Instrumental data from the pre–Industrial Revolution period are important to ­understand climate change. In this paper, the observations made by the French missionary J. Amiot in present-day central Beijing during 1757–62 were processed and analyzed. The observations represent the earliest continuous dataset of meteorological records found in China that have been digitized recently. Comparisons between the Amiot annual temperature range and extreme values with modern observations showed that the observations were read at approximately 0800 and 1500 local solar time (LST) in a well-ventilated outdoor site. The daily maximum, minimum, and mean temperatures (T-max, T-min, and T-mean, respectively) during 1757–62 were determined by examining the relationship between temperature at 0800 and 1500 LST and T-max, T-min, and T-mean in modern reference series. Nearly 260 years ago, Beijing’s climate was typical of an inland temperate monsoon zone with annual T-mean, annual mean T-max, and annual mean T-min being 11.5°, 17.8°, and 6.1°C, respectively; further, the temperatures did not vary considerably from the 1951–1980 temperatures, but differed evidently compared to relatively recent decades (1981–2020). The difference was larger than the magnitudes of global and regional temperature changes. Thus, climate warming since the pre–Industrial Revolution period in the urban areas of Beijing has dominantly occurred over the last four decades. Uncertainties related to the thermometer and observational conditions 260 years ago and the interpolation method used have also been discussed in this paper.

Ten years, 16 fully coupled global models, and hundreds of research papers later, the North American Multimodel Ensemble (NMME) monthly-to-seasonal prediction system is looking ahead to its second decade. The NMME comprises both real-time, initialized predictions and a substantial research database; both retrospective and real-time forecasts are archived and freely available for research and development. Many U.S.-based and international entities, both private and public, use NMME data for regional or otherwise tailored forecasts. The system’s built-in evolution, with new models gradually replacing older ones, has been demonstrated to gradually improve the skill of 2-m temperature and sea surface temperature, although precipitation prediction remains a difficult problem. This paper reviews some of the NMME-based contributions to seasonal climate prediction research and applications, progress on scientific understanding of seasonal prediction and multimodel ensembles, and new techniques. Several prediction-oriented aspects are explored, including model representation of observed trends and the underprediction of below-average temperature. We discuss potential new directions, such as higher-resolution models, hybrid statistical–dynamical techniques, or prediction of environmental hazards such as coastal flooding and the risk of mosquito-borne diseases.

Global urban population is projected to double by 2050. This rapid urbanization is the driver of economic growth but has environmental challenges. To that end, there is an urgent need to understand, simulate, and disseminate information about extreme events, routine city operations, and long-term planning decisions. This paper describes an effort underway in India involving an interdisciplinary community of meteorology, hydrology, air quality, and computer science from national and international institutes. The urban collaboratory is a system of systems for simulating weather, hydrology, air quality, health, energy, transport, and economy and its interactions. Study and prediction of urban events involve multiscale observations and cross-sector models, heterogeneous data management, and enormous computing power. The consortia program (NSM_Urban) is part of “weather ready cities,” under the aegis of India’s National Supercomputing Mission. The ecosystem “Urban Environment Science to Society” (UES2S) builds on the integrated cyberinfrastructure with a science gateway for community research and end-user service with modeling and interoperable data. The collaboratory has urban computing, stakeholder participation, and a coordinated means to scaffold projects and ideas into operational tools. It discusses the design and the utilization of high-performance computing (HPC) as a science cloud platform for bridging urban environment and data science, participatory stakeholder applications, and decision-making. The system currently integrates models for high-impact urban weather, flooding, air quality, and simulating street- and building-scale wind flow and dispersion. The program with the work underway is ripe for interfacing with regional and international partners, and this paper provides an avenue toward that end.

Aerosol properties are fundamentally different near clouds than away from clouds. This paper reviews the current state of knowledge of aerosol properties in the near-low-cloud environment and quantitatively compares them with aerosols far from clouds, according to remote sensing observations. It interprets observations of aerosol properties from different sensors using satellite, aircraft, and ground-based observations. The correlation (and anticorrelation) between proximity to cloud and aerosol properties is discussed. Retrieval artifacts in the near-cloud environment are demonstrated and quantified for different sensor attributes and environmental conditions. Finally, the paper describes the possible corrections for near-cloud enhancement in remote sensing retrievals. This study is timely in view of science definition studies for NASA’s Aerosol, Cloud, Convection and Precipitation (ACCP) mission, which will also seek to directly link aerosol properties to nearby clouds.

