This paper reports on a study of students choosing the International Baccalaureate (IB) Diploma over state-based curricula in Australian schools. The IB Diploma was initially designed as a matriculation certificate to facilitate international mobility. While first envisaged as a lifestyle agenda for cultural elites, such mobility is now widespread with more people living 'beyond the nation' through choice or circumstance. Beck and others highlight how the capacity to cross national borders offers a competitive edge with which to strategically pursue economic and cultural capital. Beck's 'border artistes' are those who use national borders to their individual advantage through reflexive strategy. The study explored the rationales and strategy behind the choice of the IB Diploma curriculum expressed by students in a focus group interview and an online survey. This paper examines how the restructuring of Australia’s university system and the introduction of corporate managerialism has changed the work performed by academic staff. The paper illustrates how the emergence of higher education as both a major export industry and a vehicle for attaining greater international competitiveness has led to more intense regulation of academic work. Within a context of funding cutbacks, substantial inequities have emerged between and within universities, as they compete more aggressively for higher education markets. Hierarchical line management, with clear divisions between different categories of academic staff, has substantially replaced collegial forms of administration. This paper demonstrates how these processes have worked to undermine the effective implementation of Equal Employment Opportunity initiatives, as women remain concentrated in the lowest paid and least secure positions within universities. The paper presents a modified Bernsteinian analysis to argue that vocational education and training students need access to disciplinary knowledge using Bernstein's argument that abstract, conceptual knowledge is the means societies use to think "the unthinkable" and "the not-yet-thought". I supplement Bernstein's social argument for democratic access to the disciplines with an epistemic argument that draws on the philosophy of critical realism.

In western nations, the social and economic changes of the past 30 years have facilitated a reorientation of the focus of educational institutions. Global capitalism has placed education at the forefront of national competitiveness, and governments have responded with education policies primarily designed to serve the needs of the market. Such neo-liberal economic imperatives have been supported by a variety of neoconservative social forces calling for schools to become sites of cultural and moral restoration. This paper draws upon current theoretical debates about the consequences of such changes and employs ethnographic data from a small qualitative study of Australian youth to argue the case for a more democratic and student-centred approach to educational reform. It contends that in the interests of all young people, it is time for schools to resist systemic impulses to make them producers of human capital and claim their role as transformative institutions of human possibility. They serve as a broad context for acculturation not only for academic development and language acquisition but for cultural learning too. This paper focuses on the after-school homework tutoring programme that uses University of Western Sydney (Australia) secondary teacher education students as tutors for African refugee students in secondary schools to facilitate their inclusion into Australian society. African refugees may receive lower returns for education in comparison with other Australian migrants. Using Bourdieu's theory of social capital and cultural reproduction as a conceptual framework, this paper discusses the part played by schools in constructing barriers that prevent under-represented groups such as refugees participating in the education process. It aims to explore the success of community engagement programmes like Refugee Action Support, which is designed to act in the interests of others (refugees) characterised as socio-culturally disadvantaged. This paper focuses on the Australian federal Parliamentary Inquiry into Boys’ Education, Boys: Getting it Right, which is shown to be an exemplary instance of recuperative masculinity politics. The paper demonstrates how, through a variety of rhetorical strategies, its anti‐feminist politics are masked and how the report works with essentialised differences between boys and girls. The argument is demonstrated through a focus on a number of the report’s recommendations, including the call for a recasting of current gender policy, the need for creating so‐called ‘boy‐friendly’ curricula, assessment and pedagogical practices, and for employment of more male teachers. The report draws on populist literature and submissions from the boys’ lobby, as well as practice‐oriented submissions to the neglect of theoretically oriented and (pro‐)feminist work. As such, the significance of the construction of masculinities to boys’ attachment to and performances in school is totally neglected, limiting the value of the report’s recommendations for improving schooling for both boys and girls. Much is made of the potential of lifelong learning for individuals and organisations. In this article we tend to make much less of it, certainly with respect to its use in universities to discipline academics. Nevertheless, we argue that academics now need to re-learn the positions they occupy and the stances they take in response to the marketisation of Australian universities. In particular, we suggest that the position of (pure) critique no longer commands attention in Australian contexts of higher education, although the paper does not suggest a disregard for a critical stance purely for the sake of participation. It is in understanding the interconnections between position and stance , and how they might be strategically performed during the everyday practices of academics, that a more promising way of engaging with the venalities of the market is envisaged; a strategy that could be described as 'sailing