This paper reports on data that is part of a wider evaluation of a small‐scale project that offers support to parents, children and families affected by alcohol and substance use. Using semi‐structured interviews and a focus group, the data in this paper explore mother's sense making of their substance use and their experiences of various professional interventions which have helped or hindered their personal journeys of recovery. Mothers' narratives suggested a self‐critical inner dialogue conceptualized as shame. Fear of stigma and a sense of shame derived from historical abuse and had a profound effect on how mothers perceived themselves and how they negotiated a web of professionals involved in their lives. Community projects with a focus on understanding mothers and their needs, and not the risk they posed to their children, were considered most supportive. Interventions working within a non‐judgemental and empathetic framework that fostered the importance of relationships and connection had a greater impact on mothers' long‐term recovery goals. Siblings are key actors in the social network of young people in care. This paper explores young people's perceptions of changes in the quality of sibling relationships and the pathways relationships follow during the transition from the biological family into care. A thematic analysis of interviews with young Norwegian people (n = 25) in care showed that, in the biological family, sibling relationships are characterized by alliances, parentification, conflicts or nonexistence. After admission to child welfare services care, sibling relationships developed along multiple pathways. Their sibling relationships reshaped into either close and supportive, conflictual or completely broken relationships. Sibling relationships were dynamic, complex, with the pathway, and its impact on well‐being, being unique to each young person. Sibling relationship quality in the biological home did not predict relationship quality after admission to child welfare services. The implications for social worker practice are discussed. This paper explores how social workers intervene with affluent parents when there are child protection concerns about neglect. Based on data gathered from a small‐scale exploratory qualitative study with 30 practitioners from 12 local authorities across England, this study examined three overarching questions: (a) How do social workers identify risk factors for vulnerable children in affluent circumstances? (b) Which factors inhibit or enable social workers' engagement with resistant affluent parents when there are child protection concerns? (c) What kind of skills, knowledge, and experience is necessary for social workers to effectively assert their professional authority with affluent parents when there are concerns about abuse and neglect? The findings revealed that indicators of neglect can be difficult to identify and challenging to respond to when parents are affluent. Results indicate that social workers have to navigate complex power relationships with parents who are able to use their class privileges to resist their interventions. In a contemporary context dominated by reports of the historical institutional abuse of children and young people in residential children's homes, and where the voice of workers is largely absent, this study explores the views and experiences of 26 workers in the Republic of Ireland regarding relationship‐based practice. Using an exploratory, qualitative approach and informed by 'appreciative inquiry'; semi‐structured interviews were undertaken with 26 residential care workers. The findings highlight that relationship‐based practice has not been fully understood and/or embraced in practice because of a culture of fear that has permeated the Irish residential childcare system. Using theoretical concepts associated with the sociology of fear, the paper explores their effects on practice and argues that these are amplified given the current low status of residential care workers, the impact of media reports and the influence of current discourses around professional practice in which 'objective' and 'emotionally detached' practice is viewed as synonymous with efficiency and effectiveness. This paper investigates the identity constructions of youths who are objects of special interventions in the area of child welfare. The aim of the paper was to explore the various dimensions of resistance to institutional identities among youths in special schools and foster-care institutions. Interviews were conducted with adolescents aged between 12 and 15, identified as having social, emotional and behavioural difficulties. The analysis generates knowledge about society's interventions as well as how adolescents respond to offered institutional identities by adopting different kinds of discursive resistance. The paper highlights the different types of discursive resistance that adolescents use to present themselves as accountable individuals and discusses the importance of considering resistance as a positive force rather than as something that must be defeated. Research highlights the role of key actors and relationships in supporting the educational attainment and progress of children in care and care leavers. We know less about how relationships influence the educational journeys of people with care experience over time and how to support the educational progress and engagement of adults with care experience. The principle of "linked lives" is central to the life course perspective referring to the interdependence of human lives throughout the life course. This paper explores how the principle of linked lives can illuminate our understanding of how relationships positively influence the educational journeys of adults with care experience over time. Educational life history interviews were conducted with 18 care‐experienced adults (aged 24–36) in Ireland. Findings suggest that the principle of linked lives is a valuable conceptual tool for providing new insights on this issue. Four key themes were identified: (a) opportunities for educational support are present across the life course; (b) "family" is a central source of educational support; (c) there is intergenerational capacity for educational support; and (d) relationships beyond the "family" are supportive of education. This paper reports on the findings from a qualitative study into the experiences of parents who were involved in the English child protection system in 2013. Seventeen in-depth interviews were conducted involving 19 parents and/or partners, and a framework approach was used to analyse the data. There were positive experiences of individual social workers and some positive experiences of the child