Projections of changes in tropical cyclone (TC) characteristics under climate change are of great interest to those affected by TCs. In a recent paper, Knutson et al. combined a large number of previous results to produce projections consisting of distributions of possible future TC frequencies, intensities, and rainfall rates. These distributions provide a great resource for users of TC information. However, to apply the distributions to impacts models may require the user to solve a number of technical challenges including modeling correlations, fitting distributions, interpolation, and converting the projections to properties at landfall. I consider the frequency and intensity changes, and implement solutions for each of these challenges using a combination of recently published research and a new methodology. This allows me to produce a dataset of TC projections that give frequency changes as a function of landfall region and intensity. Mean intensity changes can then be derived from frequency changes. The projections are presented in a format that allows them to be used in impacts models without further processing. The interpolation and landfall adjustments tend to increase the frequency changes. As a result, my projections give increasing mean frequencies of hurricane-strength landfalling TCs in four out of six global basins, with mean frequencies increasing by up to 16% for a 2°C increase in global mean surface temperature. My projections are highly uncertain, but include uncertainty estimates. They are designed to be a useful resource for anyone interested in possible future TC frequencies and intensities.

The presence of persistent heavy fog in northern India during winter creates hazardous situations for transportation systems and disrupts the lives of about 400 million people. The meteorological factors responsible for its genesis and predictability are not yet completely understood in this region. Given its high potential for socioeconomic impact, there is a pressing need for extensive research that understands the inherently complex nature of the phenomena through field observations and modeling exercises. WiFEX is a first-of-its-kind multi-institutional initiative dealing with intensive ground-based measurement campaigns for developing a suitable fog forecasting capability under the aegis of the smart cities mission of India. Measuring campaigns were conducted during the 2015–20 winters at the Indira Gandhi International Airport, New Delhi, covering more than 90 dense fog events. The field experiments involved extensive suites of in situ instruments and gathered simultaneous observations of micrometeorological conditions, radiative fluxes, turbulence, droplet/aerosol microphysics, aerosol optical properties, fog water chemistry, and vertical thermodynamical structure to describe the environmental stability in which fog develops. An operational modeling framework, the WRF Model, was set up to provide fog predictions during the measurement campaign. These field observations helped to interpret the strengths and deficiencies in the numerical modeling framework. Four scientific objectives were pursued: (i) the life cycle of optically thin and thick fog, (ii) microphysical properties in the polluted boundary layer, (iii) fog water chemistry, gas–aerosol partitioning during the fog life cycle, and (iv) numerical prediction of fog. This paper presents an overview of WiFEX and a synthesis of selected observational and modeling analyses/findings related to the abovementioned scientific topics.

U.S. numerical weather prediction (NWP) is critical for both economic reasons and the protection of life and property. Unfortunately, the nation’s global model prediction skill substantially lags the performance of leading international NWP centers, with problems extending to regional prediction. This paper reviews the history of U.S. activities in NWP, describes why U.S. weather prediction is not fulfilling its potential, and proposes actions that could restore U.S NWP to world leadership. Key suggestions include the creation of a U.S. Numerical Weather Prediction Center, better coordination of the efforts of the research and operational NWP communities, and increasing NOAA computational resources by at least tenfold.

Our world is rapidly changing. Societies are facing an increase in the frequency and intensity of high-impact and extreme weather and climate events. These extremes together with exponential population growth and demographic shifts (e.g., urbanization, increase in coastal populations) are increasing the detrimental societal and economic impact of hazardous weather and climate events. Urbanization and our changing global economy have also increased the need for accurate projections of climate change and improved predictions of disruptive and potentially beneficial weather events on kilometer scales. Technological innovations are also leading to an evolving and growing role of the private sector in the weather and climate enterprise. This article discusses the challenges faced in accelerating advances in weather and climate forecasting and proposes a vision for key actions needed across the private, public, and academic sectors. Actions span (i) utilizing the new observational and computing ecosystems; (ii) strategies to advance Earth system models; (iii) ways to benefit from the growing role of artificial intelligence; (iv) practices to improve the communication of forecast information and decision support in our age of internet and social media; and (v) addressing the need to reduce the relatively large, detrimental impacts of weather and climate on all nations and especially on low-income nations. These actions will be based on a model of improved cooperation between the public, private, and academic sectors. This article represents a concise summary of the white paper on the Future of Weather and Climate Forecasting (2021) put together by the World Meteorological Organizations’ Open Consultative Platform.

The Excessive Rainfall Outlook (ERO), issued operationally from the Weather Prediction Center (WPC), serves the Weather and Water Enterprise and decision-makers with probabilistic guidance and messaging context out to 3 days for excessive rainfall leading to impacts, including flash flooding. Eighty-three percent of all flood-related damages and 39% of all flood-related fatalities reported in Storm Data from 2010 to 2020 occurred in or near an ERO High Risk. Given that a High Risk is issued on only 4% of days, the presence of such risk can serve as an important step in raising situational awareness of a greater likelihood of a damaging and deadly flash flood day. This paper details the operational construction of the ERO at WPC and discusses the role of the ERO in the National Weather Service collaborative forecast process for heavy rainfall. Case studies where the ERO achieved a High Risk are presented for the deadly Montecito, California, flash flood and debris flow (2018) and Hurricane Harvey (2017). More broadly, challenges are highlighted which could be overcome by research to further improve ERO utility.

