While school policies are not a panacea, gender and sexuality diversity-inclusive policies have the potential to relieve educators' concerns about what they are 'allowed' to engage with in respect to GSD inclusivity and to guide their proactive efforts to support gender and sexuality diverse (GSD) students. Unfortunately, policies enabling educators' proactive, positive support for GSD students are far from systematised in schools across Australia's eight states and territories. This paper presents an audit of publicly available policy guidance for educators in Australia's government schools, analysing these against an original evaluative set of best-practice criteria developed from research recommendations from the field of GSD-inclusivity in K-12 schools. Analyses for each state/territory are provided. Results from this audit highlight the unevenness in articulated policy support available to Australian educators and illustrate the criticality of developing Australian federal policy mandates with respect to GSD inclusivity and professional development for educators, including both articulated expectations for the creation/maintenance of a safe and affirming environment as well as pragmatic support for how to create school cultural change.

Teachers are crucial to bridging the theory-praxis divide in science education by utilising evidence-based teaching practices to improve outcomes for their learners. However, the perspectives of primary teachers have seldom been considered beyond the confines of specific professional development programs. This paper aims to explore Australian primary teachers' beliefs about how primary science education could be improved. A sample of 165 primary educators responded to an open-ended digital survey prompt. The results showed that teachers viewed themselves and their colleagues as central to the improvement of primary science education as evidenced by the most prominent themes of Professional Development (47.27%), Funding-Resources (37.58%), Classroom Practice (21.82%) and Personal-Teacher Improvement (21.21%). Curiously, university did not feature strongly, suggesting the participants may hold neutral views regarding the impact of universities on primary science education. The findings should serve as a catalyst for future research and engagement with primary teachers. Universities could expand their roles in building relationships with and providing accessible professional development to a group of primary teachers who, quite rightly, view themselves as key to improving primary science education.

This paper reports on a study that explored the user-driven inter-organisational professional learning that teachers from two education systems collectively engaged in via social media. A dedicated Facebook group was established to enable Australian early childhood teachers (sector one) and primary school teachers (sector two) to engage in collaborations that would support children's transition to school. Using an Activity Theory framework, findings showed that the site was mainly used by early childhood teachers to seek peer support in meeting reporting requirements, and that school teachers rarely posted. As such, the capacity of the Facebook group to support inter-organisational cross-sector collaboration and learning was challenged as determined by the most active participants within the site, while reinforcing the group's capacity to support 'just in time' intra-organisational professional learning. This highlights a need for further research to explore the ways and means by which social media may best facilitate cross-sector collaboration between education systems, such as a more focussed and integrated use of social media during face-to-face cross-sector professional learning.

By the end of 2021, more than 168 million students across the globe had missed a year of face-to-face schooling due to the COVID-19 pandemic. In NSW, Australia, most students engaged in learning from home for eight weeks during 2020 and a further 14 weeks during 2021. This study provides robust empirical evidence on how two years of disruptions to schooling affected student learning. Drawing on matched data for 3,827 Year 3 and 4 students from 101 NSW government schools, this paper compares student achievement growth in mathematics and reading for 2019 (pre-pandemic) and 2021 (second year of the pandemic) student cohorts. While overall there was no significant difference between cohorts, when analysed by socio-educational advantage, we were surprised to find that students in the lowest band achieved approximately three months' additional growth in mathematics. Arguably, grave concerns about the potentially dire impact of COVID-19 on the learning of disadvantaged students were met by investments that made a difference. We argue that targeted funding and system-wide initiatives to support more equitable outcomes should remain a priority after the pandemic if Australia is to meet its aspirations for excellence and equity.

The calls for family-school partnerships have been strong within the literature and educational policy within Australia, however, there is little research that demonstrates what such partnerships might look like. Much of the research demonstrates a one-way street approach where schools focus on educating families, particularly parents, to build their alignment with the already defined direction of the school. This paper draws from cultural models theory to explore the artefacts and practices within the figured worlds of two South Australian primary schools. It focuses on the sites' re-imagining of family engagement as part of their participation in the South Australian Collaborative Childhood Project, inspired by the educational principles of the Reggio Emilia Project in Italy. This paper argues that an early childhood perspective on family engagement provides valuable insights in re-imagining practices and artefacts to support authentic family-school partnerships in primary schools.