protection system. However, the overwhelming theme of the parents' experiences was that the system was uncaring, inflexible and for some harmful to both themselves and their children. Despite being included in the child protection process, parents felt they were not afforded the same rights as a participant, as a decision-maker or as a partner in seeking to improve the situation. The threat of consequences silenced parents who felt unable to speak out or challenge the things they disagreed with or coerced others into signing agreements they did not agree to. Such experiences related to a sense that they were being treated as 'less than human'. These findings are considered within the context of recent reforms within the English child protection system. The ever-growing number of out-of-home children in Italy over the last decade has urged an assessment of the available care services. Although foster care is spreading rapidly, many young people are still housed in residential facilities. Reflection on residential care quality has intensified at both a national and an international level. This paper presents the results of a study on residential care facilities for children and young people in the region of Northern Italy ( Lombardy). Four dimensions of 'quality' are considered: efficiency, effectiveness, participation in planning and intervention, and empowerment of children and their family relationships. The combined effects of these dimensions are defined as 'relational quality'. The results show that residential care facilities are generally good, while Social Services resources often appear inadequate for interventions aimed at birth families (efficiency). The well-being of children in residential care facilities is high, even if they tend to move from one facility to another, rarely returning to their birth family (effectiveness). The involvement of children and their families at different stages of the care path is limited (participative approach). Children placed in residential care are significantly over‐represented in youth justice systems. Drawing on interviews and focus groups with service providers, this exploratory study examines practice factors that impact on the criminalization of this group of children across multiple services and systems, including in the residential care environment, police, lawyers, courts and youth justice systems, as well as multi‐systems practice with this group in one Australian state. Positive outcomes were observed for children in residential care where well‐functioning care teams existed, as well as for children in therapeutic residential care settings. However, clear limitations were identified across all phases of children's youth justice system involvement, including placement with offending peers, the criminalization of behaviours of concern, greater use of remand and detention, limited support to navigate legal and youth justice processes, challenges to service collaboration, and limited applicability of sentencing considerations. The findings indicate a pervasive level of systemic disadvantage for this group of children, and imply that a holistic strategy underpinned by affirmative action across several systems will be necessary to address the ongoing criminalization of children in residential care. Vague programme descriptions are known to impede implementation and evaluation. Yet social work change programmes often fail to describe in detail how they aim to provide better outcomes for children and families. This study focused on the Systemic Practice Model (SPM), which is a Finnish adaptation of Reclaiming Social Work, a practice model developed in England. The SPM aims to deliver systemic practice in children's social care and has recently been widely disseminated across Finland. However, research has found both considerable variation in its delivery and a lack of clarity about what it is. This study, applying realist evaluation, aimed to formulate a programme theory based on the perceptions of key informants (n = 12) involved in the national development and dissemination of the SPM during the period 2017–2019. The analysis yielded three core components (a systemic team, systemic weekly meetings, and systemic practice) and two context‐mechanism‐outcome (CMO) configurations, which represent causal chains of the SPM. The findings should enable its quality implementation and meaningful outcome and process evaluation. The findings will also aid organizations and practitioners both to identify changes required in their service provision and prevent adverse effects. Child‐welfare practices transformed drastically in 2020 after governments instituted quarantining and social‐distancing measures. Child visitation, mental health evaluations and treatment, and court hearings either ceased or only accessible via information communication technologies (ICTs). Peer‐reviewed published scholarship about technology use in child welfare is limited to voluntary, supplemental contexts and insufficient to understand the nuanced effects of this transition on vulnerable populations. We used a critical case study ethnography to name this phenomenon, 'pandemic practice', and describe how case‐management challenges were compounded and/or masked by pandemic practice. Mandatory ICT use in case management contributed to injustices for some families in the child‐welfare system, including children spending extended time in foster care, families receiving superficial treatment services and irreparable harm to timely case progression. We used technology adoption theory and technological capital framework to identify and understand the complexities of pandemic practice beyond a simple digital divide perspective. We present a hierarchy of technological capital necessary to participate in pandemic practice, suggestions to create sufficient capital and implications for policy and practice. Youth in foster care overwhelmingly display heightened risks for both internalizing and externalizing behaviours. Few studies document how and under what conditions foster parents effectively respond to child behaviours. The overarching purpose of this study was to examine the relationships between foster parents' parental monitoring, youth behaviours and foster parent–youth relationship. This study utilized secondary data from National Survey of Child and Adolescent Well‐being (NSCAW II) to examine the experiences of 298 youth and their caregivers. Results indicated that parental monitoring was positively associated with lower rates of internalizing and externalizing behaviours. Interestingly, higher parental monitoring was also associated with a more positive relationship between the child and caregiver, as perceived by the youth. Demographic