Winter storms are disruptive to society and the economy, and they often cause significant injuries and deaths. Innovations in winter storm forecasting have occurred across the value chain over the past two decades, from physical understanding, to observations, to model forecasts, to postprocessing, to forecaster knowledge and interpretation, to products and services, and ultimately to decision support. These innovations enable more accurate and consistent forecasts, which are increasingly being translated into actionable information for decision-makers. This paper reviews the current state of winter storm forecasting in the context of the U.S. National Weather Service operations and describes a potential future state. Given predictability limitations, a key challenge of winter storm forecasting has been characterizing uncertainty and communicating the forecast in ways that are understandable and useful to decision-makers. To address this challenge, particular focus is placed on establishing a probabilistic framework, with probabilistic hazard information serving as a foundation for winter storm decision support services. The framework is guided by social science research to ensure effective communication of risk to meet users’ needs. Solutions to gaps impeding progress in winter storm forecasting are highlighted, including better understanding of mesoscale phenomenon, the need for better ensemble calibration, a rigorous and consistent database of observed impacts, and linking multiparameter probabilities (e.g., probability of intense snowfall rates at rush hour) with users’ information needs and decisions.

The unique characteristics of land–air coupling and troposphere–stratosphere interaction over the Tibetan Plateau (TP), the highest landform in the world, play a vital role in weather and climate on regional and global scales. Although a great deal of research has been carried out, large gaps remain in our understanding of TP land–air coupling and its climate effects, due to a lack of observations and the issue of model biases. To address these obstacles, a 10-yr national research program entitled “Changes in the Land–Air Coupled System over the Tibetan Plateau and its Impacts on Global Climate (LASTPIC)” was launched by the National Natural Science Foundation of China in January 2014. What LASTPIC does revolves around three aspects: TP land–air coupled processes; TP’s influence on global climate; and reanalysis and model. This paper mainly focuses on the data collection, scientific understanding, and model development of LASTPIC in terms of TP land–atmosphere–ocean coupling and its global climate impacts since program’s inception.

Climate variability on subseasonal to interannual time scales has significant impacts on our economy, society, and Earth’s environment. Predictability for these time scales is largely due to the influence of the slowly varying climate anomalies in the oceans. The importance of the global oceans in governing climate variability demonstrates the need to monitor and forecast the global oceans in addition to El Niño–Southern Oscillation in the tropical Pacific. To meet this need, the Climate Prediction Center (CPC) of the National Centers for Environmental Prediction (NCEP) initiated real-time global ocean monitoring and a monthly briefing in 2007. The monitoring covers observations as well as forecasts for each ocean basin. In this paper, we introduce the monitoring and forecast products. CPC’s efforts bridge the gap between the ocean observing system and the delivery of the analyzed products to the community. We also discuss the challenges involved in ocean monitoring and forecasting, as well as the future directions for these efforts.

A hyperspectral infrared (IR) sounder from geostationary orbit provides nearly continuous measurements of atmospheric thermodynamic and dynamic information within a weather cube, specifically the atmospheric temperature, moisture, and wind information at different pressure levels that are critical for improving high-impact weather (HIW) nowcasting and numerical weather prediction (NWP). Geostationary hyperspectral IR sounders (GeoHIS) have been on board China’s Fengyun-4 series since 2016 and will be on board Europe’s Meteosat Third Generation (MTG) series in the 2024 time frame; the United States and other countries are also planning to include GeoHIS instruments on their next generation of geostationary weather satellites. Although availability of on-orbit GeoHIS data are limited currently, studies have been conducted and progress has been made on developing the applications of high-temporal-resolution GeoHIS observations. These include but are not limited to deriving three-dimensional wind fields for nowcasting and NWP applications, trending atmospheric instability for warning in preconvective environments, conducting impact studies with data from the experimental Geostationary Interferometric Infrared Sounder (GIIRS) on board Fengyun-4A, preparing observing system simulation experiments (OSSEs), and monitoring diurnal variation of atmospheric composition. This paper provides an overview of the current applications of GeoHIS, discusses the data processing challenges, and provides perspectives on future development. The purpose is to provide direction on utilization of the current and assist preparation for the upcoming GeoHIS observations for nowcasting, NWP and other applications.