This paper explores the role of the Senior Project Officer: The Arts for the Australian Curriculum Assessment Reporting Authority (ACARA) in facilitating the writing of the foundation "Shape of the Australian Curriculum: The Arts" (2011) paper for the national curriculum, with a particular focus on the discipline area of music. The collaboration between the five arts specialists was underpinned by an acknowledgement that each Australian student was entitled to a high-quality arts education involving each of the five arts forms of Dance, Drama, Media Arts, Music and Visual Arts. As it was for the other arts forms, the music curriculum needed to cater simultaneously for music specialists, primary generalist teachers and secondary teachers across a variety of school contexts. This balancing act was further problematised by that fact that each of the States and Territories adhered to particular approaches to music education that were often incompatible. The researchers have used a Collaborative Autoethnography approach (CAE) to explore the Senior Project Officer's experiences with the arts, particularly music at school, and her later involvement in the arts through her professional career with a focus on the role of the Senior Project Officer: The Arts. Two major themes emerged from the CAE: the impact of schooling experiences and diversity in pedagogical approaches. These themes highlighted the social justice principles of equity and accessibility which underpin the "Australian Curriculum: The Arts."

Violence against women remains a serious and widespread problem in Australia with enormous impacts and social costs. Recently, there have been renewed government efforts to address gender-based violence in schools through a whole school approach. This approach has come to be known as Respectful Relationships Education (RRE) and supports schools to build cultures and practices of gender respect. Recognition of the need for RRE is well established in Australia with states and territories implementing a range of policy and programme initiatives. This paper presents data generated from a mixed methods evaluation of the implementation and impact of RRE in eighteen Australian primary schools. Our focus is on case study data gathered from two of these schools to illustrate the significance of context in shaping the capacity of schools to take up RRE in the ways it is intended. We identify and analyse the specific situated, professional, material and external factors at these schools that enabled and constrained the implementation of this reform. In light of the continued tendency within policy for schools to be dematerialised (i.e. not seen in relation to the complexities of context), the paper argues for greater attention to matters of context in understanding the differential impact of reforms such as RRE in schools. In particular, we draw attention to the urgency and imperative of differential support to schools in relation to such matters.

A higher proportion of students are privately educated in Australia, compared with many other nations. In this paper, we tested the assumption that private schools offer better quality education than public schools. We examined differences in student achievement on the National Assessment Programme: Literacy and Numeracy (NAPLAN) between public, independent, and catholic schools. Cross-sectional regressions using large samples of students (n = 1583-1810) at Years 3, 5, 7 and 9 showed few sector differences in NAPLAN scores in any domain. No differences were evident after controlling for socioeconomic status and prior NAPLAN achievement. Using longitudinal modelling, we also found no sector differences in the rate of growth for reading and numeracy between Year 3 and Year 9. Results indicate that already higher achieving students are more likely to attend private schools, but private school attendance does not alter academic trajectories, thus undermining conceptions of private schools adding value to student outcomes.

This paper argues the importance of examining the collective dimension of masculinities in the early school years through a description of a study into children's (young males') peer group relations. Specifically, the paper attends to the significance of the peer group in shaping behaviour, and in particular exaggerated "masculine" behaviours, and illuminates the inadequacies of conventional teacher practices that individualise and pathologise group behaviours. The nature and dynamics of the peer group and the way these dynamics interact to form particular understandings of masculinity are illuminated through a snapshot of the study's data, presented as a narrative. Drawing on elements of group socialisation theory, within a post-structural foregrounding of socio-political relations of power, the contextuality and contingency of the young males' peer group behaviours are interpreted.

