The article discusses the paper from the Commission on Undergraduate Education in the Biological Sciences (CUEBS) Symposium held in the U.S. The paper focuses on the relationship between research participation and good teaching. The publication of CUEBS, "Biology for the Non-Major," has raised questions about the structure of a biology course intended for the nonmajor. It cites that the replies on the questions have been edited into a book to present several perceptions represented in the letters of respondents. The author also stresses that the same technique was applied to address the problem of the assumed relationship that exists between research participation and good teaching.

BIOTECHNOLOGY research ,BIOLOGICAL weapons ,BIOTERRORISM ,ASSOCIATIONS, institutions, etc. ,MICROBIAL ecology - Abstract
The life-sciences community has grown increasingly concerned that dangerous microbes or their products might be mishandled or misused, with serious harm done to human or ecosystem health locally, regionally, or globally. The community has sought to address this concern in cooperation with responsible governments, but it has also sought to act in ways not chiefly dependent on governmental initiatives or intergovernmental agreements. Concurrently, it has sought to obviate policies materially restricting scientific, entrepreneurial, or commercial freedoms. I ask whether the enhancement of biosecurity and the advancement of bioscience should be accepted as divergent or might yet be made complementary, so as to be accomplished jointly. Life scientists have long worked to reduce the risks their activities have posed to their patients and research subjects, to their societies, to their local and regional environments, and, not least, to themselves and their colleagues. In recent years, though, their route to risk reduction has become less and less routine. The life-sciences community--a self-assembled and self-aware body with amorphous borders but recognizable components--has grown increasingly apprehensive, if not fatalistic, about hazards in frontier research and about the mistakes and mischief made imaginable when once-exotic regions of frontier knowledge come within the biological commons. Five factors have accentuated this apprehension.

The article discusses the research conducted by Edward W. Voss, Jr., which provided evidence that d-lysergic acid (LSD) seriously hinders the ability of the body to recover from infection or disease. Voss states that antibody-producing spleen and lymph node cells incubated in the presence of minute quantities of LSD showed nearly total inhibition of antibody secretion. He concluded that either LSD or a metabolic byproduct of the drug may accumulate in tissue and exert these effects. Voss report was supported by the National Institutes of Mental Health and the Pharmaceutical Manufacturers Association.

The author said that the U.S. and other developed countries must take the leadership in setting up world-wide institutions in which maternal and child health care is intimately coupled with family planning and population control advice. He suggested that the 2% unparalleled rate of population must be reversed to prevent insurmountable problems. He also recommended leadership-related ways that would help and prevent nations from having an overpopulation.

The article presents the outline of the Science Court experiment that will be made operational to sort out scientific truths through a process of cross-examination and judicial opinion. The experiment will begin with agreements between the Science Court Administration (SCA), the host institution, and the funding institution concerning plans for the experiment. The SCA, equipped with an issue and funds, will seek Case Managers (CM's) and fund their work for each side of the issue. The SCA will issue suggested procedures, suggested referees, and a panel of prospective judges. Challenged statements are first dealt with by a mediation procedure in which attempts are made to narrow the area of disagreement or to negotiate a revised statement of fact that both CM's can accept.
