Over the past few decades, criteria emissions such as carbon monoxide (CO), hydrocarbons (HCs), nitrogen oxides (NOx) and particulate matter (PM) from transportation have decreased significantly, thanks to stricter emission standards and the widespread adoption of cleaner technologies. While air quality is a complex problem that is not solely dependent on transportation emissions, it does play a significant role in both regional and global air quality levels. Emission standards such as Euro 1–6 in Europe, Corporate Average Fuel Economy (CAFE) regulations, Tier I—III standards in the US and the low emission vehicle (LEV) program in California have all played a huge role in bringing down transportation emissions and hence improving air quality overall. This article reviews the effect of emissions from transportation, primarily focusing on criteria emissions from road transport emissions and highlights the impact of some of the novel technological advances that have historically helped meet these strict emission norms. The review also notes how modern road engine vehicles emissions compare with national and international aviation and shipping and discusses some of the suggested Euro 7 emissions standards and their potential to improve air quality. Bayesian additive regression tree (BART) is a recent statistical method that combines ensemble learning and nonparametric regression. BART is constructed under a probabilistic framework that also allows for model-based prediction uncertainty quantification. We evaluated the application of BART in predicting daily concentrations of four fine particulate matter (PM2.5) components (elemental carbon, organic carbon, nitrate, and sulfate) in California during the period 2005 to 2014. We demonstrate in this paper how BART can be tuned to optimize prediction performance and how to evaluate variable importance. Our BART models included, as predictors, a large suite of land-use variables, meteorological conditions, satellite-derived aerosol optical depth parameters, and simulations from a chemical transport model. In cross-validation experiments, BART demonstrated good out-of-sample prediction performance at monitoring locations (R2 from 0.62 to 0.73). More importantly, prediction intervals associated with concentration estimates from BART showed good coverage probability at locations with and without monitoring data. In our case study, major PM2.5 components could be estimated with good accuracy, especially when collocated PM2.5 total mass observations were available. In conclusion, BART is an attractive approach for modeling ambient air pollution levels, especially for its ability to provide uncertainty in estimates that may be useful for subsequent health impact and health effect analyses. Recent regulatory and legislative developments in the state of California (e.g., Assembly Bill (AB) 1647 and AB 617) will increase the extent of air quality monitoring in communities near petroleum refineries and at facility fencelines. This work reports results over a three-year period for currently-installed community and fenceline air quality monitoring for the Chevron refinery in Richmond, California, USA. This paper presents the most comprehensive air quality dataset that has been published to date for a community near a petroleum refinery, including concentration of different air toxics (e.g., benzene, toluene, xylenes, etc.) and criteria air pollutants (e.g., ozone (O3), sulfur dioxide (SO2), and particulate matter (PM)). Instrumental techniques such as ultra-violet differential absorption spectroscopy (UV-DOAS), laser-based spectroscopy and real-time gas chromatography (GC) were used in the community and fenceline monitors. From 2015 to 2017, measured concentrations at community monitors near the Richmond refinery were generally below California thresholds for acute and chronic health (only two exceedances were observed for 8-h average benzene concentrations during the three-year monitoring period). Although more detailed speciation for volatile organic compounds (VOCs) and fine particulate matter (PM2.5) would be needed to confirm certain source profile identities, preliminary application of source apportionment methods indicates the prevalence of typical urban emission profiles, such as from traffic, in the measured community data. Wildland fire smoke exposure affects a broad proportion of the U.S. population and is increasing due to climate change, settlement patterns and fire seclusion. Significant public health questions surrounding its effects remain, including the impact on cardiovascular disease and maternal health. Using atmospheric chemical transport modeling, we examined general air quality with and without wildland fire smoke PM2.5. The 24-h average concentration of PM2.5 from all sources in 12-km gridded output from all sources in California (2007–2013) was 4.91 μg/m3. The average concentration of fire-PM2.5 in California by year was 1.22 μg/m3 (~25% of total PM2.5). The fire-PM2.5 daily mean was estimated at 4.40 μg/m3 in a high fire year (2008). Based on the model-derived fire-PM2.5 data, 97.4% of California's population lived in a county that experienced at least one episode of high smoke exposure ("smokewave") from 2007–2013. Photochemical model predictions of wildfire impacts on daily average PM2.5 carbon (organic and elemental) compared to rural monitors in California compared well for most years but tended to over-estimate wildfire impacts for 2008 (2.0 µg/m3 bias) and 2013 (1.6 µg/m3 bias) while underestimating for 2009 (−2.1 µg/m3 bias). The modeling system isolated wildfire and PM2.5 from other sources at monitored and unmonitored locations, which is important for understanding population exposure in health studies. Further work is needed to refine model predictions of wildland fire impacts on air quality in order to increase confidence in the model for future assessments.