into the wind'. In discussing these matters, the paper draws on semi-structured interviews with academics located in university faculties/departments/schools of education along Australia's eastern seaboard. How we obtain more complex understandings of the phenomenon of 'dropping out' of school is one of the most urgent policy and practice issues facing educational practitioners, policy-makers and sociological researchers at the moment, as increasingly numbers of young people fail to complete their secondary schooling. In this paper, we argue that a different 'sociological imagination' is required - one that is simultaneously more attentive to the lifeworlds of young people, that is more reflexive of its own agenda, and that is mindful of the wider politics within which 'dropping out' is being experienced. A heuristic around 'voiced research' is discussed in the context of an Australian study that explored the circumstances of 209 young people who left school prematurely. It is argued that such an approach enabled the phenomenon to be 'named' in a different way, which was more inclusive of the lives, experiences, aspirations and complexities of what was occurring at the point these young people decided to exit school. This paper reports on an investigation into central features of institutional schooling that, collectively, constitute the 'symbolic architecture' of education. In particular, this paper provides an analysis of the practices associated with school uniform, badges and mottoes, drawn from a sample of over 500 schools in the state of Queensland, Australia. The analysis reveals a large degree of uniformity in the meaning content of these school icons, derived from a common core of educational values established during the formative decades of universal school but resting on older heraldic principles. The authors contend that the propagation of these values within the iconic discourse of schooling constitute a significant ideological practice that focuses a pupil's consciousness towards social norms and further reifies the institutional character of education. These processes are not .straightforward but are often contested in instances where pupils recreate mottoes in ways which mock the values that are consecrated in the formal symbols of schooling. This paper details data obtained from research into the setting up of representative committees in state schools in Victoria, Australia. The aim of the research was focused on how successfully these new administrative structures were operating. However, during the conduct of the research project and when analysing the data later, it became obvious that temporal factors were a major consideration in the minds of the great majority of teachers. The research suggests that there may be inherent contradictions in trying to impose the time/ space administrative structure of a representative committee system on top of the traditional, time-tabled, clock-regulated structuring of teachers work. Adult education research has tended to concentrate on the pragmatics of facilitating learning and developing educational programmes in institutionalised settings. Critical, contextual anaslysis of adult learning, and studies of informal learning, are both relatively neglected in the adult education literature. Applying concepts drawn from contestation theory to data from two Australian women's learning centres, this paper suggests that, while women gain considerable knowledge from adult education courses conducted in community centres, the informal, incidental or embedded learning that takes place as women participate in these centres is also very significant. This experiential learning enables women to make sense of and act on their environment, and to come to understand themselves as knowledge-creating, acting being. This paper sets the development of the Sociology of Education in the changing Australian social structure, emphasising particularly economic prosperity, the influence of the rapid growth in the 1970s of the tertiary sector, the continuation of a relatively high level of migration, the egalitarian political ideology and the nature of educational administration. During this period many social pressures worked to support the political arithmetic tradition, though less so as the decade progressed. This paper draws on Judith Butler's notion of "gender melancholia" as conceived in "The Psychic Life of Power: Theories in Subjection," and Emmanuel Levinas' notion of the face of the other mobilized in Butlers' more recent work. In particular, I will focus on gender melancholia in order to consider why non-heteronormative identities might cause such consternation when they appear in a specific pedagogical context. I also consider how the notion of gender melancholia may be useful in gaining a more in-depth understanding of the prohibitions placed on the production and dissemination of texts that introduce young children to non-normative representations of sexual and gender identity. In addition, the Levinasian notion of the face, as mobilized by Butler, prompts a consideration of the ethical implications of having certain faces that appear to be unrepresentable in particular pedagogical domains. Many contemporary sociologists suggest that a feature of modern life is that the practices and identities associated with "place" are eroded. The local no longer matters in everyday life as it once did. Some national governments are persuaded of the possibility of an urban dystopia of Orwellian dimensions, and have found a response in theories and rhetorics of social capital, citizenship and communitarianism. They have instituted strategies to address an imaginary of harmonious local communities. This paper examines one such government intervention and shows how four schools in Tasmania, Australia, took up the invitation to strengthen ties with their local communities. The projects reveal that the local still exists and matters, but they also hint at other possibilities. It is argued that by working with a "place-based" curriculum to assist young people in building local networks and engaging productively with their local neighbourhoods, schools might provide important resources for identity-building and learning.

