This paper is concerned with a case study regarding the `rise and fall' of a promotions committee within an Australian College of Advanced Education The paper considers the internal organisational factors involved with the abolition of promotion by merit as part of increasingly dominant managerialist practices The paper attempts to contextualise these institutional developments in terms of the restructuring of the Australian economy and concomitant pressures upon state expenditure and consequent increasing pressures on tertiary education institutions to `pay their own way' The study fits within the `imperialist strategy' within organisational analyses where the study of organisations is "merged within a wider analytical framework geared to the examination of historical transformations in institutional structures and the principles which underlie these long-term historical movements" In the concluding section, some critical remarks are proffered regarding the way senior administrators within tertiary education institutions have responded to these privatisation pressures upon them. This paper explores the notion of a ‘just imaginary’ for social inclusion in higher education. It responds to the current strategy of OECD nations to expand higher education and increase graduate numbers, as a way of securing a competitive advantage in the global knowledge economy. The Australian higher education system provides the case for analysis. Three dilemmas for social inclusion policy in this context are identified: questions of sustainability, aspiration and opportunity. The paper argues that while social inclusion policy has ‘first-order’ effects in higher education, ajustimaginary is required for more inclusive ‘second-order’ effects to be realized. It concludes that transformation of the current imaginary will require a more robust theorization of relations between social inclusion and higher education, to give new and unifying meaning to existing practices and to generate new ones. Schools represent the primary setting where refugee children learn about Australian life and culture. They serve as a broad context for acculturation not only for academic development and language acquisition but for cultural learning too. This paper focuses on the after-school homework tutoring programme that uses University of Western Sydney (Australia) secondary teacher education students as tutors for African refugee students in secondary schools to facilitate their inclusion into Australian society. African refugees may receive lower returns for education in comparison with other Australian migrants. Using Bourdieu's theory of social capital and cultural reproduction as a conceptual framework, this paper discusses the part played by schools in constructing barriers that prevent under-represented groups such as refugees participating in the education process. It aims to explore the success of community engagement programmes like Refugee Action Support, which is designed to act in the interests of others (refugees) characterised as socio-culturally disadvantaged. This paper argues that competency-based training in vocational education and training in Australia is one mechanism through which the working class is denied access to powerful knowledge represented by the academic disciplines. The paper presents a modified Bernsteinian analysis to argue that vocational education and training students need access to disciplinary knowledge using Bernstein's argument that abstract, conceptual knowledge is the means societies use to think 'the unthinkable' and 'the not-yet-thought'. How we obtain more complex understandings of the phenomenon of 'dropping out' of school is one of the most urgent policy and practice issues facing educational practitioners, policy-makers and sociological researchers at the moment, as increasingly numbers of young people fail to complete their secondary schooling. In this paper, we argue that a different 'sociological imagination' is required - one that is simultaneously more attentive to the lifeworlds of young people, that is more reflexive of its own agenda, and that is mindful of the wider politics within which 'dropping out' is being experienced. A heuristic around 'voiced research' is discussed in the context of an Australian study that explored the circumstances of 209 young people who left school prematurely. It is argued that such an approach enabled the phenomenon to be 'named' in a different way, which was more inclusive of the lives, experiences, aspirations and complexities of what was occurring at the point these young people decided to exit school. This paper reports on an investigation into central features of institutional schooling that, collectively, constitute the 'symbolic architecture' of education. In particular, this paper provides an analysis of the practices associated with school uniform, badges and mottoes, drawn from a sample of over 500 schools in the state of Queensland, Australia. The analysis reveals a large degree of uniformity in the meaning content of these school icons, derived from a common core of educational values established during the formative decades of universal school but resting on older heraldic principles. The authors contend that the propagation of these values within the iconic discourse of schooling constitute a significant ideological practice that focuses a pupil's consciousness towards social norms and further reifies the institutional character of education. These processes are not .straightforward but are often contested in instances where pupils recreate mottoes in ways which mock the values that are consecrated in the formal symbols of schooling. The majority of the still limited literature on education in non-metropolitan areas adopts an understanding of rurality as a fixed and known geographic entity. This paper departs from such a functionalist perspective to explore how rurality is constructed in a programme for at-risk teenagers in remote Australia. Drawing on a range of texts about the programme, including a documentary series entitledOutback Kids,we examine how the rural space is imagined as simultaneously therapeutic and disciplining and therefore appropriate for troubled youth. Alongside this discussion we map the way in which other qualities and values associated with bifurcated definitions of the rural as a place of tradition and authenticity, and the urban as a place of disorder and pretence, are engaged in the texts to endorse the programme and its practices. This paper examines the re-articulation of social justice as equity in schooling policy through national and global testing and data infrastructures. It focuses on the Australian National Assessment Program – Literacy and Numeracy (NAPLAN) and the OECD’s