The representation of the atmospheric boundary layer is an important part of weather and climate models and impacts many applications such as air quality and wind energy. Over the years, the performance in modeling 2-m temperature and 10-m wind speed has improved but errors are still significant. This is in particular the case under clear skies and low wind speed conditions at night as well as during winter in stably stratified conditions over land and ice. In this paper, the authors review these issues and provide an overview of the current understanding and model performance. Results from weather forecast and climate models are used to illustrate the state of the art as well as findings and recommendations from three intercomparison studies held within the Global Energy and Water Exchanges (GEWEX) Atmospheric Boundary Layer Study (GABLS). Within GABLS, the focus has been on the examination of the representation of the stable boundary layer and the diurnal cycle over land in clear-sky conditions. For this purpose, single-column versions of weather and climate models have been compared with observations, research models, and large-eddy simulations. The intercomparison cases are based on observations taken in the Arctic, Kansas, and Cabauw in the Netherlands. From these studies, we find that even for the noncloudy boundary layer important parameterization challenges remain.

To establish a helicopter observation platform (HOP), Duke University has purchased a Bell 206 “Jet Ranger” helicopter, which has been equipped with a three-dimensional, high-frequency positioning and attitude-recording system, a data acquisition and real-time visualization system, and high-frequency sensors to measure turbulence, temperature, moisture, and CO2 concentration. Thus, it can collect the variables needed to compute some of the turbulent heat and scalar fluxes (using the eddy correlation technique) at low altitudes and low airspeeds that are not feasible with airplanes, yet are quite valuable for studying the exchanges between the Earth's surface and the atmosphere. As climate change accelerates, societies and climate-sensitive socioeconomic sectors cannot continue to rely on the past as a guide to possible future climate hazards. Operational decadal predictions offer the potential to inform current adaptation and increase resilience by filling the important gap between seasonal forecasts and climate projections. The World Meteorological Organization (WMO) has recognized this and in 2017 established the WMO Lead Centre for Annual to Decadal Climate Predictions (shortened to “Lead Centre” below), which annually provides a large multimodel ensemble of predictions covering the next 5 years. This international collaboration produces a prediction that is more skillful and useful than any single center can achieve. One of the main outputs of the Lead Centre is the Global Annual to Decadal Climate Update (GADCU), a consensus forecast based on these predictions. This update includes maps showing key variables, discussion on forecast skill, and predictions of climate indices such as the global mean near-surface temperature and Atlantic multidecadal variability. it also estimates the probability of the global mean temperature exceeding 1.5°C above preindustrial levels for at least 1 year in the next 5 years, which helps policy-makers understand how closely the world is approaching this goal of the Paris Agreement. This paper, written by the authors of the GADCU, introduces the GADCU, presents its key outputs, and briefly discusses its role in providing vital climate information for society now and in the future. To estimate global aerosol radiative forcing, measurements of aerosol optical properties are made by the National Oceanic and Atmospheric Administration (NOAA) Earth System Research Laboratory (ESRL)’s Global Monitoring Division (GMD) and their collaborators at 30 monitoring locations around the world. Many of the sites are located in regions influenced by specific aerosol types (Asian and Saharan desert dust, Asian pollution, biomass burning, etc.). This network of monitoring stations is a shared endeavor of NOAA and many collaborating organizations, including the World Meteorological Organization (WMO)’s Global Atmosphere Watch (GAW) program, the U.S. Department of Energy (DOE), several U.S. and foreign universities, and foreign science organizations. The result is a long-term cooperative program making atmospheric measurements that are directly comparable with those from all the other network stations and with shared data access. The protocols and software developed to support the program facilitate participation in GAW’s atmospheric observation strategy, and the sites in the NOAA/ESRL network make up a substantial subset of the GAW aerosol observations. This paper presents an introduction to the Southern Hemisphere High Altitude Experiment on Particle Nucleation and Growth (SALTENA). This field campaign took place between December 2017 and June 2018 (wet to dry season) at Chacaltaya (CHC), a GAW (Global Atmosphere Watch) station located at 5,240 m MSL in the Bolivian Andes. Concurrent measurements were conducted at two additional sites in El Alto (4,000 m MSL) and La Paz (3,600 m MSL). The overall goal of the campaign was to identify the sources, understand the formation mechanisms and transport, and characterize the properties of aerosol at these stations. State-of-the-art instruments were brought to the station complementing the ongoing permanent GAW measurements, to allow a comprehensive description of the chemical species of anthropogenic and biogenic origin impacting the station and contributing to new particle formation. In this overview we first provide an assessment of the complex meteorology, airmass origin, and boundary layer–free troposphere interactions during the campaign using a 6-month high-resolution Weather Research and Forecasting (WRF) simulation coupled with Flexible Particle dispersion model (FLEXPART). We then show some of the research highlights from the campaign, including (i) chemical transformation processes of anthropogenic pollution while the air masses are transported to the CHC station from the metropolitan area of La Paz–El Alto, (ii) volcanic emissions as an important source of atmospheric sulfur compounds in the region, (iii) the characterization of the compounds involved in new particle formation, and (iv) the identification of long-range-transported compounds from the Pacific or the Amazon basin. We conclude the article with a presentation of future research foci. The SALTENA dataset highlights the importance of comprehensive observations in strategic high-altitude locations, especially the undersampled Southern Hemisphere.