The Copernicus Atmosphere Monitoring Service (CAMS), part of the European Union’s Earth observation program Copernicus, entered operations in July 2015. Implemented by the European Centre for Medium-Range Weather Forecasts (ECMWF) as a truly European effort with over 23,500 direct data users and well over 200 million end users worldwide as of March 2022, CAMS delivers numerous global and regional information products about air quality, inventory-based emissions and observation-based surface fluxes of greenhouse gases and from biomass burning, solar energy, ozone and UV radiation, and climate forcings. Access to CAMS products is open and free of charge via the Atmosphere Data Store. The CAMS global atmospheric composition analyses, forecasts, and reanalyses build on ECMWF’s Integrated Forecasting System (IFS) and exploit over 90 different satellite data streams. The global products are complemented by coherent higher-resolution regional air quality products over Europe derived from multisystem analyses and forecasts. CAMS information products also include policy support such as quantitative impact assessment of short- and long-term pollutant-emission mitigation scenarios, source apportionment information, and annual European air quality assessment reports. Relevant CAMS products are cited and used for instance in IPCC Assessment Reports. Providing dedicated support for users operating smartphone applications, websites, or TV bulletins in Europe and worldwide is also integral to the service. This paper presents key achievements of the CAMS initial phase (2014–21) and outlines some of its new components for the second phase (2021–28), e.g., the new Copernicus anthropogenic CO2 emissions Monitoring and Verification Support capacity that will monitor global anthropogenic emissions of key greenhouse gases.

Microburst wind shear has caused or contributed to a significant number of aviation accidents. Since 1943, wind shear accidents have been responsible for more than 1,400 fatalities worldwide, including over 400 deaths in the United States between 1973 and 1985. In this paper, we describe one of the more successful and societally impactful research-to-operations (R2O) programs in atmospheric science history. The remarkable R2O journey included the discovery of microburst wind shear in the late 1970s and early 1980s, the scientific efforts to understand this phenomenon and its impact on aircraft operations, the development of a wind shear training program for pilots, and the rapid development, testing, and implementation of wind shear detection systems that successfully saved lives and property. The article includes a chronological description of the wind shear research and development program, key milestones toward implementation, and the research-to-operations best practices employed for successful technology transfer.

Since 2017, the Northern Australia Climate Program (NACP) has assisted the pastoral grazing industry to better manage drought risk and climate variability. The NACP funding is sourced from the beef cattle industry, government, and academia, representing the program’s broad range of aims and target beneficiaries. The program funds scientists in the United Kingdom and Australia, in addition to extension advisers called “Climate Mates” across a region that supports 15 million head of cattle. Many Climate Mates are employed in the cattle sector and have existing relationships in their communities and capacity to meaningfully engage with the program’s intended beneficiaries—red meat producers. The NACP is a prime example of a successful end-to-end program, integrating climate model improvements (research) with tailored forecast products (development), through to direct stakeholder engagement (extension), on-ground application of technologies (adoption), and improvement in industry and community resilience (impact). The climate information needs of stakeholders also feed back to the research and development components, ensuring the scientific research directly addresses end-user requirements. For any scientific research program, ensuring that research output has measurable real-world impact represents a key challenge. This is more difficult in cases where the scientific research is several steps away from the customer’s needs. This paper gives an overview of the NACP and research highlights, discussing how the end-to-end framework could be adapted and applied in other regions and industries. It seeks to provide a roadmap for other groups to follow to produce more targeted research with identifiable real-world benefits.

Ice habit diagrams published prior to 2009—and many since—do not accurately describe in situ observations of ice shapes as a function of temperature and moisture. Laboratory studies and analysis of field observations by Bailey and Hallett in a series of papers in 2002, 2004, and 2009 corrected several errors from earlier studies, but their work has not been widely disseminated. We present a new, simplified diagram based on Bailey and Hallett’s work that focuses on several ice growth forms arising from the underlying surface processes by which mass is added to a crystal: tabular, columnar, branched, side branched, two types of polycrystalline forms, and a multiple growth regime at low ice supersaturations. To aid interpretation for a variety of applications, versions of the ice growth diagram are presented in terms of relative humidity with respect to water as well as the traditional formats of relative humidity with respect to ice and vapor density excess. These diagrams are intended to be understandable and useful in classroom settings at the sophomore undergraduate level and above. The myriad shapes of pristine snow crystals can be described as the result of either a single growth form or a sequence of growth forms. Overlays of data from upper-air soundings on the ice growth diagrams aid interpretation of expected physical properties and processes in conditions of ice growth.

