The core argument of this paper is that intersectionality provides a constructive conceptual lens for the convergence of ethnic minority status and childhood disability in Irish child protection and welfare. The utility of intersectionality in this paper lies in broadening the scope of reflection on the complex intersections of ethnic minority status and childhood disability. Within this, intersectionality is implicitly situated within an overarching critical disability studies perspective. Theoretically informed commentary on the literature attends to three aspects of practice. These are respectively novel intersections of ethnic minority status and childhood disability, as a consequence of intensifying globalization; compounded levels of risk; and the importance of nonconflation of potential sites of oppression, such as race and disability. Overall, the intention of the paper is to be illustrative. Specifically, analysis is presented as an aid to students and practitioners, moving forward, in negotiating a complex and dynamic field of practice. [ABSTRACT FROM AUTHOR]

Child neglect is a significant concern for Aboriginal families and communities both in Australia and internationally. Service responses to child neglect are largely informed by child neglect theories, which explain the nature and causes of child neglect. However, child neglect is a problem that is worsening for Aboriginal children, suggesting that these theories are not appropriate. This paper argues that to meet the needs of Aboriginal families and communities where there is child neglect, policy and practice needs to acknowledge and address the impact of trauma in shaping the lived experiences of Aboriginal people. International literature discusses the impact and consequence of historical trauma within Indigenous families and communities, and separately, child maltreatment theorists have discussed the ecological nature of child neglect. However, the literature and evidence‐base linking the two, child neglect and historical trauma in Indigenous contexts, are very scant. This paper aims to fill this gap and emphasize the importance of addressing child neglect within Aboriginal families and communities in the context of historical trauma. Although this paper focuses on the post‐colonial experiences of Aboriginal people in Australia, the arguments can extend to many Indigenous cultures universally where child welfare interventions have resulted in significant and ongoing trauma. Research shows that top‐down‐designed parenting programmes do not always meet the needs of postmigration parents. Bottom‐up programmes by migrant organizations hold a promise to fill this gap; however, research about these programmes and appropriate evaluation methodologies is scarce. Drawing upon Wenger's () "communities of practice," this paper explores an alternative perspective on parenting programme evaluation. Findings are presented from a study looking into social learning processes of postmigration parents who participated in a bottom‐up programme about raising teenagers in urban areas. Using an ethnographically inspired method combined with a preprogramme and postprogramme design, 115 Moroccan‐Dutch mothers and fathers from 15 programme groups participated. Results show that the programme provided a social learning space in which parents used themselves as resources to learn collectively about parenting. Moreover, parents consciously engaged in learning interactions across learning spaces stretched into their social networks. These analyses showed how parents' development of "learning citizenship" (Wenger,) provides us with insight in collective learning dimensions present in a bottom‐up parenting programme, which is often not included in evaluation studies. African immigrant children and youth have some of the poorest social and mental health outcomes in Canada. Although parenting challenges have been widely documented as a key driver of these outcomes, limited systematic research has investigated this phenomenon. In this paper, we report the results of a study examining parenting challenges among a sample of African immigrant parents in Alberta, Canada. We relied on the theoretical lens of transnationalism to collect and analyse data from a purposive sample of African community leaders (n = 14), African immigrant parents (n = 32), and a range of stakeholders (n = 30). Our thematic data analysis revealed several intricately intertwined parenting challenges, organized around six overarching themes, namely, cultural incompatibility, family tension, state interference, limited social supports, poor access to services, and low socioeconomic status. Methods are not neutral instruments but construct the phenomena under investigation and convey meaning about what is important. This paper explores a methodological framework to investigate parental care for children. As part of the results, the following characteristics of how parents take care of their children are presented: continuous responsibility; predictable routines that are adjusted to the child; and interpretations and negotiations about developmental goals. The argument is that methodological approaches that analyse larger temporal units of contextualized practices as presented by the participants themselves open up for more context-sensitive knowledge about the task of taking care of children. This paper examines the place of ethnicity in local authority foster care in the context of the sufficiency duty to secure adequate local placements for looked after children. The analysis draws on two main sources, namely Office for Standards in Education, Children's Services and Skills (OFSTED's) annual survey of fostering agencies and inspection reports for around half the local authority fostering services in England. Sufficiency is gauged in two main ways, comparing numbers of black and minority ethnic (BME) foster carers first with numbers of BME looked after children and second, with local adult (age 25–64) populations. Statistical analysis shows very wide variation on both measures and a significant minority of authorities that perform poorly in terms of the ethnic diversity