Programme for International Student Assessment (PISA). We analyse the discursive reconstitution of social justice as equity in Australian and OECD policy, and analyse NAPLAN and PISA as technologies of governance that re-articulate equity as a measure of performance. These re-articulations are set against the extension of neo-social economistic rationalities to all domains of life and the topological production of new spaces of policy and power. The way in which private schools use rhetoric in their communications offers important insights into how these organizational sites persuade audiences and leverage marketplace advantage in the context of contemporary educational platforms. Through systemic analysis of rhetorical strategies employed in 65 ‘elite’ school prospectuses in Australia, this paper contributes to understandings of the ways schools’ communications draw on broader cultural politics in order to shape meanings and interactions among organizational actors. We identify six strategies consistently used by schools to this end: identification, juxtapositioning, bolstering or self-promotion, partial reporting, self-expansion, and reframing or reversal. We argue that, in the context of marketization and privatization discourses in twenty-first-century western education, these strategies attempt to subvert potentially threatening discourses, in the process actively reproducing broader economic and social privilege and inequalities. One of the most pervasive educational issues confronting Australia, and other countries, at the moment is the declining completion rates in high schools. While a period of success was experienced after the Second World War, there is now a pressing need to reform high schools in the ways they connect with young lives. In this paper, we present a 'sociology of the high school' as a way of encapsulating the high school as an institution that: is still largely stuck in a 'continuity of practice' (Elmore, 1987); has an 'attachment to familiar pedagogical routines' (Eisner, 1992); fails to listen to students; is hierarchically structured; treats students in immature ways; is hung up with passing on content; and seems more concerned with insulating itself from, rather connecting with or appropriating, young lives into the curriculum. As an alternative, we examine the notion of middle schooling that requires a version of whole school reform that engages with structures, cultures and changing pedagogy in ways more resonant with, and respectful of, young lives. We examine the tensions and dilemmas experienced at Investigator [1] High School in Australia, and conclude that the centerpiece has to be breaking the mold of the 'scripted' teacher and its replacement by the 'teacher-as-improviser'. Directions in schooling for tribal Aborigines in Australia have long been influenced by psychological and anthropological perspectives. This paper argues that these are inadequate and cannot account for the frequent failure of school to meet community expectations. It is argued that there is a need for new directions based on analysis of the social relations of Aboriginal education. This article examines the data gathered during research into the formation of a regional board of education in Victoria, Australia Two of the issues which arose over the 12-month research period and which were extensively commented on during the second round of interviews are explored The first issue relates to the frustration experienced by, especially, the elected representatives who had joined under the banner of collaborative and participatory decision making, but found in reality that this was not the case The consequent high degree of alienation led many members to resign The second issue relates to the tension between the central administration and the members representing the local community who sought to contest the limitations imposed on them by the central administration`s budgetary guidelines These issues are discussed within the theoretical perspectives offered by O'Connor, Offe and Habermas. The professionalisation of teaching in Australia is a policy shift that transpires within broader policy dynamics which are increasingly influenced by neoliberal logics. In this article we examine teacher responsibility through analysis of a new measure introduced in Victoria. This requires teachers to prove professional development hours in the area of teaching students with special needs in order to maintain their professional registration. Through our analysis of this policy move we draw out some tensions that emerge in relation to teacher responsibility, accountability and autonomy to reveal that (often hidden) neoliberal governing logics can operate to shift teachers’ focus from care of the student towards care of the (professional) self. With the theoretical support of Nel Noddings’ ‘ethic of care’, we argue that teacher responsibility to care can be torn between market-based regulations and the care of the student, paradoxically de-professionalising teachers’ work in the act of attempting to professionalise. Contemporary global economic contexts are shaped by a neo-liberal paradigm of hyper-individualism and meritocracy strongly influencing national policies in education and welfare. As social safety nets diminish, citizens are expected to be more personally accountable. This creates challenges for the poor and marginalised who are positionally disadvantaged in highly competitive neo-capitalist economies. Young people from such social categories are particularly vulnerable. Resource poor, many struggle to connect with schools and find meaning in a world that has relegated them to the margins. They make up the apparently growing numbers of ‘disengaged’, ‘at risk’, ‘dangerous’ and ‘sick’ youth who have become a focal point for official interventions that may be punitive and/or therapeutic or medical. Drawing upon the contrasting perspectives of teaching staff and youth workers in one Australian state, this article argues for a change in the way schooling authorities construct and respond to the phenomenon of schooling ‘disengagement’. This article is about the educational work of governesses on Australia’s remote cattle and sheep stations. These stations occupy vast tracts of land in the outback, and form part of global food supply chains exporting meat to countries around the world. The article explores the nature of governesses’ work, the boundaries they negotiate to perform their work, and the spaces and places in which it takes place. The governess occupies a unique position within the occupational and social hierarchy of the station. She lives and works in the same domestic space as the family/employer, unlike other station employees, and is valued for her success in