characteristics of youth or foster parents were not significantly associated with parental monitoring. The youth–foster parent relationship mediated associations between parental monitoring and both (a) self‐reported internalizing and externalizing behaviours and (b) caregiver reports of adolescents' externalizing but not internalizing behaviours. These findings suggest that the youth–foster parent relationship is a key mechanism to focus on and underscores the need for specialized foster parent training that emphasizes a relational approach to dealing with behavioural concerns. This article describes the benefits of monthly family team meetings for parents involved with child welfare. Findings are shared from semi-structured, qualitative interviews conducted with 17 parents whose children had been placed in substitute care. While much of the scholarship on family meetings focuses on opportunities for family voice, this study found that parents received multiple benefits from meetings including, but not limited to, the opportunity for input into decision-making. Specifically, parents appreciated receiving information and feedback, encouragement, and a range of other supports from members of the team. Meetings also facilitated communication and improved the coordination of services and other efforts by team members. Notably, parents reported that regular meetings helped to hold caseworkers and other providers accountable regarding their activities and duties related to the case, often resulting in better follow through. Parents and their advocates were also able to use meetings to push child welfare to respond in a timely way to parents' progress. These findings should be viewed as preliminary evidence of how a particular model of family meetings might work and thereby expand our understanding of what family team decision meetings can do to improve parents' experiences and child welfare outcomes more generally. Mothers with cognitive limitations who have children in placement need to be listened to and to receive help in understanding and dealing with their situation. A support programme for this group was developed in Australia and then adapted for use in a Swedish context and named 'Mamma Trots Allt' (MTA). The aim was to examine the experiences of these mothers regarding their mothering role after participation in MTA. An explorative and qualitative design was used. Inclusion criteria were mothers with cognitive limitations, a child in placement and participation in MTA. Nine mothers, eight of them from a previous study, gave their informed consent to participate. A study‐specific interview guide was adapted to people with cognitive limitations. The interviews took place after the final MTA session. The qualitative analyses resulted in a description of the mothers' experiences and how they changed after MTA, resulting in an overall theme, two subthemes, four categories and 11 subcategories. MTA facilitated the mothers' maturation and broadened their earlier, stereotypic life expectations. Offering a support programme benefits not only the mother but most likely the child as well. In Sweden, when needed, children of mothers with cognitive limitations are placed in foster homes. There is a lack of knowledge about the mothers with cognitive limitations, their experiences of their maternal role, whether they get the support needed to maintain the relationship with their children, and whether the support system is adapted to mothers with cognitive limitations. The aim was to describe the experiences of the maternal role and support given in mothers with cognitive limitations who have children in placement. An explorative and qualitative design was used. Eleven respondents were interviewed with support from a study‐specific guide. A model representing the respondents' experiences revealed one theme "Struggling, dependent and frustrated mothers," and three categories: I am a mother, I am dependent on an incomprehensible system, and I reluctantly accept my situation. Mothers with children in placement experience a threat to their identity and experience a need to alter their maternal role. They need adapted support to understand the decisions made and facilitate the cooperation with child protection services and the foster home. The impact of sexual abuse on children is enormous, particularly when a child is abused sexually by a mother figure. In order to gain insight into the experiences of this rarely studied group, the life stories of four foster mothers of victims of maternal sexual abuse were collected. The narratives were coded inductively, and several topics concerning foster motherhood were studied more in‐depth. Four key themes emerged in the women's narratives: their attitude towards the abusing female, the foster child's sexual behaviour towards the foster mother, the emotional and physical distance of the foster mothers towards their foster child, and lastly, their sense of responsibility. The four foster mothers continuously balance between fostering their foster child as a parent and responding as a professional caregiver. The consequences of being a foster mother of a victim of maternal sexual abuse should be more socially acknowledged. [ABSTRACT FROM AUTHOR]

Abstract: This study addresses the relationship between children's participation and the protection and provision offered to them by social services in Sweden. It applies a theoretical framework for analysing child welfare that is anchored in the United Nations Convention on the Rights of the Child. How child participation may affect child protection and provision is examined empirically using case documentation from 2 municipalities. The main finding is that when children are not given voice or opportunity to influence the framing of what “the problem” is, the design of protection and care tends to be poorly matched to the actual problems documented in the child investigation and vice versa; when children can influence framing, this is associated with well‐matched protection and care. This suggests that traditional child welfare ethos, to the effect that protection should be of such overriding concern that children even should be protected from participation, is misguided. The study further illustrates the intrinsic problems with the family orientation of Swedish social services and its reliance on partnership with parents, which makes it difficult to live up to the Convention on the Rights of the Child. Incorporating child participation into existing service models can transform Swedish social services to an augmented child‐focused system that by ensuring participation also promotes protection and provision. The considerable number of families served continues to place systemic