This paper examines the approaches of cultural and religious inclusion at one small state-funded primary school situated in suburban Australia. The school community is experiencing high levels of racialised, gendered and religious conflict. Through case study data from leaders and teachers, we illustrate the potential and limitations of these approaches and consider their location within the notions of secularity and Christian privilege that characterise Australia's public education system. The paper is situated within the context of current anxieties around social conflict and unrest especially in relation to religious racism or Islamophobia and amid calls for the introduction of a multi-faith education in Australian public schools. Against this backdrop, we highlight key tensions and difficulties confronting schools in their efforts to be inclusive towards creating a climate of social cohesion.

In this paper, we examine teacher beliefs and advocacy intentions in relation to provision of social and emotional learning (SEL) and gender and respectful relationships (G&RR) education. Using multivariate binary logistic regression analysis, we examine the impacts of gender, teaching experience and school setting on (1) teachers' beliefs about the significance of teaching for SEL and G&RR, and (2) their intentions to advocate for program implementation in their schools. Data were collected from a survey of 293 Australian teachers (137 primary and 156 secondary teachers) at exit from 13 two-day professional learning workshops aimed to foster readiness to teach a SEL and G&RR education program. The findings show significant differences remain post-training in beliefs and advocacy intentions on the basis of teacher gender, experience and location in a primary or secondary school setting. Females, teachers with 10 or more years of experience, and those teaching in primary schools demonstrate stronger beliefs in and greater intention to advocate for the implementation of SEL and G&RR education. We discuss the implications of these findings in relation to developing a deeper understanding of the ways in which gender and institutional norms might work to constrain or enable provision of SEL and G&RR education.

The COVID-19 pandemic produced widespread disruption to schooling, impacting 90% of the world's students and moving entire school systems to remote and online learning. In the state of New South Wales, Australia, most students engaged in learning from home for at least eight weeks, with subsequent individual and intermittent school closures. However, while numerous claims have circulated in the popular media and in think tank reports, internationally, about the negative impacts on learning, there is limited empirical evidence of decreased student achievement. Drawing on data from more than 4800 Year 3 and 4 students from 113 NSW government schools, this paper compares student achievement during 2019 and 2020 in a sample of matched schools to examine the effects of the system-wide disruption. Somewhat surprisingly, our analysis found no significant differences between 2019 and 2020 in student achievement growth as measured by progressive achievement tests in mathematics or reading. A more nuanced picture emerges when the sample is examined by dis/advantage (ICSEA) and Year level. The Year 3 cohort in the least advantaged schools (ICSEA < 950) achieved 2 months less growth in mathematics, while the Year 3 students in mid-ICSEA schools (950-1050) achieved 2 months' additional growth. No significant differences were identified for Indigenous students or students located in regional locations. These results provide an important counter-narrative to widespread speculation about alarming levels of 'learning loss' for all students. While the lower achievement growth in mathematics for Year 3 students in lower ICSEA schools must be addressed as a matter of urgency to avoid further inequities, most students are, academically, where they are expected to be. Our findings are a testament to the dedicated work of teachers during the 2020 pandemic to ensure that learning for most students was not compromised, despite unusually trying circumstances.

While many remote places in Queensland, Australia have access to schools, very few have provision for preschool education. Recent efforts to change this have included the development of a kindergarten program delivered through the local school. An impact assessment undertaken in 2017 involved visiting 30 remote sites offering the program. Analysis of interview data indicated the importance of sense of place in the delivery of this program. Educators and family members were overwhelmingly supportive of the option of a kindergarten program in their sites, regarding it as an equity and social justice imperative to provide access to programs that seem to be taken-for-granted for children and families in urban and regional locations. The potential for the program to enhance social interactions and educational outcomes was highlighted, even when educators noted a range of challenges in the implementation of the program. Sense of place and the positioning of educators and families are explored in the paper.