managing the social and spatial dynamics of power both with the students/children and the employer/family. The teacher's body has a dubious status within contemporary pedagogic practice. The impact of progressivism in many western countries, with its emphasis on student-centred learning, has resulted in a marginalisation of the teacher's role in many classrooms. While its influence appears to be waning, in Australian primary schools, student-centred methodologies such as group-based and independent learning tend to dominate classroom practice. Relegated to the role of facilitator the teacher's overall presence and bodily impact in classrooms has been greatly reduced. Drawing on a study of the practice of two kindergarten teachers in two schools in Sydney, Australia, this article will examine the ways in which they embody pedagogic space, the regimen they create and the techniques they employ in teaching their students how to write. In a sense the title 'Disparate bodies' has a dual focus. Not only does it relate to the different ways in which the two teachers deploy their bodies in the classroom, it also refers to the differential embodiment of their students which results from the affects that their teachers' pedagogies engender. Based on discussions with Asian–Australian young women at a mixed-sex, Australia State high school, this article argues that the pro-school conformity of Asian–Australian young women sets them in a problematic and precarious relationship to the material and symbolic and processes of racialisation. The first part of the article identifies the limitations of research into the pro-school/anti-school orientations of minority students, arguing that most accounts are based on theories of culture, acculturation, class and gender, and class and race that neglect an analysis of race and sex. I then argue that practices of racialisation and sexualisation actually sustain pro-school culture and Asian female group associations. While these formations are effective in securing Asian female educational success, they are also problematic because they limit the educational possibilities and employment opportunities of Asian young women in Australia. Teachers in Tasmania, Australia, gave accounts of their experience of increased workload in the 10 years between 1984 and 1994. They reported working longer hours, teaching more students and having increased professional, pastoral and administrative duties. The reasons for this increased workload include: (1) less money being spent on education; (2) changes in student assessment from a norm basis to a criterion basis; (3) a change in the administrative structure within the state colleges in which most respondents teach; (4) a change in the student population. The result, they reported, was that their workload was both increased and extended (intensified), leading to a much more complex workplace. Significantly, complexity was also produced by the attempt of teachers to maintain their professional commitment while adapting to the economic rationalist policies of administrators. However, loss of teachers through redundancy, stress and a move to part-time work has meant that those teachers remaining have had to rationalize their work and reduce their professional commitment. This article presents a case-study related to gender education policy and explores notions of identity and difference in relation to gender and ethnic minority status within the context of Australian schooling. This has been discussed through an examination of education policies related to gender. Feminist theorizations of identity as shifting and unessentialized offer a range of insights most relevant to schooling. In this article, these understandings have been explored most specifically in relation to Australian ethnic minority women and girls whose status as women, ethnic minority and, most often, working class leads many to attribute to them notions of compounded disadvantage and a consequential eagerness to relinquish their subject locations. This assumed eagerness is attributed more so to ethnic minority adolescent schoolgirls because of the understanding of culture clash which has permeated education policy. The construction of ethnicity in Australia has a limited commonality with the blackness and the racism so often referred to in feminist literature concerned with identity and difference.

Australian post-compulsory education policies have been subjected to theoretical critiques which question assumptions behind the articulation of policy. One line of critique derives from Foucault's analysis of power, and makes particular use of the theme of 'docile bodies'. A limitation of these critiques is the adoption of a 'top-down' model of policy which fails to test the model against empirical evidence. This article draws upon recent research evidence 'at the extremities' to test the applicability of Foucault's ideas within the Australian context. The research challenges the monolithic image that results from a 'top down' analysis and counteracts untested assumptions about the inevitability of current policies. While it suggests ways in which Foucault's ideas might enables us to lay bare the disjunctures between policy and its plurality in practice, it also highlights the limitations of Foucault's imagery of power. The article highlights Disadvantaged Schools Program (DSP), a compensatory education for children in poverty. Programs of "compensatory education" for children in poverty were set up in a number of affluent Western countries in the 1960s and 1970s. Little known outside Australia, the Disadvantaged Schools Program (DSP) is one of the few compensatory education programs to operate on a national scale. During the 1950s and 1960s Australian education systems had expanded at breakneck pace, riding an industrial boom and driven by enormous increases in demand at secondary and tertiary level. The idea of a targeted poverty program in education was drawn from the United States and Great Britain, traditionally the two main sources of ideas for Australian education. The result of this conjuncture was that the Disadvantaged Schools Program had a framework derived mainly from overseas poverty programs--it was targeted on a minority and had "compensatory" justification--but also had distinctive local features. First, it was based on the school as its unit of action, not the individual disadvantaged child.

This study explores the relationships between education and the economy. Briefly, the thesis proposes that economic growth and slowdown are associated with different educational experiences of groups of children, with particular types of experiences relating to relative power and the sense of justice held by more powerful individuals and groups.
