Mintima maps were redrawn many times with many different measuring methods, new air photography and increasing precision. He always connected any specific study and report of work to general theory and would compare a wide range of related findings in other places. This paper examines the social geography of sexually transmitted diseases (STDs) in China, focusing on the spread of HIV/AIDS, and the extent to which migration and urbanisation might be contributing to both the spread and the increasing prevalence of these diseases. The paper begins with a discussion of the early years of the epidemic (beginning in the mid-1980s), when the consensus view was that STDs and HIV were geographically marginal phenomena, occurring either on China's periphery, or in isolated parts of its rural interior. This characterisation seemed to be less appropriate in the latter part of the 1990s, when it became clear that temporary and circular migration had the potential to spread the diseases from one part of the country to another. The second part of the paper examines the connection between migration and the prevalence of STDs and HIV, reporting on some of the empirical evidence to support such a hypothesis, and speculating on the theoretical underpinnings of the migration/STD relationship. The third part of the paper considers what might lie in store for China in terms of its HIV epidemic. One distinct possibility is the spread of HIV to China's booming cities, and to explore this possibility in theoretical terms, a number of interrelated aspects of urbanisation that might be associated with higher rates of HIV-related risky behaviours are considered. It is suggested that these overlapping sets of forces could be related to the emergence of new behaviours and lifestyles that may be putting a growing number of Chinese people at risk in the new millennium. Changes in immigration and refugee policy since 1991 have led to an increasing number of minority ethnic groups settling in Aotearoa New Zealand. The number of Black African migrants and refugees granted permanent residence in New Zealand has increased substantially from about six in 1982 to over 770 in 1998 (New Zealand Immigration Services, 2001). The socio–economic, professional and cultural characteristics of this emerging Black African minority ethnic community are complex but fascinating. In mid 2000 the majority of the Black African community in New Zealand were refugees (Chile 1999A). This paper is part of a broader study to analyse the nature and structure of Black African migration and settlement in New Zealand. It is an attempt to undertake applied migration research from a participatory methodology framework that addresses the expressed needs of the grass–roots level client community. The paper examines the socio–economic status of Black African refugees in New Zealand and analyses the factors and processes that create an impoverished community that is increasingly excluded from mainstream society. In the last two decades of the 20th century Asia stumbled from miracle into crisis. The crisis not only had manifold social consequences but also demands a reconsideration of the multiple explanations offered for Asia’s miracle years. This paper examines these explanations in the light of the crisis and briefly discusses the ways in which scholars of different orientations have adapted and refined their views. In particular the paper looks back on the influential East Asian miracle report of the World Bank, how it was interpreted at the time of publication, and how the report did (or did not) reflect the dominant Washington consensus. The paper then offers a discussion of the post–Washington consensus concluding that the crisis has seen some convergence of the revisionist developmental state and neoliberal positions. However, this convergence should not be seen as a paradigm shift but rather as a reworking of existing positions in the light of debates that predated the economic crisis. [ABSTRACT FROM AUTHOR]

Models of prehistoric agricultural transformation in the New Guinea highlands have relied heavily on sequences of the use and abandonment of drained wetland gardens. Drawing on archaeological and oral historical lines of evidence, this paper offers a detailed account of wetland use in the Tari region of the Southern Highlands of Papua New Guinea. The relatively late exploitation of the largest and most productive wetland in this region poses problems for models of agricultural change founded principally on population pressure, and requires a more complex account that integrates environmental and social explanations, and allows for both intended and unintended consequences for the actions of historical agents. Explanations for the apparent intensification of wetland use in the Haeapugua Swamp, the case study for this paper, appear to require a complex intersection of hydrological constraints and increasing demands on production, relating specifically to the production of pigs. Migration has changed the face of Vietnam's highlands in the second half of the 20th century. Areas of forest and swidden agriculture, inhabited by ethnic minorities, have lost their tree cover and, especially in the Central Highlands, are planted with coffee and other commodity agriculture. Their populations now have a high proportion of lowland Vietnamese in-migrants. This paper argues that this transformation is the product of two sets of strategies. One is a state strategy, set in place in the North in 1954 and extended to the South after reunification, to ‘tame’ the region, in terms both of economy and security. The other consists of the strategies of ordinary people in the plains of the North, who migrated with or without reference to the state, hoping to get rich in a region recently described in the lowlands as a ‘promised land’. State organised migration programmes, the Doi Moi process of economic reform, and the decisions and struggles of these families and individuals thus combined to bring about the transformation of the highlands.