This paper examined Australian distance education teachers' perspectives about how they drew on technological tools to support their primary and secondary students' learning. Via two focus groups (n = 9, n = 7), teachers identified that technology greatly assisted them in relation to developing relationships with students and families, creating interactive lessons, differentiating learning, providing quality feedback, and connecting peers. However, they also reported experiencing ongoing challenges and constraints related to gaining technology expertise, overcoming technology faults, and coping with additional accountability. Data made it clear that teacher use of technology was driven by specific student needs and that teachers drew heavily on both core pedagogical knowledge and technological pedagogical content knowledge. Findings suggest the need for more distance education specific professional development to ensure that teachers have the knowledges needed to support diverse learners in this context.

Recent reforms in Initial Teacher Education (ITE) in Australia have called for primary pre-service teachers to graduate with a specialisation in a priority learning area. This represents a significant change to the way that primary teachers are prepared. In this paper, we use Carol Bacchi's What's the Problem Represented to be? approach (WPR) to analyse the discourses present in four policy documents that have led to the introduction of primary specialisations in Australian education. The policy analysis reveals that the introduction of primary specialisations does not have a strong evidence base. Moreover, slippage in definitions causes confusion about what the role entails, with certain people marginalised by this policy direction. Recommendations are given for how teachers and teacher educators can work effectively within this new policy context.

The importance of recognising, valuing and respecting a child's family, culture, language and values is increasingly articulated in educational policy. Diversity and inclusion are central themes of the guiding principles of early childhood education and care in Australia. Children's literature can be a powerful tool for extending children's knowledge and understandings of themselves and others who may be different culturally, socially or historically. However, evidence suggests many settings provide monocultural book collections which are counterproductive to principles of diversity. This paper reports on a larger study investigating factors and relationships influencing the use of children's literature to support principles of cultural diversity in the kindergarten rooms of long day care centres. The study was conducted within an ontological perspective of constructivism and an epistemological perspective of interpretivism informed by sociocultural theory. A mixed methods approach was adopted and convergent design was employed to interpret significant relationships and their meanings. Twenty-four educators and 110 children from four long day care centres in Western Australia participated. Data were collected through semi-structured interviews, video-based observations, field notes, document analysis and a book audit. This study identified that current book collections in these four kindergarten rooms of long day care centres promote monocultural viewpoints and 'othering' of minority groups through limited access to books portraying inclusive and authentic cultural diversity. These findings have important social justice implications. The outcomes of this study have implications for educators, policy makers, early childhood organisations and those providing higher education and training for early childhood educators.

Primary schools are dynamic environments where teachers take on multiple roles, often simultaneously, to help promote high-quality learning and meet the various needs of their students. Within the primary school context both female and male teachers are required to perform multiple roles; however, these roles are often socially constructed based on gender. Traditionally, primary schools in countries such as Australia, New Zealand and the United States have a high proportion of female teachers. Despite their minority status, research has noted that male primary teachers in the minority are often expected to take primary responsibility for roles such as disciplinarian, manual labourer, sports coach, and lead in science, technology, engineering and mathematics education. Role differentiation in primary schools often reflects broader societal gender constructions that are increasingly subjected to critical scrutiny. Yet that same level of scrutiny has not always been applied to educational contexts. It is the aim of this paper, therefore, to more fully examine how gendered roles influence the experience of male primary teachers and more specifically, how those teachers cope with the expectations placed on them because they are men. Understanding the sources and types of coping strategies will aid in the development of specific interventions to improve the retention of other male primary teachers.

The "Creating Meaningful Connections" project is a longitudinal study that resulted from a partnership between social work academics at the University of Newcastle and educators at a regional secondary school in NSW, Australia. It seeks to better understand the relationship between school connectedness and youth mental health. In stage 1, focus groups were conducted with 99 students 9 months after their transition to secondary school. The shift to secondary school created a range of social and academic challenges for young people. It often resulted in limited--or no--contact with friends from primary school, requiring the negotiation of new friendships. While this process was relatively trouble-free for many students, others described it as risky and challenging. Positive peer relationships appeared to increase happiness, feelings of safety, offer support during difficult periods and facilitate secondary school adjustment. This paper offers a unique perspective by capturing student voice and commentary about the nature and importance of peer relationships during transition. It also highlights the potential for social work and education to work collaboratively to enhance peer relationships, mental health and school connectedness during transition.