challenges on the child welfare system. Jurisdictions are turning to new strategies to increase family engagement in services and to leverage taxed or limited resources. Signs of Safety® is a strengths-based and safety-focused approach to child protection work that is grounded in partnership and collaboration. This exploratory pilot study with a referred participant sample used interviews with 26 parents and 32 safety network members to explore respondents' perceptions and use of a safety plan and safety network, core components of the Signs of Safety framework. Findings from this pilot investigation include insights about how safety plans and safety networks are established, how they function, and opportunities for enhancing their use with families with the goal of providing supports that increase the likelihood of continued safety for children after case closure. Indigenous children and young people are over-represented at all stages of the Australian child protection system. Policy and legislative initiatives exist in the state of Victoria, Australia aiming to support the connection between Indigenous children and young people in state care and their culture and community. This exploratory research involved focus group consultations with seven child and family welfare agencies to investigate the impacts, barriers, benefits and limitations of cultural support planning for Indigenous young people in, and leaving care in, Victoria. Findings indicated that cultural planning was of value when it could be completed. However, various shortcomings of current systems were identified including limited resourcing of Aboriginal Community Controlled Organisations to generate plans and provide direct and secondary consultation services to implement plans, difficulty gathering information for plans and some Indigenous young people expressing disinterest in connecting to their culture and community. Complexities in the relationships between the Indigenous and non-Indigenous agencies that aimed to support Indigenous young people in care were also acknowledged. Participants identified a number of strategies to improve outcomes, such as facilitating better relationships between agencies, promoting opportunities for ongoing cultural training for staff in mainstream agencies and improving the resourcing of Aboriginal Community Controlled Organisations to deliver planning and to support cultural connections. Recent studies of youth in out-of-home placements have indicated that a successful mentoring relationship in care is associated with better emotional, educational and behavioural outcomes in adulthood. The goal of this exploratory qualitative study is to describe the profile of a staff member who is able to establish a meaningful relationship with youth in care through the perspectives of 20 young adults aged 21-26 who left care in Israel. Findings revealed that the staff member who formed meaningful relationships with youth was the staff member who was available to the youth and familiar with their personal backgrounds, who was able to see them as positive and trustworthy and to provide guidance and support from a non-judgmental approach. One of the study's conclusions is that staff members who were able to transform their connection with the youth into mentoring relationships were those who were able to make the youth feel as if they were the staff member's own children, and as a result feel cared for deeply and loved. The discussion addresses the barriers in forming a mentoring relationship with a formal professional and the ways to utilize these mentoring relationship components more effectively within the care system. The aim of this study was to explore knowledge use and learning among social workers in everyday child investigation work. Research was undertaken in two Swedish children's services departments. The study applied an ethnographic approach. Methods for data collection included interviews, participant observations, reflective dialogues and a documentary analysis of case files. The social workers' knowledge sources were classified into research‐based, practice‐based and ordinary knowledge. The findings show that the social workers preferred practice‐based knowledge, which was primarily conveyed from colleagues and previous experience, and rarely consulted knowledge from sources found outside the practice setting. Furthermore, the findings suggest that the integration of knowledge was made possible through the social workers' engagement in both a verbal and a more cognitive (tacit) reasoning activity, processes that fostered learning at work. The social workers' learning was predominantly adaptive as they learned to handle tasks in a fairly routinized way on the basis of rules or procedures. The findings lend support to the notion that the use of different knowledge forms could potentially trigger learning in everyday social work. [ABSTRACT FROM AUTHOR]

An inquiry into child welfare protective services workers’ perceptions and experiences in the United States was conducted in order to examine their perceptions of crisis and crisis intervention, and the emotional impact of working with children who endured significant maltreatment. As there is presently little research that has explored these issues specifically from the point of view of the workers, a qualitative grounded theory approach was utilized. Four themes emerged from the data: workers perceived crisis as a result of biopsychosocial breakdown; workers routinely triage when faced with crises; workers are subject to vicarious traumatization; and workers’ personal lives are affected by their work. The findings add to an existing body of knowledge about secondary trauma in child welfare by providing information about the investigative workers’ subjective experience of it. This research adds a unique contribution to understanding workers’ subjective experience of crisis on the job, how it manifests, and whether they feel knowledgeable in the area of crisis intervention. The purpose of this exploratory qualitative study was to investigate the early intervention (EI) experiences of mothers who have a young child at risk for autism spectrum disorder. Data were collected through observations, interviews and document analyses. Results of the study suggest (i) interpersonal skills of practitioners and provisions for family choice and collaboration lead to positive experiences for mothers; (ii) asset‐based attitudes lead to family progress and competence; (iii) effective partnerships are developed through supportive provider communication techniques; and (iv) satisfaction with EI services results from practitioner responsiveness to help families access resources and facilitate child development.