The Joint Typhoon Warning Center (JTWC) utilized new space-based environmental monitoring (SBEM) data alongside traditional data to adjust JTWC tropical cyclone (TC) intensity and structure estimates during production of the official 2019 Best Track dataset. Intensity estimates from multiple platforms such as Advanced Microwave Scanning Radiometer-2 (AMSR2), the Soil Moisture Active Passive (SMAP) and Soil Moisture and Ocean Salinity (SMOS) radiometers, and synthetic aperture radar (SAR), along with objective Dvorak and satellite consensus algorithms, not only aided the poststorm best track (BT) process, but also provided robust data that supported real-time analysis and forecasting. This summary attempts to communicate with the TC community the extent to which these new data affected the 2019 official BT data, how JTWC utilized these new data in the poststorm BT process, and provide examples of how these data influenced forecaster decision-making in real time. This paper makes no attempt to validate the accuracy of the wind speed estimates from these methods (SAR, SMAP/SMOS, or AMSR2) and does not outline the entirety of the JTWC process for determining TC intensity, but it does outline, briefly, the impact of these new datasets on the final JTWC BT intensity estimates and on real-time analysis. These methodologies are valuable sources of cyclone intensity estimates in an otherwise data-sparse area of responsibility, and in many cases provide critical data not captured by traditional methods alone, which are detailed further in this summary.

There is great interest in improving our understanding of the respective roles of the ocean and atmosphere in variability and change in weather and climate. Due to the sparsity of sustained observing sites in the open ocean, information about the air–sea exchanges of heat, freshwater, and momentum is often drawn from models. In this paper observations from three long-term surface moorings deployed in the trade wind regions of the Pacific and Atlantic Oceans are used to compare observed means and low-passed air–sea fluxes from the moorings with coincident records from three atmospheric reanalyses (ERA5, NCEP-2, and MERRA-2) and from CMIP6 coupled models. To set the stage for the comparison, the methodologies of maintaining the long-term surface moorings, known as ocean reference stations (ORS), and assessing the accuracies of their air–sea fluxes are described first. Biases in the reanalyses’ means and low-passed wind stresses and net air–sea heat fluxes are significantly larger than the observational uncertainties and in some case show variability in time. These reanalyses and most CMIP6 models fail to provide as much heat into the ocean as observed. In the discussion and conclusions section, long-term observing sites in the open ocean are seen as essential, independent benchmarks not only to document the coupling between the atmosphere and ocean but also to promote collaborative efforts to assess and improve the ability of models to simulate air–sea fluxes.

There are a couple of reasons to stimulate a discussion about the definition of clouds. One reason is that the American Meteorological Society (AMS) and the World Meteorological Organization (WMO) define clouds differently, and that in two aspects. AMS defines clouds as visible objects, and WMO as perceivable objects. Furthermore, AMS includes all minute particles independent of their nature and composition whereas WMO considers only such minute particles that consist of water, ice, or a mixture of both. Additionally, the so-called invisible or subvisible clouds are perceivable objects in the definition of WMO but not of AMS. Clouds can be observed by humans and be detected by active and passive sensors from ground and space. The detection limits of instruments span more than two orders of magnitude in visible optical thickness ranging from about 0.001 from satellite lidar (in case of horizontal and vertical averaging or 0.07 for single lidar shots) to about 0.3 to 0.45 for multispectral satellite imaging spectrometers. Human observers see clouds when their optical thickness is larger than about 0.03 at day and 0.05 at night. This paper gives a brief overview of cloud detection from ground and space and of the occurrence, characteristics, and impacts of subvisible clouds. Pros and cons of these definitions are discussed, followed by a proposal for a more precise definition. This definition is, like those of AMS and WMO, a one-parametric definition and does not cover all aspects of clouds.

During 15–21 September 2020, an intense medicane, named Ianos, formed over the warm Mediterranean Sea. Following a path of approximately 1,900 km, Medicane Ianos affected Greece resulting in four casualties and devastating damage in the western and central parts of Greece. Persistent gale force 1-min winds up to 44 m s−1 and wind gusts up to 54 m s−1 were recorded in Cephalonia Island (Ionian Sea), while record-breaking amounts of accumulated rainfall have been recorded in several Ionian islands, as well as in parts of central Greece. Analysis of the available observations showed that Ianos was the most intense medicane ever recorded in the Mediterranean. This paper aims at investigating the genesis and evolution of the medicane, based on in situ observations, satellite measurements, and model analyses. Toward that objective, Meteosat Second Generation (MSG) SEVIRI imagery, combined with lightning data permitted to follow the evolution of convective activity during the various phases of Ianos. This investigation is complemented with upper-air model analyses in order to evaluate the synoptic environment within which Ianos had formed and was sustained over 7 days. Finally, the Global Precipitation Measurement Core Observatory (GPM CO) satellite overpasses over Medicane Ianos provided invaluable information about its 3D structure, especially during its most intense phase.

The U.S.–Taiwan Partnership for International Research and Education (PIRE) “Building Extreme Weather Resiliency through Improved Weather and Climate Prediction and Emergency Response Strategies” was an NSF-funded grant between universities and institutions in the United States and Taiwan that intended to understand 1) weather forecast uncertainty during extreme precipitation events and 2) how emergency managers use such information to make decisions. In this reflective paper, graduate students from the project’s working groups, including climate, ensemble, microphysics, and decision science, share their experiences of being involved in this ambitious program. A notable strength of this PIRE was its opportunities for international collaboration and related cultural experiences; however, despite direct student involvement in PIRE, student experiences varied considerably (e.g., research experiences, cultural exposure). Recommendations for improvement are informed predominantly by U.S.-based graduate student experiences and are discussed with the intention of bolstering future interdisciplinary research for students and investigators. To this end, projects of this scale and scope could benefit from more frequent communication among leadership and research groups, as well as explicitly outlining and prioritizing interactions between groups to focus and strengthen collaboration toward the completion of interdisciplinary research goals.

