The author comments on the realization by political leaders of Soviet Union, of the economic and social problems which emerged during the era of former Soviet Union Premier Joseph Stalin, and efforts of the leaders to resolve the problems. As stated, the low profile Congress of the Soviet Communist Party under the leadership of the country's Premier Aleksei Kosygin which ended in Moscow, Soviet Union in April 1966, reflects the change in approach of the leaders, which is cautious and pragmatic.