Parent engagement in schooling has long been held as a vital component of the successful navigation of the schooling process and, consequently, governments often invite such engagement via policy implementation. However, at times, contestation arises about parent engagement, with some parents seemingly 'crossing the line' when attempting to be involved in their children's schooling. This paper investigates the possibility of parent engagement in schooling in Queensland, Australia, conceptualising it as a game of social and systemic practice. The author examines this notion using an example of contestation between parents at a regional government school and the education authority. Policy directives about parent engagement are explored, with the rhetoric of such policy applied to the example in question. The work of Bourdieu and Foucault is used to argue that the invitation to parents to engage is framed and thus often misrecognised, resulting in unintended conflictual relationships between parents and governing authorities. The underachievement of boys has been a focus of intense concern in Australia for over 15 years. Historical analyses suggest that male students' poor performance has traditionally been attributed to factors external to boys themselves (methods, teachers, texts), deflecting attention from the relationship between masculinity construction and successful engagement with school. This paper turns the focus back, addressing the ways in which gender itself was constructed within hearings held for the Australian Parliamentary Inquiry into Boys' Education. Discursive analysis demonstrates that witnesses to the Inquiry drew upon a series of gender binaries in representing male and female students, and accounting for their relative attainment. These binaries worked to associate masculinity with 'authentic' learning, such that the success of male students was naturalised even in the absence of achievement. Conversely, the association of femininity and 'inauthentic learning' worked to undermine female students' demonstrated success. The role of these binaries in the reproduction of a paradoxical relationship between gender and achievement is discussed. [ABSTRACT FROM AUTHOR]

This paper explores the ways two young women, living in Australia, make sense of themselves, their activities, and futures. The two young women come from two different schooling contexts - a prestigious private school and a government school. We analyse their self-narratives in relation to neoliberal discourse, and consider how, and with what effects, their school contexts privilege and make available neoliberal discourses, and work to produce different subjectivities and notions of 'worthwhile' or 'good' lives. Conceptualising schools as sites of subjection, we analyse the discourses that their respective schools make available to the young women, and how they have appropriated them. We suggest that the different exposure and access to neoliberal discourses position the women very differently in terms of future possibilities and work-life scenarios in the neoliberal economy. In that way, the article seeks to make a contribution towards understanding schools as implicated in social (re)production and in the (re)production of classed subjectivities. [ABSTRACT FROM AUTHOR]

One of the most pervasive educational issues confronting Australia, and other countries, at the moment is the declining completion rates in high schools. While a period of success was experienced after the Second World War, there is now a pressing need to reform high schools in the ways they connect with young lives. In this paper, we present a 'sociology of the high school' as a way of encapsulating the high school as an institution that: is still largely stuck in a 'continuity of practice' (Elmore, 1987); has an 'attachment to familiar pedagogical routines' (Eisner, 1992); fails to listen to students; is hierarchically structured; treats students in immature ways; is hung up with passing on content; and seems more concerned with insulating itself from, rather connecting with or appropriating, young lives into the curriculum. As an alternative, we examine the notion of middle schooling that requires a version of whole school reform that engages with structures, cultures and changing pedagogy in ways more resonant with, and respectful of, young lives. We examine the tensions and dilemmas experienced at Investigator [1] High School in Australia, and conclude that the centerpiece has to be breaking the mold of the 'scripted' teacher and its replacement by the 'teacher-as-improviser'. Private schools in Australia are a large, influenced and heavily subsidizing sector of secondary education, offering academic and social advantages to their mainly professional and managerial clients. Their influence on patterns of inequality in higher education and career recruitment is usually seen as a function of their homogeneity of intakes and higher resources levels. This paper argues that these factors become important, not through the operation of networks and family allegiances, but because of the way in which private schools exploit the curriculum. Private schools enable families to exercise scholastic power, not only social and political power. But this depends on maintaining an academic curriculum and on the ability of private schools to exploit the cultural values embedded in this curriculum. success reinforces the authority of the curriculum over all schools, not just private non-Catholic establishments, and through this a wider influence is exerted over social structure. In 1985, the Higher Education Equity Program was introduced by the Australian Government to improve the participation of those persons from social groups traditionally under-represented within higher education. In 1990, the program was incorporated within A Fair Chance For All which provided more specific details of the government's desire for a system-wide approach to equity issues. One result has been the proliferation of access and equity programs conducted by universities