Artificial intelligence (AI) and machine learning (ML) have become important tools for environmental scientists and engineers, both in research and in applications. Although these methods have become quite popular in recent years, they are not new. The use of AI methods began in the 1950s and environmental scientists were adopting them by the 1980s. Although an “AI winter” temporarily slowed the growth, a more recent resurgence has brought it back with gusto. This paper tells the story of the evolution of AI in the field through the lens of the AMS Committee on Artificial Intelligence Applications to Environmental Science. The environmental sciences possess a host of problems amenable to advancement by intelligent techniques. We review a few of the early applications along with the ML methods of the time and how their progression has impacted these sciences. While AI methods have changed from expert systems in the 1980s to neural networks and other data-driven methods, and more recently deep learning, the environmental problems tackled have remained similar. We discuss the types of applications that have shown some of the biggest advances due to AI usage and how they have evolved over the past decades, including topics in weather forecasting, probabilistic prediction, climate estimation, optimization problems, image processing, and improving forecasting models. We finish with a look at where AI as employed in environmental science appears to be headed and some thoughts on how it might be best blended with physical/dynamical modeling approaches to further advance our science.

For more than a century, Cleveland Abbe was placed on a pedestal as meteorology’s solitary leader. Lauded by power brokers within the developing U.S. meteorological community, directors of the Weather Bureau (predecessor to today’s National Weather Service), and the American Meteorological Society, he was cited by many as the father of what is now the NWS, its first director, and issuer of its first forecast. However, a historiographical review of the literature that established the Abbe legend presented here shows the image held of Abbe today was actively manufactured; written, and supported by Abbe himself, his family, the Weather Bureau, and others within the AMS. We show that Abbe’s role in the creation of the nation’s first federal weather service was elevated while the contributions of others were actively downplayed. The latter applies particularly to Increase Lapham, who worked for two decades to demonstrate how a 24-h forecast of events could be generated from the collection and analysis of surface data, and whose active solicitation of Congressman Halbert Paine ultimately led to the creation of the first national weather service within the U.S. Army Signal Service on 9 February 1870. This paper is provided to shed a clearer light on those who contributed to the creation of what is now called the National Weather Service, which recently celebrated its 150th anniversary, and offer insights into how the Abbe myth was sustained as the AMS celebrated its anniversaries at 25-yr intervals over its 100-yr history.

The catastrophic derecho that occurred on 10 August 2020 across the midwestern United States caused billions of dollars of damage to both urban and rural infrastructure as well as agricultural crops, most notably across the state of Iowa. This paper documents the complex evolution of the derecho through the use of low-Earth-orbit passive-microwave imager and GOES-16 satellite-derived products complemented by products derived from NEXRAD weather radar observations. Additional satellite sensors including optical imagers and synthetic aperture radar (SAR) were used to observe impacts to the power grid and agriculture in Iowa. SAR improved the identification and quantification of damaged corn and soybeans, as compared to true-color composites and normalized difference vegetation index (NDVI). A statistical approach to identify damaged corn and soybean crops from SAR was created with estimates of 1.97 million acres of damaged corn and 1.40 million acres of damaged soybeans in the state of Iowa. The damage estimates generated by this study were comparable to estimates produced by others after the derecho, including two commercial agricultural companies.

Educators can enrich their teaching with best practices, share resources, and contribute to the growing atmospheric science education research community by reading and participating in the scholarship of teaching and learning in atmospheric science. This body of scholarship has grown, particularly over the past 15 years, and is now a sizable literature base that documents and exemplifies numerous teaching innovations in undergraduate atmospheric science education. This literature base benefits the entire atmospheric science community because graduates of atmospheric science programs are better prepared to enter the workforce. This literature base has not yet been examined, however, to see how well the evidence supports education practices in the atmospheric science education literature. In this study, we characterized that evidence and show that the majority of papers we reviewed share education innovations with anecdotal or correlational evidence of effectiveness. While providing useful practitioner knowledge and preliminary evidence of the effectiveness of numerous innovative teaching practices, opportunities exist for increasing readers’ confidence that the innovations caused the learning gains. Additional studies would also help move conclusions toward generalizability across academic institutions and student populations. We make recommendations for advancing atmospheric science education research and encourage atmospheric science educators to actively use the growing body of education literature as well as contribute to advancing atmospheric science education research.