of their foster carers. Inspection reports also vary widely in the degree and nature of attention given to issues of ethnicity with many offering limited (and sometimes no) challenge to poor performance. The range of centres where parents and children come together has mushroomed in different parts of the world, as new social work practices address the emerging non-material needs of parents in changing demographic contexts. In this paper, we explore the origins and modi operandi of these centres in Belgium, France, Italy and Japan. Analysis of previous studies and policy documents reveal diverse political rationales, including addressing declining birth rates, preventing psychosocial problems and social isolation of mothers and promoting social cohesion and equality of educational opportunities. Remarkably, despite the diverse cultural and socio-political contexts and rationales, these centres also share very similar ways of functioning and provide an informal type of social support to parents with young children. Social support is widely seen as an integral component for coping with the stresses of everyday life. While there are various sources and types of support potentially available to young people, it is perhaps less obvious the extent to which young people differentially experience these sources and types. Anecdotal evidence suggests that context, culture and other factors unique to local life shape the many dimensions of social support for youth. In this paper, we seek to examine this research need in more detail by focusing on a broad range of factors shaping youth social support and youth well-being. Drawing on mixed methods research, we examine social support evidence for adolescents in Florida, USA, and Offaly, Ireland. Through this research, we investigate how the connection between social support and well-being bears out in these two different socio-cultural contexts; second, we seek to understand whether types and sources of social support differ among youth in both countries; and what relationship exists between well-being and types and sources of support. Comparing similar measures of social support across two distinct societal contexts allows us to determine similarities and differences, while also providing suggestions for application that can shape future programmes and policy. Ethno-racial minority families who come in contact with child protection services face unique challenges that include different ideas about appropriate child rearing practices, possibly different definitions of child maltreatment, the possibility of racial biases and service provision that does not address their particular needs. Ethno-racial minority immigrants encounter additional barriers to services associated with the challenges of settlement in a new cultural environment. Although considerable research has explored these issues, knowledge of the experiences of ethno-racial families who have been in contact with child protection is limited. The current paper provides insights from a qualitative study that explored the experiences of one ethno-racial group (South Asians) in Canada. Findings suggest a variety of reasons that families come into contact with the child protection system, and the characteristics of the sample highlight their difficult financial and employment circumstances. Themes include participants' desire to be better informed about the reasons for child protection involvement and about what they can expect from the worker and the agency. They also identified a wish for services that not only recognize their cultural diversity but also respond to the needs of the whole family. In-home services were especially appreciated. The findings reveal the resilience and personal agency among participants that can be enhanced through strength-based approaches to practice. The situation of families undergoing separation in a context of co-occurrence of intimate partner violence (IPV) and child maltreatment raises certain issues related to child custody. The results presented in this paper were collected and analysed within the framework of a qualitative study aiming to identify the principal points of agreement and the main controversies amongst practitioners in several different types of organizations. Focus groups were held with a total of 43 practitioners from six different settings concerned with child custody in cases of co-occurrence of IPV and child maltreatment. Although they agreed on the importance of ensuring the safety of victims of violence, their views diverged on three points: (1) the importance of preserving the father-child relationship; (2) collaboration between voluntary organizations and semi-voluntary or legal agencies; and (3) consideration of cultural differences. This article explores the findings of a study on the role of the social worker in adoption with a focus on ethics, concentrating on the perspectives of adopted people, birth parents, and adoptive parents. Their reflections challenge policy attempts that are framed around "new beginnings" for children. The focus on hope in such policy projects fails to understand that hope inevitably coexists with anger and loss. The concept of ethical trespass, with its recognition of the inevitability of harm, is explored in terms of its possibilities for recognizing the lived realities for multiple stakeholders. ABSTRACT Ghanaian social workers practise in a poly-ethnic nation comprising a multitude of different indigenous cultural practices and a modern urban sector largely divorced from a rural population adhering to customary law. This qualitative study explores how Ghanaian practitioners negotiate the contradictions between child welfare legislation and customary law. Data were gathered from semi-structured interviews with 36 qualified social workers employed by the Department of Social Welfare and thematically analysed. The study found that legislative provision normalizes nuclear family forms and runs counter to customary law. Social workers are shown to struggle with the ethical dilemmas the law poses without being able to resolve them in a manner consonant with Ghanian workers' code of practice.