around the country and aimed at redressing the disadvantage of potential students. The alleged success of these programs is based on greater participation in and graduation from Australian universities by individuals from targeted disadvantaged groups. The research reported here, however, would suggest that such programs are prone to co-opt the language of equity and social justice, dependent as they are on satisfying statistically-orientated program performance indicators in order to receive recurrent government funding. Further, the paper argues that success in achieving equity within Australian higher education will remain limited unless the structural arrangements that work to construct social inequalities in mainstream higher education are addressed. This paper queries the appropriateness of notions of 'relative autonomy' It argues that rather than autonomy, historical analyses show considerable coherence in both the qualitative character and rhythm of development of different facets of social life. The argument is developed through an examination of the relationship of schooling, state and society. A theoretical framework for conceptualizing the relationship of schooling, state and society is outlined. This framework, and the argument for coherence, is then illustrated through an examination of the restructuring of the Australian State and New South Wales schooling at the turn of the twentieth century. Directions in schooling for tribal Aborigines in Australia have long been influenced by psychological and anthropological perspectives. This paper argues that these are inadequate and cannot account for the frequent failure of school to meet community expectations. It is argued that there is a need for new directions based on analysis of the social relations of Aboriginal education. The ongoing 'rationalisation' of tertiary education in Australia is symptomatic, it is argued here, of the deeper tensions inherent in corporate capitalism. This paper examines one aspect of the rationalisation process-amalgamation-based on research carried out at two amalgamated colleges, with the aim of 'demystifying' the rhetoric of 'efficiency and effectiveness' underpinning current managerialist approaches to education. The impact of amalgamation on college life-increased bureaucratisation and centralisation of power harnessed to a form of `entrepreneurial zeal', resulting in administrative inefficiencies and increasing staff alienation-may be partly explained, it is suggested, by the contradictions and limitations of the ideological/economistic parameters within which the amalgamation policy was conceived, namely the `Razor Gang' proposals of the former Liberal government This in turn, it is suggested, reflects something of the interrelationship between education policy, the 'fiscal crisis' of capitalism, and the 'legitimation crisis' of the State. Rejecting notions of "creativity" as self-realisation through free expression, this article argues that such discourses currently driving education policy comprise intellectual technologies for the production of student subjectivities required by neoliberal contexts. Using a governmentality framework, it locates the conditions of possibility for the creative subject within dominant policy articulations of the global knowledge economy and emerging rationalities of risk and uncertainty. The analysis focuses on an industry school partnership formed by a state education system in Queensland, Australia, and several multinational corporations. It examines how the partnership has emerged as a novel neoliberal space for the constitution of new education figures such as the enterprising teacher and the entrepreneurial student-worker. These subjectivities are functional to the devolved governing strategy of social investment, which seeks to achieve a broad reconstitution of relationships between students, schools and industry in Queensland. This paper moves beyond a conceptualization of globalization as a top-down imposition of policy directions 'from above' to focus on the active two-way dynamics between global, national and local levels of policy processes. Arguably, the particular 'case' examined here of 'quality' policy is especially appropriate as quality policy and golbalization rose to prominence in educational discourses at roughly the same time during the 1990s, suggesting that the two may be intimately interconnected. An analysis of new quality policy in Australian higher education for the 2000s is used as a vehicle to explore the dynamic reciprocity of global-national-local interactions in policy processes as revealed through empirical evidence collected during interviews with members of the national Australian Universities' Quality Agency. The article discusses a broad examination of developments in Australia's teacher education policies in the postwar period and the political economy in which they were situated, with particular attention to the last decade when Labor governments have been in power. Shift from a policy conception in teacher preparations from professional education to competent practice has taken place. The past decade has seen very significant policy changes in teacher education in first world countries as diverse as Britain, the U.S. Underlying this shift has been an instrumental approach to education and teacher education in which they are seen by the state, the Australian Council of Trade Unions (ACTU) and business interests as key elements of a broader program for microeconomic reform, human capital, and the economic restructuring of the nation. A number of features contributed to a shift towards a more professional preparation of teachers during the 1960s and 1970s. They included continuing public and political pressure from teacher unions to raise teaching to a more professional status and a growing social and political acceptance of the necessity of an adequate process of teacher education. The increasing involving of Federal governments in educational issues, including higher education, during this period, was also very important.