Accurate estimation of the potential “upper limit” for extreme precipitation is critical for dam safety and water resources management, as dam failures pose significant risks to life and property. Methods used to estimate the theoretical upper limit of precipitation are often outdated and in need of updating. The rarity of extreme events means that old storms with limited observational data are often used to define the upper bound of precipitation. Observations of many important old storms are limited in spatial and temporal coverage, and sometimes of dubious quality. This reduces confidence in flood hazard assessments used in dam safety evaluations and leads to unknown or uncertain societal risk. This paper describes a method for generating and applying ensembles of high-resolution, state-of-the-art numerical model simulations of historical past extreme precipitation events to meet contemporary stakeholder needs. The method was designed as part of a research-to-application-focused partnership project to update state dam safety rules in Colorado and New Mexico. The results demonstrated multiple stakeholder and user benefits that were applied directly into storm analyses utilized for extreme rainfall estimation, and diagnostics were developed and ultimately used to update Colorado state dam safety rules, officially passed in January 2020. We discuss how what started as a prototype research foray to meet a specific user need may ultimately inform wider adoption of numerical simulations for water resources risk assessment, and how the historical event downscaling method performed offers near-term, implementable improvements to current dam safety flood risk estimates that can better serve society today.

For nearly three decades, satellite nadir altimeters have provided essential information to understand primarily ocean but also inland water dynamics. A variety of parameters can be inferred via altimeter measurements, including sea surface height, sea surface wind speeds, significant wave heights, and topography of land, sea ice, and ice sheets. Taking advantage of these parameters with the long record of altimeter data spanning multiple decades has allowed a diverse range of societal applications. As the constellation of altimeter satellites grows, the proven value of the missions to a diverse user community can now be demonstrated by highlighting a selection of verifiable success stories. In this paper, we review selected altimeter success stories that incorporate altimetry data, alone or in conjunction with numerical models or other Earth observations, to solve a key societal problem. First, we define the problem or the key challenge of each use case, and then we articulate the uptake of the successful altimeter-based solution. Our review revealed steady progress by scientific and stakeholder communities in bridging the gap between data availability and their actual uptake to address a variety of applications. Highlighting these altimeter-based success stories can serve to further promote the widespread adoption of future satellite missions such as the Surface Water and Ocean Topography (SWOT) mission scheduled for launch in 2022. Knowledge of the breadth of current utility of altimeter observations can help the scientific community to demonstrate the value in continuing radar altimeter and similar missions, particularly those with expanded capabilities, such as SWOT.

A 30-yr time series (4 February 1990–4 February 2020) of aerosol optical depth (AOD) of the atmosphere, total precipitable water (TPW), and total column ozone has been conducted in central Texas using simple, highly stable instruments. All three parameters in this ongoing measurement series exhibited robust annual cycles. They also responded to many atmospheric events, including the historic volcanic eruption of Mount Pinatubo (1991), a record El Niño (1998), an unprecedented biomass smoke event (1998), and La Niña that caused the driest drought in recorded Texas history (2011). Reduced air pollution caused mean AOD to decline from 0.175 to 0.14. The AOD trend measured for 30 years by a light-emitting diode (LED) sun photometer, the first of its kind, parallels the trend from 20 years of measurements by a modified Microtops II. While TPW responded to El Niño–Southern Oscillation conditions, TPW exhibited no trend over the 30 years. The TPW data compare favorably with 4.5 years of simultaneous measurements by a nearby NOAA GPS (r2 = 0.78). The 30 years of ozone measurements compare favorably with those from a series of NASA ozone satellites (r2 = 0.78). In 2016, 194 comparisons of Microtops II and world standard ozone instrument Dobson 83 at the Mauna Loa Observatory agreed within 1.9% (r2 = 0.81). The paper concludes by observing that students and citizen scientists can collect scientifically useful atmospheric data with simple sun photometers that use one or more LEDs as spectrally selective photodiodes.

Simsphere, a soil–vegetation–atmosphere–transfer (SVAT) model developed at The Pennsylvania State University, can be downloaded from the web for use by students and researchers. In existence for several decades, Simsphere has figured in both the classroom and in research at several universities. As such, Simsphere has been supported by a knowledgeable group of academic users and has been applied in a variety of applications, such as in remote sensing of surface soil water content and in the assessment of water and ozone stresses on plants. This paper describes the model and how it can be downloaded and run.