While past literature has explored school engagement in older students, there is less research for younger children specifically, and very little which engages children themselves in the research process. This paper provides insight into school engagement for academically at-risk students in the second year of school through a participatory research project. Specifically, the paper reports on a project which examined three groups of students within the Catholic Education system in Australia, namely, those not considered at-risk academically, those considered at-risk but receiving one-on-one support, and those considered to be at-risk but not receiving support. Students participated in focus groups and a photo elicitation project, with questions adapted from The School Engagement Questionnaire forming the basis of data collection. In relation to behavioural engagement, the thematic analysis demonstrated that students in each group valued social interaction, while at-risk students spoke about experiences of punishment at school and students in the group receiving support spoke about rewards. In relation to cognitive engagement, themes of boredom were evident across all groups, while students in the non at-risk group were more likely to speak about the value of learning. At-risk students also displayed some anxiety in relation to school which was not displayed by students who were receiving support. Free time, favourite lessons and technology were all identified as prominent themes in all groups in relation to affective engagement. While the study has some limitations due to restricted timeframe and sample size, it provides an insight into the utility of considering school engagement in developing an understanding of the school experience of at-risk students in primary school. Future studies in this area should examine broader, more representative samples and also consider students with multiple risk factors.

Demands for accountability have seen the implementation of large scale testing programs in Australia and internationally. There is, however, a growing body of evidence to show that externally imposed testing programs do not have a sustained impact on student achievement. It has been argued that teacher assessment is more effective in raising student achievement levels. However, it is also often argued that teacher assessments are less reliable than the results of testing programs. This paper presents a study in which teachers judged writing scripts using the process of pairwise comparison to generate a scale. The analysis showed high internal consistency of the teacher judgements. The scale locations from pairwise comparisons were highly correlated with scale estimates for the same students from a large-scale testing program. The results demonstrate it is possible to efficiently obtain highly reliable and valid teacher judgements using the process of pairwise comparison. Reliability indices are also provided for a series of small-scale assessments that used the same methodology in a range of other domains. The results support the findings of the main study. The article discusses the benefits of using the method to supplement and validate results from large-scale testing programs. (Contains 4 tables and 1 figure.)

The education rankings of Australian students continue to slide further down the international scale, yet the dominant discourse in relation to both the cause and solution to this perceived decline remains focused on funding, curriculum and teacher quality whilst failing largely to take account of the broader social contexts in which education takes place. Drawing on findings from recent research in primary schools in regional Australia, this paper raises the question of Australian school students' human right to an education and explores the role that school social workers can play in upholding this right. Discussion draws on international research, including studies that examine the outcomes of employing suitably qualified School Social Workers who can foster links and networks between student, family, school and community. It is argued that these networks create social capital that can serve to enable students to benefit from both the education to which they are entitled, and the connections that may empower them, as they move into adult life.

This study investigated teachers' knowledge of, and capacity to identify resilience, in 92 primary school children in Far North Queensland. It was found that although teachers' knowledge of resilience was apparently strong, and they reported a significant level of confidence in their ability to assist children in building resilience, their capacity to identify levels of resilience in their students was lacking. The paper concludes with suggestions for future research. (Contains 3 tables.)

This paper presents findings from the validation of a survey instrument constructed in response to what Indigenous parents/carers and students believe constitutes culturally responsive pedagogies that positively influence Indigenous student learning. Characteristics of culturally responsive pedagogies established through interviews with Australian Indigenous parents, community members and students generated themes which were distilled into survey items by a team of Indigenous and other educators. The instrument was then put on trial with 141 teachers for statistical validation. Analyses employing the Rasch model confirmed that the instrument measured a unidimensional latent trait: culturally responsive pedagogy. Seven subscales, content validities of which were determined by a panel of experts, were also confirmed. Results highlighted differences between primary and secondary teachers' self-reported practice, and important facets of teacher pedagogy in the two different school contexts emerged. Analyses of four of the subscales of the instrument--Indigenous cultural value, self-regulation support, literacy teaching and explicitness--are presented in the context of current emphases on quality teaching and Indigenous student outcomes. The instrument can be used to measure teachers' nuances in pedagogy, and the resulting teacher profiles can be used to assist teachers to focus on particular aspects of their pedagogy to meet the needs of their students.