This article examines the data gathered during research into the formation of a regional board of education in Victoria, Australia Two of the issues which arose over the 12-month research period and which were extensively commented on during the second round of interviews are explored The first issue relates to the frustration experienced by, especially, the elected representatives who had joined under the banner of collaborative and participatory decision making, but found in reality that this was not the case The consequent high degree of alienation led many members to resign The second issue relates to the tension between the central administration and the members representing the local community who sought to contest the limitations imposed on them by the central administration`s budgetary guidelines These issues are discussed within the theoretical perspectives offered by O'Connor, Offe and Habermas. This article proposes that progressive frameworks underpinned by diversity are contradictory to the inclusion of the 'other' in Australian higher education. I integrate the critical race theory constructs of disregard and convergence with white privilege and indigenous lacking to claim that objective processes underpinned by merit embed the marginalising of the 'other'. I draw on storytelling to enunciate my subjective experience of disregard as a Maori woman scholar to shed light on institutional culture in the maintaining of insider privilege. Although high-stakes tests play an increasing role in students' schooling experiences, scholars have not examined these tests as sites for socialisation. Drawing on qualitative data collected at an American urban primary school, this study explores what educators teach students about motivation and effort through high-stakes testing, how students interpret and internalise these messages, and how student hierarchies develop as a result. I found that teachers located boys' failure in their poor behavior and attitudes, while arguing that girls simply needed more self-esteem to pass the test. Most boys accepted their teachers' diagnosis of the problem. However, the boys who felt that they were already 'doing their best' and 'working hard' began to doubt that educational success is a function of merit and effort. I conclude that students learn about much more than the three Rs through their experiences with high-stakes testing, and argue that future research should attend to the social dimensions of these experiences. The teacher's body has a dubious status within contemporary pedagogic practice. The impact of progressivism in many western countries, with its emphasis on student-centred learning, has resulted in a marginalisation of the teacher's role in many classrooms. While its influence appears to be waning, in Australian primary schools, student-centred methodologies such as group-based and independent learning tend to dominate classroom practice. Relegated to the role of facilitator the teacher's overall presence and bodily impact in classrooms has been greatly reduced. Drawing on a study of the practice of two kindergarten teachers in two schools in Sydney, Australia, this article will examine the ways in which they embody pedagogic space, the regimen they create and the techniques they employ in teaching their students how to write. In a sense the title 'Disparate bodies' has a dual focus. Not only does it relate to the different ways in which the two teachers deploy their bodies in the classroom, it also refers to the differential embodiment of their students which results from the affects that their teachers' pedagogies engender. This research investigated social and academic outcomes from single‐sex classrooms in a Tasmanian coeducational government primary school. Interviews, observations and surveys formed the basis of the evidence. Teachers, parents and children reported positive benefits from the class organisation, but these differed according to gender. Staff identified increased confidence and higher self‐esteem among girls, whereas boys developed increased motivation and more commitment to schoolwork. Teachers and parents noted that boys’ accountability and self‐discipline improved. Teachers adopted different strategies from those used with mixed‐gender classes and gained higher levels of satisfaction from teaching, attributable to increased children’s time ‘on task’. Paradoxically, standardised school testing indicated no increase in academic achievements. However, there may be an extended lag between establishing changed social relationships and measurable academic outcomes, suggesting that if the new class structure is to achieve its full potential, it should be established early in primary school and continue to adolescence. Based on discussions with Asian–Australian young women at a mixed-sex, Australia State high school, this article argues that the pro-school conformity of Asian–Australian young women sets them in a problematic and precarious relationship to the material and symbolic and processes of racialisation. The first part of the article identifies the limitations of research into the pro-school/anti-school orientations of minority students, arguing that most accounts are based on theories of culture, acculturation, class and gender, and class and race that neglect an analysis of race and sex. I then argue that practices of racialisation and sexualisation actually sustain pro-school culture and Asian female group associations. While these formations are effective in securing Asian female educational success, they are also problematic because they limit the educational possibilities and employment opportunities of Asian young women in Australia. This article addresses the question of how to interpret the relation between the production of subjectivity and the effects of different forms of schooling. Two kinds of problem are explored. The first is the immediate empirical and historical one of understanding how gender and class subjectivity takes shape and is embodied by Australian secondary-school students. This is investigated through close readings of interviews with two young people who are participants in a qualitative, longitudinal study of Australian secondary-school students—the '12 to 18 Project'. The article thus examines the developmental and longitudinal aspect of identity formation, and addresses the impact of feminism on gender change. The second problem is how to theorise the subjectivity–schooling relation, and this is explored through an analysis of the interactions between individual biographies and the aspirations