1. State work and the testing concours of citizenship

Abstract

Anyone trying to be a citizen has to pass through a set of practices trying to be a state. This paper investigates some of the ways testing practices calibrate citizens, and in doing so, perform “the state.” The paper focuses on three forms of citizenship testing, which it considers exemplary forms of “state work,” and which all, in various ways, concern “migration.” First, the constitution of a “border crossing,” which requires an identity test configured by deceptibility. Second, the Dutch asylum process, in which “being gay” can, in certain cases, be reason for being granted asylum, but where “being gay” is also the outcome of an examination organized by suspicion. And third, the Dutch measurement of immigrants’ “integration,” which is comprised of a testing process in which such factishes as “being a member of society” and “being modern” surface. Citizenship is analyzed in this paper as accrued and (re)configured along a migration trajectory that takes shape as a testing concours, meaning that subjects become citizens along a trajectory of testing practices. In contributing both to work on states and citizenship, and to work on testing, this paper thus puts forward the concept of citizenship testing as state work, where “state work is the term for that kind of labor that most knows itself as comparison, equivalency, and exchange in the social realm” (Harney, 2002, pp. 10–11). Throughout the testing practices discussed here, comparison, equivalency, and exchange figure prominently as the practical achievements of crafting states and citizens.

2. The economic recession and civic participation: the curious case of Rotterdam's civil society, 2008–2013

Abstract

This paper investigates how the 2008–9 recession affected civic participation in disadvantaged and affluent neighbourhoods in the city of Rotterdam. We hypothesize that levels of civic participation may either diverge or converge across neighbourhoods with a different socioeconomic status. We build upon a recent wave of studies examining how civil society has been affected by the 2008–9 recession. Using five waves from the Rotterdam Neighbourhood Profile survey (N = 63,134; 71 neighbourhoods), we find converging trends in civic participation. Between 2008 and 2013, civic participation declined in affluent neighbourhoods but increased slightly in disadvantaged neighbourhoods. This convergence is partly due to the level of perceived problems in the neighbourhood and differences in the types of volunteering found in disadvantaged and affluent neighbourhoods. In addition, we argue that these converging trends can be better understood by considering the neighbourhood organizational infrastructure and local policy configurations. Next to examining the impact of the 2008–9 recession on civic participation, we contribute to research on civil society by comparing the UK and Dutch context.

Abstract

It is becoming increasingly common to hear life scientists say that high quality life science research relies upon high quality laboratory animal care. However, the idea that animal care is a crucial part of scientific knowledge production is at odds with previous social science and historical scholarship regarding laboratory animals. How are we to understand this discrepancy? To begin to address this question, this paper seeks to disentangle the values of scientists in identifying animal care as important to the production of high quality scientific research. To do this, we conducted a survey of scientists working in the United Kingdom who use animals in their research. The survey found that being British is associated with thinking that animal care is a crucial part of conducting high quality science. To understand this finding, we draw upon the concept of 'civic epistemologies' (Jasanoff 2005; Prainsack 2006) and argue that 'animals' and 'care' in Britain may converge in taken-for-granted assumptions about what constitutes good scientific knowledge. These ideas travel through things like state regulations or the editorial policies of science journals, but do not necessarily carry the embodied civic epistemology of 'animals' and 'science' from which such modes of regulating laboratory animal welfare comes.

Abstract

This paper examines change in school‐age children’s (8–16 years) time use in the United Kingdom between 1975 and 2015. Over this period, concerns for children’s safety, technological change, and increased emphasis on success in school are widely argued to have altered children’s daily lives, leading for example to less time outdoors, more time in screen‐based activities, and more time focused on education. Using data from three national time use surveys collected in 1974–5, 2000–01 and 2014–15, this paper explores the extent to which these arguments reflect actual change in how children spend their time throughout the day. The results show that between 1975 and 2015 children increased their time at home, and spent more time in screen‐based activities and doing homework. Decreases in time in out‐of‐home activities were concentrated in time in unstructured play, partially offset by increased time in sport. A decomposition of trends revealed that, despite a narrowing of the gender gap in time in housework, gender remains a significant factor determining many aspects of children’s time use. In contrast, the significance of age declined in most leisure activities, with the exception of screen‐based activities where significant age differences emerged in 2000 and widened further in 2015.

5. Why have relative rates of class mobility become more equal among women in Britain?

Abstract

In a previous paper it has been shown that across three cohorts of men and women born in Britain in 1946, 1958 and 1970 a gender difference exists in regard to relative rates of class mobility. For men these rates display an essential stability but for women they become more equal. The aim of the present paper is to shed light on the causes of this trend—or, that is, of increasing social fluidity—among women. We begin by considering a refined version of the perverse fluidity hypothesis: that is, one that proposes that part‐time work leads to increasing downward worklife mobility among women that also entails downward intergenerational mobility and thus promotes greater fluidity. We do in fact find that the increase in fluidity is very largely, if not entirely, confined to women who have had at least one period of part‐time work. However, a more direct test of the hypothesis is not supportive. We are then led to investigate whether it is not that part‐time working itself is the crucial factor but rather that women who subsequently work part‐time already differ from those who do not at entry into employment. We find that eventual full‐ and part‐timers do not differ in their class origins nor, in any systematic way, in their educational qualifications. But there is a marked and increasing difference in the levels of employment at which they make their labour market entry. Eventual part‐timers are more likely than eventual full‐timers to enter in working‐class positions, regardless of their class origins and qualifications. Insofar as these women are from more advantaged origins, they would appear not to seek to exploit their advantages to the same extent as do full‐timers in order to advance their own work careers. And it is, then, in the downward mobility accepted by these women—who increase in number across the cohorts—that we would locate the main source of the weakening association between class origins and destinations that is revealed among women at large.

6. The lives of others: Class divisions, network segregation, and attachment to society in Chile

Abstract

In this paper, we examine whether social class and class divides in social networks contribute to individuals' attachment to society. We argue that network segregation restricts individuals' social worlds, thereby diminishing societal attachment. Our research site is Chile, a country with relatively low social cohesion and one of the world's highest levels of economic inequality. We use large-scale representative survey data collected in 2016 for the Chilean urban population aged 18–75 years (n = 2983) and interrelate indicators of well-established dimensions and sub-dimensions of societal attachment. Results of our regression analyses show that members of the upper middle class are more attached to society than their fellow citizens from other social strata. In addition, having more social contacts within one's own social class reduces attachment to society. In particular, network homogeneity lessens societal attachment for lower- and upper-class individuals, but not so strongly in the middle class. We conclude that social cohesion in Chilean society would be enhanced not only by more equal opportunities but also by changes to the social settings in which social class segregation is (re)produced.