Writing is a key area of literacy in the early years, however writing receives less research attention than reading despite its impact on students' learning generally, and literacy development specifically. Writing skills have also been shown to be quite stable--good writers in the early years stay good writers in the later years. Therefore it is critical to better understand the aspects of writing central to development that might support teaching and learning. In this paper we share findings from the analysis of 500 writing samples from 250 students. The students were in Year 1, which is the second year of school in New South Wales and Victoria, Australia. Samples were collected at two points in time (approximately four to five months apart) and analysed using a writing analysis tool developed by the authors in an earlier stage of the study. The results reported and discussed here show levels of attainment and changes in students' writing in the areas of text structure, sentence structure, vocabulary, spelling, punctuation and handwriting, and also highlight relationships between these dimensions as students develop increasing control over writing. Socio-educational advantage, gender differences, and findings specific to children who learn English as an additional language are also reported. The findings have implications for practice in the early years of schooling. They also offer a conceptualisation of students' early writing based on an analysis process that integrates the authorial and secretarial dimensions of writing and provides teachers with relevant data to plan instruction.

In recent years, there has been an increase in students with refugee experience in the UK, the US, Europe and Australia. These students face many barriers to education, and appropriately educating this diverse student population presents many challenges to schools and education departments. We argue that a whole of school approach that includes school structures, culture and pedagogy is needed to provide equity for students with refugee experience. This approach to reform requires that the "structures and programs [that] are designed for a dominant group" (DETE, South Australian Curriculum Standards and Accountability Framework, South Australia 2001), and which disadvantage minority groups, are challenged and changed. Implementing such change raises many practical difficulties, and there are few documented examples of good practice. This prompted the authors' ethnographic study of a South Australian primary school, with a New Arrivals Program, which positions itself as taking a whole of school approach to educational reform for refugees. This paper reports on the structural changes the school has implemented in its class organisation, staff roles and curriculum. We consider the effects of government funding and neoliberal education policy on these reforms.

Grouping students by academic achievement level has been practised in a wide variety of forms and contexts for over a century. Despite a general consensus in the research that between-class achievement grouping provides no overall benefit for students, the practice has persisted in various guises. Between-class achievement grouping is common in high schools, and is also practised in a number of primary schools in various countries. While the affective outcomes of such practices have been investigated recently, academic outcomes at primary level have not been studied in recent decades. This paper examines the academic outcomes of between-class achievement grouping in literacy and numeracy classes in Australian primary schools. Results from standardised tests are compared between two groups of schools--one regroups students for these areas, and one maintains mixed-achievement classes. It is argued that the current regrouping practice closely resembles streaming and provides no apparent academic advantage for students.

This paper presents the qualitative results of a study of students' reading of multimodal texts in an interactive, online environment. The study forms part of a larger project which addressed image-language interaction as an important dimension of language pedagogy and assessment for students growing up in a multimedia digital age. Thirty-two Year 6 students representing a sample of high, medium and low performers on an Australian state-wide school literacy test were surveyed about their internet usage and interviewed using a structured protocol while working online through a selection of materials from an educational website. Findings from the earlier stages of the project indicated that different types of image-text relations vary in the degree of difficulty they pose for students' reading comprehension. This phase of the project extended the analysis of image-text relations to online, interactive texts. Student performance on online reading tasks and interview data are used to illustrate some of the complexities students encounter when reading online, and how this may vary with factors such as their day-to-day literacy experiences and levels of engagement. The results have implications for literacy pedagogy and assessing the reading of web-based texts.