Prediction of weather is a main goal of atmospheric science. Its importance to society is growing continuously due to factors such as vulnerability to natural disasters, the move to renewable energy sources, and the risks of climate change. But prediction is also a major scientific challenge due to the inherently limited predictability of a chaotic atmosphere, and has led to a revolution in forecasting methods as we have moved to probabilistic prediction. These changes provide the motivation for Waves to Weather (W2W), a major national research program in Germany with three main university partners in Munich, Mainz, and Karlsruhe. We are currently in the second 4-yr phase of our planned duration of 12 years and employ 36 doctoral and postdoctoral scientists. In the context of this large program, we address what we have identified to be the most important and challenging scientific questions in predictability of weather, namely, upscale error growth, errors associated with cloud processes, and probabilistic prediction of high-impact weather. This paper presents some key results of the first phase of W2W and discusses how they have influenced our understanding of predictability. The key role of interdisciplinary research linking atmospheric scientists with experts in visualization, statistics, numerical analysis, and inverse methods will be highlighted. To ensure a lasting impact on research in our field in Germany and internationally, we have instituted innovative programs for training and support of early-career scientists, and to support education, equal opportunities, and outreach, which are also described here.

In 1976, a pilot experiment, called first Equatorial Mooring (EQUA-1), tested an innovative technique for anchoring a taut-line surface mooring at 0°, 150°W where the water depth is 4.5 km. The 36-day deployment contained a wind recorder and fixed-level current meters at 50 and 100 m in the Equatorial Undercurrent (EUC). The following year, in a second pilot experiment, named EQUA-2, a similar mooring was deployed at 0°, 125°W for 99 days. EQUA-2, with current meters at 10, 50, 100, 150, and 200 m, recorded a surge in EUC transport during April 1977 when 3-day-averaged eastward current speeds at 50-m depth reached 2 m s−1. The associated eastward transport per unit meridional width over the 50–200-m layer was 190 m2 s−1. Based on observations recorded in April 1980, the EQUA-2 pulse would correspond to a total EUC transport surge of about 38 Sv (1 Sv ≡ 106 m3 s−1) and would represent an equatorially trapped first-mode baroclinic Kelvin wave. This paper describes EQUA Project observations and why and how I created the high-risk-of-failure opportunity to record pioneering time series measurements at the equator. The enduring legacy of the EQUA Project is the sustained maintenance of in situ surface wind and upper-ocean current and temperature measurements at numerous sites in the equatorial oceans, starting in the Pacific to improve forecasts of the El Niño and La Niña phenomenon. For example, the 40-yr records of surface wind and upper-ocean current and temperature measurements at 0°, 110°W and 0°, 140°W are some of oceanography’s longest time series recorded far from land.

Wintertime episodes of high aerosol concentrations occur frequently in urban and agricultural basins and valleys worldwide. These episodes often arise following development of persistent cold-air pools (PCAPs) that limit mixing and modify chemistry. While field campaigns targeting either basin meteorology or wintertime pollution chemistry have been conducted, coupling between interconnected chemical and meteorological processes remains an insufficiently studied research area. Gaps in understanding the coupled chemical–meteorological interactions that drive high-pollution events make identification of the most effective air-basin specific emission control strategies challenging. To address this, a September 2019 workshop occurred with the goal of planning a future research campaign to investigate air quality in western U.S. basins. Approximately 120 people participated, representing 50 institutions and five countries. Workshop participants outlined the rationale and design for a comprehensive wintertime study that would couple atmospheric chemistry and boundary layer and complex-terrain meteorology within western U.S. basins. Participants concluded the study should focus on two regions with contrasting aerosol chemistry: three populated valleys within Utah (Salt Lake, Utah, and Cache Valleys) and the San Joaquin Valley in California. This paper describes the scientific rationale for a campaign that will acquire chemical and meteorological datasets using airborne platforms with extensive range, coupled to surface-based measurements focusing on sampling within the near-surface boundary layer, and transport and mixing processes within this layer, with high vertical resolution at a number of representative sites. No prior wintertime basin-focused campaign has provided the breadth of observations necessary to characterize the meteorological–chemical linkages outlined here, nor to validate complex processes within coupled atmosphere–chemistry models.

Extensive expansion in irrigated agriculture has taken place over the last half century. Due to increased irrigation and resultant land-use–land-cover change, the central United States has seen a decrease in temperature and changes in precipitation during the second half of the twentieth century. To investigate the impacts of widespread commencement of irrigation at the beginning of the growing season and continued irrigation throughout the summer on local and regional weather, the Great Plains Irrigation Experiment (GRAINEX) was conducted in the spring and summer of 2018 in southeastern Nebraska. GRAINEX consisted of two 15-day intensive observation periods. Observational platforms from multiple agencies and universities were deployed to investigate the role of irrigation in surface moisture content, heat fluxes, diurnal boundary layer evolution, and local precipitation. This article provides an overview of the data collected and an analysis of the role of irrigation in land–atmosphere interactions on time scales from the seasonal to the diurnal. The analysis shows that a clear irrigation signal was apparent during the peak growing season in mid-July. This paper shows the strong impact of irrigation on surface fluxes, near-surface temperature and humidity, and boundary layer growth and decay.