and discursive practices of different schools. After considering some contemporary approaches to subjectivity, the discussion proposes a return to Bourdieu's notions of habitus and social field and, through an analysis of the two case studies, illustrates how habitus is formed over time. Teachers in Tasmania, Australia, gave accounts of their experience of increased workload in the 10 years between 1984 and 1994. They reported working longer hours, teaching more students and having increased professional, pastoral and administrative duties. The reasons for this increased workload include: (1) less money being spent on education; (2) changes in student assessment from a norm basis to a criterion basis; (3) a change in the administrative structure within the state colleges in which most respondents teach; (4) a change in the student population. The result, they reported, was that their workload was both increased and extended (intensified), leading to a much more complex workplace. Significantly, complexity was also produced by the attempt of teachers to maintain their professional commitment while adapting to the economic rationalist policies of administrators. However, loss of teachers through redundancy, stress and a move to part-time work has meant that those teachers remaining have had to rationalize their work and reduce their professional commitment. This article explores how students and teachers in an Australian school have engaged in their school's politics of legitimation to participate in a disruptive moment concerning homophobia. Over a period of 3 year; students have, with the support of some teachers, actively sought to make homophobia an issue of concern within their school. Their activities have sewed to disrupt the legitimacy of the heterosexist hegemony operating within the school's discursive arrangements. It is demonstrated here in this article how the introduction of the issue of homophobia into the school's discursive framework has engaged anti-homophobic discourses with an educational politics of legitimation. This is a politics which is characterized by a struggle over the legitimacy of particular relations of power and is typified within the Greenwall setting by the presence of discourses of legitimation, disruption and containment. The engagement in such a politics on the issue of homophobia is not only a reflection of the disruptive moment existing in the wider community regarding sexuality, but has also created such a moment in the normalizing functions of this particular Queensland high school.

This article presents a case-study related to gender education policy and explores notions of identity and difference in relation to gender and ethnic minority status within the context of Australian schooling. This has been discussed through an examination of education policies related to gender. Feminist theorizations of identity as shifting and unessentialized offer a range of insights most relevant to schooling. In this article, these understandings have been explored most specifically in relation to Australian ethnic minority women and girls whose status as women, ethnic minority and, most often, working class leads many to attribute to them notions of compounded disadvantage and a consequential eagerness to relinquish their subject locations. This assumed eagerness is attributed more so to ethnic minority adolescent schoolgirls because of the understanding of culture clash which has permeated education policy. The construction of ethnicity in Australia has a limited commonality with the blackness and the racism so often referred to in feminist literature concerned with identity and difference.

Australian post-compulsory education policies have been subjected to theoretical critiques which question assumptions behind the articulation of policy. One line of critique derives from Foucault's analysis of power, and makes particular use of the theme of 'docile bodies'. A limitation of these critiques is the adoption of a 'top-down' model of policy which fails to test the model against empirical evidence. This article draws upon recent research evidence 'at the extremities' to test the applicability of Foucault's ideas within the Australian context. The research challenges the monolithic image that results from a 'top down' analysis and counteracts untested assumptions about the inevitability of current policies. While it suggests ways in which Foucault's ideas might enables us to lay bare the disjunctures between policy and its plurality in practice, it also highlights the limitations of Foucault's imagery of power. The article highlights Disadvantaged Schools Program (DSP), a compensatory education for children in poverty. Programs of "compensatory education" for children in poverty were set up in a number of affluent Western countries in the 1960s and 1970s. Little known outside Australia, the Disadvantaged Schools Program (DSP) is one of the few compensatory education programs to operate on a national scale. During the 1950s and 1960s Australian education systems had expanded at breakneck pace, riding an industrial boom and driven by enormous increases in demand at secondary and tertiary level. The idea of a targeted poverty program in education was drawn from the United States and Great Britain, traditionally the two main sources of ideas for Australian education. The result of this conjuncture was that the Disadvantaged Schools Program had a framework derived mainly from overseas poverty programs--it was targeted on a minority and had "compensatory" justification--but also had distinctive local features. First, it was based on the school as its unit of action, not the individual disadvantaged child.

This article is an assessment of some movements in the theorising of inequality over the last two decades, with particular attention to the Australian context and to the issue of gender as compared with class. It is argued that there has been a useful move from 'inequality as disadvantage' to one which focuses on difference, conflict and the characteristics of the groups previously seen as disadvantaged, but that these moves have been limited, partly by an over-attention to inequality in analysing the content of schooling, and partly by an insufficient attention to inequality in relation to policy and practice initiatives. The discussion of specific examples and issues here suggests also that gender and class should not be treated as simply additive dimensions of a problem, and that analyses should be sensitive to the differing circumstances of countries which are often compared.
